RULESOF THE COUNTY ANTRIM & DISTRICT

FOOTBALL ASSOCIATIONTitle of the Association:1 This Association shall be called the “COUNTY ANTRIM and DISTRICT FOOTBALL

ASSOCIATION”.Affiliation I.F.A. Ltd.2 This Association shall be affiliated to the Irish Football Association Ltd., in terms of

their Articles of Association;Election of Clubs (Teams)3 All Clubs playing under Association Rules having their grounds situated within the

North-East District of the Divisional Scheme of the Irish Football Association, Ltd.,shall be eligible for membership, subject to the approval of the Council of thisAssociation (which shall be devolved to the Association Secretary unless a specificissue arises) and the Council of the I.F.A., Ltd. Voting shall be by ballot, if demanded.A majority of two-thirds of the members present and voting shall be necessary forelection.

Annual Subscription4 (a) The subscription shall currently be £8.00 for each application submitted; payable

before the team plays affiliated football. All such subscriptions shall be paid by 1stSeptember, save that the subscription of a Women’s Club shall be paid by thefollowing 1st March.

Penalty for Subscriptions unpaid(b) Any Club whose subscription remains unpaid shall not be allowed to compete for

the trophy of this Association, or to send Representatives to any Meetings of theAssociation. Any such Club whose subscription is unpaid on the relevantdue date, shall have its membership of this Association suspended and willbe subject to further sanctions as laid down in the relevant IFA Article.

Club Return5 (a) Application must be made on an annual basis via the Official Online Application

Form specifying the name of the club, name and address of Secretary, clubcolours and the situation of its ground, stating whether its ground is public orprivate. Each team within a club must submit a separate application.

(b) Annual subscription must be forwarded and shall include the subscription to theIrish Football Association (currently £17.00) collected by the DivisionalAssociation as per article 7 of the Irish Football Association Limited.Clubs will be required to keep minutes of their meetings showing names anddates of election of members.

Accounts6 (a) The Hon. Treasurer shall take charge of the funds of the Association and keep

regular accounts of same. He shall submit statements of receipt anddisbursements to the Annual General meeting or to the Council at any time, if sorequested by them.

(b) The funds of the Association shall be lodged in such bank as may be approved ofby the Council. All accounts above £300.00 shall be submitted to the FinanceCommittee, and, if approved, be paid. All cheques shall be signed by the Hon.Treasurer and either the President or Vice-President. The Hon Treasurer’sstatement shall be audited and a certified copy thereof sent to each club at leastone week prior to the Annual General Meeting. The Council may orderintermediate audits at any time. The appointment of Auditors shall be made at theAnnual General Meeting.

Mode of Checking Receipts7 (a) All gate receipts shall be checked at the conclusion of the game by the Hon.

Treasurer and two Members of Council, who shall certify the correctness of thesame, and at the first meeting of the Finance Committee thereafter a report of thereceipts shall be made and inserted in the minutes.

(b) In Association competitions, non payment of gate/ticket receipts by the deadlinesspecified for either the home or away teams shall result in an automatic increaseof 10% of the monies due for up to 7 days late payment and 20% between 7 to 14days late payment.All other cases shall be referred to the relevant competition committee who willdeal with the matter as they consider appropriate

Annual General Meeting8 An Annual General Meeting shall be held not later than the 31st May at such place as

the Council may determine. One week’s notice in writing shall be given of suchmeeting. One representative from each club in membership of the Association,together with the President, Vice-President and Honorary Treasurer of theAssociation shall be entitled to attend Annual General Meetings. A person shall notrepresent more than one club.

Special General Meeting9 Special general meetings may be called by the Council as it deems necessary.Council Meetings10 The Council shall meet at such times and places as they shall determine provided that

the President or Secretary may call a meeting at any time. Such members shallreceive if possible, at least two clear days notice of all meetings.

Secretary and Committees11 The Secretary shall keep a true record of the proceedings of the Council and present

a report of the season’s work at the Annual General Meeting.Honorary Officers12 The elected Office Bearers shall be the President, the Vice President and Honorary

Treasurer. All the foregoing offices shall be filled at the first Council Meeting held afterthe Annual General Meeting. These offices may be held by persons not members ofor representatives of any club, but the President, Vice-President and HonoraryTreasurer must be members of Council at the time of their election. An Office Bearermay be re-elected to the post currently held even if they are no longer a member ofCouncil. No person shall hold two offices. The President, Vice-President andHonorary Treasurer shall be ex-officio members of all committees.

Council13 The general business of the Association shall be conducted by a Council comprising:

(i) The President, Vice-President and Honorary Treasurer;(ii) One representative from each senior club;(iii) Twelve elected representatives from Clubs taking part in the Steel and Sons Cup

Competition; (iv) Sixteen elected representatives from Junior Clubs; and(v) Four elected representatives from women’s clubs taking part in the Women’s

Challenge Cup Competition. Seven shall form a quorum at Council Meetings. ThePresident shall have a vote as a member as well as a casting vote in case of a tie.Any elected representative absent from three consecutive meetings of the Councilor any committee of the same without satisfactory reason shall be removed fromthe Council and from all committees to which he has been elected.

Appointment of Representatives14 The council shall appoint Representatives to the I.F.A.,Ltd., or Delegates to any

conference of Association, such Representatives or Delegates to be members of theCouncil.

Senior Challenge Shield Committee15 A Committee consisting of the nominated representatives of each (senior) club

entered for the Senior Challenge Shield shall conduct the Senior Challenge ShieldCompetition. Three shall form a quorum.The Committee shall, at their first meeting after the A.G.M. elect a Chairman andVice-Chairman to act for the year.

Steel and Sons Cup Competition16 A meeting of the nominated representatives of the Steel and Sons clubs shall be held

after the A.G.M. to elect a Committee of twelve to conduct the Steel and Sons CupCompetition.Five shall form a quorum. The Committee shall, at its first meeting, elect a Chairmanand Vice-Chairman to act for the year.The names and addresses of the persons nominated to represent a club shall benotified to the Secretary on the Affiliation Form. Only such representatives will beeligible for election to the Committee.

Junior Challenge Shield Committee17 A committee of sixteen representatives of Junior Clubs will conduct the Junior

Challenge Shield Competition and be responsible for the other duties detailed in rule26. Each League having a membership of at least twenty clubs, and with a minimumof six clubs competing in the Junior Challenge Shield, shall be entitled torepresentatives on the Junior Shield committee in proportion to the total number ofteams registered by the League with the Association during the previous season. TheAssociation Secretary will advise such Leagues Secretaries as to the number ofrepresentatives they may nominate to attend the first meeting of the committee to beheld before the end of June. The committee at its first meeting will elect a Chairmanand Vice-Chairman to act for the Year. Five shall form a quorum.

Women’s Challenge Cup Committee18 A meeting of nominated representatives of the Women’s Challenge Cup clubs shall

be held in March annually to elect a committee of four to conduct the Women’sChallenge Cup Competition and be responsible for the other duties detailed in Rule26. Three shall form a quorum.The committee shall, at its first meeting, elect a chairman and vice-chairman to act forthe year.The names and addresses of the persons nominated to represent a club shall benotified to the secretary on the affiliation form. Only such representatives will beeligible for election to the committee.

Emergency Committee19 An Emergency Committee comprising two members from each of the Senior

Challenge Shield, the Steel and Sons Cup, the Junior Challenge Shield and theWomen’s Challenge Cup Committees shall be elected by the Council at the firstCouncil meeting after the Annual General Meeting with Council powers to actbetween regular meetings should any question arise requiring their services.Three shall form a quorum.

Finance Committee20 A Finance Committee comprising two members from each of the Senior Challenge

Shield, the Steel and Sons, the Junior Challenge Shield and the Women’s ChallengeCup Committees shall be elected by the Council at the first Council meeting after theAnnual General Meeting to deal with all questions of finance and to report periodicallyto the Council on the state of the Association accounts.Three shall form a quorum.

Referees Committee21 A Referees’ Committee comprising two members from each of the Senior Challenge

Shield, the Steel and Sons Cup, the Junior Challenge Shield and the Women’sChallenge Cup Committees shall be elected by the Council at the first Councilmeeting after the Annual General Meeting to deal with all questions concerningreferees. Three shall form a quorum.

Vacancies in Offices or Committees22 Should a vacancy occur during the year in any of the posts of Office Bearer the

Council may elect a successor. In the event of a vacancy occurring in a Committee,such Committee may co-opt a successor.

Voting23 No members of any Committee shall take part in or vote in any matter affecting

himself or any club which he represents or with which he is connected.Ballot24 In taking a vote on any question, any member of the Council may demand a vote by

ballot, which shall be granted.Life Membership25 (a) Any member of council having fifteen (15) years service or more, on retirement

from the Association, shall be made a life member.(b) A member of Council, who served as an office bearer shall, on retirement from the

Association, be made a Life Member.(c) The Council shall have power to award life membership in exceptional cases to

individuals who have not served on the Association Committees.Field Offences26 In addition to the management of their respective competitions the Junior Challenge

Shield and the Women’s Challenge Cup Committees shall be responsible forinvestigating charges against players and clubs for misconduct or violation of the lawsof the game. Both Committees shall have power to impose suspensions on playersfor field offences etc. and to impose fines on the clubs to which the players belong ortake such other action as they consider appropriate having regard to the seriousnessof the offence. The rule also covers misconduct by officials of the club. The council, ifnecessary, may appoint some of its members to assist with the disciplinary processwhere a committee has difficulties with ‘conflicts of interest’ issues

Clubs and grounds reserved by Executive for Stated Dates27 Each club shall be bound to place its players and ground at the disposal of the

Council, if so required, for at least two dates, for matches each season. The Councilhave the power of selecting any match they may deem fit, at a minimal rental of £75for Senior matches and all Semi-Final and Final ties, or ten per cent, on gross receiptswhen over £750. For floodlit matches the minimum rental will be £100 in the semi-finals of each competition. The ground rents will be divided equally between the twohost clubs. The Council may approve an increase in rental of fifteen per cent, on grossreceipts where a contract is entered with a club for the staging of a particular fixtureover a period of not less than five years.Members of such clubs shall not be admitted without payment to Shield or Cup Semi-Finals and Finals. Fees for other matches shall be mutually arranged.

Fixtures Restricted on date of Shield Final28 Clubs who are members of the Association must not arrange or play fixtures in the

city (or town) on the date on which the Senior Challenge Shield Final tie is playedexcept by the express permission of the Council.

Council admitted to Grounds29 Each member of the Council (and Life Members) shall be furnished with a ticket

(which shall not be transferable), and all Clubs belonging to this Association shall

admit the holder to their grounds and stands (except when stands are reserved) uponproduction of such ticket without requiring any other authority.

Executive Veto on Matches with Clubs not recognised30 No Club, members of this Association, shall play with any Club not members of this

or any recognised Association without the permission of the I.F.A., Ltd., and Clubs,members of this Association, shall not play in Competitions promoted by otherDivisional Associations without the permission of this Association. A recognisedAssociation is an Association affiliated to the F.I.F.A.

Powers of Executive –31 (a) The Committee, may, as they think just, expel, suspend, fine, or otherwise deal

with any Club, any member of a Club, and any player of a Club whose conductmay be deemed objectionable in or connection with any match or fixture in theirrespective Competitions.Any complaint under this Rule must be lodged in writing, per specialdelivery within four days to the Secretary of the Association, accompaniedby a deposit of £50, and a copy thereof shall be sent to the alleged offenderby the complainant.If, in the opinion of the Committee the complaint is frivolous, the deposit shall beforfeited.

(b) Members of Council are at liberty to lodge a complaint in writing under this Ruleagainst any Club or member thereof without payment of fee, and the Secretaryshall give due notice of same to such Club or Player.

(c) Any matter raised by a member of Council or brought to the attention of acompetition committee will be dealt with as the committee sees fit. There willbe a limitation on the time for hearing a protest, complaint or dispute. If not dealtwith prior to the end of the current season, any complaint, protest or dispute willbe deemed null and void

Rules of Enforcement32 Each Club shall be furnished with a copy of these rules and shall be bound thereby.

The Council may recommend expulsion, suspension, fine, or otherwise deal with anyClub or Player whose actions bring the Association into disrepute or who haveinfringed these Rules and who have not been dealt with by an Association Committee.A special meeting of Council shall be called to consider such matter, with notice of themeeting to be given, in writing, to Council members not later than seven days prior tothe meeting. A two-thirds majority of the members present shall be necessary toimpose a sanction and voting shall be by paper ballot.Any Club or Player playing with or against a suspended or expelled Club or Player,shall be liable to be similarly dealt with.

Alteration to Rules.33 Competition Rules: The Council shall have power to alter or amend Competition

rules for each season.34 Association Rules: No alteration shall be made in these rules except at the annual

general meeting. Notice of any proposed alteration in these rules must be sent inwriting to the Secretary on or before 15th April in each year, and the Secretary shall,at least one week prior to the annual general meeting, inform each club of theproposed alteration. A two-thirds (2/3) majority of those present, and voting, shall inall cases be necessary to alter the rules of the Association.

RULESOF THE

SENIOR CHALLENGE SHIELD COMPETITION

Name1 The Trophy shall be called “The County Antrim and District Football Association

Challenge Shield.”Trustees of Shield2 The President, Vice-President and Hon. Treasurer of the Association shall be, for all

intents and purposes, the legal owners of the Shield, in Trust for the Association.Annual Competition3 The Competition shall be open to all Senior Clubs affiliated to the Association and

such guest clubs as the Senior Shield Committee may invite and which could includethe approved senior clubs from other Associations.

Entries Etc .4 Entries must be made on the Official Online Affiliation Form and be received by the

Secretary of the Association not later than the 30th June of each year, and must beaccompanied by an entry fee of £20.00 per club.

