Notice of Annual General Meeting.

I hereby provide notice that the Annual General Meeting of Rowing Ireland will be held on Sunday 27th September at 12.00pm in the Green Isle Hotel, Dublin.

Relevant reports will be issued to club secretaries in due course.

In accordance with the Articles of Association the following stipulations and deadlines apply:

1 Any proposal to be put before the Annual General Meeting by any affiliated club shall be notified to the Secretary in writing not less than twenty eight (28) days before such meeting. Each proposal shall deal with one subject only.

2 Nominations for the election of President, Secretary and Treasurer can be made only by affiliated clubs and must be notified to the Rowing Ireland Office twenty one (21) clear days prior to the date of the Annual General Meeting. Nominees must be members of the Company. All candidates for election must be proposed by an affiliated club and seconded by another such club.

3 The Vice President and Branch Representative for each Province shall be elected by the affiliated clubs within such province prior to the Annual General Meeting. The names of the successful candidates in each Province must be forwarded to the Secretary at least seven (7) days prior to the Annual General Meeting.

4 The official delegate from each affiliated club must be a bona-fide member of that club and shall have written authorisation from the committee of that club signed by the Captain or Secretary, confirming that person to be the official delegate and authorised to vote on behalf of that club. The written authorisation must be presented when collecting the voting slip. On a poll every person entitled to vote shall have one vote. Voting slips can be collected on the day of the meeting between 11.30am and 12 noon sharp.

2 Introduction

Mr C Cronin, President, opened the meeting and welcomed all those present.

3 Minutes of the 2013 Annual General Meeting and Extraordinary General Meeting

The President presented the minutes of the 2013 AGM. There were no matters arising. Adoption of the minutes was proposed by Shannon RC and seconded by Offaly BC and adopted unanimously.

The President then presented the minutes of the EGM held on the 14th December 2013. There were no matters arising. Adoption of the minutes was proposed by St Michael's RC and seconded by Lee RC and adopted unanimously.

4 The Annual Report of the Board for 2013.

4.1 President's Report

The President commented briefly on his report which had been circulated prior to the meeting. He acknowledged the excellent work done by K.Kerr in developing the Tracker system to accommodate the competitive rule changes. He also congratulated Paul O'Donovan on his excellent result in the 2013 U23 World Rowing Championships and he thanked the Rowing Ireland Board and officers for their support during the year.

5.2 Hon Secretary’s ReportThis report was presented by the Secretary and taken as read. There were no questions.

Adoption of the Reports of the President and Secretary was proposed by Old Collegians BC, seconded by Lee RC and adopted unanimously.

6 Board Sub Committee and Other Reports

6.1 Sub Committee Reports: Reports from the following committees had been circulated prior to the meeting and were taken as read, Domestic Events Committee, Umpires Committee, Safety Committee, Recreational Rowing Committee.

F Durkin (Offaly BC) queried the need for a Recreational Committee separate to the Touring Committee. G Farrell (Shannon RC) stated that while recreational rowing encompasses touring it also includes other aspects of rowing as a pastime. Many interested in rowing as a recreation are not interested in participating in tours. F Coghlan (Shandon BC) added that recreational rowing provided a big opportunity to increase participation in rowing generally and, in order to realise this potential, a separate focus was required to that of organising tours.

Adoption of the sub committee reports was proposed by Tribesmen RC, seconded by St Michaels RC and adopted unanimously.

6.2 Branch Reports: Reports from the following branches were taken as read and elicited no comments: Leinster Branch, Munster Branch, Ulster Branch, Connacht Branch.

The adoption of the branch reports was proposed by Shannon RC, seconded by Skibbereen RC and adopted unanimously.

7 President and Branch Awards

The President presented his award for 2014 to Dominic Casey of Skibbereen RC. He reflected on the outstanding success of Skibbereen RC since its relatively recent affiliation to Rowing Ireland in 1971. He stated that in a little more than forty years the club has won approximately 140 Irish Rowing Championships. The recipient of the reward has been the key driver of this success from the beginning. His award recognised Dominic's passion for the sport, his talents as an organiser and his great contribution to Irish rowing at both club and national level.

Mr Casey thanked the President for the award and dedicated it to all in Skibbereen RC who have made the club the success it is today.

The Connacht Branch award was presented by Eamonn Colclough to Mike McCrohan of Tribesmen RC. The award recognised Mr McCrohan's key role over many years as a club stalwart, a local and national event organiser and a Branch board member.

The Munster Branch award was presented by Kieran Kerr to Mary Boner of Tralee RC. The award recognised the great effort it takes to get a fledging club off the ground in an area which had no Rowing Ireland club tradition. The recipient had taken on this task in Tralee and succeeded in establishing a successful and growing club.

The Leinster Branch award was presented by Gerry Farrell to Niall O'Toole. The award reflected the appreciation of the Branch for the return of Mr O'Toole to the sport as part of the Leinster High Performance support group and for the enthusiam with which he was imparting his knowledge and experience to a new generation of rowers.

The Ulster Branch award was presented by Brenda Ewing to Gordon Reid of Lagan Scullers. Ms Ewing stated that the recipient had served the Ulster Branch with distinction over many years in every possible position - both formal and informal. The award was in recognition of the work and effort put into the Branch by Mr Reid over the years prior to his staff appointment with Rowing Ireland.

8 Executive Reports

8.1 The CEO's Report

The report, which had been circulated prior to the meeting, was taken as read. The CEO, Hamish Adams, took the opportunity to address the meeting. He stated that on his appointment in 2013 he had set himself a number of general objectives including reviewing the needs of the organisation, developing its capacity, working effectively with the Board and adhering to values of tolerance, trust and transparency.

A lot had been achieved during the year including taking on the running of the Ulster Branch, a governance review (the recommendations of which were under consideration by the Board), development of the NRC, coaching course development, competition development, the Tracker upgrade, establishing the HP team and structure, recruiting a communications officer and generating a positive financial result.

Challenges remaining included the over-reliance on ISC funding, improving safety standards and growing participation at all levels in the sport.

He ended by thanking the Board, the President, the Secretary and the staff of Rowing Ireland for their support during the year.

8.2 The High Performance Director's Report

The report, which had been circulated, was taken as read. The HPD, Morten Espersen, took the opportunity to thank Garda BC, Three Castle RC and Dublin University BC for the support they were giving the HP programme in Dublin. While acknowledging that there were a number of challenges facing the Rowing Ireland HP programme, particularly regarding heavyweight men, he believed that we had some very good crews and was confident of having at least three women's boats qualified in 2015 for the Rio Olympics.

The HPD then made a presentation to Paul O'Donovan of Skibbereen RC for the medal which he had won in the U23 World Championships in 2013. D Casey accepted the presentation on his behalf.

Adoption of the executive reports was proposed by Neptune RC, seconded by Offaly RC and adopted unanimously.

9 Audited Accounts and Treasurer's Report

The Audited Statement of Accounts and Balance Sheet for 2013 were presented for consideration. The President reflected that it was encouraging to see a strong surplus being generated.

F Durkin (Offaly RC) queried whether the temporary membership levy agreed to for 2014 would be applied again next year. The CEO confirmed that the levy was temporary but that a decision on whether to apply it again in 2015 would be made by the Board later in the year in the light of circumstances. Mr Durkin cautioned against targeting too large a surplus in the context of our dependence on Government grant aid.

Adoption of the accounts was proposed by Shannon RC, seconded by Dublin University BC and adopted unanimously.

10 Motions and Proposals

There were two proposals from the Board of Rowing Ireland before the meeting

Proposal 1 To allow the Board greater flexibility in setting the date of the AGM by deleting the final clauses of Rule 24 as follows:

Not more than 18 months shall elapse between the date of one AGM of the Company and that of the next. but, subject to the above, the AGM shall, so far as is reasonably practicable, be held at such time and place as the Board shall appoint during the period April to June each year.

Proposer: The Board of Rowing Ireland

The Secretary, F Coghlan, presented the proposal to the meeting stating that the rationale in seeking the change was to allow the Board to schedule the meeting at a time of the year where the rowing events schedule was much lighter than between April and June and also that, all other things being equal, it made more sense to hold the meeting at the beginning of the rowing year rather than at the end. However he stated that although the Board was seeking more flexibility it did not mean that it would automatically decide to hold the meeting later in the year. F Durkin (Offaly RC) asked whether holding an AGM later in the year would mean that the AGM would not have the opportunity to approve the RI statutory accounts before submission to the ISC. The Secretary stated that the Articles of the company required that the statutory accounts be approved by the Board but only required them to be presented to the AGM. Consequently the AGM did not have to be held before submission of the approved accounts to the ISC although this would always be desirable.

