1. INTRODUCTION

1.1 JCBRN Defence COE StatusThe Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence (JCBRN Defence COE) is a multinational organisation, with the Czech Republic as the Framework Nation, which offers recognised expertise and experience to the benefit of the Alliance and supports NATO’s CBRN Defence transformation process.

1.2 MissionThe mission of the JCBRN Defence COE is to:• Provide advice in all CBRN defence-related areas;• Develop CBRN defence doctrines, standards, knowledge to support the

improvement of interoperability and capabilities;• Provide opportunities to enhance education and individual training;• Directly support NATO’s collective training;• Contribute to the relevant Lessons Learned processes and lead its CBRN

portion;• Direct support to ACT’s Training Requirements Analysis (TRA) process;• Within a Programme of Work (POW) approved by the Steering Committee

(SC), assist NATO, Sponsoring Nations (SNs) and other international institutions or organisations in their CBRN defence related efforts, including validation through experimentation.

Responsibilities to ACT:• Support development of concepts and doctrine through experimentation;• Promote interoperability and standardisation;• Assist in analysis to determine future capability requirements;• Develop and distribute Lessons Learned from operations, exercises, and

experiments;• Run NATO’s accredited Education and Training programme;• Assist in research;• Promote relationships among related CBRN bodies;• Development of CBRN databases.

Responsibilities to ACO:• Support Defence Planning, Armament Planning, and PfP Planning and

Review Process;• Long term evaluation of national and international capabilities;• Training and education for experts and crisis management specialists;• Advise unit certification process prior to engagement;• Contribute evaluation with CBRN evaluators.

1.3 StructureThe JCBRN Defence COE is commanded by a Czech Army Colonel and comprises Directorate and 4 Departments. The Staff is multinational with 81 positions out of which 22 are open to NATO and Partnership for Peace. There are thirteen (13) Sponsoring Nations and one (1) Contributing Partner: Austria, Canada, Czech Republic, France, Germany, Greece, Hungary, Italy, Poland, Romania, Slovakia, Slovenia, United Kingdom, and the United States of America.

2. RESIDENTIAL EDUCATION AND TRAINING (E&T) EVENTS ORGANISED BY THE CBRN DEFENCE TRAINING, EXERCISES AND EDUCATION DEPARTMENT IN 2020

2.1. CBRN Analysis Users Workshop

Dates: 03 - 04 March 2020The workshop’s aim is focused on the CBRN Analysis new features, ATP-45 (F), CBRN Warning and Reporting users experience and requirements, Lessons Identified (LIs) and best practices. The purpose is to share information and set up clear understanding considering the new changes in the area of CBRN Warning and Reporting. The workshop is conducted in close cooperation with Bruhn NewTech representatives. Learning Objectives:

1. CBRN Analysis new features;3. ATP-45 (F) and future changes;4. Users experience & requirements;5. Discussion forum;6. LL and best practice.

Training Audience: NATO Command and Force Structure CBRN staff and National equivalents dealing with CBRN Warning and Reporting. Duration: 2 days.Number of participants: min 6, max 12 participants. Security classification: NATO UnclassifiedThe workshop is tuition fee-free. The sending nation is responsible for paying the travel arrangements, accommodation and per diem in accordance with its national regulations.

2.2. Introduction to the International CBRN Training Curriculum for Trainers of First Responders to CBRN Incidents Course

Dates: 20 -24 April 2020The aim of this course is to familiarize the course participants with the Introduction to the International CBRN Training Curriculum for Trainers of First Responders; to provide knowledge and understanding required for implementation of the Introduction to the International CBRN Training Curriculum for Trainers of First Responders within their own nations, and to enhance interoperability among first responders in an international response to CBRN events. This course is organised in close cooperation with the Civil Emergency Planning Committee (CEPC).Learning Objectives:

1. Understand the security context behind national and international CBRN preparedness and response;

2. Understand the methods employed to recognise a CBRN incident;3. Understand the protection of responders and safety of victims;4. Understand the decontamination options at a CBRN incident;5. Understand basic medical and psychological considerations in relation to CBRN

incidents;6. Understand the basic principles of detection and sample taking;7. Understand the principles of command and control in relation to CBRN

incidents;8. Understand the implications of bilateral or international assistance for local

first responders.Training Audience: CBRN trainers to improve their knowledge in the field of CBRN Defence. Participants should have substantial experience in fire and rescue, police or paramedic services, or similar activities (civilian and military) and with training activities in this field. It is expected that attendees will have experience in delivering CBRN training to first responders and have good English language skills.

Duration: 5 days.Number of participants: min 10, max 18 participants. Security classification: Non-sensitive information releasable to the public.The course is tuition fee-free. The sending nation is responsible for paying the travel arrangements, accommodation and per diem in accordance with its national regulations. 2.3. Introduction to NATO WMD Disablement Course

Dates: 08 – 12 June 2020The aim of the course is to:

1. Familiarise participants with NATO WMD Disablement policy, strategy, doctrine and approaches.

2. Provide participants with an introduction to NATO WMD Disablement activities and planning considerations.

3. Enable participants to incorporate WMDD activities into NATO operations.Training Audience: Planners at NATO Headquarters, National Ministries of Defence, subordinate military headquarters or agencies, as well as WMDD formations and staff (Intelligence, WMD/CBRN Defence, EOD, C-IED, MP, SOF etc.).

a) Military officers (OF-3 through OF-5);b) NCOs (OR-7 through OR-9);c) Civilian equivalents dealing with WMD disablement.

