Chairman’s Introduction

WELCOME TO OUR 90th FESTIVAL

I am delighted to continue to serve again as Chairman of this prestigious and very important annual event. We enjoyed ahighly successful Festival last year and anticipate another packed programme of classes and events in the next one.

We will continue to celebrate different aspects of the Performing Arts through speech and drama, singing and music whichwill be brought to us by the many performers all of whom, together with their teachers, work hard to bring their uniqueperformances to us during the Festival.

It is more important than ever before that we continue to strive to support performers of all ages and abilities by giving themexciting opportunities to develop their skills and perform with confidence to very appreciative audiences. More adultparticipation would be especially welcome.

Our very active volunteer committee, coordinators and stewards are determined to develop well­tested old, and newinnovations to support the broad objectives of the Festival thereby enhancing its prestige in the wider community. Twooutreach 2016 events at Sidholme, Sidmouth and Blundell’s School, Tiverton were very successful and we hope next year tobe able to continue to offer more. A Piano Masterclass at Sidmouth Parish Church during the afternoon of Friday 12 Maywith an internationally acclaimed pianist is already in the calendar.

The on­going challenges we face both financially and logistically are substantial, so any further help from other sourceswould be very gratefully received. Please contact any committee member or myself if you can help us in any way. We willbe making a very special effort to contact schools and colleges as well as individual teachers. Please let us know if you canadd names to our existing date base of contacts or help with publicity and/or stewarding.

Our combination of using two venues last year proved a little difficult and we are grateful to both venues for their flexibilityand cooperation. This year we hope to improve matters by making some small changes to our programme so that we willhave a block of three days at United Reformed Church, with the rest of the events being at South Street Baptist Church. Wehope this will be clearer for our participants and make organisation simpler. The Gala Concert will also take place at UnitedReformed Church. Please check on the website for details as well as more information about the Festival. A printed syllabusis available on request.

Our exciting 2017 Festival commences on 20th February, culminating in a special Gala Concert at Southernhay UnitedReformed Church, Exeter on Sunday 12th. March at 3 p.m.

I sincerely look forward to seeing many of you at one or more events and hope that you will thoroughly enjoy the 2017Festival.

Our Venue

We are no longer able to use the balcony at South Street Baptist Church due to health and safety concerns, so our largerevents (and some other classes due to resultant timetabling problems) will be held at the United Reformed Church.

Each class will show the venue where we plan to hold it, but depending on the number and nature of the entries, the venuefor some classes may have to be changed in the final timetable. Please refer back to this website to confirm the venue foryour classes.

For 2017, we have been able to arrange a block­booking at United Reformed Church for the following dates (which wehope will be simpler for all concerned), so if your class is due to be held on any of these dates it will definitely be at UnitedReformed Church:

Please note that, in accordance with our Safeguarding Policy, we cannot be responsible for competitors, who should beaccompanied by an adult if under 18. Any concerns should be reported immediately to one of our Personnel, who will beidentified by a badge.

LOCATION

South Street Baptist Church is on the East side of South Street, Exeter, opposite the junction with Market Street. Thelower part of South Street is two way, but northbound traffic must turn into Market Street as the higher part of South Streetis one­way southbound. By following Market Street across Fore Street, into Mary Arches and Bartholemew Street, it ispossible to turn into North Street and return down South Street.

The best approach by vehicle is down South Street (southbound) so that the Church is on your left. A little higher up SouthStreet (ie before you reach the Church) there is a parking bay for coaches, and a loading bay a little further down, suitablefor pick­up and set­down.

For disabled access, it is possible to set­down and pick­up immediately in front of the building.

United Reformed Church is at the top of Southernhay. There is no through route for vehicles past the church, but you mayloop round at the top of Southernhay, or approach from Paris Street, past the Civic Centre and set down in front of thechurch.

Parking is available in various car parks around the city.

Strings Adjudicator

Adjudicator: Phil Watson MMus, BA(Hons), BSc, LRAM, ARCM

Phil is a former Director of Music in the Royal Marines Band Service.

Phil has played oboe, clarinet, piano and piano accordion since his early teens, and developed an interest in compositionfrom an early age. He joined the RM band as a oboist and progressed through the ranks to reach Major. During his servicehe ran the RM School of Music before directing the RM Band Portsmouth (The Royal Band) for his final 4 years of 33 yearsof service.