The following must be clearly stated on the Form:i - Whether ground is public or private;ii - Situation of ground (in Full);iii - Colours of Club shirt, socks & shorts;iv - Name and Address of Secretary;v - Contact telephone numbersvi - email addressIn the event of a change of Secretary or any other detail initially recorded on the OfficialAffiliation Form the same must be notified immediately in writing to the AssociationSecretary.Note - A private ground shall be taken to be a ground over which a Club has sole control,and properly enclosed so as to prevent spectators entering the ground except by theadmission gates, and a fee must be charged for all Cup Tie matches. In this competitionthe dimensions of the field of play shall be – maximum length 130 yards, minimum length100 yards, maximum breadth 100 yards, minimum breadth 50 yards. A Club may registera private ground at any time during the season, but round in which it is competing.Subsequent registration will annul previous registration and such registration is to besubmitted to the Association for approval.Ground Unfit Appeals may be made to CommitteeCost of Appeal5 In the event of one of the competing Clubs lodging an objection that the ground of its

opponent is not private, the Emergency Committee shall investigate and decide theoutcome.The objection must be lodged with the Secretary of the Association five days prior tothe date fixed for the match (in drawn ties 48 hours), accompanied by a deposit of£20.00 to cover expenses. In the event of the objection not being sustained thedeposit will be forfeited, but should the objection be sustained the Club objectedagainst shall be required to refund same through the Secretary of the Associationprevious to the tie being played. No protest will be entertained after a match as to theprivacy of a ground provided there has been sufficient time to enable Clubs to takeadvantage of this Rule.Objections under this Rule must be sent to the Secretary of the Association byregistered letter.

Objection to Ground6 Any objection to ground, goal-posts or ball must be lodged in writing by the Captain

for the day with the Referee before the game has started, and the Referee shall havepower to have such objections made right before the game starts. The Referee shallinspect the ground not less than two hours prior to hour fixed for kickoff or asrequested by the Senior Shield Committee and shall immediately give his decision asto fitness of ground for play.

Intimidation by Spectators7 When it can be proven that the partisans of the Club which has the choice of ground,

systematically interfere with the play of opposing Clubs, by using abusive, foul orobscene language or inciting the home players to use violence to their opponents, onthe application of the Club which is to play against such Club, the Committee shallhave power to order the match to be played on another ground if possible.

Qualification of Players8 Players will be eligible to play in the Senior Challenge Shield provided that on the date

of the tie they are eligible to play for their own club in its League Competition.Limitations of Qualifications9 No individual shall be allowed to play for more than one competing Club but a player

who has taken part in the Steel and Sons Cup (provided he is qualified in accordancewith Rule 8) shall be eligible to assist any Club in the Senior Challenge ShieldCompetition, but in the case of a second eleven who have qualified, three of theirplayers shall be eligible to assist their Senior team in this Competition in the sameseason. This Rule does not apply to the Cup Competitions of the I.F.A., Ltd.

10 Notwithstanding anything in any Rule, if the Senior Challenge Shield Committee inthe case of the Senior Challenge Shield, have any doubt at any time, and whetherarising out of a protest or otherwise, as to the qualification of any player taking part inthe competition, they shall have power to call upon such player and / or Club to whichhe belongs, or for which he played, to prove that he is qualified according to the rules,and failing satisfactory proof, they shall disqualify such player and shall remove theClub from the Competition, and impose such other penalty as they may think fit.

Drawing the Ties11 (a) The Committee may, if they so desire, prior to drawing the first round, select by

ballot or otherwise, a number not exceeding seven from the Clubs entered for theCompetition, and shall place the names of the remaining Clubs in one lot, or lots,according to their districts, and draw them in couples. These couples shallcompete against each other, and the names of the winning Clubs shall be placedin a lot, or lots, drawn in couples and shall compete as in the first tie, and so onuntil such tie as the Committee may decide upon. The Committee shall then placethe remaining Clubs together with those selected (if any), in a lot, or lots, and drawthem in couples in the manner aforesaid, whose couples shall compete until theFinal be played, but byes may be given so that four Clubs shall compete in theSemi-Finals.

(b) In the event of a Club getting a Bye in any of the drawings, the Committee, at asubsequent drawing, shall first draw a Club to play against it from the lot, the twoshall again be put in the ballot box and drawn, and the first Club drawn shall havethe choice of ground.Any Club refusing or failing to play the Club against which it has been drawn onthe date fixed by the Committee, and without sufficient reason for so doing, shallbe adjudged to have lost the match and otherwise dealt with as the Committeemay determine, except in the case of a Club being ordered to play a Cup TieMatch of the Irish Football Association on such date. The Secretary shall call ameeting as soon as possible to arrange a new date to play off said Tie.

(c) Immediately after each drawing, the Secretary shall intimate to each of the Clubsdrawn, the name of the Club it is drawn against, and the time within which the Tieis to be played.

(d) The Clubs which are, in each instance, first drawn in the ballot shall have choiceof ground. Should two Clubs be drawn against each other only one of which hasprivate ground, the match shall be played there. In the event of neither Clubhaving private ground, the first drawn must procure one.Postponed or abandoned games cannot be played on a Saturday, except in thecase of Semi-Final or Final Ties. In the case of protested ties, or replays of same,the Committee shall decide the dates and venues.In the Final Tie, and in all postponed or protested replays thereof, the groundwhich shall be neutral and deemed appropriate, shall be chosen by the Committeeof the Association, but if the Clubs agree to play on the ground of either, theCommittee may allow the match to be played there.Should a suitable neutral venue not be available and the finalists do not agree toplay on the ground of either, then the Committee shall instruct the finalists to tossa coin with the winner hosting the final.In the Semi-Final and Final ties the Committee of the Association shall also decidethe dates of replays of all postponed, or protested ties.

(e) The Safety Officer of the host stadium shall have responsibility for all matcharrangements in regard to safety and security, including ticketing.

Substitutes12 A club may, at its discretion, use three substitute players at any time in any match

except to replace a player who has been suspended from the game by the referee.The substitutions shall only be made when play is stopped for any reason and thereferee has given permission.Only three substitutions by each side will be permitted in any match.The maximum number of substitutes permitted to be nominated by each side is fiveand must be nominated prior to the commencement of the match.

Players must wear Registered Colours13 The players in each competing team must wear the registered colours of the Club for

which they are playing except when opposing teams have similar colours, in whichcase the Club on whose ground the match is played shall change theirs. In all othercases the Committee shall decide which team shall change. The colours of the Clubshall be taken to be the colours of the shirt or jersey as registered with theAssociation. A goalkeeper must wear a shirt or sweater of different colour, providedthat said shirt or sweater is of a colour distinctive from that of his opponents. Refereesshall have power to instruct a player to change a shirt or sweater if he considers thecolour not quite distinctive from that of his opponents, and the Referee shall havepower to deal with any player refusing to comply with his instructions.

Numbering of Shirts and Jerseys14 The shirt or jersey of each player must be numbered in accordance with normal

practice, i.e., squad numbers or numbered 1 to 16 so that players may be easilyidentified.

Duration of Match / Extra Time15 The duration of each match, unless otherwise mutually arranged shall be one-hour-

and-a-half. The match must be started at the time appointed by the Committee, butno protest will be upheld for late starting unless the Committee are satisfied that theresult of the match was affected thereby. The referee shall have power to allow extra

time for stoppages, his decision thereon to be final. In all rounds of the competition,including the Final, should scores be level after 90 minutes, 2 x 10 minute periods ofextra time will be played.If the scores are still level at the end of extra time, the tie shall be decided by thetaking of kicks from the penalty mark in accordance with the conditions approved bythe International F.A. Board.If a match has been stopped by the Referee before the completion of the timespecified in the rules, for any reason stated in Law 5, the Committee shall havepower, either to order the match to be replayed in full, or allow the result of the matchat the time of such stoppage to stand.Read Law 5 (Laws of the Game) I.F.A. Handbook.

Referee and Assistant Referees16 The Committee shall appoint the Referee and Assistant Referees. The Referee shall

not be a member of either of the competing Clubs, and in the case of the Semi-Finaland Final Ties, neither shall the Assistant Referees nor the Fourth Official.

Protests17 (a) Protests and appeals must be received by the Secretary of the Association per

special delivery bearing post mark within four days after the cause of protest orappeal accompanied by a deposit of £50.00.

Copies must be sent to the Club protested against(b) A copy of the protest or appeal must also be sent by special delivery to the Club

protested against. The certificate of posting of such special delivery must beardate stamp within two days after the cause of the protest or appeal and shall besole proof of date of posting.

Agreement for Shield18 When the winning Club shall have been declared, the Secretary of the Association

shall hand the Shield to its representatives on receiving a document to the followingeffect, and subscribed by four persons whose names shall be previously submitted to,and approved of by the Executive of the Association: –

We, A.B., President of the Y.Z. Club, and C.D., E.F. and G.H., members of andrepresenting the said Club, which has now been declared to have won the CountyAntrim and District Association Challenge Shield, and the said Shield having beendelivered to us by J.K., Secretary of said Association, do hereby, on behalf of saidClub, and individually and collectively engage to return the same to the said J.K., orSecretary of the Association for the time being one month before the final in like goodorder and condition. No party, other than the Secretary of the Association, isauthorised to have engraving or similar works undertaken on the trophy.

Division of Receipts19 (a) In all Competition matches, with the exception of the Semi-final and Final Ties, the

receipts (including Stands), after payment of the costs pertaining to matchofficials, security & stewarding, turnstiles, ambulance/first aid cover and ticketing,shall be equally divided between the two competing clubs. (The home club shallensure that copies of the receipts for such costs are furnished to the away teamupon request). Payment shall be made to the away team within 7 days following the date onwhich the match was played, except when the match has been designated as an‘all ticket’ match. In such circumstances, all revenue generated from the sale oftickets by the away team shall be paid to the home team within 7 days following

the date on which the match was played together with a reconciliation of unsoldtickets (the home team shall then make payment to the away team within 7 daysof receiving such revenue).As many as three members of the visiting Clubs shall be allowed to check the gatereceipts. The Club, having choice of ground, shall be responsible for advertisingand press notices.It is the responsibility of competing clubs to agree existing stadium damage priorto each fixture and the host club must notify this Association, and the relevantclub, within 24 hours of any damage caused.Disputed costs may be retained by the Association until the matter is resolved.

Division of Receipts: Semi-Finals(b) In the Semi-Final Ties the net receipts shall be divided as follows: – 10 percent.

to the Association and the balance divided amongst the Clubs engaged therein;but in the case of replayed ties, the Association shall take 10 percent. and theremaining portion shall be divided equally between the competing Clubs.

Division of Receipts: Final(c) In the Final tie, after deducting expenses, the remaining portion shall be divided

between the Association and the Clubs as follows: – 25 percent. to the Associationand the balance equally divided between the teams engaged. All money generated from the sale of tickets in respect of semi-final and final tiesmust be submitted by the respective clubs to the Association within 7 daysfollowing the date of the match together with a reconciliation of unsold tickets.Non-payment by this deadline will result in penalties described in Association Rule7(b) being applied.

Medals or Badges20 The Association will present medals or other mementoes to the winners and runners-

up in the competition each season.Alterations to Rules21 (a) The Committee shall have power to deal with any matter not provided for in these

rules.(b) In all cases under these Rules Sunday shall not be taken into account in

computing the time required in any matter arising out of these Rules.(c) These rules shall not be altered, annulled, or added to, until after the Final Tie has

been played.

RULESOF THE

STEEL AND SONS CUP COMPETITION

Name1. This Competition shall be called “THE STEEL & SONS CUP COMPETITION”Trustees of Cup2. The President, Vice-President and Honorary Treasurer of the Association shall be, for

all intents and purpose, the legal owners of the Cup, in trust, for the Association.Competition3. The Competition shall be annual and open to Intermediate Clubs approved and

affiliated to this Association. Such Clubs must be in membership of IntermediateLeagues sanctioned by the Irish Football Association Ltd.

Entries4. Entries must be made on the Official Online Affiliation Form and be received by the

Secretary of the Association not later than 30 June of each year and must beaccompanied by an entry fee of £10.00 per Club.The following must be clearly stated on the Form.i Whether ground is shared and, if so, with whom and who has primacy.ii Present Leagueiii Situation of ground (in Full).iv Colours of Club shirt, shorts & socks.v Name and Address of Secretaryvi Contact telephone numbersvii email addressIn the event of a change of Secretary or any other detail initially recorded on theOfficial Affiliation Form the same must be notified immediately in writing to theAssociation Secretary.

Grounds5 (a) Note:- Ground must be that on which the Club normally play league fixtures and

be approved by the IFA Intermediate Committee as being suitable for Intermediatestandard football by 30 April for the forthcoming season.(i) The home club shall be responsible at all times for the safety of the players,

officials and spectators and the facilities should reflect this obligation.(ii) The home Club must be able to lift or collect gate receipts.(iii) Minimum admission charges shall be determined annually by the Cup

Committee.A club drawn at home, whose ground is unavailable for any reason, shall travel tothe ground of the opposition. If the opponents’ ground is not available, the tie shallbe played at a time and venue to be determined by the Committee.All matches in the competition must be played on the ground of a club affiliated tothe County Antrim & District Football Association.

(b) Where a registered ground is available it will not be necessary for the visiting Clubto receive any other notification, but if the registered ground is not available thenthe team drawn at home must notify their opponents and the Association within 24hours of the draw being received that the match is being transferred to theiropponents’ ground.

(c) In the event of one of the competing Clubs lodging an objection that the ground ofits opponents does not meet the required standard, the Emergency Committeeshall investigate and decide the outcome.The objection must be lodged with the Secretary of the Association 5 days priorto the date fixed for the match (in drawn games 48 hours) accompanied by adeposit of £100.00 to cover expenses. In the event of the objection not being

sustained, the deposit will be forfeited, but should the objection be sustained theClub objected against shall be required to refund same through the Secretary ofthe Association previous to the Tie being played.No protest will be entertained after a match as to the standard of the groundprovided there has been sufficient time to enable Clubs to take advantage of thisRule. Objections, under this Rule, must be sent to the Secretary of the Associationby special delivery and must be submitted by the Registered Secretary of the Club.

(d) Any objection to ground, goalposts, or ball, must be lodged in writing by theCaptain of the day with the Referee before the game is started, and the Refereeshall have power to have such objections made right before the game starts.