Acceptance of the motion was proposed by St Michael's RC, seconded by Grainne Mhaol RC and passed unanimously.

Proposal 2 It was proposed to add the following clauses and interpretations to the Rowing Ireland Articles of Association:

Dispute Resolution

91 As a final point of appeal against a sanction imposed by the Company on a Member or Affiliated Club or Member of an Affiliated Club or in the event that for whatever reason the Company cannot use its own internal dispute resolution procedures, a dispute arising out of or in connection with the Memorandum, Articles, or Rules of Rowing of the Company shall be referred to Just Sport Ireland for mediation in accordance with Just Sport Ireland Mediation Rules (as amended from time to time). If such a dispute so referred is not settled within one day of the mediation being instituted or such other period as the disputing parties may agree in writing, the dispute shall be referred to

Just Sport Ireland for final and binding arbitration in accordance with Just Sport Ireland Arbitration Rules (as amended from time to time).

To be inserted in Interpretations:

"Member of an Affiliated Club" means any current member of an affiliated club.

Proposer: The Board of Rowing Ireland

The Secretary presented the proposal to the meeting stating the Irish Sports Council had asked that all National Sports Federations sign up to a dispute resolution mechanism by the end of 2014. Just Sport Ireland (JSI) is an independent Alternative Dispute Resolution service for Irish Sport offering both a mediation and arbitration facility. Hearings are held in private and any outcomes remain private unless both parties agree otherwise. He stated that the adoption of this proposal would mean that, after our internal appeals process had been exhausted, there is recourse to an independent mediator/arbitrator other than the High Court for any sporting dispute involving Rowing Ireland. In any such dispute, parties would be required to refer to JSI for mediation or final and binding arbitration. This would save time and money for all concerned.

F Durkin (Offaly RC) questioned whether the proposal denied anyone his/her right to go to court if they wished. The Secretary responded that, as he understood it, any citizen had the right to go to court on an issue should they wish to do so but that anyone either not prepared to follow this agreed process or to abide by its outcomes would be in a very weak situation in pursuing the matter though the courts.

Acceptance of the motion was proposed by Shannon RC, seconded by Tribesmen RC and adopted unanimously.

11 Election of Officers and Directors

Nominations had been received as follows:

There were no other nominations. Mr Cronin was elected unanimously.

12 Election of Auditors

Kelly Murray, Galway were proposed by Lee Valley RC, seconded by Tribesmen RC and elected unanimously.

10 Licensed Officials

The names of Licensed Officials who have received their Licences from the Umpires Committee were submitted for approval. K Kerr pointed out that the name of Ian James had been inadvertently omitted from the list and he asked for approval for the list with this inclusion. G Reid (Lagan Scullers) requested that the name of G Fettis be removed from the list as he had resigned as an umpire sometime previously.

In answer to a query from the floor, K Kerr replied that no complaint regarding any umpire had been received in the past five years but asked that he, or a member of the Umpires Committee, be informed if there are any bad practices being reported.

The amended list was proposed by Offaly RC, seconded by Skibbereen RC and adopted unanimously.

11 2015 Calendar of Events

L O'Callaghan presented the draft calendar of events agreed at the previously held fixtures meeting. Some changes were noted and made to the draft.

The revised draft was proposed by St Michael's RC, seconded by Skibbereen RC and adopted unanimously.

12 Another Other Business

P Casey asked if the "Blue Book" was gone for ever. The Secretary replied that publication had ceased a couple of years ago as a cost saving measure and there had been no subsequent request for it to be re-introduced. He pointed out that all the information once contained in the Blue Book was now available on the RI website. He confirmed that it was not the intention to recommence publication of the book.

T O'Callaghan (Lee RC) stated that an archive of hard copy documents should be kept by the organisation. The Secretary pointed out that hard copies of all AGM and Board Meeting minutes were kept on file.

The President on behalf of all those at the meeting recognised the work that P Casey had done on behalf of Rowing Ireland and was still doing on the organisation's behalf in his position as Treasurer of the Irish Olympic Council.

The Chairman then thanked everyone for attending and closed the meeting.

Extraordinary General Meeting

8th March 2015

Minutes

Present: Carrick on Shannon RC, Castleconnell BC, Commercial BC, Cork BC, Dublin University BC, Dublin University Ladies BC, Fermoy RC, Galway RC, Garda Siochana BC, Grainne Mhaol RC, Lagan Scullers Club, Lee RC, Lee Valley RC, Monkstown and Cork Harbour RC, Muckross RC, Neptune RC, NUIG BC, Offaly RC, Queens University Belfast BC, Queens University Ladies BC, Shandon BC, Skibbereen RC, St Michael’s RC, Three Castles RC.

The President of Rowing Ireland, Con Cronin, took the chair and called the meeting to order. It was established that the required quorum of clubs was present for the meeting.The following items were then presented to the meeting:1 The 2014 IARU audited statement of accounts and balance sheet. The President asked the CEO, Hamish Adams, to comment on the accounts. The CEO referred to the surplus in the final accounts of €14,989 on a turnover of €1.6m and that he expected a similar surplus in 2015. Acceptance of the accounts was proposed by Cork Boat Club, seconded by Lee Rowing Club and passed unanimously.2 Rule changes (9) proposed by the Board .The President asked the Secretary of Rowing Ireland, Frank Coghlan, to present the proposed changes to the meeting for approval. The meeting voted on the changes with the following outcomes:

Proposal 1 Change to Rule 2.42 Victories Outside Ireland

Reason for change: Restoration of part of the rule which was accidently omitted in a previous change.

Proposed for acceptance by Grainne Mhaol Boat Club. Seconded by Neptune Rowing Club.

Passed. By over two thirds majority

Proposal 2 Change to Rule 2.42 Victories Outside IrelandReason for change: There are certain events in other jurisdictions where only two crews participate and for which no prizes are offered. These are similar to the Gannon Cup. The Board is of the opinion that these should be considered private races and should not attract points. As the Chair of the Umpires Committee is responsible for determining grades of overseas competitors in accordance with Rule 2.1 it is felt that he/she should also determine what may or may not constitute a private race.

Proposed for acceptance by Monkstown and Cork Harbour Rowing Club. Seconded by Dublin University Ladies Boat Club.

Proposal 3 Change to Rule 3.3 Eligibility

Reason for change: The Irish Championships are intended for rowers in Rowing Ireland clubs. This rule ensures that those who compete in the Irish Championships are bone fide Irish club rowers. Due to the fact that the four regatta requirement is a lifetime one, it does not discriminate against Irish club rowers who may be have been temporarily out of the country during the season.

Proposed for acceptance by NUIG Boat Club. Seconded by Lee Rowing Club.

Rejected Failed to secure a two thirds majority

Proposal 4 Introduce new rule - Rule 3.26 Irish Team Rowers

Reason for change: Rowers who are being coached by the Rowing Ireland coaching team, and who are deemed to be of a standard to be entered in any of the referred to events, should not be competing against club crews at novice or club level.

Withdrawn without being put to the meeting. To be reconsidered in the light of implications for para rowing.

Proposal 5 Change to Rule 2.21.2 Time away from Rowing

Reason for change: When the new grading system was introduced it was intended that Masters who had not been active would benefit from the “time away from the sport” provision. It was agreed however that those who had entered Senior events in the previous five years would not benefit from the provision as these were considered active. It has subsequently transpired that a significant number of Masters did not benefit as they had entered Heads as Senior simply because a Masters category was not offered. The proposed change is designed to rectify the anomaly which prevents Masters from benefiting from the time away from the sport provision.

Proposed for acceptance by Neptune Rowing Club. Seconded by Lagan Scullers Rowing Club.

Accepted UnanimouslyProposal 6 Change to Rule 2.21.2 Open

Reason for change: The existing rule as it relates to Junior rowers is ambiguous and the cap of 600 points could be interpreted as applying only to points from wins.

Proposed for acceptance by Lee Valley Rowing Club. Seconded by Lee Rowing Club.

Accepted Unanimously

Proposal 7 Change to Rule 2.8 Fixtures Allocation and Event Licence

Reason for change: The March date is too late to allow a fixtures meeting to take place in early March. The change also rectifies a situation whereby event committees are required to pay a licence

fee before the Domestic Events Committee has determined the amount of the fee. The change also provides the ability to remove “date blockers” who do not pay a fee but hold a date on the calendar.

Proposed for acceptance by Lee Rowing Club. Seconded by Lee Valley Rowing Club.

