Minutes of 16th Northern Region constituents meeting regarding Connectivity/LTA Applications in NR held on 24/10/2018 at POWERGRID, Gurgaon
1.0 The List of the participants is enclosed at Annexure-I.
2.0 COO (CTU-Plg & SG), POWERGRID welcomed the participants to the 16th meeting of Northern Region constituents regarding
connectivity/LTA applications in Northern Region and requested CGM (CTU-Plg) to take-up the agenda for discussions.
3.0 Minutes of 15th Meeting of Northern Region constituents regarding Connectivity / Long Term Access applications
It was informed that the minutes of 15th Meeting of Northern Region constituents regarding Connectivity and Long Term Access
applications held on 11/09/2018 at NRPC, New Delhi were issued vide letter dated 28/09/2018. As no comments were received
from the stakeholders, the minutes were confirmed as circulated.
4.0 Proposal for grant of connectivity to the applications received from Renewable Energy Sources
It was informed that one no. of Stage-I Connectivity application has been received in the month of September, 2018 from ACME
Solar Holdings Limited for 300MW connectivity at Fatehgarh S/s for its proposed ACME-VI (Fatehgarh) Solar Power Plant.
It was mentioned that with the receipt of above application for connectivity at Fatehgarh S/s, total 6 nos. of applications from M/s
ACME Solar Holdings Limited for Stage-I (total – 1800 MW, 300 MW each) and 4 nos. of applications for Stage-II(total – 1200 MW,
300 MW each) have been received. Stage-II Connectivity for ACME-I, II, III, IV (Fatehgarh) has been granted through 400 kV S/c
line with minimum line capacity of 1200 MW at nominal voltage.
On the query about total Generation Capacity planned near Fatehgarh area, the representative of ACME Solar Holdings Limited
informed that as of now total of 1800 MW generation capacity has been envisaged which are proposed to be connected at
Fatehgarh S/s. It was observed that as per the envisaged generation capacity, Stage-I applications for entire capacity of 1800 MW
(out of which 1500 MW is granted) have been received and Stage-II application for 1200 MW have also been received & granted.
The representative of ACME Solar Holdings Limited further informed that they would be submitting Stage-II Connectivity
applications for additional 600 MW shortly.

After detailed deliberations, it was agreed to grant Stage-I connectivity for ACME-VI (Fatehgarh) with 400 kV S/c (with minimum
capacity of 900 MW at nominal voltage) line. It was also agreed that Stage –I connectivity of ACME- and VI (Fatehgarh) shall be on
common 400 kV S/c line by pooling from ACME–V & VI(300 MW each) (Fatehgarh) Solar Power project at common pooling station
of applicant. Applicant was requested to confirm the details of transmission system from each of the generating station to common
pooling station of applicant. Subsequent to the meeting applicant submitted a sketch indicating plan of pooling of power, wherein it
has been proposed that power from different phases of their project shall be pooled at 400 kV level for onward transfer to
Fatehgarh Pooling station.
Gist of connectivity upto the ISTS pooling point is detailed below:
i) ACME III and IV (Fatehgarh) solar power plants (600MW) shall be pooled at pooling station located at ACME I and II
(Fatehgarh) through 400kV S/c line.
ii) ACME I and II (Fatehgarh) solar power plants (600MW) along with 600MW power from ACME III and IV (Fatehgarh)
solar power plants (total 1200MW) shall be pooled to Fatehgarh ISTS substation through 400kV S/c line.
iii) 600MW power shall be pooled from ACME V and VI (Fatehgarh) solar power plants to Fatehgarh ISTS substation
through 400kV S/c line.