(e) In adverse weather conditions the home club must contact the Secretary of theAssociation to organise a referee’s inspection. Only a referee appointed by theCounty Antrim FA shall have the power to postpone ties.

(f) In all rounds up to the Semi-Final, if ground conditions are such that the matchdoes not take place on the scheduled date, or is to be replayed followingabandonment, the Clubs shall play on or before the following Thursday. In suchcases, should both clubs agree, the home club may obtain an alternativeapproved ground of Senior or Intermediate status to enable the match to beplayed under floodlights.

(g) In the event of the match not taking place by the following Thursday, the teamwhich was first drawn away will then have choice of venue and the match will beplayed on, or before, the following Tuesday. If the match is not played by thisdate, it shall be scheduled to be played on or before the Thursday of that week.If the match is not played at the fourth attempt due to the ground being declaredunplayable the tie will revert to the ground of the team first drawn at home andthen alternately to the away team’s venue on the principle of Tuesday/Thursday,as above.

(h) In the case of exceptional circumstances, the Committee may permitpostponement of a tie and will determine the date that the match is to be played

(i) County Antrim FA cannot be held responsible for any damages to third partiesresulting from the use of artificial turf.

Intimidation by Spectators6. When it can be proven that the partisans of the Club which has choice of ground,

systematically interfere with the play of opposing Clubs, by using obscene or filthylanguage or inciting the home players to use violence to their opponents, on theapplication of the Club which is to play against such Club, the Committee shall havethe power to order the match to be played on another ground; neutral if possible.

Qualification of Players7. Players will be eligible to play in the competition provided that, on the date of the tie,

they are eligible to play for their own club in its League competition and have beenregistered on or before 31 August of that season

Limitations of Qualifications8. (a) A player shall be ineligible to compete in the Steel and Sons Cup Competition if

he has, at any time, played in a full international match, or played in a Senior Inter-League match during the current season, or played in more than 12 matches in aSenior Competition during the current season, or competed in any NationalAssociation Cup Tie (Senior or Intermediate) during the current season (thisproviso does not apply to I.F.A. Cup Competitions). or played in the winning teamin the final Tie of a National Association Senior Cup Competition (including theIrish Cup) during the previous season, but a player who has played in a winningteam in the Irish Cup during the previous season whilst playing for a Junior teamwhich took part by virtue of a Qualifying Competition or by invitation shall bepermitted to play. No individual shall be allowed to play for more than one

competing Club in any one season. In all cases, a player named as substitute andnot called upon to play, shall not be considered as having played.

(b) Notwithstanding anything in any rule if the Steel and Sons Cup Committee haveany doubt at any time, whether arising out of a protest or otherwise, as to thequalification of any player taking part in the Competition, they shall have thepower to call upon such player, or the Club to which he belongs, or for which hehas played, to prove he is qualified according to the rules, and failing satisfactoryproof, they shall disqualify such player and shall remove the Club from thecompetition and impose such penalty as they may think fit. In such circumstancesthe Committee shall have the power to reinstate the defeated team to thecompetition in the event that the following round has not yet taken place.

Notification of Draw Etc.9. (a) Immediately after each drawing, the Secretary of the Association shall intimate to

each of the Clubs drawn, the name of the Clubs and the time within which the Tieis to be played. The complete draw will be sent to each club taking part, givingparticulars of colours and registered grounds. (If there is a clash of colours thehome team must change).

(b) If a Club or Clubs gets a bye in any round (other than the preliminary round) itmust play in the next succeeding round.

(c) Any Club refusing or failing to play the Club against which it has been drawn onthe date fixed by the Committee and without a sufficient reason for so doing, shallbe adjudged to have lost the match and otherwise dealt with as the Committeemay determine, except in the case of a Club being ordered to play a Cup Tiematch of the I.F.A. on such date. The Committee in this instance will fix a date onwhich the tie must be played.

(d) Any Club intending to scratch must give notice to the Secretary of the Association,also the Secretary of the opposing Club. Such notices must be received at least4 days before the date of kick-off. Any club failing to conform to this Rule shall bedealt with by the Committee, which shall have power to compel offending Club topay such expenses or take such action as may be deemed expedient.

(e) Clubs in agreement and wishing to play on the Sunday following the specifieddate must advise the Secretary of the Association not less than six days prior tothe agreed date.

Referees Card10. The match card must be filled in by a responsible official of each Club, and the

Referee may allow inspection of the card by each of the said Officials.The card must contain the full names of each player and of each Club’s substitutes,and the names of the players must appear opposite the number on the card whichcorresponds with the number appearing on the player’s shirt or jersey.

Substitutes11. A Club may, at its discretion, use three substitute players at any time in any match,

except to replace a player who has been suspended from the game by the Referee.The substitutions can only be made when play is stopped for any reason and theReferee has given permission.Only three substitutions by each side will permitted in any match. The maximumnumber of substitutes permitted to be nominated by each side is five and must benominated prior to the commencement of the match.

Colours12. (a) The players in each competing team must wear the registered colours of the Club

for which they are playing, except when opposing teams have similar colours, inwhich case the home team must change; in all other* cases the Committee shalldecide which team(s) must change. A goalkeeper must wear a shirt or sweater ofdifferent colour, provided that such shirt or sweater is a colour distinctive from that

of the opponents, and the Referee shall have power to deal with any playerrefusing to comply with this instruction.* Example: Semi-Finals and Finals.

Numbering of Shirts and Jerseys(b) The shirt, jersey or shorts of each player must be numbered in accordance with

the normal practice.Duration of Match13. (a) The duration of each match, unless otherwise mutually arranged, shall be 90

minutes. The match must be started at the time appointed by the Committee, butno protest will be upheld for late starting, unless the Committee is satisfied thatthe result of the match was affected thereby. The Referee shall have power toallow extra time for stoppages, his decision thereon to be final. The Committeeshall have power to instruct Clubs to play extra time in any match or matcheswhere it may be considered desirable.

(b) In all rounds of the competition, including the Final, should scores be level after90 minutes, 2 x 10 minute periods of extra time will be played.If the scores are still level at the end of extra time, the tie shall be decided by thetaking of kicks from the penalty mark in accordance with the conditions approvedby the International F.A. Board.In the case of protested ties the Committee shall decide the dates and venues.In the Semi-Final ties the ground, which shall be neutral, shall be chosen by theSteel and Sons Cup Committee.In the Final tie the Committee reserve the right to select the venue.

Abandoned Game14. If a match has been stopped by the Referee before the completion of the time

specified in the Rules, for any reason stated in Law 5, the Committee shall havepower to deal with the matter as they may determine.Read Law 5 (Laws of the Game)

Referees and Assistant Referees15. (a) The competing clubs in all but the Semi-Final and Final Ties shall appoint the

Assistant Referees unless otherwise arranged by the Committee.The Committee shall appoint the Referee who shall have power to dispense withthe services of the Assistant Referees in case he finds one giving decisions atvariance with the facts.

(b) The Referee shall not be a member of either of the competing Clubs and in thecase of the Semi-Final and Final Ties neither shall the Assistant Referees nor theFourth Official.

(c) On points of fact connected with the play, over which the Assistant Referees havecontrol, their decision shall be given by flags. The Referee must use a whistle. Onany question as to the interpretation of the Rules, an appeal may be made to theCommittee of the Association, but the Referee’s decision must be acted on in thefield although under protest.

(d) Travelling expenses actually incurred are also payable in accordance with agreedIFA rates.

Protests16. (a) Protests and Appeals must be received by the Secretary of the Association per

SPECIAL DELIVERY bearing postmark within two days (Sundays not included)after cause of protest or appeal, accompanied by a deposit of £100 which shall beforfeited in the event of protest not being sustained. A copy of the protest or appealmust also be sent by special delivery, to the Club protested against. The Certificateof posting of such SPECIAL DELIVERY must bear date stamp within two days aftercause of protest or appeal and shall be the sole proof of posting. Protests orappeals are only in order if submitted by the Registered Secretary of the Club.

(b) Any team playing an in-eligible player or players, whether through non registrationor otherwise, will be fined £25 for each in-eligible player played. In the case of aprotest being upheld against a club which has won a match by any violation of rulethen that club will be removed from the competition for the current season.Particulars of protest must include written proof of any allegation of violation of thisrule, supported if necessary, by eye witness account. If the protest is upheld thenthe protesting club, if they lost the match in question, may be reinstated in thecurrent season’s competition.

17. The winning club shall undertake to return the Steel and Sons Cup to the AssociationSecretary in good condition, on or before 1st day of October next. When the winning Club shall have been declared, the Secretary of the Associationshall hand the Cup to its representatives on receiving a document to the followingeffect, and subscribed by representatives of the club:We, A.B., President of the Y.Z. Club, and C.D., E.F. and G.H., members of andrepresenting the said Club, which has now been declared to have won the Steel &Sons Cup, and the said Cup having been delivered to us by J.K., Secretary of saidAssociation, do hereby, on behalf of said Club, and individually and collectivelyengage to return the same to the said J.K., or Secretary of the Association for the timebeing on or before the 1st day of October next in like good order and condition. Noparty, other than the Secretary of the Association, is authorised to have engraving orsimilar works undertaken on the trophy.The Steel and Sons Cup will be insured by the winning Club whilst in the possessionof that Club.

Division of Receipts18. (a) In rounds prior to the Semi-Finals the home team shall take the receipts and pay

the fees of the match officials. Where a game is reversed to the opposition by theclub drawn first, the game will be considered a home game for the first drawn club.

(b) In the Semi-Final Ties the net receipts shall be divided as follows:- 10% to theAssociation and the balance divided amongst the four Clubs engaged.

(c) In the final Tie, after deduction of expenses the remaining portion shall be dividedthus:- 33% to the Association and the balance equally divided between the Clubsengaged. Should a draw take place the net proceeds after deducting expensesshall be :- 20% to the Association and the balance equally divided between theClubs engaged.

(d) Committee is at liberty to withhold monies from receipts in respect of reporteddamage or similar costs.

Medals or Badges19. The Association will present medals or other mementoes to the winners and runners-

up in the competition each season.20. All questions of eligibility, qualifications, competitors and interpretation of the Rules,

shall be referred to the Committee of the Association, whose decision shall be final,and the Committee shall have power to withhold the Cup.

Media and Social Media Comments21. If a player or official makes comments in the media or social media in which they

imply bias, question integrity, bring the game into disrepute or are abusive, offensiveand/or insulting and are also considered to be football related, the matter will bereported under the Disciplinary Code.

Alterations to Rules22. (a) The Committee shall have power to deal with any matter not provided for in the

Rules.(b) These rules shall not be altered, annulled, or added to, until after the Final Tie has

been played.

RULESOF THE

JUNIOR CHALLENGE SHIELD COMPETITION(Gibson & Co.)

1 This Competition shall be called the “COUNTY ANTRIM and DISTRICT FOOTBALLASSOCIATION JUNIOR CHALLENGE SHIELD COMPETITION”.

Trustees of Shield2 The President, Vice-President and Hon. Treasurer of the Association shall be, for all

intents and purposes, the legal owners of the Shield, in Trust for the Association.Annual Competition3 The Competition shall be annual and open to Clubs approved by this Committee and

affiliated to this Association.Such Clubs must be in membership of leagues sanctioned by the I.F.A. Ltd., having beenmembers of such Leagues during the previous season. Only one team from each Clubwill be admitted to the Competition.

Entries4 Entries must be made on the Official Online Affiliation Form, and must be received by the

Secretary of the Association not later than the 15th August of each year, and beaccompanied by an entry fee of £10 per Club.The following must be clearly stated on the Entry Form:i. Whether ground is public or private;ii. Situation of ground giving full name and address;iii. Colours of Club Jersey or Shirt;iv. Name and Address of Secretary;v. Contact telephone numbersvi. email addressIn the event of change of Secretary or any other detail initially recorded on the OfficialAffiliation Form the same must be notified immediately in writing to the AssociationSecretary.

Grounds Etc.5 (a) Teams entering for the Competition may register a ground on the Official Form and the

registered ground of teams drawn at home will be included on the notification of thedraw.

(b) A private ground shall be taken to be a ground over which the Club has sole controlduring the match. A Club may register a ground at any time during the season, butmust do so in writing to the Secretary of the Association previous to the drawing of theround in which it is competing. Subsequent registration will annul previousregistrations, and such registration shall be submitted to the Association for approval.

(c) Clubs entered for the Competition who have choice of grounds must have it ofsufficient length and width, and marked off according to Rule 1 “Laws of the Game”;and, as far as possible, suitable provision should be made to prevent spectatorsencroaching on the portion of field allotted for play. Suitable on site dressingaccommodation must be provided by home Club.

(d) All weather pitches will not be accepted, however matches may be played on naturalturf or artificial turf, provided that such turf meets the “FIFA Recommended 1-StarStandard”.

Intimidation by Spectators6 When it can be proven that the partisans of the Club which has choice of ground,

systematically interfere with the play of opposing Clubs, by using obscene or filthy

language or inciting the home players to use violence to their opponents, on theapplication of the Club which is to play against such Club, the Committee shall have powerto order the match to be played on another ground if possible.

Limitation of Qualifications7 To be eligible to play in the Competition, players, (subject to Rules 8 & 9) must be eligible

to play for their Club in their respective league competitions. However, a playerregistering, or re-registering, with his club after the 31st December in any season will notbe eligible to play in this Competition. No player shall be eligible to play in this Competitionfor more than one Club in the same season. A player’s standing shall be decided by theCommittee.

8 (a) Clubs must satisfy themselves as to the eligibility of their players before registration.Any Club playing an ineligible player shall be removed from the Competition and bedebarred from competing during the ensuing three seasons and the Committee shallhave power to suspend any offending player or official, may impose a fine of £10.00for each ineligible player played, and may withhold the Shield and Medals if they aresatisfied that such Club has violated the rules during the course of the Competition.If a club is deemed to have misled committee in giving evidence, in such case furtherpunishment may be imposed.

