Participation and Empowerment? Participation and empowerment are closely linked, the latter makes the former meaningful. Empowerment means that an individual has the capacity to make effective choices, and thus has the capacity to effectively translate choices into desired actions and outcomes. The individual's capacity to make effective choices is conditioned by: (i) ability to make meaningful choices, recognizing the existence of options, and (ii) the opportunities that exist in the person's formal and informal environment. Empowerment can either refer to a process: are efforts being made to empower people?, or to the outcome of a process: have people effectively been empowered?