Since retirement, Phil has been involved in performing, conducting, teaching and composing. He was asked by the RoyalNavy to start a RN Volunteer Band at Britannia Royal Naval College in Dartmouth. He led and conducted this band for fouryears before handing over the baton. Recently he has composed a suite for the Dartmouth Orchestra which received itspremier performance in 2015. He became the Musical Director of this orchestra in 2015. Phil is also musical advisor to theRiviera Brass Band, for whom he has just written a new composition.

Other interests include walking and running, mainly in the Lake District, and on Dartmoor where he helps to train a localTen Tors team.

Singing Adjudicator

Luise Horrocks BA(Hons)PGCE ARCM

Luise studied singing on an Advanced Studies at the Royal College of Music after graduating with a degree in English fromOxford University.

She has performed extensively as a Soprano Soloist throughout the UK and Europe. While specialising primarily inOratorio, she has also given many Song Recitals and has appeared on the opera stage at Buxton Opera House. She has alsosung in a series of concerts and Recitals in South Africa and the USA and her wide repertoire extends from works byMonteverdi to Stravinsky. She has made several recordings and her BBC broadcasts include performances of Handel’sMessiah, Haydn’s Creation and works by Goehr.

Luise has held positions as a teacher in both the Junior and Senior departments of the Birmingham Conservatoire and as avisiting lecturer at Birmingham University. She runs an extensive private teaching practice and is regularly asked to giveMasterclasses and choral workshops. She works as a Vocal Coach on several residential courses for singers and is a mentoron the CT ABRSM panel. She has also trained and conducted the Wyre Forest Young Voices choir.

As an adjudicator member of the British & International Federation of Festivals she has wide experience of many differentfestivals. Luise has also travelled widely as a Senior Examiner for Trinity Guildhall, having special responsibility forsinging, which includes working on syllabus setting, training new examiners and leading Teacher Workshops. Recentpublications include a series of books of Musical Theatre repertoire with colleagues John Gardyne. She is a member ofWorcester Repertory, taking part in their productions of Shakespeare in the Cathedral.

Section 8

Speech & Drama Adjudicator

Jonathan Owen Cert. Ed. (drama & music) TESOL, Trinity MSTSD

Jonathan trained as a Music & Drama teacher at Birmingham Universitiy’s Faculty of Education. For Trinity College,London, he has examined Speech, Drama, Effective Communication and Musical Theatre across the United Kingdom, andthroughout India and New Zealand. As a member of The International Federation of Adjudicators he has adjudicatedfestivals throughout the UK and in Singapore, Hong Kong and Sri Lanka. This Autumn he returns to adjudicate the HongKong Festival for his thrid consecutive year.

As an actor he has appeared in numerous radio plays for BBC Radio 4, and is best remembered as Terry Barford in TheArchers, a role he played for ten years. His television work is extensive amounting to over 50 appearances in TV Dramasand ‘soaps’, including Coronation St., Heartbeat, Emmerdale, Doctors, London’s Burning, Triangle and All Creatures Great& Small.

As an actor he has appeared in London’s West­End theatre in: Jesus Christ Superstar (The Palace), Call Me Madam(Victoria Palace), Singin’ In The Rain (The Palladium), Ziegfeld (The Palladium) and Having A Ball (The Comedy).

In the provinces Jonathan has played most major theatres, where some of his favourite roles include: Pseudolus in A FunnyThing Happened On The Way To The Forum (York), The King in The King & I (Weston), Harry Roat in Wait Until Dark(Jersey), Charles Condomine in Blithe Spirit and Mrs Swabb in Habeas Corpus (Isle of Man). His national tours include:Charlie Girl, Some Like It Hot, ‘Allo ‘Allo and Singin’ In The Rain which also went to Tokyo. Jonathan is also one of theUnited Kingdom’s experts on British Pantomime and one of the most established Pantomime ‘Dames’.

He is the author of the stageplay Teapots and Superglue, a comedy­drama that has received much critical acclaim.

Notes & Rules

These apply to ALL SectionsPlease Read Carefully

AGE is taken as on 1st September IMMEDIATELY BEFORE the Festival. Incorrect age will lead to disqualification.

BEGINNERS Those learning a particular skill for less than two years.

GRADE CLASSES Where grades are set, the piece should be appropriate to that grade. A competitor my not enter a classlower than the grade they have already achieved.

OPEN CLASSES Anyone, of any age, professional or amateur may compete.

CONDUCTORS FOR MUSIC CLASSES (choirs & orchestras) may conduct in more than one class. They must not singor make any sound. Please bring own music stands.

