André Sefanos Efstathiou was born in Brazil, on the 18th November 1952. He descends from a Greek mother and an Egyptian father. Beside the Brazilian and Greek passaport, he also has a permanent South African visa that he earned as a reward of his cooperation to that Nation. He is graduated in Public Relations from the Methodist University of São Paulo and has studied English in the United States, Vermont city.
His belonging to several countries, several citizenships, several cultures and traditions gives him a high sense of relativism where the slightest trace of absolutism has no chance. As a good listener and profound observer, he takes into consideration the opinions of the group and is publically capable of changing his own ideas for replacing them by somebody’s else better opinions. In spite of his clear and organized thoughts, he finds it wiser to listen to the team and make them perform a “brain storm” for a reassuring final decision.
In his forty years of professional life he has learned all those routines and armaments that baptize millions of Executives, Chiefs, Managers and Superintendents. But he soon realized that all the arsenal of knowledge, expertise and strategies are mere tools for an irreproachable conduction of an organization but not enough for attaining the trophy of Victory. Because Victory is an innate stigma of a human being. When you come to life, either you will shine like a star, or you will assist like a planet, or you will serve like an asteroid. Concomitance with the sky is irreversible. We micronize here the same organization of the celestial constellations. As a matter of fact, how many international games fail to win if the soccers are chosen only by capacity and some players with stigma are not included for attracting the Trophy. Competent people have the gene of Efficiency while winning people have the gene of Victory.
Through the years André has definitely realized that he bears the stigma of Victory. The events that he has always attracted have been the exact coincidences for composing the mosaic of the final victory. But it took a hard time to learn how to administrate this talent. It already happened that he had to stop a negotiation because his successful action was too strong for the smallness revealed by the client at the last moment. This is why André doubles and even triples his accuracy on analysing the projects that he receives from companies and entrepreneurs. He reads over and over, in the attempt of identifying traces of inability and limitations on the part of the client.

A top Macro-Economic Experience
In the beginning of the decade of 1980, André Efstathiou had the happiness of meeting a lady of British descendance who was delegated to be the Vice‐Consul of South Africa in São Paulo (Brazil). An immediateaffinity joined their lives for a long period of 10 years, partially spent in Brazil and partially in South Africa. André became the screen of her projections which were full of concern about African poorness, unemployment and epidemic deseases that could only be solved with the help of other countries. Brazil was the nation that could do a lot by setting up industries and business activities in Africa to help eradicating unemployment and poorness. He was initiating a new era of macro‐economic vision and helped the diplomat lady to stir up enthusiasm and interest to the Brazilian entrepreneurs of all the fields of action: mining, chemistry, food industrialization, energy, agriculture, textile industry, tourism, art and culture, among others.
An Interference At Macro-Economic Level
His Stigma came again into action when all of a sudden, in The University of South Africa, André was invited by his fiancée ( former Vice‐Consul of São Paulo ) to make a short speech about Brazil and its important Economy. The audience was composed by several Representatives of other African nations. With his easy loquacity and disembarassment, André went to the stage and exhorted Africa to a friendly relationship between the two hemispheres. He had clearly in mind that employments and dignified salaries were the core of Economic growth. What makes the Industrial Park grow is the Demand. The higher the Demand, the higher the number of industries. Now, who creates the Demand are the “buyers”. And who create “buyers” are employments with civilized salaries. At the same time, who guarantees civilized salaries is the Government by promulgating Laws that forbid sub‐employments and sub‐wages (as it occurred in Brazil by establishing the minimum low salary permitted to the companies). Africa has 400 million people in the await of an employment and they may create one of the biggest Centers of Demand of the planet. Once more, André was planting the seeds of a crop that he himself had the luck of harvesting later on, when a South African company appointed him for representing them in Brazil. This Representation was the first trade link ever established between Brazil and Africa.