(b) No player shall play for more than one Club in the Junior Challenge ShieldCompetition, nor shall a player who has played for any team in the Junior Cup beallowed to compete for a different team in this Competition and a player having takenpart in the Irish Cup, Senior Challenge Shield, Steel and Sons Cup or IntermediateCup competitions shall be ineligible to play for the Junior Challenge Shield in the sameseason.

A player named as substitute for an Irish Senior or Intermediate Club and not called uponto play, shall not be considered as having played.

Ineligible Players9 In addition to the provisions of Rules 7 & 8(b) the following shall be ineligible for this

Competition:–(a) A player who has taken part in a Senior International contest or a Senior Inter-League

game.(b) Any player who, in the current or previous three seasons, has played in the Final Tie

of any Senior or Intermediate status competition, except a player who has played insuch Final as a player of a Junior Club.

(c) Any player who has at any time taken part in more than 12 (twelve) competitivematches for Irish League/ Premiership Senior Clubs during the previous 3 (three)seasons.

(d) Any player who has taken part in more than 4 (four) competitive matches for IrishLeague/Premiership Senior or Intermediate Status Clubs collectively during thecurrent season.

(e) Any player who has at any time taken part in more than 12 (twelve) matches duringthe previous 3 (three) seasons or more than 4 (four) during the current season in acompetition senior to the Irish Junior Cup under the jurisdiction of any other NationalAssociation.

(f) A professional player.(g) Notwithstanding anything in any Rule, if the Junior Challenge Shield Committee in the

case of the Junior Challenge Shield Competition; have any doubt at anytime, andwhether arising out of a protest or otherwise, as to the qualification of any player takingpart in the Competition, they shall have power to call upon such player and/or Club towhich he belongs, or for which he played, to prove that he is qualified according to theRules, and failing satisfactory proof, they shall disqualify such player and shall removethe Club from the Competition, and impose such other penalty as they may think fit.

In such circumstances the Committee shall have the power to reinstate the defeatedteam to the competition in the event that the following round has not yet taken place

Drawing the Ties10. (a) The names of the Clubs approved for competition shall be placed in one lot, or lots,

as the Committee may determine. The Committee may draw subsequent round orrounds before the winners of the previous rounds have been declared and the winnersaccording to such draw shall compete against each other as in the first round. TheCommittee shall have power to exempt any number of Clubs from any number ofrounds, and byes may be given so that four Clubs shall compete in the Semi-Finals.

(b) If a Club or Clubs get a bye in any round (other than the preliminary round) it must playthe next succeeding round.

If the registered ground is available it will not benecessary for the visiting team to receive any other notification but if the match is beingtransferred to another ground it will be the responsibility of the team drawn at home tonotify both their opponents and the Secretary of the Association by SPECIALDELIVERY dated not later than Friday of the week previous to the date of the matchgiving clear directions as to the full name, address and location of the ground.

(c) In the event of a match not taking place on the date arranged owing to the groundbeing declared unplayable by the Referee, the teams shall forthwith arrange to playon the following Saturday. In the event of the match not taking place on the secondSaturday, the team which was first drawn away will have choice of venue. Committeeshall, however, have the power to re-arrange unplayed fixtures at their discretion in theevent of extenuating circumstances.

(d) If the match is not played at the fourth attempt due to the grounds being declaredunplayable the tie will revert to the ground of the team first drawn at home and thenalternately week by week to the away team’s venue.

(e) Any Club refusing or failing to play the Club against which it has been drawn on thedate fixed by Committee and without sufficient reasons for so doing shall be adjudgedto have lost the match, and shall be otherwise dealt with as the Committee maydetermine.

(f) Any Club intending to scratch must give notice in writing to the Secretary of thisAssociation and to the Secretary of the opposing Club, such notices to be received atleast four days before the date fixed for the kick-off. Any Club failing to conform to thisRule shall be dealt with by the Committee, who shall have power to compel theoffending Club to pay such expenses or take such action as may be deemedexpedient.

Referees Card12 The full names of players shall be entered on the Referee’s Official Card, and a

responsible Official of the Club must certify the accuracy of the information supplied. Anyclub not completing the Referee’s card in the prescribed manner shall be liable to a finenot exceeding £10.00. It shall be at the Committee’s discretion whether or not such Clubshould be allowed to remain in the Competition. The Referee’s Official Card may beinspected by the Secretary or other responsible official of either the competing teams atthe conclusion of the match. A copy of the Referee’s Card may be requested from theAssociation Secretary by either of the competing Clubs for a fee of £25.00.

Protested Ties16. In case of protested ties, or replays of same, the Committee shall decide the dates and

venues. Should either Club refuse to compete such Club shall be removed from theCompetition, and otherwise dealt with as the Committee may determine.

Abandoned Game17. If a match has been stopped by the Referee before the completion of the time specified

in the Rules, for any reason stated in Law 5, the Committee shall have power, either toorder the match to be replayed in full, or allow the result of the match at the time of suchstoppage to stand.Read Law 5 (Laws of the Game)

Referees and Assistant Referees18. (a) The competing Clubs in all but the Semi-Final and Final Ties shall appoint the

(b) The Referee appointed by the Association shall not be a member of either of thecompeting Clubs and in the Semi-Final and Final neither of the Assistant Refereesshall be members of the competing Clubs.No member of the Committee shall act as a Referee in any match in Competitions ofwhich he is a member, and shall only receive out of pocket expenses as AssistantReferees.

DELIVERY bearing post mark within four days after the cause of protest or appeal,accompanied by a deposit of £50.00.A copy of the protest or appeal must also be sent by SPECIAL DELIVERY to the Clubprotested against and the certificate of posting of such registered letter must bear datestamp within two days after the cause of the protest or appeal and shall be the sole proofof posting.Protests and appeals are only in order if submitted by the registered Secretary of the club.Protests against ineligible players must give the name of the players protested against andalso the cause of the protest.The onus of proof in any protest will lie with the club protesting and re-instatement to thecompetition may only be considered on provision of such proof.Clubs may seek a copy of the competition match card of the club protested against onpayment of a fee of £25.00. A separate fee will be required for each card requested.The deposit will be returned by the Secretary of the Association only if the protest orappeal has been upheld, or if the protest be not lodged according to Rule, or is notdiscussed by the Committee.

Division of Receipts20 In the Semi-Final and Final Ties the net receipts shall be equally divided by the Association

amongst the Clubs engaged therein, but in the case of all replayed ties the net receiptsshall be divided as follows: – one-fourth to the Association and the remaining three-fourthsto be equally divided between the competing Clubs.

Medals or Mementoes21 Medals or other mementoes will be presented to the winners and runners-up in the

Competition each season.When the winning Club shall have been declared, the Secretary of the Association shallhand the Shield to its representatives on receiving a document to the following effect, andsubscribed by club representatives: -We, A.B., President of the Y.Z. Club, and C.D., E.F. and G.H., members of andrepresenting the said Club, which has now been declared to have won the County Antrimand District Association Junior Challenge Shield, and the said Shield having beendelivered to us by J.K., Secretary of said Association, do hereby, on behalf of said Club,and individually and collectively engage to return the same to the said J.K., or Secretaryof the Association for the time being one month before the final in like good order andcondition. No party, other than the Secretary of the Association, is authorised to haveengraving or similar works undertaken on the trophy.

Alteration to Rules22 (a) The Committee shall have the power to deal with any matter not provided for in these

rules.(b) In all cases under these Rules Sunday shall not be taken into account in computing

the time required in any matter arising out of these Rules.(c) These Rules shall not be altered, annulled, or added to, until after the Final Tie has

been played.

Only 3 substitutions by each side will be permitted in any tie and themaximum of 5 substitute players may be nominated prior to the commencement ofthe tie.

6. Eligible PlayersTo be eligible to play in the Competition, players must be eligible to play for their Clubin their respective League Competitions. A player registering with her club after 31July in any season will not be eligible to play in this Competition. Players shall bepermitted to play for one club only in any season in the County Antrim FA Women’sChallenge Cup. Clubs must satisfy themselves as to the eligibility of their players before registration.Any club playing an ineligible player shall be removed from the Competition and maybe de-barred from competing during the ensuing three seasons. The County AntrimFA Women’s Cup Committee may also impose a fine not exceeding £25 for eachineligible player played. The Secretary or other responsible official of each competingteam shall enter the full names of players on the referee’s official card and must certifythe accuracy of the information supplied. An individual who is proven to have inserteda false name on a Referee’s match card may receive a suspension and/or the clubmay be fined. Player’s names must correspond with the numbers of their shirt. Any

club not completing the referee’s card in the prescribed manner may be liable to a finenot exceeding £10 and it shall be at the Committee’s discretion whether or not suchclub should be allowed to remain in the Competition. The referee’s official card maybe inspected by the Secretary or other responsible official of either of the competingteams at the conclusion of the match or at the registered offices of the Association.

7. Entry LevelsThe CAFA Women’s Challenge Cup Committee may determine the entry levels ofteams to the competition at their complete discretion.

8. DrawIn the event of any match in the Competition resulting in a draw, extra time of 10minutes each way shall be played. In the event of the score being equal at the endof this period of extra time the tie will be decided by the taking of kicks from thepenalty mark in accordance with the conditions approved by the International FABoard.

9. Draw after byeThe lots shall be drawn and the competition matches played as the Committee maydetermine. Immediately following each draw a schedule of matches will be circulatedto all participating clubs. The clubs which are in each instance first drawn in the ballotshall have choice of ground. Should 2 clubs be drawn against each other, only 1 ofwhich has a ground available, the match shall be played on that ground. In the eventof a club getting a bye in any draw, the Committee at the subsequent draw shall firstdraw a club to play against it from the lot, the two shall again be put in the ballot boxand again drawn with the first drawn club having choice of ground.

10. Playing SurfacesMatches may be played on grass or 3rd generation (3G) artificial turf pitches providingthat the latter is at least FIFA 1 star standard.

11. Change of VenueIn the event of a match being transferred to an alternative ground it shall be theresponsibility of the team drawn at home to notify in writing, either by email or bySpecial Delivery post, both their opponents and the Secretary of the County Antrim &District Football Association not later than 7 days previous to the date of the matchgiving clear directions to the location of the ground. Failure to notify the CountyAntrim & District Football Association and opponents may result in the team beingdismissed from the Competition.If necessary the Committee will permit the playing of the match at either clubsregistered or alternative ground if agreed in writing and confirmed to the AssociationSecretary by both clubs not later than 5pm on the Friday previous to the date of thematch.

12. Clubs Failing to PlayAny club refusing or failing to play against the club against which it has been drawnon the date fixed by the Committee, and without sufficient reasons for so-doing, shallbe adjudged to have forfeited the match and will be otherwise dealt with as theCommittee may determine. Also, any club leaving the ground before the expirationof the game must be adjudged to have forfeited the match and shall be liable to bedealt with by the Committee

13. Inclement WeatherIn the event of a match not taking place on the date arranged owing to the groundbeing declared unplayable by the referee or, in the case of public grounds, by theLocal Authorities, the teams shall forthwith arrange to play on or before seven dayshence.In the event of the match not taking place on the arranged date due to circumstancesas above, the clubs will arrange to play on or before seven days hence on the ground

of the “away team” and if not played on this day due to weather conditionsarrangements must be made to play at the same location, again, on or before sevendays hence.In the event of the match not taking place on the second attempt at the ground of theoriginal “away team” the tie will revert to alternate weeks at the “Home” and “Away”grounds.

14. ProtestsProtests must be received by the Secretary of the Association by Special Deliverypost, bearing post mark within 4 days after the cause of the protest, accompanied bya deposit of £20 which shall be forfeited in all cases where the protest has not beensustained. A copy of the protest must also be sent by Special Delivery post, bearingpost mark within 4 days after the cause of the protest, to the club protested against.

15. Committee’s doubts as to qualifications of playersIf the Committee has any doubt as to the qualification of any player competing in theCompetition it shall have the power to call upon such player, and/or the club to whichshe belongs or for which she played, to prove to the satisfaction of the Committee thatshe is properly qualified according to the Rules. Failing satisfactory proof theCommittee shall have the power to disqualify such player, remove such club from theCompetition and impose such other penalty as they may think fit. In suchcircumstances the Committee shall have the power to reinstate the defeated team tothe competition in the event that the following round has not yet taken place.

16. Clubs to appoint Assistant RefereesThe competing clubs shall appoint the Assistant Referees to matches unlessotherwise directed by the Women’s Cup Committee.

17. Appointment of RefereesIn all matches the Association shall appoint the Referee, who shall have the power todispense with the services of the Assistant Referees of the clubs in the event thathe/she finds one or other giving decisions at variance with the facts. The Associationshall also appoint Assistant Referees and 4th Officials to the Semi-Final and Finalties.

18. Referees Fees & ExpensesIf the Referee fails to turn up, the clubs must agree to one or toss for one and thematch under such circumstances shall be considered a Women’s Cup tie.Prior to the Semi-Finals, the club on whose ground a match is played shall pay thereferees’ fees and expenses. In the Semi-Final and Final ties the Association shallpay the Referees’ fees and expenses.

19. Players must wear registered coloursThe players in each competing team must wear the registered club colours exceptwhen opposing teams have similar colours, in which case the team on whose groundthe match is being played shall change. Failure to comply will result in offending clubsbeing fined £50. In all other cases the Committee shall decide which team shall change their colours.

20. Notice of scratchingAny club intending to withdraw (scratch) from the Competition must give notice to theAssociation and to the Secretary of the opposing club. Such notice must be receivedat least 4 days before the date of the match. Any club failing to conform to this ruleshall be dealt with by the Committee who may compel the offending club to pay theexpenses incurred and to take any other action they consider appropriate.

21. Venues for Semi-Finals and FinalThe venue for the Semi-Final and Final ties shall be decided by the Committee andshall be neutral. In exceptional circumstances the Committee may permit a match tobe played on the ground of either club concerned if both clubs are in agreement.

