“Matters that are happening to our neighbors areconcerns of the Philippine Republic but these mat-ters are of the policy makers. As far as the (AFP), weare ready,” David told a press conference in CampAguinaldo.
Likewise, David said the AFP is prepared to de-
fend the country in case of external aggression butstressed that any action that would be undertakenby the AFP would depend on the decision of thePrsidnt.
“Your Armed Forces is prepared to help any na-tion, particularly under the United Nations ag topour troops or any undertakings around our (coun-
try), particularly near our shores,” said David.During the Korean war in the 50’s, the Philip-
pines deployed Filipino soldiers under the PhilippineExpeditionary Force to Korea. More than a hundredFilipino soldiers were killed and nearly 300 otherswere wounded in that effort.
The AFP chief also assured that the country isprpard to rspond to any trat arising from t
rising conict, especially since the “artillery of theneighbor could reach our shore.”
“We have brave and courageous soldiers…we willmanage our tools, even if we are left with axe. We
will defend ourselves on the available resources of your (AFP),” David stressed.
Meanwhile, the Department of Foreign Affairs(DFA) has set aside P25 million as standby fundfor any contingency as tension between South andNorth Korea led authorities to place the Philippineembassy in Seoul on heightened alert.
Following the deadly exchange of re between thetwo Koreas last Tuesday, the DFA and the embassy in Seoul have been closely monitoring and contactingthe Filipino community while awaiting developments,said DFA spokesperson Eduardo Malaya.
“Embassies and consulates have contingency plans (involving) civil disturbances and skirmishes,
and Ambassador Luis Cruz deemed it necessary toactivate contingency plan Alert Level 1, or heightenedalertness,” Malaya told reporters.
This developed as President Aquino yesterday ordered the DFA to ensure the safety of all 50,000Filipinos in South Korea.
“I have tasked the relevant agencies to review their plans concerning the safety of our citizensthere," the President said.
On Tuesday, North Korean troops red at theSouth Korean island of Yeonpyeong, killing at leasttwo soldiers and wounding several others in whatwas considered as the worst confrontation since the

COMMISSION on Elections (Comelec) chairmanJose Melo has resigned four years before his termofcially ends, it was learned yesterday.
Comelec Comm. Gregorio Larrazabal conrmedthe resignation, saying Melo submitted his resigna-
tion letter to the poll body which was eventually accepted en banc. However, his resignation will beeffective Jan. 31, 2011.
Melo, a former Supreme Court magistrate, wasappointed by former President Arroyo as Comelecchairperson in 2008. His term of ofce was scheduledto end after seven years, or until 2015.
Larrazabal said “the Comelec chairman’s mainfocus was the May 2010 elections when he was ap-
pointed to the post" but he gave no other reason forMelo’s move.
Melo oversaw the conduct of the Philippines’ rstever nationwide automated elections last May 10.

The Department of Finance (DOF) will slashgovernment subsidies to the National FoodAuthority (NFA) and divert the funds to theconditional cash transfer (CCT) program of theAquino administration.
As of end-October, Finance Sec. Cesar Purisimasaid the NFA received the bulk of governmentsubsidies to government-owned and controlledcorporations (GOCCs) at P7.7 billion. For themonth of October alone, the agency got the largestshare with P5.6 billion.
Records showed that national governmentsubsidy reached nearly P16 billion from January to October.
The NFA subsidy was followed by the P3.44
billion extended to the National Housing Authority
(NHA), the P1.1 billion to the National Livelihood
Development Corporation (NLDC), and the P1billion to the National Telecommunications
Commission (NTC).
The NFA has perennially been the GOCC that
receives the largest subsidy due to government’s
decision to subsidize rice prices.
But Purisima said they are now reviewing the
role of the NFA since the agency is not mandated to
provide rice subsidy, which results to its ballooning
decit that presently stands at P171 billion.
Purisima said they will work for the cut in
subsidies for NFA but said this will not happen
this coming year since it will be a transition period
for the new administration.Instead of subsidies to NFA, the Finance chief
said the budget will be allocated for the CCT pro-
gram being implemented by the Department of Social Welfare and Development (DSWD).
The Bangko Sentralng Pilipinas (BSP) willrelease on tomorrow anew series of bank notesbearing the signature of President Aquino.
BSP Gov. ArmandoTetangco said the new bills will be presented tothe President tomorrow.
The BSP, however, did notrlas any otr information
about the new notes.The new series will be separate
from the redesigned bank notes,which it said would be releasednext month.
Earlier, BSP Deputy GovernorArmando Suratos said the new
P500 bill will include theimag of formr Prsi-