The Bilateral Strategic Sense: “Consultant-Client” In 1990, André Efstathiou took over the Representation and Consultancy of the first South African company in Brazil: JCB Family Trust. The goal was to introduce in Brazil a new technology which consisted in using sugar‐cane bagasse, treated with a very special biochemical process, as strong and cheap raw‐material for houses construction, pipes for hydraulic systems, doors, railway sleepers, columns and accessories.
Brazil was the right place for producing such raw‐material because of the millions of tonnes of cane bagasse left after each annual crop.
André put his strategy to work and the first steps were to contact the President of the Public University of São PauLo and the Director of IPT, an Institution responsible for technologies approvals. He gathered their approval and earned their support for submitting the extaordinary invention to the Governor of São Paulo and the Mayor of Riberirão Preto city.

The Governor put immediately André in touch with the biggest mining company of Brazil (and second in the world): “Companhia Vale do Rio Doce”. The Directors welcame the technology and decided that South Africa could perfectly participate in their Brazilian Bid for the provision of 200.000 sleepers per month, in order to build 9.000 Km of railway in Brazil.
Inebriated by so much success, the South African scientist and owner of the company represented by André, found it better to appoint a top Executive of his African team and dismissed Andre’s assistance which he certainly considered already dispensable. His lack of strategy resulted into a great Fiasco. Nothing happened from then on. No sleepers, no Bid, no Vale do Rio Doce. And André no more heard of him. As Consultant, he saw all his strategic steps destroyed because his African client revealed a dramatic lack of sense of strategy. This event arose a new Rule in his Consultancy Activity:
Strategy must be a bilateral talentof both the Consultant and his Client.
Conultancy for Technical Projects .
In 2009, André assumed the Investment Consultancy of a Brazilian company dealing with a very important item of the planet: Alternative Bio‐fuels”. A matter that is mobilizing all the Nations concerned with pollution and the tremendous consequences of the Greenhouse Effect.
The client (Swiss Group of Companies)needed an investor to conclude the construction of a Potentializer of Biomass Energy. A device running with electromagnetic radiations and capable to drop down the inner moisture of vegetable and organic material, in a few minutes, with consequent raise of its energetic power for bio‐fuel use.
Together with the elaborator of the Project, he analysed the points that had to be retouched before being sent to his potential investors. As the subject was very technical, he pointed out the points that could not remain too hermetic but should be converted into an everyday language, in order to be understood by financial investors. He helped to change some explanations and also suggested to avoid
detailed Business Plan just in the beginning of the negotiations. It is a fact that new innovating technologic rojects are to be dealt with much precaution, in order to avoid too many details and information that may reveal the mechanisms of the invention. A simple list of tools and material to be purchased can indirectly reveal how must be built the device. In fact, If you give a list of ingredients to a cook, she will rapidly guess how to make the cake. Therefore, also the budgetary information had to be carefully avoidd in the beginning. This is a typical problerm of new inventions. On analysing projects relating to new invention, André gives special iportance to the saleability of the article: is it really necessary in the market ? Is it unique in the market? Does it raise the general costs of production? Does it afford great compensations? All these aspects must be very well explained because the investor must be reassured as to the risks that he runs. Only after an accurate study of the market, André chooses the most adequate investors for that project. Then he uses the arguments that reassures the investor and arises his enthusiasm. The Potentializer project has already been sent to several investors and the repercussion has been quite positive. The business is on th e verge of being concluded.

time infectious diseases like : AIDS,SYPHILIS and HEPATITIS B and C.
the method is extremely cheap and the tests of
“dried blood” may be sent by post office to the
Laboratory, afte being applied by any common professional trained for a very simple collecting procedure.
André got immediately in touch with the Ministerial South African institutions and raised their interest for diffusing the method throughout Africa, where the rate of deaths caused by the virus HIV is the highest in the world.
In May 2011, a South African Delegation of the Medical Area came to Brazil and signed a Preliminary Contract with BIO‐OXFORD, taking with them all the necessary documents for obtaining the homologation of the method in their country. They are now in the imminence of giving a positive retur, in order to start the distribution of the Q‐Preven kits of blood collection to all the regions of South Africa.