22. Agreement for CupWhen the winning Club shall have been declared, the Secretary of the Associationshall hand the Cup to its representatives on receiving a document to the followingeffect, and subscribed by club representatives: - We, A.B., President of the Y.Z. Club,and C.D., E.F. and G.H., members of and representing the said Club, which has nowbeen declared to have won the County Antrim and District Football AssociationWomen’s Challenge Cup, and the said Cup having been delivered to us by J.K.,Secretary of said Association, do hereby, on behalf of said Club, and individually andcollectively engage to return the same to the said J.K., or Secretary of the Associationfor the time being one month before the final in like good order and condition. No party, other than the Secretary of the Association, is authorised to have engravingor similar works undertaken on the trophy..

23. Medals / MementoesIn addition to the Cup, the Committee shall present suitable mementoes to thewinners and runners up.

24. Division of ReceiptsIn all Competition Matches, with the exception of the Semi-Final and Final ties, theclub on whose ground the match is played shall take the receipts and pay allexpenses

25. Division of BalanceIn the Semi-Final and Final Ties the net receipts shall be equally divided by theAssociation amongst the clubs engaged therein, but in the case of all replayed tiesthe net receipts shall be divided as follows: - one-fourth to the Association and theremaining three-fourths to be equally divided between the competing clubs.In case the expenses in Semi-Finals exceed the receipts, the deficit shall be takenfrom the Final tie receipts, same being considered as expenses of the match.

26. Committee PowersThe Committee shall have the power to deal with offending club/s, player/s, official/s,as they consider appropriate and to deal with any matter not otherwise provided forin these rules.In all cases under these Rules Sunday shall not be taken into account in computingthe time required in any matter arising out of these Rules.These Rules shall not be altered, annulled, or added to, until after the Final Tie hasbeen played.

RULESOF THE

INTER-LEAGUE YOUTH COMPETITION

Name1 This Competition shall be called the “COUNTY ANTRIM AND DISTRICT FOOTBALL

ASSOCIATION INTER-LEAGUE YOUTH COMPETITION”.2 This Competition shall be annual and open to Junior Leagues sanctioned by the I.F.A.

Ltd., and having Clubs affiliated to this Association. Only one representative teamfrom each league will be permitted to compete.

3 The entire control and management of competition shall be vested in the JuniorChallenge Shield Committee of this Association.

Entries Etc.The Competition shall be on a “knock-out” basis.5 Each league, wishing to compete, shall notify its intention in writing by a date to be

decided by the Association’s Junior Challenge Shield Committee in each season.Players’ Qualifications6 (a) A player shall play for one team only in any season of this Competition, but the

members of such representative team may be changed during the series ifconsidered necessary.

(b) A player shall not be eligible to take part who is 18 years of age on or before 1stAugust of the current season.

(c) Each individual player shall have been a registered playing member of a Clubcompeting in the league for which he has been selected for at least 28 daysimmediately prior to the date fixed for the playing of the round or tie.

(d) In case of postponed or abandoned matches only those players shall be allowedto play who were eligible on the date fixed for the playing of the round or tie.

Draws for Ties Etc.7 The draw for the Rounds shall be made by the Junior Challenge Shield Committee

and dates fixed. The team first drawn shall have choice of ground.8 Except as provided in these Rules the Laws of the Game shall apply.Duration of Match9 The duration of each match shall be ninety minutes unless otherwise mutually

arranged. Any decision to shorten the playing time must be made, in writing, beforethe match and afterwards forwarded to the Secretary of the Association. In the eventof scores being level at full time, twenty minutes extra time shall be played and if thescores are still level the tie will be decided on a series of penalty kicks as laid downby the I.F.A.

Colours10 Each team shall declare the colours of its shirts (or jerseys) and shorts. Where

colours clash the visiting team shall change its colours, except in the Final Tie whenboth teams shall change.

Appointment of Referees, Etc.11 Referees and Linesmen shall be appointed by the Junior Challenge Shield

Committee from the Associations List. The Referee shall forward the result of the tieto the Secretary of the Association and any report thereon within two days of the dateon which the match is played (Sundays excepted) Referees shall be entitled to a feeof £2.00 and their travelling expenses, and Linesmen to a fee of £1.00 and theirtravelling expenses in all matches up to the Final.The Junior Challenge Shield Committee will make all arrangements for the Final tiewhen the Referee shall be entitled to a fee of £3.00 (or memento in lieu) and his

Receipts and Expenditure12 In rounds prior to the Semi-Finals the home team shall take the receipts and pay the

fees of the match officials. In the final tie the Association shall take the receipts andbe responsible for defraying expenses.

Ineligible Players13 The Secretary of each competing team will be responsible for ensuring that each

player taking part in his representative team in any match in the competition isqualified to do so. Birth Certificates or other satisfactory proof of date of birth shouldbe produced for scrutiny by the representative in charge of a team before or after amatch, if requested. Any league proved to have played an ineligible player or to haveknowingly contravened any Rules of the Competition shall be dealt with at thediscretion of the Junior Shiel Committee.

General Rules14 In all matters not governed by these Rules the general conditions governing the

Junior Challenge Shield Competition shall apply.Trophy and Awards15 When the winning team shall have been ascertained the Association shall present the

Shield to such team whose official representative will be responsible for its return tothe Association on or before the 1st March in the ensuing year, or such other datesas may be determined, in good order and condition.

16 Souvenirs will be awarded to the players of the winning team. The Association mayalso present souvenirs to the losing finalists.

REFEREES’ COMMITTEERULES

1 The referees in the North-East Divisions shall be under the control of and inconnection with the North-East Football Association.

2 The entire management of the Referees’ Committee shall be vested in the Referees’Committee appointed by the Council.

3 (a) Referees shall pay such annual fee as may be fixed by the Irish FootballAssociation Ltd., such fee to cover registration with the Irish Football AssociationLtd., Referee members of the Council shall be exempt from payment of fee, butshall not receive remuneration for services.

(b) In addition to such annual fee to the Irish Football Association Ltd., each Refereeshall pay each year to the North-East Ulster Referees’ Association, such fees asmay be fixed, from time to time, by that Association.

4 The Referees’ Committee shall consist of the Hon. Officials and two members fromeach of the Committees to be elected annually by the Council.

5 All applications for Registration must be made to the Secretary of the North-EastUlster Referee’s Association who will forward details of registered referees to theSecretary of the County Antrim & District FA. Applications must be accompanied byregistration fee, such fee to be returned if application is refused or candidate notpassed for registration.

6 All applications for registration should be made not later than 31st May in eachseason.

7 No Referee shall be appointed in any recognised competitive match who is not on theofficial register of this Association.

8 Complaints concerning the application of the Laws of the Game, whether arising fromclubs, leagues or this Association, must be submitted to the IFA Referees’ Committeein accordance with IFA Rules.

9 Semi-Finals and Final Ties of I.F.A. Ltd., and Semi-Finals and Finals of theirAssociation shall, in all cases, have first claim on Referees.

10 Players ordered off the field must be reported to the Association by the Referee, andall reports by Referees arising out of matches in which they are officiating must besent by post bearing postmark, or by email in the approved format, within two daysof the date of the match.NOTE – A report shall not be rendered void by the nonobservance of this rule.Referees failing to observe this Rule shall be dealt with in accordance with rule 8.

11 The Referees’ Committee is expected to attend such matches as they think desirablefor the purposes of observing the capabilities of the various Referees.

The IFA Disciplinary Code is operating within the guidelines of the FIFA Disciplinary Code. Article 1: Adoption and Enforcement 1.1. The IFA Disciplinary Committee (the Committee) adopted this code on 16 July

2014.

1.2. This code comes into force on 1 August 2014 and applies to all disciplinary matters arising from and concerning football under the jurisdiction of the IFA.

1.3. Each club is required to cooperate with an IFA (or a Divisional Association of the IFA) investigation or disciplinary proceedings. Each club is further required to identify to the Association a Club Disciplinary Officer (who may hold another office within the Club, such as Club Secretary) responsible for investigating and taking appropriate action in relation to disciplinary matters and the conduct of its members. The Club Disciplinary Officer will be the principal point of contact between the Disciplinary Committee and the Club in respect of all disciplinary matters. The Club must inform the Committee Secretary of the name, telephone number and email address of the Club Disciplinary Officer at the commencement of the season. In the event that the Committee is not notified of a Disciplinary Officer any communications will be sent via the Club Secretary.

1.4. The overriding objective of all disciplinary proceedings conducted pursuant to this Code is to maintain and promote fair play, protect the health and welfare of Players (and others involved in the Game), ensure that acts of indiscipline (on and off the field of play) are dealt with expeditiously and fairly and that the image and reputation of association football and the Irish Football Association is not adversely affected.

1.5. Disciplinary hearings shall be conducted in a fair and just manner and in

accordance with the fundamental principles of natural justice. Procedural and technical considerations shall take second place to the overriding objective of being just and fair to the parties. Proceedings, findings or decisions of the Committee shall not be invalidated by reason of any procedural defect, irregularity, omission or technicality unless such defect, irregularity, omission or technicality renders the findings or decisions unsafe.

1.6. In the event that a particular incident takes place for which there is no

provision in this Code including (but not limited to) procedure, jurisdiction or sanction then the Committee may take such action that it considers appropriate in the circumstances in accordance with general principles of natural justice and fairness.

1.7. The Committee shall have the power to impose any of the following sanctions

depending upon the facts and circumstances of any particular case:- 1.7.1. Fine; 1.7.2. Suspension; 1.7.3. Interim suspension; 1.7.4. Transfer ban; 1.7.5. Playing a match without spectators;

1.7.6. Playing a match on neutral territory; 1.7.7. Ban on playing in a particular stadium; 1.7.8. Annulment of the result of a match; 1.7.9. Exclusion from a competition; 1.7.10. Defeat by forfeit; 1.7.11. Deduction of points; 1.7.12. Demotion to a lower division.

1.8. The Committee may recognise the disciplinary sanctions of any other sporting body. Any person suspended or banned by any other sporting body may be suspended or banned concurrently by the Committee.

1.9. Whilst the Committee shall at all times strive to act consistently, the Committee shall not have a doctrine of binding precedent, that is to say it is not formally bound by prior decisions of the Committee. Each case will be looked at and determined on its own facts.

Article 2: Definitions 2.1. Player: A person who’s name appears on the match card for the relevant

match.

2.2. Official: A person, with the exception of players (See Article 2.1 of this Code) who is connected to a football club.

2.3. Match Official: The referee, assistant referees, 4th Official, Match Observer or any other person appointed by the IFA, Divisional Association or League in connection with a match.

2.4. Match Official’s Report: A report made individually or collectively by match officials and agreed by them supplied, where practicable, to the Committee and through the referee.

2.5. Disciplinary Officer: A person appointed by a club who shall be responsible for investigating and taking appropriate action in relation to disciplinary matters and the conduct of its members. It is the responsibility of the Club to ensure disciplinary matters are maintained in the event of the Club Disciplinary Officer’s absence by ensuring another individual or individuals deal with any such matters during that period of absence.

2.6. Disciplinary Committee: The committee convened pursuant to Article 13 of the Irish Football Association Articles of Association to deal with all football related disciplinary matters.

2.7. Disciplinary Committee Secretary: The official appointed by the Irish Football Association to service the Disciplinary Committee.

2.8. Appeals Committee: The committee appointed pursuant to Article 14 of the Irish Football Association Articles of Association to deal with all appeals.

Article 3: Gender and number 3.1. Terms within the IFA Disciplinary Code referring to the players, officials or

match officials are applicable to both genders. Any term in the singular applies to the plural and vice-versa.

Article 4: Culpability 4.1. Unless otherwise specified, infringements are punishable regardless of whether

they have been committed deliberately or negligently. Article 5: Acts amounting to attempt 5.1. Attempts: If, with intent to do an act in breach of this Code, a person or club

does an act which is more than just preparing to commita breach, he shall be found to have breached the relevant section of the Code.

5.2. A person or club may be in breach of the Code by attempting to commit a breach of the Code (as described at article 5.1) even if it would have been impossible to complete the act in breach of the Code.

5.3. A person or club found to have attempted to breach the code pursuant to Article 5.1 will be liable to the same sanction as where the breach of the Code is completed. The Committee may, but is not bound to reduce the sanction where an attempt is proved. It will determine the extent of the mitigation as it sees fit.

Article 6: Unidentified aggressors 6.1 If, in the case of violence, it is not possible to identify the perpetrator(s), the

Committee may sanction the club to which the aggressors are deemed to belong.

Article 7: Failure to Reply to Correspondence 7.1. Any failure to reply to the Committee’s correspondence in accordance with this

Code will render the player, official, match official, Club, League or Divisional Association liable to censure, fine or suspension, or a combination of such penalties as the Committee deem fit to impose. Failure to communicate with the Committee in accordance with this Code in respect of a charge issued pursuant to this Code will render the charge proved and any sanction offered deemed accepted.

Article 8: Fines

8.1. Clubs are jointly liable for fines imposed in respect of the misconduct of their

players or officials. Subject to the Committee’s discretion pursuant to the overriding objective, the fact that a person has left a club does not cancel out joint liability and therefore does not negate the responsibility of the club to pay a fine.

8.2. All fines, unless challenged or appealed against, must be paid within 14 days

from the date of the letter imposing the fine unless a payment plan has been agreed with the club. Failure by a club to pay a fine within the specified

timeframe may result in the club being fined an additional £25 and suspended from all affiliated football.

Article 9: Caution and Dismissal Fines 9.1. Each disciplinary report, whether a caution or dismissal, shall incur a fine as

follows:

Senior and Intermediate matches: £5 Junior matches: £3

9.2. Clubs will be charged periodically throughout the playing season for their

accrued cautions and dismissals. 9.3. No refunds of cautions and dismissal fines or part thereof shall be made except

where a caution or dismissal has been proven to be wrongfully applied. Article 10: Cautions 10.1. A caution is a warning from the referee to a player during a match to sanction

minor infringements (See Law 12 of the Laws of the Game). 10.2. A player who receives 2 cautions during the same match will incur a dismissal

and, consequently, an automatic suspension from the next match. The 2 cautions that incurred the dismissal will not be included in any total as outlined in Article 10.3, 10.4 or 10.5 of this Code.

