2,1 Allocation of Seats for CPSP Council.

As per Bye-Law 11.1(bl all eligible voters must vote on all Pakistan basisfor 20 candidates (no more no less) according to provincial allocation ofCouncil seats as under:

PunjabSindhKhyber PakhtoonkhwaBalochistanTOTAL

The candidates securing highest number of votes on all Pakistan basis willbe declared elected against the allocated provincial quota mentionedabove.

2.2 Eligibility of the candidates for Council.

The candidates for CPSP Council Election must fulfill following conditions:

a) Must be "in good standing" as defined in Bye-law 18,1 (a) & (bJ i.e.any fellow whose subscription does not remain outstanding for aperiod of more than twelve calendar months after thecommencement of the financial year.

b) Must be a Fellow of the College for at least eight (8) years from thedate of his election i.e. those awarded Fellowship upto 31$December, 2010, as per Bye-Laws Clause 11.3.1(b).

c) Must be of minimum age of 40 years on 31't December, 2018, as perBye-Laws Clause 11.3.1(c).

d) The constituency (province) of candidate will be determined on thebasis of place of posting or practice. The place of posting/practicewill be considered if the period is one year or more.

2.3 Eligibility of Proposer and Seconder for Council.

The eligibility of Proposer and Seconder for CPSP Council Election mustfulfill following conditions:

a) Have minimum of five years standing as a Fellow of the CPSP, i.ethose awarded Fellowship upto 31't December, 2013.

b) Be "in good standing".c) Propose or second one nominee only.

3.1 Allocation ofSeats for Faculties.

Election will be held for the following Faculties:

Medicine.Surgery.Obs/Gynae.Pediatrics.Ophthalmology.

Distribution ofseats for each Faculty.

Five in each Faculty, distributed as follows:Punjab 02Sindh& Balochistan 02Khyber Pakhtoonkhwa 01TOTAL 05

3.2 Eligibility of the candidates for Faculties.

The candidates for CPSP Council/Faculties Election must fulfill followingconditions:

a) Must be "in good standing" as defined in Bye-Law 18.1 (a) & (bJ.

b) Must be a Fellow of the College for at Ieast five (5) years from thedate of his election i.e. those awarded Fellowship upto 31sDecember, 2013, as per Bye-Laws Clause 11.3.1 (bJ.

c) Mustbe of minimum age of 40 years upto 31s December,2018, asper Bye-Laws Clause 11.3.1 [c).

d) The constituency (province) of candidate will be determined on thebasis of place of posting or practice. The place of posting/practicewill be considered if the period is one year or more.

CPSP (ituncil & lTaculties Electiort 9o t 9-9o9.,

The Prescribed Nomination Form duly filled in and signed by theproposer, seconder and accepted by the candidate in accordance withCPSP rules, be submitted to the Secretary, Election Commission,Headquarter, Karachi, latest by Saturday, the 02nd February, 2019, up to4:00 P.M. (either in person or through courier). Any form received afterprescribed time will not be considered. Faxed/E-Mailed forms will not beacceptable. No nominations will be accepted by the Regional Centres.

For Nomination Forms sent by courier, it must be ensured by the applicantthat they reach to the Secretary, Election Commission, Headquarter,Karachi, by the above mentioned date & time. In case, the forms reachafter 04:00PM on 02nd February, 2019, will not be accepted by ElectionCommission and the responsibility for this late submission shall rest withthe applicant. CPSP will also not be responsible for any errors oromissions in the forms which may lead to reiection of the formsunder the rules,

The form should be accompanied by following:

i. Three passport size color photographs.ii. Candidate's resume in his own words not exceeding 100 words duly

signed by him, which will be displayed on website and published inthe bulletin after decision ofthe final list ofthe candidates.

iii. Copy of CNIC or Fellowship card.

The nominations will be scrutinized by Election Commission byWednesday, 06tt, February 2019. Appeal against rejection or acceptancecan be made by Friday, the 08ft February, 2019 upto 04:00 PM.Withdrawal from the candidature can be made by Sunday, the 10thFebruary 2019, upto 4:00 PM. A final list of the candidates will bedisplayed on Tuesday, the 12th February, 2079, on CPSP website.

5. Printing of Names of Candidates on the Ballot Papers.

The names of the candidates on the ballot papers for the Council Electionwill be printed in the following sequence:

a) Sitting Office Bearers i.e. President, Vice-President, Treasurer.b) Sitting Councillors.c) Fresh candidates according to their seniority as a Fellow.

6. Eligibility of the Voters.

The eligibiliry of the Voters for CPSP Council Election must fulfill followingconditions:

1. Only those who have been admitted as Fellow by the College Counciland Notification issued by the CPSP under Rules 9(21(0 and 9(2)(gJof the CPSP Rules & Bye-Laws and are "ln good standing" will beeligible to cast their votes in the Council election.

2, For voting, production of original Computerized National IdentityCard (CNICJ is mandatory. However, in case it is not possible,production of Fellowship Card or Passport or Driving License fwithphotographsJ will be acceptable after approval by the PresidingOfficer.

3. Fellows in Good Standing.As per existing rules and regulations only those, who are ingood standing will be allowed to cast their votes.

7. ListofEligibleVoters.

The last date of payment of College dues is Wednesday, the 23ra January,2O19,by 04:00 PM. A list of eligible voters will be displayed on Saturday,the 26fr fanuary,2019.

If any objection is found in the list of eligible voters the same must bebrought to the notice of the Secretary, Election Commission, by Monday28th fanuary,2Ol9, by 04:00 PM, positively either in person or throughcourier. A final list of the eligible voters will be displayed on CPSP websiteon Wednesday, 3Oth fanuary, 2O19, for information of all concerned.

9. Prohibition for Canvassing.

No canvassing in any form is allowed under clause 5.6 of the Bye-lawswhich is reproduced below:

Bye-Law 5.6 - Against Canvassing:a) No candidate for any Office or distinction in the College shall canvass

the Fellows for their votes directly or indirectly by panel formation,holding pre-election meeting or hosting dinners, etc.

b) The candidate seeking election shall be required to pledge on oaththat he/she will not involve himself/herself in canvassing. Failure tocomply with the pledge will make him liable to be debarred fromelection by the Council.

If any such activity is noticed, the same has to be promptly reported to theSecretary who will place it before Election Commission.
