A (YOUR STATE) Resolution respectfully urging the U.S. Congress to pass legislation awarding the Congressional Gold Medal

to WW II Merrill’s Marauders. WHEREAS, In August 1943 President Franklin D. Roosevelt and British Prime Minister Winston Churchill proposed creation of an “expendable,” top-secret, American ground unit to engage in a “long-range penetration mission” in Japanese-occupied Burma to cut off communications and supply lines and capture northern Burma’s only strategic, all-weather Myitkyina airfield; and WHEREAS, President Roosevelt issued a 1943 call for volunteers for “a dangerous and hazardous mission,” answered by approximately 3,000 American Infantrymen from Stateside, the Caribbean and South Pacific, representing fifteen ethnic groups from every state and including a Bataan Death March survivor, Nisei interpreters, Native American code talkers and Pearl Harbor survivors; and WHEREAS, the top-secret commando unit expecting no survivors, was officially designated in January 1944 as the “5307th Composite Unit Provisional,” code-named “Galahad,” which later became known as “Merrill’s Marauders,” after their leader, Brigadier General Frank D. Merrill; and WHEREAS, In February 1944 the Marauders began their approximate 1,000-mile march through dense jungle and up the Himalayan Mountains with no artillery support, carrying only what they could pack on their backs or mules; and WHEREAS, Merrill’s Marauders were the first American troops to fight the Japanese on the ground in Asia and the first Americans to fight there since the 1900 Boxer Rebellion; and WHEREAS, The Marauders endured starvation, monsoons, isolation, malaria, typhus, dysentery and other jungle maladies exacerbated by inadequate aerial resupply drops, their treacherous journey and continuous battles and skirmishes with the enemy; and WHEREAS, Despite being vastly outnumbered and poorly supplied, Merrill’s Marauders victoriously defeated the much larger, elite Japanese 18th Division in five major battles and 30 minor engagements; and WHEREAS, After successfully seizing northern Burma’s only, all-weather Myitkyina airfield, only about 130 out of the approximate 3,000 original members remained fit for combat, the others having been killed in action, wounded, incapacitated by disease; and

WHEREAS, No other WW II U.S. combat force except the First Marine Division which took and held Guadalcanal for four months, experienced as much uninterrupted jungle fighting; and WHEREAS, On August 10, 1944, when the 5307th Composite Unit Provisional was deactivated, without even a formation, only about 100 skeletal-looking Merrill’s Marauders were left in Burma with the remainder evacuated due to jungle diseases, exhaustion and malnutrition; and WHEREAS, For their bravery, sacrifice and success, Merrill’s Marauders were awarded numerous medals and decorations, including the “Presidential Unit Citation,” and each member of the 5307th CUP has the “rare distinction” of being awarded a Bronze Star; and WHEREAS, The legacy of Merrill’s Marauders is honored by the United States Army’s 75th Ranger Regiment, which traces its lineage to the unit, which successfully freed Burma’s airspace so supplies could be flown in to connect the strategic Burma and Ledo roads and forge a critical Allied pathway into China; and WHEREAS, In 2019 during the 75th anniversary of Merrill’s Marauders successful mission in Burma, United States Representative Peter T. King of New York introduced H.R. 906 and United States Senator Johnny Isakson of Georgia introduced S. 743 to honor the unit; and WHEREAS, The State of (YOUR STATE) respectfully urges the United States Congress to pass H.R. 906 and S. 743, the Merrill’s Marauders Congressional Gold Medal Act,” to recognize and honor the extraordinary service, bravery and sacrifice of the 5307th Composite Unit (Provisional) during WW II; now, therefore, BE IT RESOLVED by the State of (YOUR STATE) 1. That Governor (NAME OF YOUR GOVERNOR) and the (YOUR STATE) Legislature urges the United States Congress to pass legislation pending before the United States House of Representatives as H.R. 906 and the United States Senate as S. 743, which awards the Congressional Gold Medal to the 5307th Composite Unit Provisional, commonly known as Merrill’s Marauders, for their extraordinary service, bravery and sacrifice during the 1944 campaign in the China Burma India Theater, known today as the “forgotten theater of WW II.” 2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the Speaker of the United States House of Representatives, the Majority leader of the Senate, the Majority and Minority leaders of the United States House of Representatives, and each member of the United States House of Representatives and United States Senate from this state:

STATEMENT

This resolution urges the United States Congress to pass the “Merrill’s Marauders Congressional Gold Medal Act,” currently pending before the House of Representatives as H.R. 906 and the United States Senate as S. 743. H.R. 906 and S. 742 acknowledge the contributions and sacrifices made by the 5307th Composite Unit (Provisional,) commonly known as Merrill’s Marauders, during their successful 1944 Burma campaign under almost “impossible” conditions in the China Burma India Theater by awarding a Congressional Gold Medal to the unit. This Congressional recognition of the unit is fitting and proper as Merrill’s Marauders’ disruption of enemy supply and communications lines enabled them to seize northern Burma’s Myitkyina airfield, which freed airspace so supplies could be flown in over the Himalayan Mountains to create a critical Allied Forces roadway into China. The year 2019 represents the 75th anniversary of Merrill’s Marauders successful Burma mission and ultimate victory in the China Burma India Theater.