Accepted Unanimously

Proposal 8 Change to Rule 2.21.1 Open

Reason for change: There is a disparity as selection for the World Juniors attracts 200 points while selection for the Coupe, which is also at a high international level, attracts no points.

Proposed for acceptance by Neptune Boat Club. Seconded by Garda Rowing Club.

Accepted By over two thirds majority

Proposal 9 Change to Master’s Rowing Handicap Events Operating Notes Table 2

Reason for change: Correction of error in times for Category J and K at 13 minutes.

Proposed for acceptance by Lagan Scullers Rowing Club. Seconded by Dublin University Boat Club.

Accepted Unanimously

3 The 2016 Fixtures List

The President asked the Chair of the Domestic Events Committee, Lisa O’Callaghan to present the 2016 Fixtures List to the meeting for approval.

Its acceptance was proposed by Dublin University Boat Club, Seconded by Neptune Rowing Club and accepted unanimously.

The President declared the meeting concluded and thanked all for coming.

President’s Report

It was a great honour to serve as President of Rowing Ireland for another term and I am pleased to report that the Board has conducted its business in an efficient manner.

We have implemented our new Governance & Reporting Structures which I believe are working well, however there is still much work to do to in the promotion and development of our sport.

This pre-Olympic year has been an important year for our sport and I am delighted that we have successfully qualified two crews for the Olympics.

I would like to congratulate Sinead Jennings and Claire Lambe along with Paul & Gary O’Donovan and wish all other athletes well in their endeavours to qualify for the Olympics next year.

It was another good year for Irish athletes at the Coupe de la Jeunesse which augurs well for the future and well done to all the medal-winners.

I wish to thank Hamish our CEO and Morten Espersen, High Performance Director for their commitment and dedication.

Finally I would like to compliment and thank the various committees for their tireless work during the year ensuring that our sport is organised in an efficient manner.

I would like to take the opportunity to wish all competitors both domestically and internationally every success in the coming season.

3 Board Sub-Committees, Reports and Presentations

3.1 The following sub-committees and Chairs were appointed by the Board during 2013/14. All committees have agreed terms of reference and report regularly to the Board or to the CEO as required.

3.2 Detailed reports from the CEO and HPD were presented to each Board Meeting.

3.3 Presentations were made to the Board by various individuals and/or organisations on Club Development, The Club Mark Assessment System, Coach Development, SNI Performance Focus, A Club Intranet Governance Management System.

3.4 New policies adopted included policies on Safeguarding, Risk Assessment, Data Protection and Equipment Use (HP).

3.5 Guidelines on Flags and Emblems and on Brand Protection were also adopted.

3.6 The ISC Governance Code was adopted by the Board.

4 Strategy Development

4.1 Summary feedback from November 2014 Branch Forums was considered by the Board. As a result the Board decided that the primary strategic focus for 2015 should be on Club Development. A target was set to have clubs working with RI and producing individual plans in line with RI strategy, criteria and standards.

4.2 Other key targets set by the Board included: developing a systematic programme for commencing coach continuous performance development (CPD) and coach licensing in 2016; development of strategies resulting in a 5% increase in the competitive adult numbers registered with RI; securing €75,000 from 3rd party sources of which 20% comes from Brand affiliated commercial sources; the implementation of a country wide HP development structure which will sustain HP development beyond Rio.

5 Governance

5.1 It was decided to change the timing of the AGM from Spring to Autumn, but as the ISC required all National Federations to approve their annual accounts before June each year an EGM will be also be held each year in the Spring for this purpose.

5.2 A Governance Improvement Plan was implemented by the Board. The main items included:

A new CEO reporting format, objectives setting and review process The development of annual strategic key performance indicators.A Board performance evaluation process

It was also decided to propose to the AGM an increase in Board Membership to a maximum of 15 (from 13) to give the Board the option to co-op two additional members based on an assessment of needed skills or experience.

5.3 H Adams was appointed Rowing Ireland Equality Officer and an Equality Policy was approved.

5.4 A risk identification and prioritisation exercise identified six areas of risk – Strategic HP, Governance and Management, Compliance, Rowing Activity, Operational and Financial. Actions were taken to reduce risk in these areas.

5.5 A review of Branch terms of reference was undertaken.

6 Membership

A total of 66 clubs were affiliated to Rowing Ireland on the 31st August 2015. There were 3300 registered members on this date comprising 825 Senior Men, 1100 Junior Men, 520 Senior Women and 855 Junior Women..

Commentary:Core figures show a surplus of c. €53,000 in 2014 delivered mainly through the capitalisation of Tracker to an assset which in turn reduced our costs and is shown on the balance sheet. The 2015 Core Budget is based on the ISC grant of €198,445 (2014: €198,445) and is expected to deliver a small surplus.

Commentary:The H.P Program has shown a surplus of €19,957 for the year, mainly due to the fact that we received additional funding from the Olympic Council.

The 2015 grant of €410,000 is up 8% on the 2014 grant. The challenge remains to grow the HP program while remaining within budget dictated by the ISC. Both the HPD Morten Espersen and the CEO Hamish Adams are focused and confident that this can be done and a balanced budget for this, has been agreed to achieve this aim.

Depreciation And Grants:As an organisation we operate very much on a cash in/cash out basis. We are obliged to account for depreciating the assets we own and the corresponding Grants received for those assets. Operationally, this means that the most important figure for us is the profit and loss before depreciation. This illustrates whether we are taking in more than we are paying out.

However, we are obliged to account for depreciating the assets that we own and the corresponding grants received for those assets. The Depreciation and Amortisation of these assets and grants should in theory balance each other out and will do so in time. However, the accounting treatment we have to use, front loads the depreciation element. This results in the following:

Summary:

2014 has produced a surplus (before Depreciation and Grant Amortisation) of €72,990. The core surplus of €53,033 is primarily based around the capitalisation of Tracker. The HP surplus of €19,957 is largely based on additional funding from the IOC.

The CEO and Board continue to commit to developing a more commercial approach to sponsorship. The CEO continues to explore the options.

Financial polices are in place to ensure that the organisation gets value for money at all times.

Budgets for 2015 have been set which should deliver a small surplus for the year. The challenge for the CEO and the Board is to maintain the momentium of developing and growing the Sport while cutting costs and to try and develop ways of securing additonal funding.

I would like to thank CEO and the staff of Rowing Ireland for their work and committment to Rowing Ireland throughout the year. I would like to thank my fellow officers Con Cronin, and Frank Coghlan along with the other Board members for their support over the past year would like to wish the incoming Board and my successor the very best for the future.

Lastly, I would like to congratulate our HP Team on their recent success at the World Championships in Aiguebelette and wish them all the best in their quest at the Olympic Games in Rio next year.

Championship Committee Report on the 2015 Irish Rowing Championships

General- The event was held over three days starting on Friday 10th at the NRC. Prior to the event the above committee held five separate meetings over the year in the lead up to the event. Since the event a Review Meeting was held with a major concentration on areas for improvement for next year. The overall general response from all our Observers and from or-on-line-survey was that the event worked very well and was well received by all the clubs in attendance.

Entry The entry was up slightly on last year and is shown in the table below.

Safety

We had no major safety events and this was despite some quite difficult conditions at times. However concerns have been raised about the competency of scullers in the Non-Championship events and this needs to be addressed with the clubs before next year’s event. A number of other suggestions have also been put forward at our Review meeting to do mainly with on-the-water changes for next year.

Umpiring and Racing

Again there were no major incidents or objections to the conduct of racing and this area worked very well. All races were run to schedule with no delays or over-runs. We had to change our pre-indicated start time on Saturday due to a poor weather out-look. Luckily this did not quite materialise and all events were run to a conclusion. A number of short course events were run from the Main Start and finished at the 1000m mark due to weather conditions on both Friday and Saturday, on Sunday this events reverted back to the 1000m start.Timing and all Finish duties worked very well and we had no problems here. Communication between Start, Finish and the Office was excellent.Decisions and ‘calls’ made on the weather were correct and well received by all attending clubs. The Captains meetings were conducted effectively and without any fuss. The attending clubs now have

an expectation around how the declarations are made and this works very well. Feedback at these meetings was positive and we had no ‘flash points’.

Response to calls for Umpires and drivers prior to the event was well supported and all shifts were well controlled.

NRC Facilities/Food

Generally held up very well over the weekend and all facilities were well utilised. Addition of outside Food vendor was well received and it offers more choice to all attending the event. There were no issues with the course and despite low water levels the traffic pattern worked well. All equipment worked effectively and without any mishaps.