10.3. A player who accumulates 5 cautions in the same playing season will be

suspended for 1 match. 10.4. A player who accumulates 10 cautions in the same playing season will be

suspended for 2 matches. 10.5. For every further 5 cautions a player accumulates in the same playing season a

3 match suspension will be imposed. 10.6. A player who is cautioned after the final whistle and before he leaves the field

of play will be dealt with as a field offence. (See Article 10.1 of this Code) 10.7. Cautions received during one season are cancelled at the conclusion of that

season and are not carried over to the next season. Article 11: Dismissals 11.1. A dismissal is the order given by the referee to someone to leave the field of

play and its surroundings, including the technical area and the substitute’s bench.

11.2. A player who is dismissed from the field of play for any offence will be

automatically suspended with immediate effect for 1 match even if he was dismissed in a match that is later abandoned.

11.3. A player who is dismissed from the field of play for any offence (other than for receiving a 2nd caution) having previously received a caution in the same match will have the caution upheld.

11.4. A player who is dismissed from the field of play for using offensive, insulting or

abusive language and/or gestures will be suspended for an additional 1 match. 11.5. A player who is dismissed from the field of play for serious foul play or for

violent conduct will be suspended for an additional 2 matches. 11.6. A player who is dismissed from the field of play for biting, head-butting or for

spitting at an opponent or any other person other than a match official will be suspended for an additional 6 matches.

11.7. A player who is dismissed from the field of play for biting, head-butting or for

spitting at a match official will be dealt with in accordance with Article 15.14 of this code.

11.8. A player who is dismissed from the field of play after the final whistle and

before he leaves the field of play will be dealt with as a field offence. (See Article 11.1 of this Code)

Article 12: Suspension 12.1. All suspensions must be served with the team at which the player or official

received the suspension and must be served consecutively with any other suspensions that may have been issued. Any automatic suspension must be served prior to any other notified suspension. Should a player or official move clubs, any suspension outstanding shall be served with their new club. On request, special dispensation may be given to a player or official if his club folds during the serving of his suspension or if the team they received their suspension with does not commence their competitive season until after the last day of August in any season.

12.2. Suspensions shall cover all domestic league and cup matches until such time as

the team at which the player or official received the suspension has completed the required number of matches to enable the suspension to be served. If a match is abandoned, cancelled or forfeited, suspension (or part thereof) is only considered to have been served if the team to which the suspended player belongs is not responsible for the facts that led to the abandonment, cancellation or forfeit of the match.

12.3. A player who receives cautions for more than 1 team within his club (i.e. 1st

team, 2nd team, youth team, etc.) will have his cautions amalgamated and must serve any suspension he may receive from the accumulation of cautions with the more senior team.

12.4. No formal notices will be issued for any suspension in respect of a dismissal or

an accumulation of cautions. Suspensions will be published weekly on the Irish Football Association website and clubs shall be obliged to refer to the website for this information. Clubs shall be wholly responsible for ensuring that suspensions are served. It is each club’s responsibility to ensure the eligibility of their players for any match.

12.5. Any period of suspension arising from the accumulation of cautions or additional suspensions in respect of a dismissal will commence on the Monday after the 14th day following the date of the match when the misconduct occurred. In the event of exceptional circumstances, as determined by the Committee, the period of suspension may commence at a later date but no later than 7 days after the period outlined.

12.6. Any period of suspension arising from the acceptance of a sanction offer made via a Disciplinary Charge will commence on the Monday after the 14th day following the date of the Disciplinary Charge letter (such date will be confirmed in said letter) sent to the club concerned.

12.7. Suspensions imposed by the Committee following a Disciplinary Challenge will

be imposed from the Monday after the date of the meeting. 12.8. During a standard suspension, a player or official is not permitted to enter the

dressing room area, the player’s tunnel, the technical area, the substitute’s bench, the area immediately surrounding the field of play or the playing surface at any match played under the jurisdiction of the Association until the expiry of the suspension. The terms of the suspension apply from one hour prior to the scheduled time of kick-off of a match and until 5 minutes following the referee having signalled the end of the match.

12.9. During a touchline suspension, an official is not permitted to enter the technical area, the substitute’s bench, the area immediately surrounding the field of play or the playing surface at any match under the jurisdiction of the Association until the expiry of the suspension. The terms of the suspension apply from one hour prior to the scheduled time of kick-off of a match and until 5 minutes following the referee having signalled the end of the match. A touchline suspension may only be imposed on individuals deemed as officials by the Committee.

12.10. On request, an official who is suspended for a cup final in which their club are

involved following their 1st or 2nd sanction in the current playing season may be permitted to lead their club onto the pitch prior to the match and to return to the pitch for the post-match presentation.

12.11. The Committee reserves the right to impose a stadium ban in the event of

incidents of a sufficiently serious nature. 12.12. A player who is not eligible to participate in a particular match due to the

competition rules may not use that match to serve the suspension or part thereof.

12.13. Any period of suspension which remains outstanding at the end of the playing

season must be served at the commencement of the next playing season. 12.14. In the event of the Committee determining that a Match Official be suspended,

the Match Official shall be suspended from refereeing or officiating at any domestic league or cup match for a period to be expressed in terms of weeks, months or an indefinite period. All matters of alleged misconduct by referees shall be referred to the Committee and shall not be dealt with by any Divisional Association.

12.15. No sanction prescribed in this Code shall prevent the Committee from determining that a person may be banned from taking part in any kind of football-related activity (administrative, sports or other) where it is deemed reasonable and proportionate to do so.

Article 13: Interim Suspension & Partial Suspension 13.1 The Committee shall have the power by way of unanimous vote, to issue an

Interim Suspension against any person against whom an allegation of misconduct has been made and is being investigated or against someone who has been convicted of a criminal offence. Prior to issuing any interim suspension, the Committee must make all reasonable efforts to enable the relevant Divisional Association of any such person to make representations to the Committee regarding the power to impose an interim suspension. The imposition of an interim suspension order shall be notified to any such person in writing, signed by the Committee Chairman. Details of the suspension will be communicated in writing.

13.2 Following the imposition of suspension, the person suspended shall have the right of appeal within 14 days of notification of the decision to the Committee at a hearing to be convened as soon as is reasonably practicable. The procedure for the disciplinary hearing shall be determined by the Chairman of the Committee.

13.3 The interim suspension shall automatically cease:

When the matter has been dealt with at a disciplinary hearing; or When the allegation is withdrawn and no further disciplinary action is

taken; or After 120 days from its issue, unless the Committee determines that it is in

the interests of the Association that it should be extended for a further period or periods of not more than 120 days.

13.4 In imposing a suspension, a ban on access to dressing rooms and/or the

substitutes, a ban on taking part in any football-related activity, the obligation to play a match without spectators, the obligation to play a match on neutral ground, or a ban on playing in a certain stadium, The Committee may examine whether it is possible to suspend the implementation of the sanction partially.

13.5 Partial suspension is permissible only if the duration of the sanction does not exceed six matches or six months and if the relevant circumstances allow it, in particular the previous record of the person sanctioned.

13.6 The Committee shall decide which part of the sanction may be suspended. In

any case, half of the sanction is definite.

13.7 By suspending implementation of the sanction, the body subjects the person sanctioned to a probationary period of anything from six months to two years.

13.8 If the person benefiting from a suspended sanction commits another

infringement during the probationary period, the suspension is automatically revoked and the sanction applied; it is added to the sanction pronounced for the new infringement.

13.9 Special provisions may apply in certain circumstances. In the case of anti- doping rule violations, this article is not applicable.

Article 14: Disciplinary Charge 14.1 The Committee may charge a player, official, match official and/or club in

relation to prohibited conduct as set out in this Code or which can be said to be in breach of the terms of this Code. The Committee may also charge a player, official, match official and/or club pursuant to Article 17 of the Articles of Association or with any matter deemed to be in breach of the spirit of the Code.

14.2 A charge may be accompanied by a sanction offer that would apply to the offence which is detailed in each Article. Any sanction offer will be determined based on the facts and circumstances of the particular incident. Where the Committee is satisfied that the particular facts and circumstances of the incident necessitate a hearing, no sanction offer will be made in the charge letter.

14.3 A charge under this Article should be issued within 21 days (or in the case of

Divisional Associations within 28 days) from the time the incident is reported to the Secretary of the Committee or as soon as is reasonably practicable. The charge will be accompanied by all relevant evidence, documents and written submissions (including where appropriate the match official’s report) that are available to the Association at the time that the charge is issued. In any event the player, official and/or club should be notified within 21 days (or in the case of Divisional Associations within 28 days) of the incident being reported to the Secretary of the Committee of the nature of any incident under investigation.

14.4 Where a charge is issued the player, official, match official and/or club who is

charged may accept or deny the charge.

14.5 Where a player, official, match official and/or club accepts the charge and a sanction has been offered the relevant party may accept the sanction; in those circumstances a hearing will not be required. Where the player, official, match official and/or club rejects the sanction they should make representations as to the sanction in writing or at an oral hearing at the discretion of the committee if it is deemed that written submissions would not suffice.

14.6 Where a player, official, match official and/or club notifies the committee that they deny the charge the relevant party is required to submit a Disciplinary Challenge as directed in Article 26 of this Code.

14.7 In any circumstances where a sanction has been proposed by the Committee at the point of charge and within the relevant period the player, official, match official and/or club notifies the Committee that they do not accept the sanction offer, the committee shall not be bound by the proposed sanction.

14.8 At all times the Committee shall have the discretion to require the player, official, match official and/or club who is the subject of a charge to attend a hearing.

14.9 In determining the appropriate sanction in any case, including at a hearing, the Committee will take into account the particular circumstances of the infringement, the conduct of the player, official, match official and/or club

within the previous 3 seasons and any other matter which appears to the Committee to be relevant pursuant to the overriding objective.

14.10 For the purpose of determining the appropriate charge and sanction at the point of charge the facts contained in the Match Official’s reports and other available evidence will be presumed to be accurate. Where there is a conflict on the face of the documentation in determining the appropriate charge the committee shall adjudge the facts for that purpose alone pursuant to the overriding objective.

14.11 Infringements committed during a match may no longer be prosecuted after a lapse of two years. As a general rule, other infringements may not be prosecuted after a lapse of ten years.

14.12 Anti-doping rule violations may not be prosecuted after eight years have

elapsed.

14.13 Prosecution for corruption is not subject to a limitation period. Article 15: Misconduct by Players & Officials (Outside Law 12 of the Laws of the Game) 15.1. Where a player, official or match official is found to be guilty of any of the

following charges, such player, official or match official (a match official may only be sanctioned by the Disciplinary Committee) will be sanctioned in the following terms:

15.2. A player who is reported for misconduct will be sanctioned with a minimum 1 match standard suspension and a £100 fine imposed on the player’s club.

15.3. A player who is reported for the 2nd occasion in the playing season for misconduct will be sanctioned with a minimum 3 match standard suspension and a £100 fine imposed on the player’s club.

15.4. A player who is reported for a 3rd or subsequent occasion in the playing season will be sanctioned with a minimum 6 match standard suspension and a £100 fine imposed on the player’s club.

15.5. If part of the report relates to cautions or dismissals, that part will be dealt with in accordance with Article 10 and 11 in the IFA Disciplinary Code.

15.6. An official who is reported for the 1st occasion in the playing season for

misconduct will be sanctioned with a minimum 1 match touchline suspension and a £100 fine imposed on the official’s club or in the case of a match official a fine of £100 and may be suspended pursuant to Article 12.14.

15.7. An official who is reported for the 2nd occasion in the playing season for misconduct will be sanctioned with a minimum 3 match touchline suspension and a £100 fine imposed on the official’s club or in the case of a match official a fine of £200 and they may be suspended pursuant to Article 12.14.

15.8. An official who is reported for a 3rd or subsequent occasion in the playing

season for misconduct will be sanctioned with a minimum 6 match standard

suspension and a £100 fine imposed on the official’s club or in the case of a match official a fine of £500 and they may be suspended pursuant to Article 12.14.

15.9. A player or official who is reported for unsporting conduct towards an opponent

or any other person other than a match official will be sanctioned with a minimum 1 match suspension and a £100 fine imposed on their club.

15.10. A player or official who is reported for assaulting an opponent or any other person other than a match official will be sanctioned with a minimum 2 match suspension and a £100 fine imposed on their club.

15.11. A player or official who is reported for biting, head-butting or spitting at an opponent or any other person other than a match official will be sanctioned with a minimum 6 match suspension and a £100 fine imposed on their club.

15.12. A player or official who is reported for unsporting conduct towards a match official will be sanctioned with a minimum 4 match suspension and a £100 fine imposed on their club.

15.13. A player or official who is reported for assaulting a match official will be sanctioned with a minimum 6 month suspension and a £100 fine imposed on their club.

15.14. A player or official who is reported for biting, head-butting or spitting at a match official will be sanctioned with a minimum 12 month suspension and a £100 fine imposed on their club.

15.15. The sanctions described in Article 15.12, 15.13 and 15.14 may also apply in cases of misconduct against officials of clubs, leagues, divisional associations or the IFA.

15.16. A match official who is reported for assaulting any person shall be sanctioned with a minimum fine of £100 and may be suspended in accordance with Article 12.14.

Article 16: Media & Social Media Comments 16.1. If a player or official makes comments in the media or social media in which (a)

they imply bias, question integrity and/or bring the game into disrepute or (b) are abusive, offensive and/or insulting and such comments are considered to be football related, they will be sanctioned with a minimum 1 match suspension and a minimum fine of £100 which will be imposed on their club.

16.2. If a match official makes comments in the media or social media in which they (a) bring the game into disrepute or (b) are abusive, offensive and/or insulting and such comments are considered to be football related they will be sanctioned with a minimum fine of £100 and may be suspended pursuant to Article 12.14.

Article 17: Inciting hatred and violence 17.1. A player or official who publicly incites others to hatred or violence will be

sanctioned with a suspension for no less than twelve months and with a

minimum fine of £250 which will be imposed on their club.

