BackgroundBackground

In 2004, ASEAN Economic Ministers (AEM) and ASEAN Customs Directors-General set up a regional Inter-Agency Task Force to look into the establishment of the ASEAN Single Window (ASW)

The Task Force with the support of ASEAN Customs Administrations and line ministries, assisted by the ASEAN Secretariat delivered the Technical Guide of ASW and NSWs Implementation by early 2006

Definition of the ASW:- ASEAN Single Window is the environment where National Single

Windows of Member Countries operate and integrate.”

Definition of the National Single Windows (NSWs): The National Single Window is a system which enables:

a single submission of data and information;−

a single and synchronous processing of data and information; and

a single decision-making for customs release and clearance.

(A single decision-making shall be uniformly interpreted as a single point of decision for the release of cargo by Customs on the basis of decisions, if required, taken by line ministries and agencies and communicated in a timely manner to Customs.)

ASEAN sets up ASEAN Single Window Steering Committee and two supporting bodies:

Working Group on Technical Matters (TWG)

Working Group on Legal and Regulatory Matters (LWG)

Conducted the mapping exercise of data elements of ten Member States

The ASEAN Data Model is developed covering data requirements of Customs declarations and Certificate of Origin

Decided to establish the ASW Technical Prototype using the regional approach based on the following definition:

The ASW is a secured environment where National Single Windows integrate and operate. The ASW constitutes a facility that enables a seamless, standardized and harmonized routing and communication of trade and customs-related data and information for customs clearance and release from and to National Single Windows. Trade and customs related data and information will stay within, and belong to respective Member States ”
