Contractors State License Board Elects New Officers

Three members of the decision-making body for the Contractors State License Board (CSLB) have been elected as Board officers by their colleagues for the 2016-2017 fiscal year. Agustin (Augie) Beltran of Oakdale will serve as Chair for the 15-member Board, Kevin Albanese Jr. of San Jose takes over as Board Vice Chair, and Marlo Richardson of Playa Del Rey was selected as Secretary at the June 23-24 Board meeting in Garden Grove. Mr. Beltran currently serves as the President and Director of Public and Governmental Relations for the Northern California Carpenters Regional Council. Since beginning his career as a carpenter apprentice in 1989, Mr. Beltran has worked in various facets of the construction industry. Mr. Beltran also has served on several government boards since 1997, including the Lathrop City Council from 2000-2004, and the Delta Protection Commission from 2002-2004. He also was a member of the U.S. Marine Corps Reserve from 1985-1993. Mr. Beltran was first appointed to the CSLB Board by Senate Rules Committee in 2014, and his term continues through June 2017.

Mr. Albanese is the President and CEO of Joseph J. Albanese, Inc., a Northern California concrete contractor. Previously, he spent 10 years as Chief Operating Officer and served in a multitude of other management positions in the organization. Mr. Albanese graduated magna cum laude from the Santa Clara University School of Law and remains an active member of the State Bar. He also is a longtime member and past President of United Contractors and also serves as a management trustee for the Operating Engineers Local 3 Trust Funds. First appointed by Governor Edmund G. Brown Jr. in July 2013, Mr. Albanese’s term continues

through June 2017.

Ms. Richardson is a lieutenant with the Los Angeles Airport Police Division, where she has worked since 1999. She has an extensive background as a business entrepreneur with experience in the restaurant, real estate, home health care, import/export, and financial services industries, and mentors other business entrepreneurs. Ms. Richardson is co-chair of Public Safety for Los Angeles County Empowerment Congress, and also is a member of the California State Bar Association Professional Responsibility and Conduct, the Los Angeles African American Women’s Public Policy Institute, and California Women Lead.

Ms. Richardson was first appointed to the CSLB Board in 2015 by Gov. Brown. Her term continues through June 2020. In related news, longtime CSLB Board member Robert Lamb of Cypress attended his last official meeting, and was honored for his 10 years of service in various capacities on the Board. BREXIT VOTE BATTERS GLOBAL MARKETS The world reacted to the news Thursday night that U.K. voters had decided to leave the European Union. Germany’s DAX, France’s CAC-40, and Japan’s Nikkei 225 respectively ended their Friday trading sessions with losses of 6.82%, 8.04%, and 7.92%. Wall Street was not hit as hard, but the Dow fell 3.39% Friday, while the Nasdaq declined 4.12% and the S&P 500 retreated 3.60%.1,2 A GAIN FOR EXISTING HOME SALES IN MAY Last month, the pace of residential resales accelerated another 1.8%. According to the National Association of Realtors, the latest annual rate of 5.53 million sales marked a 9-year high. Separately, a Census Bureau report showed a 6.0% drop in new home buying in May.3

CONSUMER SENTIMENT GAUGE DECLINES IN JUNE Displaying a final June reading of 93.5, the University of Michigan’s monthly consumer sentiment index finished the sixth month of the year 1.2 points below its final May mark. A year ago, the index was at 96.1.4