Car Parking and Boat Area

Prior to the event there were a number of concerns about availability of parking due to the new Adventure Facility in the wood but following a number of representations to Coilte this was resolved and worked very well this year. Coilte had more people avaialable and this helped with the overall traffic flow.

Trailer parking again worked seamlessly and the discipline around this is now well understood by all attending clubs. A lot of work has gone into this over the past number of years and without this level of organisation this is an area that could be chaotic.

Office and General Administration

This worked extremely well all during the event. Updates and flow of information all happened on time and without any fuss. Interaction between all the Volunteers and attending spectators and competitors was conducted very effectively.

The documentation produced prior to the event was of a very high standard. All information for attending clubs and athletes was readily available.

Budget

The budget has almost been finalised at this stage and no major changes expected. A surplus of about €2000 is the predicted outcome. Points to note include that whilst our costs were higher than budgeted, our income also grew in line with this. However this would need to be monitored closely next year. Merchandise was again very successful and is a growing area of revenue for the event. A number of potential cost savings items have already been highlighted at our Review Meeting.

Communication

All the communication equipment worked well with no issues noted. Commentary was well done but is an area that needs to be looked at for next year in terms of crossover with Prize-giving.

Conclusion

To conclude the event ran very well over the weekend, we had no major safety or operational issues. The general feeling was that the event was run very effectively and with a minimum of fuss. We provided safe and fair racing for all the athletes and this continues to be our primary aim. This level

of control and effectiveness needs to continue to allow our athletes perform at their best ability and it needs to reflect the obvious work and effort put in by all the clubs during the year. It is our showcase event and as such it reflected the level of hard work put in by all.On this point the above the Committee itself put in huge work not just at the event but during the year. All the members delivered on their respective areas and it is without question recognised that their level of knowledge and expertise produces the excellent event we have.

Safety Committee Report

Committee Members

The Safety Committee is comprised of the Chair Joe Cantillon, Eamon Colclough, Denis

O’Regan and Hamish Adams.

Purpose

To ensure Rowing Ireland provides a safe environment for all parties, ensuring that activities

are undertaken in a safe manner, and that Rowing Ireland complies with the requirements

of the Safety, Health & Welfare Act 2005 and other relevant legislation.

Activities

The committee met twice in 2014 and to date has met once in 2015. Several priorities have

been identified and progress continues to be made in each of the areas detailed below.

Items of significant note include;

Communication- regular safety articles established on the website and e-zine.

Affiliation- Safety details will be a requirement of club affiliation for 2016.

Resources- an online safety support resources system has been reviewed and is being

considered for club use.

Education – A safety presentation is in development for 2016 educational seminars.

Branch links – Roles for Branch Safety Officers are being investigated.

Safety expertise has been sought and a document has been circulated to all clubs for

feedback.

Domestic Events Committee Report

Committee: The Committee is made up of the following members: Lisa O’Callaghan (Chair), Brenda Ewing, Seamus Scully. Other people have been drafted in from time to time to give their input to meetings and to help out with specific tasks.

The Activities and Objectives for the year were:Review of Points Grading System feedbackFixtures Calendar 2016Review of Grand LeagueEvent Improvement Strategy Workshop

Points Grading System Feedback: Feedback was solicited in respect of new grading system. A large number of responses were received from individuals and clubs. The committee reviewed the feedback and, as a result, proposals were adopted at the EGM to re-grade Masters rowers and allocate 100 points to rowers selected to compete at the Coupe de la Jeunesse. We are conscious of the need for the system to be permitted to bed in, in order to see the full impact. A comprehensive review is planned after the 2016 regatta season with a view to making recommendations to the 2017 rule change EGM.

Grand League: The committee carried out a review of the Grand League following the 2014 season. It was decided that only running A, B, C finals was working well, as was the new GL points structure. A further decision was made to remove U23 events from the Grand League in 2015.

Event Improvement Strategy Workshop: A workshop was held prior to the EGM on 8th

March 2015. The purpose was to start discussions and receive feedback from event organisers on minimum standards that should be introduced with the long-term goal of improving events. The feedback received will be reviewed and the workshop developed further.

Observers: Observers were appointed for all events during the season. Reports were received back and distributed to the Event Committees. Arising from a report, a meeting was held between members of the DEC and an Organising Committee to discuss an incident at their event. By agreement, additional resources are sourced for the event and a follow up review is planned for later in the year.

Online Event Survey: As discussed at the Event Improvement Workshop, an online facility, Survey Monkey, was used to obtain feedback on all events during the year. The facility was open to all for 7 days after each event and the feedback received was provided to the Organising Committees in conjunction with the Observers Report.

Grow the Sport Regattas: One of the next objectives for the committee is to look at the Grow the Sport regattas and Multi-lane regattas with a view to increasing participation at these events, particularly at non-junior grades.

Umpires Committee Report

Committee:

The 2014/2015 Umpires Committee consisted of the following members:Kieran Kerr (Chair), John McGeehan, Lisa O‘Callaghan, Ian James, Eamonn Colclough.

Exams/Seminars:

Based on demand, Umpires examinations/seminars were held in the following locations during the year: Belfast, Carlow, Fermoy, Dublin x 2, Limerick & Skibbereen

As part of a new initiative, the umpires committee put a training team in place in each province. These teams provided training for the new candidates in advance of the exams. While some refining will be made to the training to improve it further, it was a tremendous success. Considerably more candidates received full licences and the overall pass rate improved.

There were a total of 50 new candidate. The breakdown is as follows with 2014 for comparison

Future Exams

Future exams will be held in Belfast, Cork and Dublin. As always, consideration will be given to holding exams/seminars in other locations if there are a reasonable number of candidates.

FISA Umpires

Terry McEvoy retired in 2014 having reached the mandatory retirement age and the committee wishes to thank him for his international service since 2000. During 2014, both Seamus Scully and Lisa O’Callaghan obtained their FISA licences.

International Duty – FISA Events:

Kieran Kerr – European Juniors (Racice), Ronald Walker – World Masters (Hazewinkel), Lisa O’Callaghan – Coupe (Szeged), Seamus Scully – Home International (Strathclyde)

Rule Change

The Umpires Committee are strongly in favour of the proposal to remove the Start (100m) zone as Rowing Ireland has attempted, where practical, to harmonise our rules so that they are the same as FISA. At present Ireland is one of the few countries which maintains a start zone.

Conclusion:

The committee wishes to thank the various clubs and individuals that facilitated its work during the year. In particular, thanks to the clubs, that hosted the seminars. The list of currently active umpires is attached for approval at this time.

CONNACHT BRANCH REPORT

1 Connacht Branch Officers 2016

At the annual general meeting of the Connacht branch the following officers were elected:

2 Connacht Branch Rowing Ireland Board Members

The Connacht Branch AGM nominated the following personnel to the Board of Rowing Ireland

Member: Evan Donnolly, Gráinne Mhaol Rowing Club

3 Special Award:

The Connacht special award for 2014 was awarded to Michael Mc Crohan Tribesmen Rowing club in recognition of his lifetime exemplary service to Connacht Rowing.

4 Connacht Clubs:

In the 2014/2015 season, Junior rowing continued to be very strong in Connacht with the Galway schools: St Joseph’s. Colaiste Iognaid and Colaiste na Coiribe continuing to have strong membership and recording success.

The commercial clubs: Sligo, Carrick on Shannon, Athlone and Galway Rowing Club also cater for junior rowing and they also enjoyed success throughout the season. Tribesmen Rowing Club continues to attract large numbers into their recreational and touring

programme. NUIG and Gráinne Mhaol are the only Connacht clubs which consistently produce adult competitive rowers and they again enjoyed considerable successes this season.

One of the oldest clubs in Connacht: Corrib Rowing and Yachting Club, re-affiliated to Rowing Ireland and they intend to start a recreational/touring programme. The Connacht Branch is delighted to welcome them back and will afford them every assistance possible.

5 Lough Rynn:

Lough Rynn is a narrow three kilometre lake with a 5 star hotel (Lough Rynn Castle) on its bank. (See photos below). The lake is located near Mohill Co Leitrim just off the N4 Dublin-Sligo road. The location is a short distance from the confluence of the provinces of Ulster, Leinster and Connacht.

Leitrim County Council has built a FISA standard rowing course on Lough Rynn. Phase 1 of the rowing course was completed in 2014. The course consists of eight lanes built to FISA standard and there is a 1 kilometre warm up area above the start. A large floating slip facilitates easy access to the water. The on shore facilities includes: dressing rooms with toilets, showers, washing machines and drying facilities. There is also a small kitchen and dining room and a meeting room which is suitable for meetings with coaches before and after rowing. There is a parking area with room for up to ten trailers.

