On Tuesday, Aug. 13, the council will hold a special meeting at 5:30 p.m. e meeting will be a public hearing tied into funding for the sewer project. e city council’s regular meeting will follow the public hearing. A second special meet- ing will be held to adopt the 2020 budget. at will be at 5 p.m. on Wednes- day, Aug. 21. e adoption of the budget is the only action item scheduled for the meeting. e proposed budget was published in the Aug. 8 print edition of the Conway Springs Star & Argonia Argosy. Regular Meeting – July 23 Conway Springs City Council Meeting July 23rd, 2019 7:00pm In attendance: Mayor Jessica Gerlach; City Council members; Theresa Lange, Larry Phye, Jan Wiseley and Tim Sones. Others in attendance were: Trinity Haskins, Landon Wise- ley, Van Franklin, Lori Gerber, Kent Gerber, Gala Mies, and City Clerk Crystal Hinnen. Mayor Gerlach called meet- ing to order at 7 p.m. Pledge of Allegiance was recited. There was no public forum. Minutes from 7.3.19 were read and approved with corrections. Motion to approve corrected min- utes by T.J. Sones, 2nd by Larry Phye, motion carried 4-0. Motion by Jan Wiseley to approve Appropriations #1945, 2nd by T.J. Sones, motion carried 4-0. Motion by T.J. Sones to approve the amended agenda, 2nd by Larry Phye, motion carried 4-0. Pending list was tabled until next meeting. Chief Wiseley informed council he will be taking a class in McPherson, on Thursday, August 1st, 2019. Motion by T.J. Sones to approve the Chief taking the city car and going and attending the class and paying the $150.00 fee, 2nd by Larry Phye, motion passed 4-0. Council was given a quote for roofing on the Community Building/Police Department. Motion by Larry Phye to approve the bid from Dave Kimple, 2nd by T.J. Sones, motion carried 4-0, with funds to be used out of capital Outlay. Chief Wiseley sent a letter to the superintendent at Conway Springs High School, informing him that the parking lot shall be open to the kids once again after home games with a list of guidelines to be followed. Theresa Lange made a motion to go into executive session for 10 minutes inviting Judge Parks and City prose- cutor Janet Amerine, pursuant to the non-elected personnel matter exception, K.S.A. 75- 4319(b)(1), 2nd by T.J. Sones, motion carried 4-0. The open meeting will resume in the city council chamber at 7:35pm. Council returned and Theresa Lange made a motion to go back into executive session for an additional 5 minutes, 2nd by T.J. Sones, motion passed min- utes inviting Judge Parks and City prosecutor Janet Amerine. Council returned at 7:41pm, stating no binding action taken. Judge Parks gave an up- date. He issued a court order to fix audio on the t.v. for court. Judge is going to update the court manual. Trinity Haskins gave an up- date on the maintenance depart- ment. He is needing to advertise for summer help with mowing and weed eating. He submitted the resignation of Monica James, T.J. Sones made a motion to accept this resignation as of July 12th, 2019, 2nd by Larry Phye, motion carried 4-0. Haskins will also be conducting interviews for a 3rd full-time maintenance worker. The clerk’s office will resubmit an add to the paper for summer help. Haskins asked to take bids for meter pits & lids. City Hall was aked to add this to the list service to find out if other towns might be interested. The maintenance department had their new gator delivered earlier in the week. City Hall gave an update on a customer who wanted to have sewer usage removed due to a water leak. Motion to remove sewer usage by Larry Phye, 2nd by Jan Wiseley, motion carried 4-0. Jan Wiseley made a motion to sign the agreement with friendship meals, 2nd by T.J. Sones, motion carried 4-0. Jan Wiseley made a motion to sign the contract with Waste Connections Proposal of raising rated by 3%, 2nd by Theresa Lange, motion carried 4-0. T.J. Sones made a motion to adopt the 2019-06 Hazmat Resolu- tion, 2nd by Larry Phye, motion carried 4-0. Jan Wiseley made a motion to approve the 2019- 06 resolution & KDHE letter, 2nd by T.J. Sones, motion carried 4-0. Willson & Company and Council agree to bore under driveways at the Country View Addition. Jan Wiseley made a motion to recess for 5 minutes, 2nd by T.J. Sones, motion car- ried 4-0, to return at 8:15p.m. At 8:15 the council meeting resumed. Larry Phye made council aware that he wanted to go over the budget with the auditor before we submit it to the County clerk. Mayor Ger- lach, Theresa Lange, Larry Phye, Willson & Co. Rep., and Rosemary Saunders went to Topeka for the KIAC meeting for the sewer project funding. The were told the sewer rate must be at the minimum, state average or above to qualify for funding. This was added to the agenda for the next meet- ing. Mayor Gerlach asked council to consider purchasing a K-Tag for city employees to use when traveling for job-related trips. Gala Mies asked council to consider allowing Trinity Haskins to use his personal truck to travel to his week long class for sewer maintenance. Council agreed. T.J. Sones made a motion to go into executive session to discuss non-elected personnel pursuant to the non-elected personnel matter exception, K.S. A. 75-4319(b)(1), inviting Crystal Hinnen and Gala Mies as needed, 2nd by Larry Phye, motion carried 4-0. The regular meeting will resume at 8:56pm. Council returned and T.J. Sones made a motion to go back into executive session for non-elected personnel for an additional 25 minutes, inviting Crystal Hinnen & Gala Mies, 2nd by Larry Phye, motion carried 4-0. Council returned at 9:19pm stating no binding action taken. T.J. Sones made a motion to bore under only driveways in the Country View addition, 2nd by Theresa Lange, motion carried 4-0. T.J. Sones made a motion to adjourn at 9:23pm, 2nd by Larry Phye, motion carried 4-0. Others in attendance were: Crystal Hinnen and Gala Mies Mayor Gerlach called meeting to order at 7 p.m. After much discussion about the fumes at City Hall, Gala Mies withdrew her resignation. A laptop to take minutes on at the meetings was discussed and is to be placed on the agenda for the next council meeting, to be held August 13, 2019. Motion to adjourn by T.J. Aaron Lange was absent. Others present were Joyce Allen, Clay Murphy, and Judy A Andra. The purpose of the meeting was for 1) review and approv- al of the FY 2020 budget for publication. City Council has two special meetings coming up.

