    The Surveillance System designs shall be such that no single component or wiring failure

    shall cause a complete malfunction of the system with resilience provided by automated

    failover mechanisms.

    4.1.5.2

    The MTBF for the systems shall be more than 25,000 hours with project supply voltage,

    temperature, and humidity. The provided Surveillance System shall include the capability

    to replace faulty units without affecting the functionality of other healthy sub systems or

    components.

    4.1.6 Maintainability

    4.1.6.2

    The Surveillance System shall include self-diagnostic algorithms to continually monitor the

    health and status of the entire system, including wiring, and provide alarm annunciation for

    detected aberrations.

    4.1.6.3The MTTR of the system shall be less than one (1) hour with the spares and technician

    available on site.

    4.1.7  Availability

    4.1.7.1The Surveillance System design shall utilize high availability technologies with intrinsic

    availability for the provided equipment not less than 0.99996 where:

    4.1.13 Standard measurement Units

    4.2 Functional

    4.2.1 Overview

    4.2.2 General

    4.2.2.1

    The Surveillance System head end equipment electronics shall be installed on the

     Accommodations Platform of the NSSC. Each well head tower will contain equipment that

    will be controlled and monitored at the Accommodations Platform.

    4.2.2.2The system shall have redundant servers, one acting as a primary server and the other

    acting as a hot standby server.

    4.2.2.3

    It shall be possible to remove one of the Surveillance System servers for maintenance

    without interrupting system operation. After reconnecting the removed server, it shall

    rebuild the databases and configurations automatically before returning to hot standby

    mode of operation.

    4.2.2.4Surveillance System shall provide for daily backups of the Surveillance related data using

    automatic backup devices and procedures.

    Surveillance System servers and workstations shall be connected via the Surveillance

    LAN (by others). The system shall extend to all platforms via SDH nodes connected by

    single mode fiber optic cable. See AD177-NSG-T-SPC-05718, Local Area Network

    Specification, for Surveillance LAN details.

    4.2.2.6

    It shall be possible to view, manipulate, and analyze data acquired from the various sub-

    systems through a common operator interface at any of the Surveillance System Consoles

    connected to the Surveillance System LAN.

    4.2.2.7The Surveillance System shall utilize video cameras of the CCTV System for the Intrusion

    Detection System.

    4.2.2.8The system shall provide customized graphics of the facilities, as well as graphic displays

    of Surveillance System status and performance.

    4.2.2.9

    The system functionality shall include but not be limited to the following:

    4.2.3  Access Control Readers

    4.2.3.1 Access Control Readers shall be designed to allow employees, and visitors access to the

    facility using an identification card at points of entry/exit.

    platforms, buildings, and rooms.

    4.2.3.3

    The Access Control Readers Head End equipment (Enrollment Scanner / Badge Printer /

    Surveillance PIN Workstation) shall be on the Accommodations Platform, located in the

    associated security personnel office area.

    4.2.3.4The Access Control Reader software shall include Visitor Management and Time &

     Attendance applications.

    4.2.3.5 The system shall support anti-pass back function.

    4.2.3.6The Access Control Readers shall not affect the mechanical locking or panic bar exit

    operation.

    4.2.3.7 All information included in access card shall be configurable by an operator with

    appropriate access level from the card detail display.

    4.2.3.8

    Based on IN and OUT logged status of personnel, during an emergency evacuation, the

    access control system shall be able to generate reports identifying the presence of

    personnel at various locations.

    4.2.3.9

     Access Control Readers shall be located as a minimum at:

     An Access Card printer shall be provided at the accommodations platform that can be

    used to produce fully functional photo identification access cards. The printer shall have

    the following features as a minimum:

    Personnel location Monitoring(RFID)

    The system will make identification checks invisible and eamless to employees, visitors,

    and guests inside specific designated areas. The system components consist of badge

    tags and readers with antennas.

    4.2.4.1The system will be transparent to employees and visitors, and have no impact on access

    to the facility.

    4.2.4.2The system will be utilized for determining physical locations of personnel throughout the

    NASR FFD facilities.

    4.2.4.3The Personnel Location Monitoring Head End equipment (workstation with software) shallbe on the Accommodations Platform, located in the associated security personnel office

    area.

    4.2.4.4

     All information included in tags shall be configurable by an operator with appropriate

    access level

    from the workstation.

    4.2.4.5The Personnel Location Monitoring system shall not affect the operation of any other

    system.

    4.2.4.6During an emergency evacuation, the Personnel Location Monitoring system shall be able

    to generate reports identifying presence of personnel at predetermined locations.

    4.2.4.7Badge Tags

     Antenna

    The antenna type controls where tags are read, detects tags in any orientation relative to

    the antenna with minimal impact on RSSI. Antenna shall be designed for indoor or outdoor

    use and

    conform to ETS 300 019.

    4.3 Intrusion Detection

    4.3.1

    Intrusion Detection Radar 

    The small target detection radar shall be X-band frequency Radar with 16NM (29km)

    range. Each

    well head tower, the accommodations and the gas treatment platforms will be equipped

    with a

    minimum of two radars. Locations shall be on diagonal corners of decks to encompass a

    full field

    of detection.

    4.3.2

    Intrusion Detection Cameras

    Intrusion detection cameras shall be integral with intrusion detection radar systems and

    each shall

    have the following capabilities as a minimum:

    CCTV Cameras for the Surveillance System

    The CCTV cameras shall be installed with visible coverage of the following as a minimum:

    4.3.4

    Intrusion Detection Acoustic Hailer 

    The hailing equipment will be a directional beam used to communicate verbal warnings to

    deter 

    accidental or inadvertent intruders.

    The hailer will produce a warning tone.

    Each wellhead tower will include a minimum of two devices located in the same area as

    the

    Surveillance Radar and cameras.

    The speakers connected to the intrusion system shall be also used to convey messages

    from the

    CCR operator if he notices any intrusion through cameras.

    4.4

    Operator Console

    The Surveillance System operating console functionality is integrated with the ICSS HMI

    consoles

    and shall include the following features and capabilities:

    The Surveillance System and ICSS CONTRACTORs are responsible for integrating

    Surveillance

    System operating features and capabilities into the ICSS HMI consoles.

    The Surveillance System servers, switches, workstations, and system software shall be in

    accordance with ADMA-OPCO standards prevailing at the time of purchase.