Canoe Ireland has already used the facilities on several occasions.

Several rowing clubs have already used the facility for training purposes. Rowing Ireland will hold one of the junior trials on Lough Rynn early in 2016

The inaugural Lough Rynn regatta is scheduled for 14 May 2016

MUNSTER BRANCH REPORT

This is the Branch report covering the period April 2014 – September 2015.

Officers: At the 2014 Munster Branch AGM the following were elected:

Branch Award: The 2014 branch award went to Mary Boner of Tralee RC in recognition of the great effort it takes to get a fledging club off the ground in an area that had no Rowing Ireland club tradition.

Umpires Exams: Seminars/Exams in the branch were held in Limerick in February and Skibbereen and Fermoy in March. In conjunction with the Umpires Committee, pre-exam training was offered in each of these locations to prepare candidates for the exam. Thanks to Susan Dunlea and TJ Ryan for facilitating this training.

Coaching Courses: Coaching courses have been held in locations around the branch. As has been the case in recent years, the branch will provide 50% funding for up to 2 people for the Level 1 courses.

Irish Rowing Championships: Congratulations to the Munster Clubs that were successful at the Irish Rowing Championships in 2014 and 2015. The clubs taking home championship pots in 2014 were: Cork 7 (including composites), St. Michaels 5, Skibbereen 4, Killorglin 1, Lee 1, Lee Valley 1, Presentation College 1, Shandon 1, UCC 1. The clubs taking home championship pots in 2015 were: Skibbereen 4, Shandon 3, UCC 2, Cork 2, Fermoy 1, Lee 1, Lee Valley 1, Shannon 1, Waterford 1.

Grand League Tables: Congratulations to Skibbereen Rowing Club and St. Michaels Rowing Club who were the overall winners of the Grand League in 2014 and 2015 respectively. Congratulations also to the individual winners in 2014 and 2015 namely: 2014 – Womens Division 1: Skibbereen, Mens Division 2: Lee, Womens Division 2: Lee 2015 – Womens Division 1: Skibbereen, Mens Division 2: Lee.

Waterways Ireland “Row for it” League: The following Munster clubs were successful in the Waterways Ireland League: 2014 – Shandon won the Womens Junior 15 4x+, Womens Junior 14 4x+ and Mens Junior 14 4x+, St. Michaels won the Mens Junior 15 4x+. 2015 – Shandon won the Mens Junior 14 4x+ and Mens Junior 15 4x+, Cork won the Womens Junior 15 4x+. Congratulations to all involved.

Condolences: The branch would like to take this opportunity to extend their condolences to those people who have had family and friends pass away over the last eighteen months.

1.0 GENERAL

The Branch format adopted in 2013 where each Club has a representative on the Committee was continued in 2014-15. This appears to be working well and is a good forum to give Clubs the opportunity to bring up any issues they may have for discussion.

The Committee met every 3rd Tuesday in the month ( except July and August ) in various venues – thanks to Bann RC, CAI, Portadown BC, Belfast BC, Belfast RC, Lagan SC, MCB for hosting the meetings.

The Talent Development Coach – John Armstrong issued Reports and attended 3 meetings as per the agreed schedule with RI. See separate Report.

CEO – Hamish Adams attended the Provincial Forum meeting in November.

Brenda Ewing and Garth Young attended RI Board Meetings. Brenda Ewing is on the Universities Championships Committee, Irish Championships Committee, Tracker Working Group and the Domestic Events Committee.

2.0 BRANCH ACTIVITIES

Tutor Training – 3 tutors were certified with the NSPCC Child protection in Sport Unit to deliver Child protection Awareness courses. Gordon Reid, Alison Gilbert and Brenda Ewing.

Rowing Venues – the Branch continues to have involvement with Sport NI in attempts to develop Rowing Facilities. Contacts are maintained with Newry Mourne and Down Council for any potential developments on Newry Canal or at Castlewellan Lake.

Para Rowing – In line with RI requests to establish a Para Rowing centre in each Province arrangements were made to use Belfast Rowing Club and budget agreed with the Branch. A Committee ( R Gamble, R Beringer, B Ewing ) was set up which produced a Strategy and Operational Plan which was accepted and agreed by RI. However changes in RI Para personnel in early 2015 meant the Branch proposals did not develop.

Commonweath Rowing Championships 2014 – this event was held 9-10th August at Strathclyde Park , Glasgow. A Branch sub-committee was set up to co-ordinate applications, selection, coaching with Ronald Walker acting as Manager. Northern Ireland was represented by Rebecca Mackey and Rebecca Edwards from QUBLBC, Lisa Cameron and Sarah Quinn from Belfast Boat Club, Sam Mc Keown from Portadown Boat Club, James Mc Afee from Bann Rowing Club, Tiernan Oliver, Gareth McKee and Chris Beck from QUBBC, See separate report from the Team Manager – Ronald Walker.

Junior Rowing Camp – 20/9/14 - The Camp was based at MCB boathouse and Lagan Scullers Club with structured sessions for 15 year olds including water based sessions in sculls, erg pieces, functional testing, talks on Nutrition, training and Development pathways available to rowers within Rowing Ireland. Coaches who attended were involved in delivering all the sessions. Data was circulated afterwards to individual athletes and to the coaches.

Ulster Indoor Rowing Championships 29/11/14 - held in QUB PE Centre. 78 athletes competed for Championships and HP trials and approximately 80 competed for QUB for BUCS Championships. Andrew Tubman co-ordinated the Races on the day. Gavin Meeke co-ordinated the screens and cabling to allow good viewing for spectators. The event was run with assistance from Gordon Reid – CCDO. Many thanks to the all the helpers who worked on the floor with the ergs getting them ready for each race.

Comic Relief Redgrave Erg Programme – Gordon Reid and Brenda Ewing attended a meeting in December with Queens Sport personnel to discuss the end of the Programme on 31/3/15 and how it may continue. Despite 60 ergs within the Programme in 5 schools and 3 Leisure Centres no rowers had emerged from the programme into “wet” rowing over the years. At the start of the programme in 2012 the Branch had offered support to train coaches and possibly link with existing Clubs however this did not materialize and very little data emerged over the years. At the December meeting the Branch made suggestions about teaching a limited number of the kids how to row and doing some exhibition rowing to show a link over to water based rowing. Potential links with Belfast based Rowing Clubs was discussed. However none of the Branch offers were taken up and Gordon Reid has been attempting to maintain links.

Umpires - It was good to see some new Umpires coming forward in 2015 – The following were successful – Amina Martin, Karl Martin and Steven Mc Cann all from Portadown, Patrick Keown from Lagan Scullers Club and Andrew Tubman from Belfast RC. Congratulationa and thanks to Ronald Walker for sorting training sessions, seminars and arranging the exam.

Ulster Events – Since the 2014 AGM Ulster Clubs have hosted the following events – Lagan Scullers HOR, Lagan HOR, Erne HOR and Bann HOR. Unofficial local Heads included the Portadown Marascull, Lagan SC Mini Head Series and Lagan Head Mini Head Series

Regattas hosted included Queens Regatta (not in 2014 due to Forestry Park works), Portadown Regatta , and Belfast Sprint Regatta. The informal Belfast Summer Sprints was held in 2014 and 2015 on the August Bank Holiday weekend allowing new recruits from Summer Schemes to have some racing over 300m.

Proposed New Lagan Footbridge – Gordon Reid and Lagan Club representatives campaigned to get a re-design of the proposed Bridge to make it safer for steering on the River Lagan.

3.0 CLUB DEVELOPMENT

NI Sports Forum – The Branch maintains a link with the NISF and seminars, information is regularly passed on via the CCDO.

RI Provincial Forum – Nov 2014The Branch Chair welcomed RI CEO Hamish Adams to a well attended meeting. The purpose of the Provincial forums was to inform Clubs of what RI are doing and to find out what way RI can help the Branches and in turn the affiliated Clubs. He stressed a need to engage with the grass roots membership of the Sport.

Hamish presented the RI Operational Plan, covering Governance, Club development, Coach Development. There was good discussion including the new points system, Registrations and Tracker.

John Armstrong ( Talent Development Coach ) presented a verbal report on his work so far and for the future.

Gordon Reid ( Club and Coach development Officer ) presented on his work on the new Club Mark Scheme.