OWN CHOICE CLASSES Legible scripts/scores/manuscripts must be given to the Adjudicator’s Steward with a postcardstating class number, entrant’s name, author, title, & publisher when the competitor is called; please do not send them inadvance. No set piece may be used again as an Own Choice. Choices from all recent and current Guildhall, Trinity, LAMDA& ABRSM lists (or equivalent) will be acceptable.

PHOTOCOPIES When an Own Choice is selected from a publication containing several works and is not publishedseparately, one copy may be made for the use of the Adjudicator provided the competitor has already purchased his/her owncopy and that the copy made is subsequently destroyed. This permission does not apply to set works. Details of all itemsperformed at this Festival are required by the Performing Rights Society.

RECORDED ACCOMPANIMENTS These are permitted if you do not have access to a suitable live accompanist, butmust be only instrumental tracks (ie no recorded vocals), and no amplification of the soloist is permitted. The Festival isaffiliated to the British & International Federation of festivals and participates in its Group Licence covering fees for the useof recorded music. Teachers using recordings created from commercial recordings must themselves obtain permission to re­record from the record companies concerned.

TIME LIMITS Maximum timings are listed for each class: you may perform in less time if you wish, but marks may belost for exceeding the time limit. Any performance exceeding the time limit may be terminated by the Adjudicator.

NON­COMPETITIVE ENTRIES may be accepted for any class. If this is clearly stated on the entry form, only oral andwritten criticisms will be given (no mark or trophy).

SUBSTITUTION of competitors only under exceptional circumstances, and by prior agreement of the Committee whosedecision is final.

REFUND of ENTRY FEES We do not normally make refunds, but may do so at the discretion of the Committee. Whererefunds are made, an Administration Fee of 10% of the fee will be levied.

MOBILE TELEPHONES must be silenced.

AUDITION CONDITIONS are required throughout.

NO SMOKING in any part of the Festival venue, at any time.

SELECTING DATES & TIMES The Committee does try to accommodate requests for specific performance dates andtimes, but such requests cannot always be met.

PROGRAMME TIMES – are approximate and competitors may be asked to perform (at the Adjudicator’s discretion) up to15 minutes earlier than scheduled.

ADJUDICATION in all cases, the adjudicator’s decision is final, and not open to debate. Adjudicators are highlyexperienced experts in their field. They advise, encourage and sometimes admonish. Entering the Festival is a rareopportunity to obtain criticism at the highest level as a performer, and although there are inevitably fewer winners thancandidates, it is those who act upon the adjudicator’s remarks who gain most.

RECORDING & PHOTOGRAPHY – The Festival is bound by copyright law and cannot allow any type of photography,audio or video recording, all of which are absolutely forbidden during performances or adjudication.

TROPHIES will be presented to Winners gaining a minimum Certificate Level of Commendation. They must be returnedin good condition by 15th January to the Trophies Officer. If in doubt, please contact any member of the Committee (see listof Festival Officials). Trophies may be appropriately engraved at the winner’s expense.

The Committee reserves the right to award different trophies to those listed here.

Several trophies are awarded on the strength of performances in more than one class. Claims for these awards must belodged with Festival officials by the last day of the competitions. No claims can be considered after this. If in any doubtplease make a claim.. Some classes have no trophies allocated yet. We invite the donation of trophies for these.

MARKING

Devon Performing Arts Festival uses the category marking system of the British and International Federation of Festivals.Competitors will be placed into categories as below.

A winner will usually be named, and possibly one or more runners­up.

CERTIFICATE DESCRIPTORS (qualities recognisable in the performance)

Honours Outstanding performance technically and artistically

Distinction Excellent performance technically and artistically

Commendation Convincing performance technically and artistically

Merit Capable performance showing artistic appreciation and/ or technical ability

Performance Performance showing some promise in technique and/or communication

VOLUNTEERS We are constantly seeking ‘new blood’ to support the Festival’s work and future plans. Please telephone oremail the Administrator our Administrator if you are interested in becoming involved.

HALL OF FAME We are currently preparing records of the many entrants who have been launched on their performingcareers by their early efforts in the Devon Performing Arts Festival. It may be assumed that we know who they all are – wedon’t. The type of thing we are looking for is “Did you know that X first sang at the Devon Festival in 1981 at the age of 8and is now an Opera Singer touring with the YZ Opera Company?” Please tell us. Once we are satisfied that we’ve includedas many as we can, we hope to publish the results. We should also welcome information about the history of any of theDevon Festival trophies for our website.

GALA CONCERT Following the four weeks of the Festival competitions we invite some of the most outstanding actsfrom each discipline to perform in front of a large public audience. Some of the major awards will be presented. The GalaConcert is an impressive showcase of the Region’s talent as displayed throughout the Festival, and will be produced andpresented by festival entrants.

