Community-wide Landscaping

Willow-like Shrubs Spreading in Bar Ditches, Cleared Lotsby Marvin Wolverton, Grand Mesa Section 5

The scientific name is Baccharis neglecta, but the common name is Jara Dulce. I became familiar with “Jara” when it overtook a former sugar cane field I owned in the Rio Grande Valley. This plant is very invasive and difficult to eradicate once it gets established. Three additional charac-teristics of Jara make it highly unsuitable for Grand Mesa and other locations within Crystal Falls: • it spreads quickly, • it is highly flammable, and • it hogs water as bad as, or worse than, cedar trees.

My experience is that the way to control this nuisance plant is to cut it off as close to the ground as possible and to either pull the stump or brush Round-Up on the stump using a fairly concentrated dosage. Once eradicated, the best control is to be vigilant, uprooting new plants as soon as they appear.

It is encroaching over the edge of streets in several places in Grand Mesa, causing needless risk to walkers and drivers alike. The association is considering several options to control this invasive plant, including notifying property owners when the Jara on their lot is out of con-trol, insisting that it be removed by lot owners where it is causing hazardous conditions along the street, and using association resources to remove it from the easement if lot owners are unresponsive. The best solution for the com-munity is for everyone to be personally responsible and proactive at controlling this invasive shrub throughout their property.

Community-wide Safety/Security

Vehicle Decals Residents should obtain and display a decal on all newly purchased and current vehicles (applied to the rear windshield). The Crystal Falls vehicle decal is used community-wide to meet safety needs and enables staff and local police to identify vehicles belonging within Crystal Falls.

New residents receive two vehicle decals in their wel-come packet. Additional decals are available by contacting Randy Vogel at Goodwin Management, 512-502-7506.

EasementsAn easement is the right to use the real property of another for a specific purpose. Legal title to the under-lying land is retained by the original owner for all other purposes. In the case of utility easements within Crystal Falls, some properties have a utility easement located in their back or side yard. The owners can install fencing in these areas as long as access is given to utility workers when needed. The easement gives employees of the utility company the right to access, but does not allow other individuals this right.

Q. What is the best method to obtain community information?

A. Residents and prospective homeowners may obtain community-specific information via our property manager’s web site, http://crf.goodwintx.com. It features many helpful links and online forms, and is designed to assist homeowners with everything from deed restric-tions to “Yard of the Month.” This site is the most efficient method of obtaining information, purchasing remotes, adding names to the gate systems, requesting pool card keys, and much more. Marketing and sales information may be obtained via the Crystal Falls web site, www.crystalfalls.net.

Ask The View! Homeowners are encouraged to submit general property- and community-related questions to The View at Crystal Falls via email at [email protected]. At least one question will be answered in each issue of the newsletter.

Questions requiring immediate response should always be directed to Goodwin Management via email at [email protected].

All residents are encouraged to be good neighbors, adhere to the posted speed limit, and report speeding contractors directly to their employer.

The Highlands

New Section Opens, 80’ Lots The Estates, the newest section of The Highlands, features 80’ lots. The model homes by Perry and Highland Homes are open, and several view lots are still available as well as lots across the street from Winkley Elementary, allowing for a quick walk to school.