Ulster Clubs Forum – April 2015 - arranged by Gordon Reid with good attendance, covering various topics including Child Protection Awareness. New Anti-Doping arrangements and new Access NI vetting on-line applications.

On-going discussion topics – Various topics throughout the year came up in discussion including raising the standard of grass roots rowing, retention of rowers within the sport, HP development athletes rowing at Club level, J14’s rowing at Grand League Multi Lane events, a Schools Regatta, events offered at Heads and Regattas, the structure of the Championships, attending Trials in Cork. No solutions were sorted but plenty of opinions and the occasional rant!!

4.0 COACH DEVELOPMENT

Coaches Forum March 2015 – arranged by Gordon Reid. Good attendance with various topics based on the successful Leinster Coach forums.

Introductory Coaching Course - held in April with 14 completing the course

Level 1 Coaching Course – Held in June and included a Safeguarding awareness Session.

7.0 LOOKING FORWARD

Branch meetings - Some of the meetings have been poorly attended and as Chair I am concerned that the Branch is not functioning as it should be. However it is up to the Clubs to decide what it wants the Branch to do and that means taking ownership and responsibility to attend meetings and play a part in dealing with issues which arise within our sport.

I have asked Club Representative for suggestions to add to the Agenda and look forward to a successful 2015-2016 for the Ulster Branch Clubs.

Leinster Branch Report

Developments in the Branch

Coach Education1. There was a steady interest in the coach education program at all levels from

Introductory to Level 3. 2. A successful monthly Coaches Forum was facilitated by John Holland during the winter

months in Dublin and Carlow. This was well attended by coaches of all levels.3. A training day for coxes was held in January and delivered by Al Penkert. This proved

very popular and will be done on an annual basis from now on.

Women in Sport InitiativeThe Leinster Women’s Development Officer, Michelle Carpenter is employed through funding provided by the Irish Sports Council under its Women in Sport Initiative. This is a specific progam to introduce erg rowing into girls schools and has proved very successful with over 5000 girls put through the program in Dublin, Carlow and Borris. The challenge is to convert some of those numbers into rowers and we are seeing progress through introducing the girls to the water in Summer Camps.The year has also seen the launch of a Transition Year Erg program by Michelle which teaches TY students how to deliver erg lessons in their schools. This has proved very popular.During the year the Branch supplied the WIS Initiative with 4 ergometers through funding provided by Dublin City Council.

Club DevelopmentIt is encouraging to see the entry into the sport of Dublin Institute of Technology through its association with Commercial RC. This “club within a club” can be a model for how educational institutions could be brought into the sport.Special mention must be made of the work done in New Ross and Graignamanagh. They are models of good club governance and this is reflected in the growing membership in each club.

Phoenix RC continues to grow and develop a non-traditional approach to rowing. Again this opens the sport to a much wider potential membership.The Branch has worked with clubs within its limited resources to assist clubs grow and improve. Various measures included:

1. Providing funds to attend the IIRC in Limerick.2. Providing sculling boats on loan to New Ross BC, Graignamanagh RC, Three Castles

RC and Blackrock College RC.3. Appointment of a Branch Safety Officer, Rob Forde.4. Provided funding to purchase ergometers for the WIS program.5. Provided funding for training clubs members in the use of club De-Fibs.

BlessingtonThe development of a new boathouse in Blessington under the leadership of John O’Keeffe is progressing slowly. Architects plans have been drawn up and negotiations are ongoing with the various statutory organisations. Funding for the development is provided by donors who wish to remain private and we are very grateful for their support.

IslandbridgeDevelopment on the Liffey continues with Dublin City Council providing funding for rehabilitation works on the Islandbridge weir. This has seen the construction of a new access bridge and associated works. We have also agreed a long-term program with DCC to control weed growth on the Liffey.

Irish Rowing Championships:

Congratulations to the Leinster Clubs that were successful at the Irish Rowing Championships in 2013, winning a total of 11 championships. The clubs taking home championships were:

Chief Executive Officer’s Report

The eighteen month period since our last AGM has flown by and as I write this report we all eagerly await the results at the World Championships and Olympic qualification. The success of our high performance programme is one of seven identified strategic areas that we have focussed our energies on and I have included an update on each of these key areas below.

We take this time to reflect on our successes but temper our reflection with the many challenges we face. Success since our last AGM success has been illustrated in several ways; from the participation of over 5000 students in indoor rowing, Gold medals at the Coupe, fifteen athletes competing at the World Championships in 2015, growth in commercial income, new educational opportunities, the largest ever Irish Championships and enhanced media presence.

We also face many challenges specifically around adult retention, continued growth of our sport and the integration of the high performance and domestic calendar. We have identified strategies to address these challenges and we will be inviting member input into these areas in the coming months.

Rowing Ireland continues to deliver enjoyment and participation opportunities to thousands of people, we do face financial and resource pressures, coupled with the requirement that the sports sector is a very dynamic environment, however, I now firmly believe that as an organisation we are well placed to generate continued improvement and success in all of our strategic areas.

I would like to thank the Board for their contribution during the year and note the personal support from our President, Con Cronin and Secretary, Frank Coghlan.

I sincerely believe that we have a committed and hard working professional staff in place that are all working at maximum capacity with clear objectives to meet the demands of our growing membership into the future. 1. Strategy Implementation

The Board have focused on the following seven strategic areas and these items remain the key issues on all Board agendas.

1.1 Club Development:

Gordon Reid continues to drive this area of our business and we are currently finalising a review of club development. The working group function is to identify the necessary components and key identifying measures of strong rowing clubs and to provide means of assisting all RI affiliated clubs to develop such components and to achieve such measures. This report will be available to all in November and will include recommendations to further support club development.

1.2 Coach Development:

The strategic focus has been to increase the number of qualified and capable coaches within the club system. Pat McInerney has been instrumental in delivering excellence for us in this area and the recent review identified several opportunities to enhance the coach development experience for our members with enhanced investment. We have been fortunate to secure the services of Mark O’Donovan in a new role of Strength and Conditioning Education Officer to support Pat’s work. The exposure to educational expertise will add value to our coaches in the future and will contribute to increasing levels of performance and enjoyment for many years to come.

1.3 Participation and Competition:

Strategically we hope that the new rules and points grading system will increase the number of registered rowers. The new system will be given three seasons to bed in prior to a full review. However, we are very conscious of the need to address several aspects of this strategic area. It is recognised that the timing of the Irish Rowing Championships influences against the optimal development the high performance programme. We also recognise that there is a need for an integrated operational structure incorporating the domestic rowing calendar, the high performance programme and the ambitions of affiliated clubs. Additionally, retention, recreational and recruitment strategies are all key. The Board are developing strategies to create an improved structure and system.

Note the Women in Sport participation programme managed by Michelle Carpenter has facilitated exposure to over 5000 students to indoor rowing, this is hugely encouraging for our sport.

1.4 Governance:

Following the governance review completed in 2014 by the SIA group several recommendations have been adopted by the Board. The review was undertaken to ensure that Rowing Ireland is benchmarked against organisations of best practice and we believe the review provided clarity on how to deliver immediate performance for the organisation and into the future.

1.5 High Performance:

The aim of high performance is to deliver podium competitive performances at international level. Our High Performance Director, Morten Espersen has worked hard with Don McLachlan to develop an inclusive, welcoming but challenging culture and has established a strong team of athletes striving towards Rio 2016 qualification and podium placement. The 2015 squad of fifteen athletes at the World Championships illustrates this depth.

1.6 Communications:

The recent employment of Sarah Dineen in the role of Communications and Administration Officer has provided focus on this important strategic area and we continue to develop a much more vibrant media footprint in all areas from print to social media. We aspire to have a fully integrated and informed membership and we welcome all media contributions.

1.7 Commercial Management:

The generally low profile of rowing at both domestic and high performance level does make it difficult to attract serious sponsorship in the current economic environment but the newly appointed Communications Officer will assist in raising our profile.

The commercial market has improved but we are heavily reliant on donations from friends of rowing. The American market has been a source of significant income for us with $85k secured from anonymous sponsors in the last year. Special thanks to the Ireland Fund who have facilitated and contributed to this revenue.

Further generous donations from Irish based sponsors have also contributed over €30k to our income and for this we are extremely grateful.

Hanley Calibration continue their generous sponsorship of the 2015 Irish Rowing Championships with a contribution of €5000 and Waterways Ireland continue their sponsorship of the Waterways League in 2015 with a contribution of €4000. We also welcome new sponsorship from Coillte for €4000 in 2015.

Filippi Ireland continue their support of our Grand League through the generous donation of prizes to the value of €2500.