It was informed the grant of Stage-I Connectivity shall not create any right in favor of the grantee on ISTS infrastructure including
bays. Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and
associated transmission infrastructure as per format RCON-I-M. Further Stage-I Connectivity grantee is required to secure the
Stage-II Connectivity for physical connectivity with the ISTS grid within 24 months. The Stage-I Connectivity grantees who fail to
apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their
Application fees shall be forfeited.
The new substation/location, if needed, shall be planned in consultation with CEA, MNRE and other stakeholders. Further, the
proposed primary/alternative locations for connectivity which are yet to be taken up for implementation, shall be firmed up, if
needed, in consultation with CEA and other stakeholders. Implementation of new substations and other infrastructure shall be
with Fatehgarh-Bhadla765kV D/c line to be operated at 400kV : under implementation by Transmission Licensee)

undertaken only after grant of Stage-II Connectivity and fulfillment of all terms and conditions by the applicants including
submission of BG.
Further, grant of Stage-I/Stage-II Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains
LTA/MTOA/STOA for power transfer requirements. In case of LTA, it may require further transmission system strengthening.
Therefore, applicants were advised to apply for the LTA to enable power transfer to its beneficiaries on long term basis. Also as per
the prevailing Transmission Planning Criteria of CEA, ‘N-1’ contingency criteria may not be applied to the immediate connectivity of
wind/solar farms with the ISTS/Intra-STS grid.
Chief Engineer (PSP&A-I), CEA stated that for some of the renewable projects, connectivity has been granted through 220 kV S/c
line, however, while applying for approval under Section 68 developers are seeking approval for S/c on D/c line, which is at
variance with the grant by CTU. It was deliberated that by agreeing to their proposal, such developers may construe as
commitment or additional bay at a later date, at the ISTS substation at which connectivity has been granted, which may not be
available in most of the cases. After detailed deliberations, it was agreed that proposal for grant of approval under Section 68 of EA
2003 for above referred cases may be deliberated further.
5.0 Revision in Grant of LTA to M/s NTPC Ltd. for Tanda TPS Stage-II (2x660 MW) for transfer of 356.78 MW power to NR
Beneficiaries.
It was informed that LTA was agreed for grant to NTPC for transfer of 356.78 MW power from Tanda Stage-II (2x660MW) TPS
located in Uttar Pradesh to Northern region beneficiaries during 40th Standing Committee Meeting of NR and 12th meeting of NR
constituents regarding Connectivity/LTA Applications held on 22/06/2018 .
During the above meetings, NTPC informed that their 1st unit of Tanda TPS Stage-II generation is expected to be commissioned by
31/03/2019 and 2nd unit by 31/07/2019. Accordingly, it was agreed to grant the LTA of 356.78 MW to NTPC with following unit wise
transmission system of UPPTCL:
(i) 1st Unit (178.39 MW LTA with proportionate quantum of NR beneficiaries w.e.f. 01/04/2019 or availability of following UPPTCL Transmission system, whichever is later) :

i) LILO of Azamgarh–Sultanpur 400 kV S/c line at Tanda TPS by UPPTCL
ii) 400/220 kV, 2x315 MVA ICTs at Tanda TPS by NTPC
iii) Tanda (NTPC)-Tanda (New) (UPPTCL) 220 kV D/c line including 220 kV bays Tanda (NTPC) by UPPTCL
(ii) 2nd Unit [balance 178.39 MW (cumulative 356.78 MW LTA) w.e.f. 01/08/2019 or availability of following UPPTCL transmission system, whichever is later]:
During the meeting, it was informed by UPPTCL that implementation of Tanda- Gonda- Shajahanpur 400 kV D/C Quad line
may take time and there may be mismatch w.r.t. commissioning of 2nd Unit of NTPC project. Accordingly, following alternate
transmission system till availability of Tanda- Gonda- Shajahanpur 400 kV D/C Quad line was agreed:
i) Establishment of 400/220/132 kV, 2x500 + 2x200 MVA GIS substation at Basti
ii) Construction of Tanda TPS–Basti 400 kV D/c quad line
iii) On completion Tanda-Gonda 400 kV D/c Quad line, one ckt. of Tanda (400) Basti 400 kV D/C line and one ckt of Tanda-
Gonda would be connected bypassing Tanda TPS 400 kV switchyard (due to limited 400 kV bays at Tanda TPS),
resulting in following configuration:
a) Tanda TPS–Gonda 400 kV S/c Quad line.
b) Tanda TPS–Basti 400 kV S/C Quad line.
c) Gonda–Basti 400 kV S/c Quad line.
Further, NTPC vide letter dated 03/10/2018 has submitted that as per work progress at Tanda Stage-II TPS, the expected COD
dates of Unit-I & II are Jun’19 and Dec’19 respectively. Accordingly, they have requested to grant LTA for 1st and 2nd units from
01/07/2019 and 01/01/2020 respectively with aforementioned transmission system.
CTU stated that UPPTCL vide email dated 24/10/2018 has informed that transmission system of UPPTCL associated with 1st unit
of Tanda TPS Stage-II shall be available much before Mar’19 and UPPTCL needs Tanda Power at the earliest. The matter may be
postponed for detailed discussion with UP STU (UPPTCL).