Learning Objectives: 1. Familiarise participants with WMD/CBRN threats; 2. Explain NATO’s role in WMD Non-Proliferation and Counter-Proliferation;3. Explain the relationship between CBRN Defence and WMDD;4. Enable an understanding of the WMD Disablement functional concept;5. Enable participants to understand WMD Disablement activities for planning

considerations;6. Understand the principles needed to plan and execute WMD Disablement

operations;7. Understand the differences between NATO and National WMD Disablement

operations;8. Familiarise participants with National WMD Disablement Doctrine, Strategy

and Policy;9. Familiarise participants with

International Organisations’ roles and responsibilities in Non-Proliferation and Counter-Proliferation.

Duration: 5 days.Number of participants: min 10, max 30 participants. Security classification: NATO RESTRICTEDThe course is tuition fee-free. The sending nation is responsible for paying the travel arrangements, accommodation and per diem in accordance with its national regulations.

2.4. CBRN Warning and Reporting Specialists Course

Dates: 01 – 03 September 2020The aim is to train CBRN Subject Matter Experts to be qualified in warning, reporting and hazard prediction of CBRN incidents and strengthen the foundation for integrity, good governance and management within members of the CBRN Warning and Reporting Centre by sharing experiences, challenges, and CBRN Warning and Reporting exercises in order to enhance professionalism.Learning Objectives:

1. Be able to create new or update current CBRN W&R plans, directives and SOPs;2. Have the required knowledge about NATO directives and documents for CBRN

W&R especially ATP-45 and ATP-3.8.1;3. Have knowledge about NATO (and equivalent national) CBRN W&R Principles;4. Have knowledge about NATO (and equivalent national) CBRN W&R Procedures;5. Have knowledge about NATO (and equivalent national) CBRN W&R

Organization;6. Have knowledge about specific CBRN reporting links, e.g.; 7. Deviation from manual procedures working in computer-assisted CBRN

centres;8. Integration of automated and manual CBRN centres into the overall W&R plan;9. Integration between NATO Commands and National formations in the overall

W&R plan incl. the use of information and databases of Toxic Industrial Chemicals/ Toxic Industrial Material;

10. CBRN W&R Plan and organisational differences between Article 5 operations and Out of Area Operations;

11. Use of mail messages for direct communication between manual and automated CBRN centres.

Training Audience: CBRN Staff personnel who need to understand, use and create input to NATO (or equivalent national) CBRN W&R system.Duration: 3 days.Number of participants: min 8, max 18 participants.Security classification: NATO Unclassified.The course is tuition fee-free. The sending nation is responsible for paying the travel arrangements, accommodation and per diem in accordance with its national regulations.

2.5. Live Agent Training Course

Dates: 12 – 16 October 2020The course is designed to provide students with knowledge, skills and abilities to work confidently in protective clothing in a toxic environment containing Chemical Warfare Agents and/or Toxic Industrial Chemicals. Through the training, the course participants will gain practical experience in the use of Individual Protective Equipment (IPE), will understand and be able to apply safe work practices and will have an appreciation of the equipment and methods for detection and decontamination.Learning Objectives:

1. Understand the chemical threat and how to protect against it;2. Understand the detection of chemical agents;3. Understand the execution of immediate/ operational decontamination; 4. Understand planning, organisation and execution of LAT in a training facility.

Preconditions for participation:1. All trainees must be physically fit and accomplish basic CBRN Training;2. The only person having a Medical Clearance Package confirmed prior Live

Agent Training is approved to perform the Live Agent Training;3. The Medical Clearance Package serves as documentary proof of actual health

status, and it is necessary to be confirmed by a physician that course participant passed a medical examination before the Live Agent Training Course.

Training Audience: Students are supposed to have a common level of knowledge to work safely and effectively in a toxic environment.Duration: 5 days.Number of participants: min 10, max 20 participants. Security classification: Non-sensitive information releasable to the publicCourse fee: 2000 - 3000 EUR/ person (will be determined on a number of students). 2.6. Consequence Management after a CBRN Incident Course

Dates: 23 -27 November 2020The aim is to introduce and describe CBRN Consequence Management, NATO Crisis Management concept, organisation, systems and procedures including Cooperation and Partnership initiatives in CBRN Crisis / Consequence Management to NATO and Partner Nation officers and their civilian equivalents.Learning Objectives:

1. Identify principal NATO and EU CM bodies, systems and procedures, and explain the NATO and EU CM process;

2. Explain CM after CHEM incident;3. Explain CM after BIO incident;4. Explain CM after RAD/NUC incident;5. Explain lessons learned from recent NATO and EU commitments and exercises;

identify the importance of Rules of Engagement, Process and Public Information during the planning and implementation of Crisis Response Operations.

Training Audience: The course is developed for key elements of consequence management structures including the police, firefighters, health services, hospitals, military, civil defence (if applicable), emergency management authorities, public information, specialist teams such as counterterrorism units or investigation.Duration: 5 days.Number of participants: min 10, max 30 participants. Security classification: NATO Unclassified releasable to PfP, MD, ICI, PAG. Course fee: 100 EUR, no course fee for JCBRN Defence COE Sponsoring Nations and Contributing Partner. The sending nation is responsible for paying the travel arrangements, accommodation and per diem in accordance with its national regulations.

3 ADL COURSES

Advanced Distributed Learning (ADL) is a mix of interactivity, resources and structured learning activities provided via internet 24/7. In other words, it is an anytime, anyplace supply of training, using interactive content. Benefits of ADL include increased flexibility, low cost, increased reach of audience, and finally maximised the value of learning and portability. ADL courses are an additional tool that the JCBRN Defence COE offers, designed especially as pre-learning for trainees with none or limited previous experience in the CBRN Defence. The JCBRN Defence COE currently develops two ADL courses – the Pre-Learning for the Introduction to the International CBRN Training Curriculum Course and the Live Agent Training Course.