Willson & Company and Council agree to bore under driveways at the Country View Addition. Jan Wiseley made a motion to recess for 5 minutes, 2nd by T.J. Sones, motion car-ried 4-0, to return at 8:15p.m.

At 8:15 the council meeting resumed. Larry Phye made council aware that he wanted to go over the budget with the auditor before we submit it to the County clerk. Mayor Ger-lach, Theresa Lange, Larry Phye, Willson & Co. Rep., and Rosemary Saunders went to Topeka for the KIAC meeting for the sewer project funding. The were told the sewer rate must be at the minimum, state average or above to qualify for funding. This was added to the agenda for the next meet-ing. Mayor Gerlach asked council to consider purchasing a K-Tag for city employees to use when traveling for job-related trips. Gala Mies asked council to consider allowing Trinity Haskins to use his personal truck to travel to his week long class for sewer maintenance. Council agreed.

T.J. Sones made a motion to go into executive session to discuss non-elected personnel pursuant to the non-elected personnel matter exception, K.S. A. 75-4319(b)(1), inviting Crystal Hinnen and Gala Mies as needed, 2nd by Larry Phye, motion carried 4-0. The regular meeting will resume at 8:56pm. Council returned and T.J. Sones made a motion to go back into executive session for non-elected personnel for an additional 25 minutes, inviting Crystal Hinnen & Gala Mies, 2nd by Larry Phye, motion carried 4-0. Council returned

at 9:19pm stating no binding action taken.

Mayor Gerlach called meeting to order at 7 p.m. After much discussion about the fumes at City Hall, Gala Mies withdrew her resignation. A laptop to take minutes on at the meetings was discussed and is to be placed on the agenda for the next council meeting, to be held August 13, 2019.

Motion to adjourn by T.J. Sones at 7:29pm, 2nd by The-resa Lange, motion carried 4-0.

The USD 356 Conway Springs Board of Education will hold its monthly meeting at 7:30 p.m. Monday. The public is invited to attend.

board of education was called to order by President Curtis Winter at 7:00 p.m. Other members present were Brad

Farmer, Brandon J Pauly, Eddie D Allen, Bruce Harrington, and Bill Dalbom. Aaron Lange was absent. Others present were Joyce Allen, Clay Murphy, and Judy A Andra.

The purpose of the meeting was for 1) review and approv-

al of the FY 2020 budget for publication.

Bill Dalbom moved to ap-prove the FY 2020 budget for publication. Brandon J Pauly seconded. Motion passed 6-0.

Curtis Winter declared the meeting adjourned at 7:16 p.m.

In the 19th century, the influence of the railroad industry was vast. Some claim that Kansas was created specifically to accommodate westward expansion of railroads.

Railroads brought immi-grant settlers, created jobs, and fed beef markets in the East. They enabled regular mail service and the adop-tion of standard time.

Most Kansas towns were founded because of the railroad, and few survived without it. This progress came at a cost to the Plains Indians who were forcibly displaced by this westward expansion.

Historian Leo Oliva will examine the complicated legacy of railroads during his presentation, “Rail-roaded: The Industry that Shaped Kansas,” Saturday, Aug. 17, from 1 to 3 p.m. at the Advanced Learning Library in Wichita.

The event is co-spon-sored by the Wichita Genealogical Society and Humanities Kansas.