17.2. In serious cases, in particular when the infringement is committed using the mass media (such as the press, radio or television) or if it takes place on a match day in or around a stadium, the minimum fine will be £1000 which will be imposed on their club.

Article 18: Provoking the general public 18.1. A player or official who provokes the general public during a match will be

sanctioned with a minimum suspension of two matches and with a minimum fine of £250 which will be imposed on their club.

Article 19: Ineligibility through suspension 19.1. Any player or official who participates in a match whilst being suspended or

breaches the terms of his suspension will be sanctioned with a minimum fine of £350 imposed on the club for which he is participating. Additionally, the Club will forfeit the match by the score 3-0.

Article 20: Abandonment 20.1. If a team is found to have caused the abandonment of a match it will be

sanctioned with a minimum fine of £200. The competition organiser will decide on the outcome of the match following the outcome of any disciplinary inquiry into the abandonment.

Article 21: Discrimination 21.1. Anyone who offends the dignity of a person or group of persons through

contemptuous, discriminatory or denigratory words or actions concerning race, colour, language, religion or origin shall be suspended for at least five matches. Furthermore, a stadium ban and a fine shall be imposed. Where the perpetrator is a player a fine of at least £500 will be imposed on senior clubs, £250 imposed on intermediate clubs and £150 imposed on junior clubs. If the perpetrator is an official, the fine imposed shall be at least £1000 on senior clubs, £450 on intermediate clubs and £250 on junior clubs.

21.1.1 Anyone who offends the dignity of a person or group of persons through contemptuous, discriminatory or denigratory words or actions concerning disability, gender or sexual orientation shall be suspended for at least five matches. Furthermore, a stadium ban and a fine shall be imposed. Where the perpetrator is a player a fine of at least £500 will be imposed on senior clubs, £250 imposed on intermediate clubs and £150 imposed on junior clubs. If the perpetrator is an official, the fine imposed shall be at least £1000 on senior clubs, £450 on intermediate clubs and £250 on junior clubs.

21.1.2 In determining whether the dignity of a person or group of persons has been

offended, the Committee will be entitled to draw reasonable inferences, that is to say, there is no requirement to identify an individual who was offended at the time the comment was made or published. In finding a matter to be proved, it will open to the Committee to conclude that by their very nature, the comments made offend the dignity of a person or group of persons.

21.2. Where supporters of a team breach Article 21.1 or Article 21.1.1 at a match, a minimum fine of £1000 shall be imposed on senior clubs, £450 on intermediate clubs and £250 on junior clubs regardless of the question of culpable conduct or culpable oversight unless the club proves to the Committee that exceptional circumstances exist in which case the fine may be reduced. In determining the appropriate sanction, the Committee will be entitled to take into account actions taken by the club to prevent such behaviour occurring in addition to previous occurrences of such behaviour which have at any time come to the attention of the Committee. Nothing contained in this paragraph shall interfere with the Committee’s power to impose any of the sanctions outlined in paragraph 1.7 of this Code.

21.3. The Committee will be guided by the terms of Article 24 of this Code in determining whether supporters have acted in a manner in contravention of this Article.

Article 22: Threats 22.1. A player or official who intimidates a match official with serious threats will be

sanctioned with a minimum suspension for 4 matches and with a minimum fine of £150 which will be imposed on their club.

Article 23: Coercion 23.1. A player or official who uses violence or threats to pressurise a match official

into taking certain action or to hinder him in any other way from acting freely will be sanctioned with a minimum suspension for 4 matches and with a minimum fine of £150 which will be imposed on their club.

Article 24: Liability for spectator conduct 24.1. The home club is liable for any improper conduct among spectators, regardless

of the question of culpable conduct or culpable oversight unless exceptional circumstances exist in which case any fine imposed may be reduced pursuant to article 24.5.

24.2. The visiting club is liable for improper conduct among its own group of

spectators, regardless of the question of culpable conduct or culpable oversight unless exceptional circumstances exist in which case any fine imposed may be reduced pursuant to article 24.5. Spectators occupying the away sector of a ground are regarded as the visiting club’s supporters, unless proven by the club to the contrary.

24.3. Improper conduct includes, but is not limited to, violence towards persons or

objects, letting off incendiary devices or causing explosions, throwing missiles, the use of laser pens, displaying insulting slogans in any form, uttering insulting word(s) or sound(s), using offensive gestures or invading the pitch.

24.4. The liability described in 24.1 and 24.2 also includes matches played on neutral

ground, especially during the semi-final or final of a competition. Should a semi-final or final of a competition be played at the stadium of one of the competing clubs, the club playing at their own stadium will be considered the home club.

24.5. A club found guilty of improper conduct described in Article 24.3 will be sanctioned with a warning or a minimum fine of £500 in the case of senior clubs, £250 in the case of intermediate clubs and £150 in the case of junior clubs unless the club proves to the Committee that exceptional circumstances exist in which case the fine may be reduced. In determining the appropriate sanction, the Committee will be entitled to take into account actions taken by the club to prevent such behaviour occurring in addition to previous occurrences of such behaviour which have at any time come to the attention of the Committee. Nothing contained in this paragraph shall interfere with the Committee’s power to impose any of the sanctions outlined in paragraph 1.7 of this Code.

Article 25: Anti Doping

25.1. Doping is prohibited. Doping and anti-doping rule violations are defined in the FIFA Anti-Doping Regulations and sanctioned in accordance with the FIFA Anti- Doping Regulations and the FIFA Disciplinary Code.

Article 26: Disciplinary Challenge

26.1. In the case of purported mistaken identity where a player or official is cautioned or dismissed in a match or reported as being cautioned or dismissed in a match, a player, official or club may submit a Disciplinary Challenge on Form DCC2 annexed to this Code. The Disciplinary Challenge must be in the prescribed form and despatched by email to [email protected] . Where a Disciplinary Challenge is submitted in these circumstances the Committee will deal with each Challenge as it considers appropriate in the circumstances. In any event the club should make available to the Committee evidence that mistaken identity has been established. At any hearing, the Committee will require the attendance of both the player reported as having been cautioned or dismissed by a match official and the player the club allege ought to have been cautioned or dismissed. The player whom it is said ought to have been cautioned or dismissed should be on notice that the Committee may, if proven that mistaken identity has occurred, take action in relation to that player at a hearing and therefore be provided with all relevant documentation in the possession of the Club.

26.2. A player, official, match official or club may submit a Disciplinary Challenge on Form DCC1 annexed to this Code in the case of any charge having been issued by the Committee pursuant to Article 14 of this Code. The Disciplinary Challenge must be in the prescribed form and despatched by email to [email protected] within 4 days after the date the Disciplinary Charge has been issued by email to the person or club concerned.

26.3. A deposit of £100 must be lodged as directed in the email of charge no later than 7 days after the date the Disciplinary Charge has been issued where the charge or sanction is challenged. This sum shall be returnable only where the challenge is either successful or not heard.

26.4. In lodging a challenge the player, official, match official or club must state fully in writing the grounds for the challenge and provide the Association with copies of all evidence, documents and written submissions which the player, official and/or club intends to rely on along with the reply to the charge within the timeframe required. Additional evidence may also be considered by the

Committee provided that such evidence is submitted as soon as is reasonably practicable.

26.5. On receipt of such challenge, and providing that it is in order, any sanction

offered or issued will be set aside pending the outcome of the case’s consideration by the Committee.

26.6. Challenges must meet the requirements of this Article to be considered by the

Committee. 26.7. No challenges will be heard against cautions or dismissals except in the case of

mistaken identity as per Article 26.1. 26.8. When a player, official or match official faces a suspension and he participates

or officiates in a match without written notification from the Committee that the suspension has been set aside pending the outcome of the case, a challenge having been lodged as directed in this Article, the Committee will issue the appropriate charge against the player, official or match official concerned for participating or officiating in a match whilst being ineligible.

26.9. If the challenge is unsuccessful, the player, match official, official and/or his

club may be held liable in all, or in part of, the expenses of the Disciplinary Challenge procedure. Should the Committee consider any challenge to be of a frivolous nature or merely to release a player or official from suspension to enable them to participate in a match they shall have the power to deal with the player, match official, official and/or club as it deems appropriate.

26.10. In the case that a sanction has been issued a Disciplinary Challenge may be

withdrawn by a player, official, match official or club prior to any hearing providing the suspension timeframe (detailed in Article 12.7 of this Code) has not passed. Should a player, official or club wish to withdraw a challenge they must notify the Secretary of such withdrawal in writing. Upon receipt of such notification, the challenge will be deemed to be abandoned and the sanction offer against which the player, official, match official or club had challenged will be imposed subject to the overriding objective. The player’s or official’s club may be held liable in all or part for the expenses of the Disciplinary Challenge procedure.

26.11. All Disciplinary Challenges must be submitted with the relevant Disciplinary Authority which issued the sanction or charge in question.

27. Hearings 27.1. The Committee shall have the power to conduct a hearing in the following

circumstances: (i) When a player, official, match official or club lodges a Disciplinary

Challenge pursuant to Article 26.2 of this Code; (ii) When investigating a complaint of mistaken identity pursuant to

Article 26.1 of this Code; (iii) When the Committee otherwise deems appropriate to do so pursuant

to the over-riding objective.

27.2. The Committee shall have the power to direct the attendance of any player, official, match official or representatives of any club to attend at a hearing

convened pursuant to this Article. The Committee shall notify any person directed to attend of the date, time and place of the hearing if their attendance is required. It shall be the duty of the persons whose attendance is directed to inform the Committee immediately of any difficulty in attending a hearing. Where possible, the Committee will endeavour to accommodate the availability of the parties however the Committee will be guided by the requirement to have the matters dealt with in accordance with the overriding objective. In the event of a person or club whose attendance has been directed does not attend, the Committee will be entitled to draw any inference it deems appropriate by their failure to attend when reasonable notice has been provided and / or to issue a charge against that person or club pursuant to Article 27.10.

27.3. The Committee shall have the power to direct that any person required to attend produce documentation or items which in the opinion of the Committee would assist them in their determination of any issue at the hearing. In the case of a match official, it will be incumbent upon the match official to provide a full and comprehensive match report in every case which requires a hearing no later than seven days before the hearing. The Committee will be entitled to draw any inference it deems appropriate by the failure of any person or club to produce any such documentation or item, or if the documentation or item is materially incomplete, when reasonable notice to produce the same has been provided, or when in the opinion of the Committee it would have been obvious to the relevant party that such material should have been produced to assist the Committee with its deliberations. Furthermore, the Committee may issue a charge against that person or club pursuant to Article 26.10 arising from a player, official, match official or club’s failure to produce any documentation or item when reasonable notice to do so has been provided.

27.4. It shall be the duty of the player, official, match official or club facing any complaint to notify the Committee no less than 48 hours before a hearing of the attendance of any person (including representatives) attending the hearing together with the details of any witness they may wish to call. A club is responsible for ensuring that its players or officials attend a hearing. Failure to notify the Committee will entitle the Committee to exclude any person from the hearing.

27.5. The Committee shall be entitled to deal with any hearing if a person or club, including those who are the subject of any charge fails to attend the hearing, if satisfied that it is pursuant to the overriding objective to do so.

27.6. In advance of the hearing, any person or club appearing before the Committee

to answer any charge must be given copies of any documentation relevant to the facts of the charge which is already in the possession of the Committee and upon which the Committee may rely. Where documentation is received for the first time in the course of any hearing, the Committee will determine, following enquiry of any person or club answering a charge, whether in the interests of fairness time should be afforded to any party to consider such documentation.

27.7. If before a hearing it becomes apparent to the Committee that the case will

involve specialist (including medical) evidence, or has elements which are unusual or difficult, the Committee may direct that such evidence be served in such a manner that the hearing of the case may be properly and fairly conducted.

27.8. The Committee shall be entitled to rely upon audio or video footage, including but not limited to television evidence when considering any case before it. The Committee should, where practicable, identify to any person or club charged of the existence of such footage it intends to rely upon and where the material is not publicly available invite the person or club charged to attend the offices of this Association in advance of any hearing to be afforded an opportunity to inspect this material. The existence of such material having been identified, it will be incumbent upon the person or club charged to make arrangements through the Secretary to the Committee to inspect the material. Where a person or club who is the subject of a charge intends to rely on such material, it will be the responsibility of that person or club to provide copies of the footage which the Committee is capable of viewing no later than 48 hours in advance of the hearing.

27.9. The Committee shall be entitled to rely upon any evidence or material which it

deems capable of being relevant to the issues before the Committee giving such weight as it deems fit to the evidence, dependent upon its source and its content. It will be for the Committee to determine what evidence it hears and considers.

27.10. Where it appears to the Committee that a player, official, match official or club has acted in a manner intended to frustrate the process of conducting an effective hearing, the Committee shall have the power to charge that person or club pursuant to Article 28.13.

28. Procedures for the Conducting of Hearings

Principles 28.1. Hearings before the Committee are disciplinary proceedings; the Committee is

not a court of law. Procedural and technical considerations will take second place to the principles of natural justice. The Committee shall endeavour, where possible to abide by the provisions under this Article however shall retain an overriding discretion to act in accordance with the overriding objective.

28.2. The burden of proof regarding disciplinary infringements rests on the Association. It is for the Association through the process set out in this Code to present evidence to the Committee and establish a case against a person or club charged. Where it appears to the Committee that the Association has failed to discharge that burden, the Committee shall be entitled to discontinue charge proceedings. In cases of mistaken identity pursuant to Article 26.1, whilst the burden of proof is on the Association, the Committee will be entitled to assume that the relevant match official’s identification was correct and best placed to act as they did until such time as evidence is produced by the person or club challenging the decision to displace that assumption. In the case of an anti-doping rule violation, it is incumbent upon the suspect to produce the proof necessary to reduce or cancel a sanction. For sanctions to be reduced, the suspect must also prove how the prohibited substance entered his body.