Safeguarding Policy 2017

The British and International Federation of Festivals and its member Festivals use the following policies and procedures tocreate Safer Festivals for everyone:

1. A single, definitive Child Protection Policy adopted by all Federation Festivals.

2. One or more designated Festival Safeguarding Officers (FSO) appointed for each Federation Festival. Their names areshown above.

3. Best practice advice in the form of Safe Working Practice and Festival Child Protection leaflets, with support and trainingfor all Festival staff and volunteers. Including clear reporting procedures for anyone with a concern about a child.

4. Appropriate recruitment and induction procedures for all new Festival staff and volunteers responsible for providing safeenvironments for everyone attending / performing at a Federation Festival.

5. All Festival personnel wear an official badge. All teachers/parents/guardians /carers are asked to report all incidents ofany nature to anyone wearing a badge. All reported incidents will be handled in accordance with the Safe Working Practiceand Festival Child Protection best practice advice. In addition we will ensure the availability of a quiet area / room whereconcerns can be expressed in private.

6. For the duration of a Festival all teachers/parents/guardians/carers are responsible for the continuous care and supervisionof their own children/pupils. If they are unable to attend personally, they must delegate their responsibilities to an identifiedadult and ensure that their children/pupils are aware of the identity and name of the person responsible for their care. Thisincludes supervision throughout all Festival venues, practice and changing areas that may be provided. The Festival cannottake responsibility for any property left unattended.

7. No unauthorised photography, audio or video recording of children and young people is allowed at our Festivals. Whereparents/guardians/carers do not wish photos to be taken at all, then the responsible adult attending should ensure that theirchild is not included in official photos.

8. Some children and vulnerable adults may have specific needs in order to take part. If this is the case we ask theresponsible teachers/parents/guardians/carers to contact the Festival Secretary at the time of entry. The Festival activelyseeks wherever possible to meet these needs, but must know beforehand in order to prepare support – or to advise that helpcannot be provided on this occasion.

9. The Festival’s Child Protection Policy and approach to Creating Safer Festivals for Everyone is published explicitly in ourSyllabus, Programme and Website. Where Levels are given rather than grades, the approximate levels are:

Beginner: Pre Grade 1 & Grade 1; Elementary: Grades 2 & 3Intermediate: Grades 4 – 5; Advanced: Grades 6 – 8Open: Post Grade 8

GUIDANCE

Where reference has been made either to a specific grade, or to terms such as elementary, intermediate etc, or to a levelexpressed in Grades, it is expected that entrants, parents, and especially teachers, will bear in mind that it is in the spirit ofthe festival to try to adhere carefully to the standards suggested by the the relevant grade. If in any doubt about the level of apiece then teachers should not hesitate to contact the Instrumental Section Co­ordinator who will be happy to giveguidance.

Whilst it is obviously acceptable to play an exam piece in the festival, wider repertoire is strongly encouraged, in the contextof the above advice.

Entrants may play more than one piece in a class as long as the time limit is adhered to.

Within any class, the adjudicator will pay more heed to the standard of the performance than to the level of difficulty of thepiece.

Phil is a former Director of Music in the Royal Marines Band Service.

Phil has played oboe, clarinet, piano and piano accordion since his early teens, and developed an interest in compositionfrom an early age. Other interests include walking and running, mainly in the Lake District, and on Dartmoor where he helps to train a localTen Tors team.

Own Composition & Performance

Compositions are considered and evaluated by the Adjudicator prior to the Festival, and theperformance itself is then judged on the day. It is therefore essential that all compositions arrive intime for the Adjudicator to have ample opportunity to consider and reflect upon the work long

before the Festival itself.

Where Levels are given rather than grades, the approximate levels are:

Beginner: Pre Grade 1 & Grade 1; Elementary: Grades 2 & 3Intermediate: Grades 4 – 6; Advanced: Grades 7 & 8Open: Post Grade 8

GUIDANCE

Where reference has been made either to a specific grade, or to terms such as elementary, intermediate etc, or to a levelexpressed in Grades, it is expected that entrants, parents, and especially teachers, will bear in mind that it is in the spirit ofthe festival to try to adhere carefully to the standards suggested by the the relevant grade. If in any doubt about the level of apiece then teachers should not hesitate to contact the Keyboard Section Co­ordinator who will be happy to give guidance.

Whilst it is obviously acceptable to play an exam piece in the festival, wider repertoire is strongly encouraged, in the contextof the above advice.

