    yesterday ordered police and the militaryto arrest the killers of the key witness in thegruesome Maguindanao massacre last year.

    Deputy presidential spokesperson Prof.Gary Olivar said the Palace is outraged

    by the latest development in the case againstthe Ampatuan clan.

    We have directed our security forces totake all necessary measures to apprehendthe perpetrators, utilizing all the specialpowers available under the state of emer-gency that the president declared and con-tinues to maintain in the province. Olivarsaid.

    It will be recalled that the President gaveher nod to the retention of the state of emer-gency in Maguindanao, Sultan Kudarat andSouth Cotabato upon the recommendationof the defense officials and the DILG in thewake of the persistent threats of privatearmed groups in the region.

    Olivar reacted to reports that key wit-ness, Suwaib Upham, in the trial of theAmpatuans has been shot dead.

    Upham admitted to have taken part in

    the killing of 57 people, including 31 jour-nalists on November 23, 2009. He claimedthat his former employers, the Ampatuans,planned the brutal killings.

    Lawyer Harry Roque, on the other hand,said the killing of Upham last week inMaguindanao could potentially weaken thecase against the Ampatuan family.

    Uphams death comes two months af-ter an uncle of another witness was alsoshot and killed, reportedly to silence andcow those who would speak out againstthe accused.

    Meanwhile, the Department of Justicesaid they still have to validate and cross-

    examine the test imonies of a supposednew witness, who is claiming he has in-side information on the massacre of 57people in Maguindanao province lastyear.

    CELEBRATION of life, and not death, was how fans describe todayscommemoration of the first death anniversary of the only King of PopMichael Jackson.

    Most fans moved on from grieving to reminiscing on Jacksonsmemoriesfond memories to be exact.

    Erin Jacobs once traded her brand new bicycle for tickets tosee Michael Jackson. Now, more than 25 years later, it's hertime, organizational skills and gasmoney that she's giving to the Kingof Pop.

    As an organizer of two major fangroups, Jacobs is just one of thou-sands of supporters keepingJackson's legacy alive along withthe pursuit of justice for his untimelydeath a year ago today.

    Since then, the singer's notori-ously loyal followers have tradedvigils at the hospital and familyhome for pilgrimages to his tomband protests at the courthouse where

    the doctor charged with killing Jackson will be tried.It's absolutely humbling that he has so much support from

    fans, Jacobs said in a recent interview.A travel agent who lives in Yorba Linda, California, Jacobs

    made her first 50-mile (80- kilometer) trip to the Forest Lawncemetery in Glendale, California, shortly after Jackson wasburied there in September. It was a personal trip.

    These days, Jacobs has gone on to coordinate monthly pil-grimages to the cemetery by the Official Michael Jackson Fansof Southern California.

    Hundreds are expected at Forest Lawn on the date Jack-

    son passed away to commemorate Jackson's death. Thesingers tomb inside the cemeterys gothic Great Mauso-leum remains closed to the public, and Friday's memorialwon't change that.

    But through the efforts of Jacobs and others, it's become aplace where Jacksons international fan base comes to grieve.Many who can't make it in person send letters, poems, art-work and other gifts so that Jacobs and others can deliver themto the cemetery, where they are placed at the singer's tombuntil new items arrive.

    A year later, it feels like it was yesterday, Jacobs said.

    On hearing days, fans wearing sequined gloves and T-shirtscalling for justice wait for hours clutching signs denouncing

    Johnell Johnson, 19, an actressfrom Fontana, California, woke upat 4:30 a.m. to get to the courthousein time for a recent midday hearingin Murray's case. Wearing a vintagepin from Jacksons Bad era, Johnson said it was important forher to be there to support Jacksonsfamily.

    It's a sentiment echoed by manyothers who try to attend the pro-

    ceedings. Only a handful of people are allowed into the court-room, but others are content to shout their support to Jackson'sparents and siblings, who occasionally stop to hug or speak tofans. At the hearing earlier this month, the singer's mother,Katherine, carried roses that fanshanded her.

    Metro traffic accidentsdown by 18 percent

    THE number of trafficaccidents in Metro Manilahas gone down signifi-cantly during the first fivemonths of the year, accord-ing to the Road Safety Unit(RSU) of the MetropolitanManila Development Au-thority (MMDA).

    Reports generated bythe Metro Manila AccidentReporting and AnalysisSystem (MMARAS)showed a decrease of al-most 18 percent in thenumber of road accidentsfor the period January to

    May. This year the re-corded accidents were20,151 compared to lastyears 24,417. Motorcycle-related traffic accidents

    have the highest rate.As with the case last

    year, most of the accidentshappened in QuezonCity followed by Manila. Pateros posted the leastnumber of accidents.

    The figures can be at-tributed to several factors.Quezon City has the big-gest land area in MetroManila and three out ofthe seven major roadssuch as Epifanio DelosSantos Avenue (EDSA),Commonwealth Avenue, and Quezon Avenue are

    located within the city. Itis also considered as oneof the central businessdistricts with high socialand economic activities.

    PRESIDENT Gloria Macapagal-Arroyos program of streamliningthe bureaucracy to make it lean andefficient has netted a total of P2.234 billion in savings for the govern-ment coffers.

    This was the revelation made by budget undersecretary LauraPascua during a Palace briefingyesterday citing the implementationof Executive Order (EO 366) or ra-tionalization of government agen-cies as among the biggest factor inthe government savings.

    Pascua said the approval of the rationalization plan of 76 gov-

    ernment agencies resulted in theabolition of 11,256 positions ofwhich 5,930 were funded posi-tions.

    According to the budget official,94 more rationalization plans of de-

    partments, agencies or government-owned and -controlled corporationsare still being evaluated by the De-partment of Budget and Manage-ment (DBM).

    She stressed that the govern-ment has paid P1.2 billion in ben-efits and incentives saying ben-efits paid were recouped withinthe year.

    Pascua expressed hopes that theAquino administration wouldcontinue implementing the ratio-nalization program.