Rowing is an expensive sport to administer and in which to compete, we strive to generate further revenue streams to support development.

2. Financial Management

Through the establishment of strong policy, tight budgetary controls and full quarterly financials we have delivered another surplus for 2014. The accounts were presented to the membership at our EGM in March 2015.

Budgets for 2015 have been set which will again deliver a small surplus for the year. The challenge for myself and the Board is to maintain the momentum of developing and growing our sport whilst managing costs and trying to grow alternative revenue streams.

4 Stakeholder Relationships

A number of meetings were held during the year with our principal stakeholder organisations - The Irish Sports Council, The Irish Institute of Sport, Sport Northern Ireland and The Sports Institute of Northern Ireland. Relationships with all these organisations are excellent. They hold a very positive view of rowing Ireland, its governance and operation and this was reflected in the Sport NI audit commentary.

5 Anti-Doping Programme

A requirement of ISC funding is the annual reporting of Anti-Doping to the AGM. Denis O’Regan the Rowing Ireland Anti-Doping Officer has met all reporting requirements of the ISC Real Winner programme for 2015.

To date in 2015 we have had 13 Anti-Doping tests both in and out of competition. We have seven athletes registered in the testing pool and Denis O’Regan attended the annual ISC Anti-Doping conference in May.

We continue to operate several Anti-Doping initiatives as follows;

Wallet card distribution to all Clubs and high performance athletes. HP workshops facilitated by Denis O’Regan detailing Anti-Doping responsibilities’. Posting of Anti-Doping information to the Rowing Ireland website and social media. Anti-Doping is also a topic on the curriculum of all our educational courses. Communication of Anti-Doping information to all Club Secretaries. Detailed Anti-Doping information contained in the HP Selection Strategy document.

General messaging re the possibility of athlete testing at events.

High Performance Report

Olympic Qualification and Paralympic qualification.

The following crews participated at the 2015 World Championships in Aiguebelette:

Olympic Crews: W1x (11th), W2x (19th), LW2x (9th), LM2x (11th), ASM1x (16th). Non-Olympic Crews: W4- (5th), LM2- (7th), LW1x (14th) The LW2x and LM2x, achieved qualifying positions. Next year there will be qualifiers for Paralympic athletes in April and for Olympic athletes in May.

An Olympic Nomination Policy document has been produced in line with recommendations from the Olympic Council Ireland. This constitutes an agreement between the OCI and RI and covers issues such as Disciplinary Committee Measures, Appeals Committee, Olympic Nomination Panel, FISA Qualification System, Medical Protocols, Fitness to Perform Policy etc.

HP Performance Strategy

The Performance Strategy 2014 & 2015 document outlined the plans for the 2014/2015 and applications for funding (including carding) have been made to the ISC on the basis of this document.

The pathway for athletes and coaches to represent Rowing Ireland has been revised and protocols issued covering Assessment and Trials, Athlete Agreement, Social Media Policy, HPP Carding, Guidelines for athletes training at NRC, Water and erg testing for senior and juniors.

At the beginning of the year the priority crews in the HP program crews were: W1x, W2x, W2-, LW2x, and LM2x & LM4-. However the women’s pair and the lightweight four did not met expectations.

The strategic focus remains on developing larger Olympic and Non-Olympic groups and thereby generating long term sustainability for the HPP. The call to clubs to engage in the development and recruitment of a sustainable long-term development system has been received positively.

The development of an Inter Provincial Indoor Rowing Championships, the Irish Indoor Rowing Championship and Regional Junior Assessment are opportunities for pushing the levels of performance.

The development of support systems (Medical by Pre-Competition Health Screening, S & C, Physiology, Sport Psychology, Physiotherapy, Lifestyle, Biomechanics etc) remain important. Our current service providers including, Dr. George Fuller, Feargal O’Callaghan, Carolyn McManus, Sarah Jane McDonnell, Sinead Murphy, Canice Kennedy and IIS staff have been a great support to the HPP.

Performance Overview and Results

Erg results in 2014 -2015 for the group of HPP athletes have become better and better. At the same time the participation in trialing has increased. Headline results include:

Heavyweight Women: several athletes sub 6:58 and two on 6:41 and & 6:38 Lightweight Women: several athletes sub 7:18 (fastest 7:11 & 7:14) Heavyweight Men: sub 6:08 and two 6:05 & 6:01 Lightweight Men: sub 6:22 and two 6:14 & 6:11.

The athlete fitness levels have to meet the guidelines in the Performance Strategy document and can still improve.

Performance and results at International and Championship Regattas in all categories have improved:

John Armstrong, TDC has established good relationships with clubs and coaches. The focus is on working with SINI providers to provide full support to athletes and on coaching Ulster HP candidates on and off the water. Working to establish a strong relationship with QUB BC and QUB Sport. A change in focus to identifying seniors and also young talent candidates from other sports has been agreed.

Galway

David Mannion has been engaged with the Galway clubs and schools in supporting and recruiting HP athletes and progressing their development to senior level. David has also taken on coaching RI Lightweight Men and Heavyweight Women’s crews at U23 and World Championship Regattas. Limerick

James Mangan has delivered good athletes to the Coupe and U23 teams and has been engaged to develop a heavyweight mens group. He is working with the HPP to develop a Limerick Rowing Academy in conjunction with the University of Limerick. James has successfully organized donations from the USA to support the development of HP athletes and the purchase of new boats.

Trialing process The trialing process has been evolving with the focus on getting athletes and coaches selected earlier. The last step in this process will happen in Autumn 2015. A Junior Coach Commission will organize regional trials and testing. A tool for junior coaches to evaluate performance levels will be published. The Senior and Para pathways are simple and streamlined with one compulsory trial and later trials by invitations. All testing, assessments & trials have been described in the Performance Strategy paper and in the Olympic Pathway Policy published on the web site. Unfortunately some coaches are concentrating too much on the club avenue and not supporting their athletes going to the HPP trials. My hope is that all club coaches will support their athletes to achieve the highest goals, to row for their country and to win medals at International Championships. An Olympic medal has to be the goal for all in Irish rowing - clubs, schools, universities, coaches and athletes. To achieve success all must to work in that direction and must follow the recommendations of the Olympic pathway set out by the Irish Sport Council. At the moment is not possible for the best

athletes to have a chance of winning an Irish Rowing Championship and then go on to participate successfully in the World Championships. In most, if not all, successful rowing countries the international calendar is the base for the national calendar. This is not the case in Ireland. With this in mind the following recommendations would lift both domestic and HP rowing levels and can be done quickly:

Change the Irish Championship date to 3-4 weeks after the World Championships date, middle or end September/ early October.

Re-scheduled the regatta calendar with 4 domestic 2000 meter regattas on still water (one before the IRC August/September/October and three in April/May/June). in balance with the international calendar. This would boost junior, U23 and senior performances and create a clear pathway for domestic club elite and HP elite.

This will have the effect of:

- Strengthening our development system at club, athlete and coach level going into the Tokyo Olympiad increasing our chances of winning medals at International Regattas and Championships & Olympics/Paralympics:

- Participants can prepare for the championships when weather and time is easier to manage for athletes and coaches together with the best water for the crews.

- National team athletes will be able to go back to their clubs for the IRC and lift performance levels in the clubs

- The best Irish athletes must be able to participate in the IRC as role models for athletes and clubs in line with the ISC recommendation about cohesive interactions between domestic elite and HP elite athletes. The best should be able to compete in our major regattas. This would also allow for more media exposure for the sport.

- Universities can concentrate fully on the University Championships and Royal Henley and, where relevant, move on to University European Championships and University World Championships with a clear pathway.

Budget, Finance & Donations

In spite of the ISC raising the HPP budget by € 30,000 to target training camps, the budget remains very tight and allows no funding for the optimal number of international regattas, preparation or coaching resources.

Together with two ISC grants for equipment, new engines and launches have been bought together with several quality boats, oars and a truck to be received.

More athletes have gained carding and already in 2015 five athletes have secured carding for 2016. An overview of ISC carding for RI athletes;

2012: 2 athletes € 32,000; 8 on senior teams2013: 5 athletes € 68,000; 3 on senior teams2014: 6 athletes € 96,000; 14 on senior teams2015: 8 athletes €112,000 15 on senior teams

The OCI has given Sanita Puspure an Olympic Solidarity Scholarship and athletes have gained scholarships to Universities. The HPP has been delighted to receive several donations from former national team athletes which has made life a little easier for the athletes, in particular helping to pay levies. The RI Board also made it possible to conduct a second training camp in the early spring in Piediluco with an injection of funds. Over the summer, several junior athletes and seniors have raised money for their international participation by using Facebook and other social networks. A RI Raffle has been an important step to ensure the Olympic campaign together with private donations.