28.3. When determining whether a charge has been proved, the Association must

establish the relevant facts to the comfortable satisfaction of the Committee having in mind the seriousness of the allegation which is made. Where the conduct alleged is regarded as serious, the higher the threshold and vice versa. In less serious cases, the Committee must be satisfied, at the very least, on the balance of probabilities that a charge has been proved.

28.4. The IFA Disciplinary Committee comprises 9 members. The quorum for the

Committee is 3 members, one of whom should be a legally qualified person. The Committee shall have the power to appoint Sub-Committees as they see fit to deal with all disciplinary matters including hearings. Each Sub-Committee shall comprise of no fewer than 3 members, one of whom should be a legally qualified person.

28.5. During the course of any hearing, all submissions and questioning must be directed through the appointed Chairman of the Committee. During the course of any hearing, the Chairman of the Committee shall, in his discretion, direct the parties on how proceedings are to be conducted. Throughout the course of any hearing, the Chairman’s word shall be final.

28.6. Where a hearing is convened, all members of the Committee must avoid a situation in which they or any Club that they represent or are associated with has, or may have, a direct or indirect interest that conflicts, or possibly may conflict, with the interests of the Committee or the overriding objective. In particular, no member of the Committee shall be entitled to vote on any matter directly related to or involving the Club that they so represent or are associated with. Members of the Committee must declare any such conflict of interest to the Committee as soon as they become aware of it. It shall be incumbent upon any person or club appearing at a hearing before the Committee to identify at the outset of proceedings whether they believe any such conflict of interest arises. If required, the Chairman of the Committee will determine whether a conflict of interest has arisen and take what steps are necessary to ensure that a fair hearing results pursuant to the overriding objective.

28.7. Any person or club charged in proceedings and appearing before the Committee who is of the opinion that they have not been given reasonable notice of the charges or the evidence to be relied upon during the course of any hearing shall be entitled to invite the Committee to consider whether an adjournment should be granted. The Chairman will determine whether any adjournment is required pursuant to the overriding objective.

28.8. Where notice has been given of a hearing to any person or club charged pursuant to Article 14 the Committee shall have the power to proceed to a hearing in the absence of the person or club charged if they fail to attend at the date and time notified without providing a reasonable excuse. Where the Committee find that the attendance of any person or club charged or required to attend is necessary to properly determine any issue before them, the Committee shall have the power to suspend any such person or club until such time as they appear before the Committee, in which event every reasonable attempt will be made to agree with the person the date for a further hearing.

28.9. Any player, official, match official or club charged will be entitled to be represented at a hearing by a nominee or representative providing notice of the attendance of such persons (including the name, contact details and profession of such a person) has been given to the Committee no later than 48 hours before the hearing. In the event that such notice has not been given, it shall be at the discretion of the Chairman of the Committee to refuse such a person entry to the hearing.

28.10. The player, official, match official and/or representatives of the club charged shall be admitted to the hearing, together with the relevant match official(s) or other such person who submitted a report or evidence in relation to the charge(s) before the Committee, including evidence relied upon by the person or club charged. It shall be at the discretion of the Chairman of the Committee to refuse any such person entry to the hearing where there has been inadequate notice as directed in this Code.

28.11. The Committee shall have the power to require the attendance at the hearing of any witness who is capable of giving relevant evidence on the issues before the Committee. In any case where a witness required by the Committee to attend the hearing refuses or fails to attend, the Committee shall be entitled to take account of any written evidence available from that witness and determine what weight can be attributed to that evidence in the absence of their attendance.

28.12. Persons or clubs charged shall be entitled at a hearing to call relevant evidence from any person. Clubs must give notice in writing to the Committee of the name and contact details of any such witness together with details of the nature of any such evidence, including a written account of that person’s evidence no later than 48 hours before any hearing. The Chairman shall determine whether such evidence is relevant for the purpose of any hearing and direct whether such evidence may be relied upon pursuant to the overriding objective.

Contempt of the IFA Disciplinary Code

28.13. Where it appears to the Committee that, during any charge procedure, hearing, or in the aftermath of any such procedure or hearing, any party has sought to deliberately mislead the Committee or endeavoured by any means to frustrate the due process of proceedings pursuant to this Code, the Committee shall be entitled to charge any such persons with being in Contempt of the IFA Disciplinary Code. In such circumstances, the Chairman will determine whether to deal with such matters summarily as they arise or whether to adjourn pursuant to the overriding objective. The Committee shall have the power to sanction any party found to have been in breach of these provisions by way of suspension or fine. Proceedings at Hearings

28.14. At the commencement of a hearing, the Chairman shall confirm the identities of the persons admitted to the hearing and introduce the Committee members.

28.15. Before hearing evidence, the Committee shall satisfy itself that the player, official and/or club is aware of the reasons for their presence at the hearing and the nature of the allegations made against them.

28.16. The Committee (only) shall have the power to appoint a Case Presenter to assist the Committee at a hearing when it is deemed appropriate to do so. Such a person must be legally qualified and shall be appointed by the Chairman of the Committee. The case presenter shall have the role of outlining the case, presenting the evidence defined at paragraph 28.18 to the Committee and, at the discretion of the Chairman of the Committee, challenging, the evidence as defined at paragraph 28.19. The Case Presenter will be excluded from any aspect of a hearing which does not involve the presentation of evidence, submissions on the facts or the Committee’s determination. In cases where a

Case Presenter is appointed, supplementary questions from the Committee shall only be asked by the Chairman of the Committee. As a person appointed by the Committee, the Case Presenter shall be treated by all parties involved in the hearing with the same degree of respect to be afforded any member of the Committee. The Chairman may disengage or direct the Case Presenter as appropriate pursuant to the overriding objective. Any person charged in relation to a case where a Case Presenter is to be used shall be notified of this no later than seven days before the Hearing. Sanction Only Hearings

28.17. Where in advance of a hearing, the person or club charged has indicated that they accept the charge(s) alleged but wish to make representations in respect of the appropriate sanction, the person or club charged or the representative (but not both) may, at the discretion of the Committee be invited to attend a hearing to make relevant representations to the Committee; the Committee shall be guided by Article 28.23 in terms of the receipt of such representations. Where the person or club charged wishes to call evidence in these circumstances, the Committee will be guided by the principles set out at Articles 28.18 - 28.23. All deliberations and decisions of the Committee shall be guided by Articles 28.24 - 28.30 of this Code. Charge & Sanction Hearings

28.18. The Committee shall first hear and/or consider the evidence available to the Committee including (but not limited to) the evidence upon which a charge has been issued. The player, official, match official or club charged or their representative (but not both) shall be given the opportunity through the Chairman to challenge any such evidence. The Chairman of the Committee shall have discretion to restrict questioning pursuant to the overriding objective.

28.19. The Committee shall then hear and/or consider any relevant evidence called on behalf of the player, official, match official or club charged. The Committee and/or any person appointed by the Committee for the purpose of presenting a charge to the Committee shall be entitled, through the Chairman of the Committee to challenge any such evidence.

28.20. The Committee may draw such inferences as it considers appropriate from the

failure of any person concerned with any charge to give evidence in accordance with this Code or to answer a question put to them during the course of a hearing. Nothing in this article should be regarded as conflicting with the presumption of innocence in favour of the person or club charged and the burden of proof upon the Association to prove a charge is made out.

28.21. The Committee shall be entitled to consider any relevant disciplinary record of any person or Club as part of the evidence in the case. However the Committee must not come to any finding of fact which is founded singularly or significantly on any previous adverse disciplinary finding. Previous disciplinary findings must not be used to bolster the evidence against a person or club charged when the other evidence is weak or tenuous.

28.22. The Committee shall be entitled to receive and consider all relevant evidence including (but not limited to) oral evidence, written statements, television and radio evidence, extracts from social media and other internet based material. Where a witness purports to give relevant evidence, that person should attend

to give live oral evidence. Any statement or letter submitted in the name of any person will be deemed to be from the purported author of such material unless proven to the contrary and can be used against that person by the Committee for any other relevant purpose including separate disciplinary proceedings. Where evidence is not first hand, such evidence will be given such weight as the Committee deems fit.

28.23. At the discretion of the Chairman, following the conclusion of the evidence at a hearing, the player, official, match official or club and/or their representative(s) (but not both) shall be given the opportunity to supplement any written submission to the Committee and make limited representations on the evidence before the Committee and in respect of the sanction which would be imposed were the charge to be proved. The Chairman of the Committee shall have a discretion to restrict any representations including placing a time limit upon them. Deliberations

28.24. Having heard the evidence and any submissions, the Chairman shall invite all persons other than the members of the Committee to retire whilst the Committee considers its decision in private.

28.25. When coming to their determination, the Committee shall do so only on the evidence which has been called, referred to or presented before the Committee at hearing. At the Chairman’s discretion, following retirement the Committee may recall the parties to deal with any issue concerning their deliberations.

28.26. The Committee shall come to its determination in respect of the charge and any sanction on the basis of a straightforward majority. Where required, the Chairman shall have a casting vote. Decisions

28.27. Following their deliberations, the person or club charged and/or their representatives shall be invited to return before the Committee for the delivery of the Committee’s determination. The person or club charged shall be informed of the Committee’s determination, that is to say:

(a) What charge(s), if any, have been proved (b) What charge(s), if any, have not been proved (c) If proved, what core findings of fact the Committee have reached in

coming to their determination on the charge. (d) What sanction has been imposed in respect of any charge proved (e) What factors have been taken into account in determining any sanction

imposed.

28.28. Any person or club against whom, following a hearing, a charge has been proved, shall be notified by the Committee that confirmation of the decision will be given in writing by email to the email address previously provided during the charging procedure. They shall be reminded of their right of appeal pursuant to Article 14 of the Articles of Association both at the conclusion of the hearing and subsequently in writing.

28.29. If an appeal has not been lodged by the specified deadline, doping decisions passed by the Disciplinary Committee shall be notified to the World Anti- Doping Agency (WADA). Doping decisions passed by the Appeals Board shall be

notified simultaneously to the parties and the World Anti-Doping Agency (WADA). FIFA will announce anti-doping rule violations within 30 days.

28.30. The deliberations of the Committee are private and shall not be divulged to any person who was not present during the course of the Committee’s retirement. The deliberations of the Committee, including the opinions or votes of any of its members shall not be disclosed. Nothing in this Article shall prevent the Committee from making representations to the Appeals Board if called upon following the submission of an Appeal by any person or club found to have breached this Code setting out the factual findings of the Committee in respect of any case.

28.31. Where it is not proved to the satisfaction of the Committee that a person or club has breached this Code, the hearing will be declared closed and the deposit paid by them shall be returned as soon as is reasonably practicable.

29. Failure to Respect Decisions

29.1. Anyone who fails to pay another person (such as a player, a coach or a club) or FIFA a sum of money in full or part, even though instructed to do so by a body, a committee or an instance of FIFA or a subsequent CAS appeal decision (financial decision), or anyone who fails to comply with another decision (non- financial decision) passed by a body, a committee or an instance of FIFA, or by CAS (subsequent appeal decision):

a) will be fined for failing to comply with a decision; b) will be granted a final deadline by the judicial bodies of FIFA in which to pay the amount due or to comply with the (non-financial) decision; c) (only for clubs:) will be warned and notified that, in the case of default or failure to comply with a decision within the period stipulated, points will be deducted or relegation to a lower division ordered. A transfer ban may also be pronounced; d) (only for associations) will be warned and notified that, in the case of default or failure to comply with a decision within the period stipulated, further disciplinary measures will be imposed. An expulsion from a FIFA competition may also be pronounced.

29.2. If a club disregards the final time limit, the relevant association shall be

requested to implement the sanctions threatened.

29.3. If points are deducted, they shall be proportionate to the amount owed.

29.4. A ban on any football-related activity may also be imposed against natural persons.

29.5. Any appeal against a decision passed in accordance with this article shall be

lodged with CAS directly.

29.6. Any financial or non-financial decision that has been pronounced against a club by a court of arbitration within the relevant association or National Dispute Resolution Chamber (NDRC), both duly recognised by FIFA, shall be enforced by the association of the deciding body that has pronounced the decision in accordance with the principles established in this article and in compliance with the applicable disciplinary regulations.

29.7. Any financial or non-financial decision that has been pronounced against a natural person by a court of arbitration within the relevant association or NDRC, both duly recognised by FIFA, shall be enforced by the association of the deciding body that has pronounced the decision or by the natural person’s new association if the natural person has in the meantime registered (or otherwise signed a contract in the case of a coach) with a club affiliated to another association, in accordance with the principles established in this article and in compliance with the applicable disciplinary regulations.

30. Misconduct which has come to the attention of the Committee otherthan by means of a match official’s report

30.1. A club submitting a complaint of misconduct about any player, official, match official or club must submit their complaint in writing dispatched by email to [email protected] within 7 days (excluding Sunday) from

the alleged misconduct coming to their attention. A copy of the complaint must also be sent to the Club or person complained of having obtained the relevant registered contact details from the Association for that Club or person.

30.2. A deposit of £100 shall be lodged with each complaint pursuant to Article 30.1, which shall be returnable only where it is determined that there is a case to answer.

30.3. In lodging a complaint the club must state fully in writing outlining their complaint and include copies of all evidence, documents and written submissions which the Club intends to rely on to substantiate their complaint within the specified timeframe.

30.4. A League, Divisional Association, Committee, Committee member or department within the IFA submitting such a complaint of misconduct will not be required to adhere to the procedure detailed in Article 30.2 of this Code. However, such a claim must be submitted in writing with a full explanation of the claim within 7 days of the alleged misconduct coming to their attention.

30.5. All complaints of misconduct from a club will require full co-operation from the claimant.

31. Miscellaneous Offences

31.1. Where a match official’s report indicates that an offence has occurred which is not specified in the IFA Disciplinary Code the Committee reserves the right to impose sanctions within the FIFA Disciplinary Code.

32. Appeals Board

33.1. The procedures described within the code may be adapted to suit each Divisional Association noting that some powers can be administered by the Committee only. However, the fines & sanctions detailed in this code must be adopted for the purpose of harmonising disciplinary sanctions.