STOCKS END ROCKY TRADING WEEK LOWER Even with global markets plunging on Friday, weekly losses for the major U.S. indices were not extreme. The Nasdaq declined 1.92% across five days, while the Dow and S&P 500 respectively retreated 1.56% and 1.64%. As the dust settled Friday, the Dow closed the week at 17,399.86; the S&P, at 2,037.30; and the Nasdaq, at 4,707.98. Gold jumped $59.30 Friday to a COMEX close of $1,322.40. Oil settled at $47.64 Friday on the NYMEX.2,5 THIS WEEK: Global markets will react further to the Brexit on Monday; stateside, no major news releases are scheduled. Tuesday, an E.U. leadership summit begins in Brussels; the Conference Board presents its June consumer confidence index; the April Case-Shiller home price index appears; the BEA issues its final estimate of Q1 GDP; and Nike reports quarterly results. Wednesday, Federal Reserve chair Janet Yellen, European Central Bank president Mario Draghi, and Bank of England governor Mark Carney take part in a panel discussion at an ECB forum in Portugal; Wall Street will also pay attention to May pending home sales, May personal spending figures, and earnings news from General Mills, Monsanto, and Pier 1. Thursday, a new initial claims report complements earnings from ConAgra Foods, Constellation Brands, Darden Restaurants, and Paychex. Friday, investors consider ISM’s June U.S. manufacturing PMI and China’s latest factory PMI reading.

Batteries are used to power our automobiles, trucks, tractors, and construction or power equipment. There are different types of batter-ies such as lead-acid batteries, gel cells, and lead-calcium batteries. Most batteries contain sulfuric acid and lead. Because batteries contain chemicals, chemical reaction by-products, and an electrical current they can pose a hazard to workers if not handled properly. Workers that operate, maintain, and recharge batteries should use caution.

Before working with a battery, you should have training in proper handling procedures. Consult the vehicle and battery owners’ manuals for specific instructions on battery handling and hazard identification. To avoid splashing acid in your face, wear personal protective equip-ment (PPE) such as chemical splash goggles and a face shield. Wear acid-resistant equipment such as gauntlet style gloves, an apron, and boots. Do not tuck your pant legs into your boots because spilled acid can form a pool in your boots.

Be aware of the chemical hazards posed by batteries. The sulfuric acid (electrolyte) in batteries is highly corrosive. Acid exposure can lead to skin irritation, eye damage, respiratory irritation, and tooth enamel ero-sion. Never lean over a battery while boosting, testing or charging it. In marine environments, do not allow the battery solution to mix with salt water; it can produce hazardous chlorine gas. If acid splashes on your skin or eyes, immediately flood the area with cool running water for at least 15 minutes and seek medical attention immediately.

Always practice good hygiene and wash your hands after handling a battery and before eating. If you handle the lead plates in a battery and don’t wash your hands properly, you could be exposed to lead. Signs of lead exposure include loss of appetite, diarrhea, constipation with cramping, difficulty sleeping, and fatigue.

The chemical reaction by-products from a battery include oxygen and hydrogen gas. These can be explosive at high levels. Overcharging batter-ies can also create flammable gases. For this reason, it is very important to store and maintain batteries in a well-ventilated work area away from all ignition sources and incompatible materials. Cigarettes, flames or sparks could cause a battery to explode.

Before working on a battery, disconnect the battery cables. To avoid spark-ing, always disconnect the negative battery cable first and reconnect it last. Be careful with flammable fluids when working on a battery-powered engine. The electrical voltage created by batteries can ignite flammable materials and cause severe burns. Workers have been injured and killed when loose or sparking battery connections ignited gasoline and solvent fumes during vehicle maintenance.

Battery maintenance tools should be covered with several layers of electri-cal tape to avoid sparking. Place protective rubber boots on battery cable connections to prevent sparking on impact if a tool does accidentally hit a terminal. Clean the battery terminals with a plastic brush because wire brushes could create static and sparks. Always remove your personal jewelry before working on a battery. A short-circuit current can weld a ring or bracelet to metal and cause severe burns.

Batteries can be very dense and heavy, so use proper lifting techniques to avoid back injuries. Battery casings can be brittle and break easily; they should be handled carefully to avoid an acid spill. Make sure that a battery is properly secured and upright in the vehicle or equipment. If a battery shows signs of damage to the terminals, case or cover, replace it with a new one. Finally, remember to dispose of old batteries properly.
