TARGETS Implementing the APEC Framework for the Security and Facilitation of Global Trade, which is based on the ”WCO Framework of Standards to Secure and Facilitate Global Trade” and to create an environment for the secure and efficient movement of goods, services and people across the borders.

Adoption of international standards for securing and facilitating the global trade supply chains within APEC region through, 1. Implementation of standards contained in Pillar 1 - Customs to Customs Network Arrangements, including: - harmonization of the advance electronic cargo information requirements for customs purposes; - application of a consistent risk management approach to address security threats; and - use of non-intrusive detection equipment for cargo examination. 2. Implementation of standards contained in Pillar 2 - Custom to Business Partnerships, including: - realization of benefits to businesses that meet minimum supply chain security standards and best practices.

TARGETS Implementing expeditiously a container security regime that assures in-transit integrity of containers; identify and examine high-risk containers, and working within international organizations to require the provision of advance electronic information on container content to customs, port, and shipping officials as early as possible in the supply chain, while taking into consideration the facilitation of legitimate trade.

• E-manifest and non-intrusive cargo inspection measures using x-ray technology have already been implemented.

• The installation of

mobile x-ray equipment at Laem Chabang Seaport, Bangkok Seaport, and Lard Krabang Customs Inspection Station for examination of high-risk cargos has been completed.

• The installation of

mobile x-ray equipment at Customs Inspection Stations in Nhongkai, Songkhla and Prachuabkirikhan will be completed.

• The construction of a

new terminal at Laem Chabang Port to house new x-ray equipment has been completed on time.

• The construction of a

new terminal at Lard Krabang Customs Inspection Station will be completed.

• The installation of fixed x-ray equipment at Laem Chabang Seaport will be completed in 2009.

• A new system will be

used to track containers.

• The installation of

CCTVs at seaports, airports, and custom inspection stations will be expanded.

• The development of

modern ICT, including better networking among domestic and foreign customs stations, is planned.

TARGETS Plan (PFSP)’s Security Level 1. Equipment such as CCTVs, metal and explosive detectors will be installed in some areas of the Ports.

will be familiarized with emergency and contingency plans.

• The Bangkok Port will

conduct an emergency exercise in June 2006.

• The Marine Department

will establish a list of relevant contact points for its Marine Traffic Control and Safety Center. This will facilitate the exchange of information on security threats and appropriate security measures for ships and port facilities.

has completed the installation of the Automatic Identification System on certain new ships to comply with the Safety of Life at Sea

officials and the Ports’ Unit Leaders will be tested on security measures every 18 months. The Marine Department will administer and evaluate these tests.

• Baggage Reconciliation System (BRS) will be ready at the New Bangkok International Airport in 2007.

• Thailand still needs additional training and technical assistance in completing the ICAO mandatory aviation security audits and to develop into a center to train the trainers and also a center of excellence.

• The Immigration Bureau will serve as contact point for the implementation of the Advance Passenger Information/Advance Passenger Processing system.

• Thailand will proceed with implementing the API/APP system.

• API/APP system should be implemented on a reciprocal basis in order to effectively control terrorism. Therefore, capacity-building to ensure that all economies equally benefit from the usage of the API/APP

Council of State is in the process of modifying Thai domestic laws to legalize use of the API system. Though not required, airlines can voluntarily implement the APP system.

• The Thai government

has already approved the projects to develop information systems of the Immigration Bureau worth of 249 million Baht and 175 million Baht for nationwide deployment and for the new Bangkok International Airport. These systems shall be

• AMLO is considering adding remittance agents and cash dealers as reporting entities under the Anti-Money Laundering Act B.E. 2542 (1999). AMLO has held several seminars for these agents to make them realize the importance of reporting their business transactions. This amendment to the law is expected to be done next year.
