MERC Wharf Rehabilitation - Superior, WI

AMI provided Midwest Energy Resources

Company (MERC) with an underwater

engineering inspection and assessment of

more than 640 steel pipe and H-piles that

support its wharf. AMI provided full cost

estimates and phased repairs based on the

client's yearly budgets and managed the

project to completion.

Ultrasonic thickness gauges were used to determine that accelerated corrosion issues had severely

reduced the pile sections. AMI designed steel and concrete pile jackets to repair and return existing H-

piles to their full structural capacities. In addition to the steel pile jackets, AMI's commercial dive team

has installed test pile jackets made with fiberglass, epoxy and HDPE. AMI’s divers also performed

underwater quality control inspections during the rehabilitation phases.

Topside, AMI inspected the wharf after ship impacts

and designed epoxy injected concrete repairs and

fender rehabilitation.

With the deep draft of the large ships commonly

loading at the facility, scour had been an issue at the

wharf. AMI also designed scour protection and sized

rip rap for several areas under the wharf. AMI also

performed ongoing, yearly hydrographic surveys to

ensure the piles were properly supported.

Kinder Morgan Pier IX Dive Inspection - Newport News, VA

AMI was contracted to provide an underwater

inspection and assessment of the 675 foot pier at the

Kinder Morgan Pier IX facility in Newport News,

Virginia. AMI performed additional assessments on

two concrete cylinder dolphins at the end of the 675

main pier and the existing cathodic protection

system.

After completing the assessments, AMI was able to identify the critical areas where repairs and

replacement would be necessary. Complete cost estimates for the repairs, as well as costs for additional

assessment, were prepared and presented to the client.

Page 5: COMPANY QUALIFICATIONS · General Overview AMI Consulting Engineers, P.A. (AMI) is a full-service, multidisciplinary engineering company based in Superior, WI with branch offices

After a thorough review, the client decided to proceed with AMI’s recommendations. AMI designed a

welded steel panel system to restore the structural capacity of the

steel sheet pile wall including the underwater welding design and

certification. AMI also designed an underwater coating system to

be applied to the steel to protect it from corrosion. AMI engineers

also conducted a study to determine that a sacrificial anode

system would be the most beneficial and economic cathodic

protection system for the client below the repair areas.

Cenex Harvest States - Superior, Wisconsin

AMI was chosen as the Design Team Lead to provide full engineering services for the Cenex Harvest

States (CHS) Dock project. These services included an

initial topside and underwater condition assessment for

2,000 feet of existing sheet pile dock and a site survey for

project baselines & layout. Significant deterioration was

present on a 650 foot section of dock wall that was beyond

practical repair and significant accelerated corrosion

affected over 1250 feet of existing sheet piling.

AMI assisted the City of Superior and CHS with construction estimates and initial site plans in order to

obtain Wisconsin Harbor Assistance Grant funding. A complete analysis of the existing dock structures

led to a unique design that included a two-phased approach to the replacement and rehabilitation of the

dock walls. The final project design included driving 650 feet of new steel sheet pile dock wall with

marine coatings, double channel wale, steel anchor rods, steel pile cap, steel safety ladders, and wood

fenders (rub rails). The remaining 1250 feet of existing sheet pile dock wall was repaired using high

performance coatings applied in a mobile cofferdam.

Hallett Dock 8 - Superior, Wisconsin

AMI was selected to rehabilitate the transshipment capability of the slope and dock known as the

Hallett Dock 8. The project required dredging to a total depth

of 28 feet in order to comply with the standard seaway

navigation depth. Due to overcapacity conditions, the dredge

materials from the slip would not be accepted by the local

dredge materials processing facility, so AMI and Hallett Dock

designed a temporary dredge storage and segregation plan to

properly manage the materials. AMI sampled the dredge

materials for environmental contaminants and pre-defined the dredge area boundaries based on the

analytical results. AMI then oversaw and managed the removal and transport of approximately

20,000 cubic yards of dredge materials.

Proposed Hampton Inn - Superior, Wisconsin

AMI coordinated with the City of Superior and the project developer to perform environmental due

diligence that included a Phase I Environmental Site Assessment (ESA) and Phase II Subsurface

Assessment. As part of the Phase I ESA, AMI obtained and

reviewed the environmental clean-up reports for the adjacent

property and other local properties, performed site

reconnaissance, and reviewed historical topographic maps and

aerial photos of the property. AMI then coordinated with the

City, the developer, and the WI DNR to design an

environmental investigation and remediation plan that were mindful of the development schedule.

Representative Project Experience

USCG Support Center – Elizabeth City, NC

AMI provided design and engineering services, as the Design Team Lead, to the United States Coast Guard

(USCG) during the design-build phase of their

Runway/Airfield Pavement Project. Our services

included the preparations of Construction

Documents and Specifications for upgrades to the

airport runways, taxiways, hangar aprons, and

wash rack apron.

A large portion of Runway 10-28 had suffered

from unstable subsoil conditions. These

conditions were due to the original construction of the runway being placed over an existing river bed. The

USCG had repeatedly repaired the sagging and cracking runway with bituminous overlays and patching.

The USCG and AMI decided that excavating the undesirable soils and replacing them with a more stable

fill or chemically stabilizing the soils would be too costly and time consuming. AMI worked with the

project’s geotechnical engineer to design a solution to that combined geosynthetic fabric, new subgrade

materials, and reinforced concrete. Ultimately, the runway was designed to withstand the extreme loading

conditions and the project was completed ahead of schedule and under budget. AMI also performed a Load

Analysis and Inspection of an adjacent runway that was used to accommodate all plane traffic during the

upgrade, effectively allowing the USCG operations to continue unabated.

15

Arrowhead Pier Fishing Facility - Superior, WI

AMI was the Design Team Lead for the phased

rehabilitation project of an existing 6.5 acre public

fishing area located on the Saint Louis River. Due to

years of deterioration, safety issues, and the cost of

annual upkeep, the fishing pier was no longer

feasible to maintain. Additionally, the single lane

boat landing was difficult to maneuver and shallow

draft allowed only small boats to launch. Pedestrians

were also forced to walk through landing lanes to

access the pier and no permanent restrooms were

located onsite.

AMI and the City conducted public surveys and held design

meetings to gather public input for this facility. AMI used

this information to devise a phased Master Plan for the

facility that fit the City’s budget. AMI provided

Construction Documents and Specifications for the design

of new composite/steel fixed pier with benches, lights,

railings and ADA fishing areas; relocation and expansion of

boat launch, site grading, sidewalks, parking, traffic and

lighting improvements; design of picnic shelter, restrooms,

and fish cleaning station; hydrographic survey, storm water control and landscape design.

The new layout included an additional landing lane, docks, an ADA-accessible path, and improved traffic

flow and parking. The layout also included an additional boat channel which allowed boaters access to the

landing dock without interfering with the anglers using the fishing pier. The relocation of the boat landing

also added green space by providing locations for a picnic shelter and restrooms. AMI worked with the

USACE, US Coast Guard, Wisconsin DNR, and local agencies throughout the project’s design and

construction and obtained all required permits. AMI was also contracted to provide construction

management services throughout all phases of construction.
