Changes afoot for ETA/APP THE Federal govt has outlinedplans to improve the ElectronicTravel Authority (ETA) & AdvancePassenger Processing (APP) bordermanagement systems with a“strategic partnership” between itand the travel industry planned. Details were revealed in a govtRequest for Expression of Interest(REOI) for “suitably qualified”organisations able to provide“solutions & services to enhancethe ETA & EPA capabilities.” ETA was adopted in 1996 as a‘visa like instrument’, available tocertain applicants online, but themajority (85%) of applications aremade via travel reservationsystems used by 300,000 agentsworldwide, as well as 87 airlines. Annually, about half of the 4.5mapplication lodgements are madevia ETA, 32% through paper visaapplications and 19% online. The Department of Immigration& Citizenship is after solutions toprovide travellers with the abilityto apply for & give notification ofan ETA, and for airlines to provideAPP details to the department -the first of a two stage process. A Request for Tender (stage two)will be requested at a later date. The REOI says the wide-reachingdeal will see the provider offerservices to the dept by “enablingwider travel industry access todepartmental procesess,” such as
supplying advance pax info priorto a traveller’s arrival at security. Planned enhancements will offerlinks to the travel agent, airline &carrier booking systems, variousdeparture control systems andoperational systems of airlinesservicing Australia. The REOI also indicates that intime, all ETAs will attract a servicefee regardless of whether theyare obtained via the department’swebsite “or an industry channel.” Currently, APP is used by 15mair passengers and 500,000 cruisepassengers arriving into Australiaannually (increasing by 5% peryear) and, generally, ensures onlycorrectly documented passengerstravel to Australia. A single solution from potentialsuppliers for both ETA and APP ispreferred by the department. The 115-page document saystechnology will need to cater forincreased volumes, complexity &diversity of travellers in the future, with biometric data collectionalso flagged. Expressions of interest close at2:30pm on 23 Oct 2012. More at www.bit.ly/ETArevamp.

QF International ceo SimonHickey said that “by releasing ourschedules now, travellers canbook their trips beyond March2013 with confidence based onthe new Qantas int’l route map”. In an announcement thismorning, Hickey also revealedthat QF services to Frankfurtwould now continue until Oct2013, while Singapore flights willbe retimed to connect better withonward flights within Asia. Don’t fold on QF/SAA, ACCC urged THE International Air ServicesCommission has been urged to“uphold the courage of itsconvictions” and enforce thetermination of the codesharearrangement between Qantasand South African Airways. A confidential submission froma member of the public to theIASC probe into the deal says thatthe continuation of the pactwould see the public subject toan “unfair monopolisticarrangement” and says the IASCBoard should resign because it’sproposing to allow the codeshareto continue. Qantas has also made a furthersubmission to the enquiry, sayingit has “serious concerns” aboutsome of the statements made bythe IASC in its recent draft
determination (TD 17 Sep) whichproposes that the codeshare dealcontinue until 31 Dec 2014. QF insists that the South Africaroute would not be commerciallyviable without marketing homecarriers at each end, particularlyfor leisure traffic, and also saysthat after 2014 it is unlikely thatgrowth rates will support twocarriers offering direct parallelservices between the countries. The Qantas submission alsorejected any contention by theIASC that it does not engage in“vigorous competition” with SAA. It claims that the IASC appearsto “almost wilfully misunderstandthe circumstances of the codeshare and the commercialrealities of managing a committedinventory block”.