Candidates may play only one piece in each class, unless the description of the class expressly states otherwise.

Within any class, the adjudicator will pay more heed to the standard of the performance than to the level of difficulty of thepiece.

Phil is a former Director of Music in the Royal Marines Band Service.

Phil has played oboe, clarinet, piano and piano accordion since his early teens, and developed an interest in compositionfrom an early age. He joined the RM band as a oboist and progressed through the ranks to reach Major. During his servicehe ran the RM School of Music before directing the RM Band Portsmouth (The Royal Band) for his final 4 years of 33 yearsof service.

Since retirement, Phil has been involved in performing, conducting, teaching and composing. He was asked by the RoyalNavy to start a RN Volunteer Band at Britannia Royal Naval College in Dartmouth. He led and conducted this band for fouryears before handing over the baton. Recently he has composed a suite for the Dartmouth Orchestra which received itspremier performance in 2015. He became the Musical Director of this orchestra in 2015. Phil is also musical advisor to theRiviera Brass Band, for whom he has just written a new composition.

Other interests include walking and running, mainly in the Lake District, and on Dartmoor where he helps to train a localTen Tors team.

Luise Horrocks BA(Hons)PGCE ARCM

Luise studied singing on an Advanced Studies at the Royal College of Music after graduating with a degree in English fromOxford University.

She has performed extensively as a Soprano Soloist throughout the UK and Europe. While specialising primarily inOratorio, she has also given many Song Recitals and has appeared on the opera stage at Buxton Opera House. She has alsosung in a series of concerts and Recitals in South Africa and the USA and her wide repertoire extends from works byMonteverdi to Stravinsky. She has made several recordings and her BBC broadcasts include performances of Handel’sMessiah, Haydn’s Creation and works by Goehr.

Luise has held positions as a teacher in both the Junior and Senior departments of the Birmingham Conservatoire and as avisiting lecturer at Birmingham University. She runs an extensive private teaching practice and is regularly asked to giveMasterclasses and choral workshops. She works as a Vocal Coach on several residential courses for singers and is a mentoron the CT ABRSM panel. She has also trained and conducted the Wyre Forest Young Voices choir.

As an adjudicator member of the British & International Federation of Festivals she has wide experience of many differentfestivals. Luise has also travelled widely as a Senior Examiner for Trinity Guildhall, having special responsibility forsinging, which includes working on syllabus setting, training new examiners and leading Teacher Workshops. Recentpublications include a series of books of Musical Theatre repertoire with colleagues John Gardyne. She is a member ofWorcester Repertory, taking part in their productions of Shakespeare in the Cathedral.

Adjudicator:

Jonathan Owen Cert. Ed. (drama & music) TESOL, Trinity MSTSD

Jonathan trained as a Music & Drama teacher at Birmingham Universitiy’s Faculty of Education. For Trinity College,London, he has examined Speech, Drama, Effective Communication and Musical Theatre across the United Kingdom, andthroughout India and New Zealand. As a member of The International Federation of Adjudicators he has adjudicatedfestivals throughout the UK and in Singapore, Hong Kong and Sri Lanka. This Autumn he returns to adjudicate the HongKong Festival for his thrid consecutive year.

As an actor he has appeared in numerous radio plays for BBC Radio 4, and is best remembered as Terry Barford in TheArchers, a role he played for ten years. His television work is extensive amounting to over 50 appearances in TV Dramasand ‘soaps’, including Coronation St., Heartbeat, Emmerdale, Doctors, London’s Burning, Triangle and All Creatures Great& Small.

As an actor he has appeared in London’s West­End theatre in: Jesus Christ Superstar (The Palace), Call Me Madam(Victoria Palace), Singin’ In The Rain (The Palladium), Ziegfeld (The Palladium) and Having A Ball (The Comedy).

In the provinces Jonathan has played most major theatres, where some of his favourite roles include: Pseudolus in A FunnyThing Happened On The Way To The Forum (York), The King in The King & I (Weston), Harry Roat in Wait Until Dark(Jersey), Charles Condomine in Blithe Spirit and Mrs Swabb in Habeas Corpus (Isle of Man). His national tours include:Charlie Girl, Some Like It Hot, ‘Allo ‘Allo and Singin’ In The Rain which also went to Tokyo. Jonathan is also one of theUnited Kingdom’s experts on British Pantomime and one of the most established Pantomime ‘Dames’.

He is the author of the stageplay Teapots and Superglue, a comedy­drama that has received much critical acclaim.