Please add your support to H.R. 906 and S. 743 seeking to award the Congressional Gold Medal to WW II Merrill’s Marauders, an “expendable,” top-secret, commando unit of presidential volunteers, for their heroism, sacrifice and success in the

“forgotten” theater of WW II, the China Burma India Theater. “Magnificent” is how some writers have described them.

President Franklin D. Roosevelt and British Prime Minister Winston Churchill decided at the August 1943 Quebec Conference to

form a secret American volunteer long-range penetration unit of three battalions assigned to the British to fight behind enemy lines

in Burma. The volunteers would not be told their objective or destination. Gen. George C. Marshall, then Army chief of staff, later

said the mission against “large numbers of the enemy with few resources was unmatched in any theater.”

Almost 3,000 men rallied to the President’s call and volunteered from the jungles of Panama and Trinidad, Guadalcanal, New Guinea, New Georgia, Vella Lavella and the United States. They hailed from every state plus the Territory of Hawaii. There were 15

ethnic groups and a Native American code talker. The oldest was a WW I veteran of the Canadian Black Watch Highlanders. One

of the youngest was 14 when he enlisted. Another escaped the Bataan Death March and sailed 3,200 miles across the Pacific

Ocean in a stolen boat to Australia before volunteering for the mission expecting no survivors. One of the 14 Japanese American

interpreters, or Nisei, in the unit helped capture the United States’ first POW December 8, 1941, the day after Pearl Harbor. The

Office of Strategic Services was represented. Several were survivors, sworn to secrecy, from the HMT Rohna sinking.

Code-named Galahad, the unit didn’t even have a name when arriving Oct. 29, 1943, in Bombay, India. Under command of Britain’s Lord Louis Mountbatten, the men trained with Maj. Gen. Orde Wingate’s Chindits before assignment to American Lt. Gen. Joseph

Stilwell. On Jan. 1,1944, they became the 5307th Composite Unit Provisional, later called Merrill’s Marauders after Brig. Gen. Frank D. Merrill, their commander. Carrying only what they could pack on their backs or mules, they defeated the much larger and better

equipped elite Japanese 18th Division in five major battles and 30 minor engagements. They were the first American troops to fight

the Japanese on land in Asia, and the first Americans to fight there since the 1900 Boxer Rebellion. Denied an American flag and

set of colors to carry into battle, they adopted the tiny P-38 can opener that came with C rations as their insignia. Supply drops from

C-47 airplanes kept them alive. Small stripped down Piper Cubs evacuated the wounded from jungle clearings. There were no

mechanized vehicles. They made military history by walking farther - almost 1,000 miles - than any other WW II fighting unit.

Malaria, mite typhus, dysentery, monsoons, isolation and other jungle maladies plagued them. After men and mules climbed the

6,100-foot Naura Hkyat pass in Burma’s Kumon mountains, only several hundred skeletal-looking and disease-ridden men from the

remaining Merrill’s Marauders were fit enough to seize their objective, north Burma’s critical Myitkyina airstrip. Supplies and men

could then be flown in to connect the Burma and Ledo roads so a crucial land route could be forged into China. Slightly more than

100 out of the almost 3,000 original volunteers remained in Burma when the unit dissolved Aug. 10, 1944, without even a formation.

No other WW II American combat force except the 1st Marine Division which took and held Guadalcanal for four months had as

much uninterrupted jungle fighting as Merrill’s Marauders. Their legacy continues to be honored by members of the 75th Ranger

Regiment who wear the unauthorized Merrill’s Marauder patch as their crest. Camp Frank D. Merrill, where the mountain phase of

Ranger training is conducted, is named in honor of their commander. Today, 99.99 percent of Americans probably don’t even know

the China Burma India Theater existed and are unaware of the brave Merrill’s Marauders who fought there. Please help honor Merrill’s Marauders for their courage and resilience. The hardiness of these heroic “expendable” volunteers has resulted in one

Merrill’s Marauder living to 102 years old, two reaching 101 and two more living to 100. Only 14 are still alive.

Dear Honorable Representative / Senator We desperately NEED you to please COSPONSOR H.R.906 or S.743 “Merrill's Marauders Congressional Gold Medal Act” today, and please urge others to do so also, so it can be passed in 2019. Today, there are only 14 living Merrill's Marauders from the approximately 3,000 American WW II volunteers. The unit was officially designated as the “5307th Composite Unit (Provisional)” Code Name: “Galahad”. Later it became known as “Merrill’s Marauders,” named after its leader, Brigadier General Frank Merrill. For their bravery and accomplishments, the Marauders were awarded the “Presidential Unit Citation”. Each Marauder also earned a Bronze Star for his service. The legacy of their bravery in the China Burma India Theater is honored by the United States Army through the modern day 75th Ranger Regiment which traces its lineage and crest directly to the 5307th Composite Unit. The proposed Congressional Gold Medal will appropriately recognize the “expendable” Merrill’s Marauders for their bravery and outstanding service in the jungles of Burma during World War II.