The Supreme Court (SC) has exonerated road rage suspectJason Ivler from any criminal liability in the death of a formerPalace ofcial who was killed in an accident in 2004.
Citing the judicial principle of double jeopardy, the tribu-
nal said Ivler could not be charged for reckless imprudenceresulting in homicide for the death of former Palace adviserNestor Ponce Jr. since Ivler was already convicted of a lessercrime in connection with the same case.
“We hold that prosecutions under Article 365 (of theRevised Penal Code) should proceed from a single chargeregardless of the type or severity of the consequences,” the
high court said in a 29-page decision written by Senior As-sociate Justice Antonio Carpio.
The SC pointed out that Ivler had already admittedresponsibility and was convicted by a Pasig City court forreckless imprudence resulting in slight physical injuriesfor the injuries that the accident caused to Ponce’s wifeevanglin.

Akbayan Spokesperson Risa Hontiveros
said Pacquiao couldn’t alter the people’s
pulse on t he issue. “We’ve received reports
that Manny has become the new champion
of Catholic bishops in opposing the RHbill. While we do respect his opinion on
the matter, we don’t think it will make
any substantial dent in the effort to junk the b ill.”
It was reported that Pacquiao received
praises from Catholic bishops notably fromretired Lingayen-Dagupan Archbishop
Oscar Cruz for remaining rm on his standagainst articial contraception.
“The debate is largely over. The people
have already spoken. So did th e Pope. And
the resounding voice is, faith and soundpublic health policies such as the RH bill are
not irreconcilable ideas. Not even Pacquiao
can change th at,” Hontiveros said.
Hontiveros quipped that possibly it
is Paquiao who will be persuaded by the
majority supporting the RH bill. Knowing
him to be a tru e people’s champ, I am not
surprised if he will change his opinion onthe matter and side with the people.”
Hontiveros said critics of the bill aremerely trying to mount a campaign to
project an image of a country divided overthe issue. “Contrary to what the opponentsare saying, the n ation is not even ly divided
on the issue. Truth is, majority has already agreed to support the bill.”
According to a 2008 survey made by
the Social Weather Station, about sevenout of 10 Filipinos favor the passage of the Reprodu ctive Health Bill, man dating

towards the completion of that responsi-bility. The church must recognize reality and heed the conscientious voice of themajority of its ock. I believe that too ismoral responsibility.”

opponents and advocates of the RH bill.Last Saturday, Pro-Life Philippines droveaway pro-RH Catholics from the ManilaCathedral and called them “Satan.”
Hontiveros called for sobriety while ask -ing those who oppose th e bill to be tolerant
of state policies that are for the improvement
of the public’s health. She asked them notto succumb to prejudice.
“The futile attempt to derail the passageof the RH bill is nothing but a long act of intolerance against sound a nd tested ideas
on pu blic health policy, perpetuated by mis-
using the name of God. This must end.”

THE Muntinlupa City government hasimplemented the total ban on the sale and
distribution of recrackers and other pyro-
techn ic devices in th e city to protect the lives
and properties of residents.Mayor Aldrin San Ped ro issued Executive
Order 14 which prohibits the sale and distribu-
tion of recrackers within Muntinlupa.Citing health data, Mayor San Pedro said
every year, thousands of people get injuredfrom reworks.In addition, the use of reworks is a re
hazard which can destroy lives and proper-
ties.
“Every year, we conduct informationcampaign to warn people of the hazards of using recrackers. However, people ignorethe warnings and end up getting seriously
injured. It’s time that we implement a totalban on the sale of recrackers. This is for theirown safety,” he said.
As part of the order, the city government
will no longer issue permits to sellers of recrackers.
Any business establishment th at will be
found guilty of selling recrackers will be pe-
nalized by having its business permit revokedpermanently.

Paul reminds us that contentment doesn’t
happen overnight. It’s something that we learn. As
our relationship with God develops over time and
through experiences, we learn to trust God more
and ourselves less. Paul knew that Christ would
give him the strength to persevere in whatever
situation he encountered (v.13).