In view of above, it was agreed that the subject matter may be discussed in the next Connectivity/LTA meeting in the presence of
representative of UPPTCL.
6.0 Connectivity Application from Pakal Dul Hydro Electric Project
It was informed that one no. of Connectivity Application, as detailed below has been received from Chenab Valley Power Projects
[P] Limited, which is in conformity with CERC Regulations/Detailed Procedure:

It was further informed that earlier a composite transmission scheme was evolved for evacuation of power from projects namely
Kiru HEP (660MW), Kwar HEP (560MW) and Pakal Dul HEP (1000MW). Considering serious RoW constraints, due to difficult
mountain terrain, a 400kV D/c (Triple HTLS Conductor –Equivalent to about 2300MW) line from Kiru HEP – Kishtwar Pooling
station was planned. Establishment of pooling station at Kishtwar was proposed with hydro projects (1500MW) located in
Chandrabhaga basin in Himachal Pradesh along with Kirthai-I HEP (350MW) & Kirthai-II HEP (990MW). The scheme was
discussed in 31st and 40th Standing Committee Meeting of Power System Planning for Northern Region held on 03.01.2013 and
22.06.2018 respectively.
During 40th SCM of NR, it was informed that Kiru and Kwar HEP projects are under PIB approval stage, whereas GoI approval for
Pakal Dul HEP has been received and first major package of the project has been awarded in Feb’18. After deliberations, it was
decided that various activities like identification of suitable site for establishment of Kishtwar Switching station, phasing of the
identified evacuation system etc. would be taken up only after application for connectivity / LTA by the project developer.

Applicant was enquired about status of Kiru HEP (660MW) & Kwar HEP (560MW) generation project to which representative
informed that they are still under PIB approval stage. It was further informed by the applicant that in addition to Pakal Dul HEP, Kiru
and Kwar HEP are also be developed by them.
CEA informed that considering various generation projects in Chenab basin and RoW constraints, the master plan for the basin
envisage high capacity transmission line for evacuation of power from these projects to Kishtwar pooling station. Further,
establishment of Kishtwar pooling would be required to be developed under ISTS considering transfer of power from generation
projects in J&K and Himachal Pradesh. In view of the above, following transmission system was agreed in-principle for
connectivity:
400 kV D/c (Triple HTLS Conductor) line from Pakal Dul HEP – Kishtwar Switching station along with associated bays
at both ends – under scope of applicant
Establishment of 400 kV switching station at Kishtwar by LILO one circuit of Kishenpur – Dulhasti 400kV D/c (Quad)
line (Single Circuit Strung).
GIS switchyard equipment and XLPE cables may be designed for current carrying capacity of 4000 Amps.
420 kV, 125 MVAR Bus Reactor each at Pakal Dul HEP and Kishtwar Switching Station
It was also decided that the matter may be taken up in the next NRSCT to finalise the configuration of transmission system taking
into account future hydro projects in Chenab and Chandrabhaga basins.