Costs have been raised this year due to having bigger and stronger teams and my hope is that this is the top. Being in the Olympic Qualifying year and with U23 and Coupe Regattas in distant European locations created major financial obstacles. ISC funding for HP is recognizing that RI are producing more talented athletes and crews who are delivering top results.

Communications The Irish Times has delivered over 70 stories about rowing and other media is starting to show interest too. RTE have been to the NRC twice and Radio/TV has had features about HPP and the sport. Twitter and Facebook have been valuable tools in social media communication with policies being introduced and discussions with athletes have been conducted.

High Performance Support Team

A large team of volunteers are now involved in supporting crew training, towing trailers, managing teams etc. Over the past year these included: David Mannion, Pat McInerney, John Armstrong, Dominic Casey, Sean Carolyn, Mary McLachlan, John Holland, Giuseppe De Capua, Sean Casey, Tom Fennessey, Jer Field, Andrew Coleman, Mick Desmond, Teddy O’Donovan, Peter Heaney, Martin Kilbane, Mick O’Callaghan, Noel Monaghan, Dan Buckley & Michelle Carpenter.

In addition a whole range of club coaches, administrators, captains, umpires have supported HP development in junior and senior ranks together with Board members and Staff. In particular, the continuing support of Club and University coaches is vital for developing the HPP and ensuring that it is sustainable into the future.

The Irish Sports Council, The Irish Institute of Sport, Paralympic Ireland, Sport Northern Ireland, Sport Institute of Northern Ireland and the Irish Olympic Council continue to offer financial and administrative support and professional guidance to Rowing Ireland HPP, which has been greatly appreciated.

In the last annual report I expressed my confidence that Rowing Ireland’s High Performance Program had a great future ahead. This future is getting ever closer as indicated by this year’s results and performances. The potential is there for a strong and successful Irish HPP. With teamwork, honesty, transparency and hard work this potential will be delivered.

Rowing Ireland Annual General Meeting27th September 2015

Proposal 1

Proposal: Change to Rule 3.3 Eligibility so that rowers in the Irish Rowing Championships must have completed previously in at least two regattas under Rowing Ireland rules.

Proposer: Board of Rowing Ireland

Reason for change: The Irish Championships are intended for rowers in Rowing Ireland clubs. This rule ensures that those who compete in the Irish Championships are bone fide Irish club rowers. Due to the fact that the two regatta requirement is a lifetime one, it does not discriminate against Irish club rowers who may be have been temporarily out of the country during the season.

N.B – This is a trial rule which must be ratified or removed at the rule change EGM in 2017.

This change was proposed to the EGM in March 2015 with the requirement to have competed in four regattas (now changed to two).

Proposed rule change (Changes in Blue).

3.3 Eligibility

All the Championships shall be contested annually and are open only to the following:

a Clubs Affiliated to Rowing Ireland on 1st Aprilb Rowers and Coxswains registered with rowing Ireland on the 1st Junec Rowers who have previously competed in and completed two

regattas under Rowing Ireland rules during their lifetime

Proposal: Introduce new rule - Rule 3.26 Irish Team Rowers

Proposer: Board of Rowing Ireland

Reason for change: Rowers who are being coached by the Rowing Ireland coaching team, and who are deemed to be of a standard to be entered in any of the referred to events, should not be competing against club crews at novice or club level.

N.B – This is a trial rule which must be ratified or removed at the rule change EGM in 2017.

This proposal was put to the EGM in March 2015 but was withdrawn without being put to the meeting to be reconsidered in the light of the implications for Para rowing.

New rule as follows:

3.26 Irish Team Rowers

Any rower who has been selected to row in a World Cup, Senior European Championship, World Championship or Olympic Regatta in any given year, may in that year only compete at senior level in the Irish Championships. Selection in a Para event at any of the above regattas does not impose any restriction on such athletes.

Proposal: Change Rule 2.14 Regatta Draw

Proposer: Board of Rowing Ireland

Reason for change: To reflect the fact that draws now occur automatically on Tracker at 19:00 when entries close.

2.14 Regatta Draw/Timetable

Where there is a draw for an event The following basic principles must be applied:

2.14.1 All competing clubs must be informed of the time and venue of the draw, and are entitled to be represented at it. The draw for all regattas is performed automatically on Tracker which produces a randomised list of the crews entered in each event. This list is then arranged in that order into the required number of heats. In no circumstances can the order be altered.

2.14.2 The direction and all details of the course must be published before the draw. Lanes always count from the Starters left.

2.14.3 If the number of entries in an event is such as to necessitate a preliminary or eliminating round no crew shall be required to row more than one extra race over and above the number of races required of any other crew. In draws for races on multi-lane courses no crew should have a bye, and in the first round of any event the largest heat may only have one crew more than the smallest heat in that event . A draw that does not accord to these principles is invalid and in such a case the Domestic Events Committee will ask the regatta committee to conduct a new draw.

2.14.4 Where heats or semi-finals have differing numbers of crews, the first heat(s) will contain the larger number of boats.

2.14.5 No more than eight boats are permitted to row in any race at a regatta. Where there are more than six boats there must be an assistant umpire in a separate launch. Subject to paragraphs 2.14.3 2.14.1 to 2.14.4 the Regatta Committee shall have complete discretion in regard to the manner in which crews may be required to qualify for the final race in any event. In particular the Regatta Committee may determine the number of crews which are to row in any heat, semi-final or final of the event. The Domestic Events Committee, following discussion with the Regatta Committee, may limit the number of crews which may row in any race on a particular course.

2.14.5 For a multi-lane regatta (more than 2 lanes), the draw may consist of drawing of crews for each event on a random basis and producing a list of entries with each assigned a sequential number. These are then arranged in that order into the required number of heats after declarations close. In no circumstances can the order be altered after the initial drawing.

2.14.6 A draw that does not accord to these principles is invalid and in such a case the Domestic Events Committee will instruct the regatta committee to conduct a new draw produce a new timetable.

Proposal 4

Proposal: Delete Rule 2.33 The Starting Zone

Proposer: Board of Rowing Ireland

Reason for change: Having to reschedule races can cause significant difficulties for club captains as any change can have a knock-on effect on where the delayed boat/oars are required for other races. In the case of Grand League regattas, crews who have a heat delayed while another crew makes repairs can be put at a serious disadvantage. Irish crews travelling abroad are also at a disadvantage as Ireland is now one of the only countries to retain a start zone. With many regattas running at 3 or 4 minute intervals, rescheduling races and the knock on effect that this has can be extremely disruptive to the timetable.

Delete the following rule:

2.33 The Starting Zone

The first 100 metres of a course is designated the Starting Zone, The end of which should be clearly indicated by distinctive markers, if a crew suffers a breakage of equipment in the starting zone the race should be stopped and re-started after repair has been made. It is virtually impossible for an umpire to judge if breakage is genuine without stopping the race. Therefore he/she should stop the race, and if he/she is not satisfied that a genuine breakage has occurred he/she may penalise the offending crew, either with a warning equivalent to a false start or in extreme cases with disqualification. In the case of a genuine breakage, the crew must be allowed reasonable time to effect a repair, even if it entails a postponement of the race, but all crews must be informed of the situation by the umpire and the club concerned must be capable of completing the repair speedily

Proposal: To increase the maximum size of the Rowing Ireland Board from 13 to 15.

Proposer: Board of Rowing Ireland

Reason: To allow for the co-option by the Board of up to two “Independent Directors” who will be selected by the Board to provide the Board with required skills sets at any particular time not available through the elected members.

Consequent changes (in Blue) to the Articles of Association of Rowing Ireland Ltd:

Interpretation

In these Articles:

“Director” means both an Elected Director and an Independent Director

“Elected Director” means a director elected to the Board by the Affiliated Clubs in accordance with Rules 52, 53, 54 and 55.

“Independent Director” means a director appointed to the Board by resolution of the Board not having been elected to that position by the Affiliated Clubs.

Rule 48 Unless otherwise determined by ordinary resolution, the number of Directors shall not be more than thirteen fifteen. Any person who is a member of an Affiliated Club shall be eligible for election to any position on the Board of Directors except that of Independent Director.

Rule 49 The Board shall be composed of the following:

(i) The President, who shall be Chairman of the Company

(ii) Treasurer

(iii) Secretary

(iv) Four Vice-Presidents: one each from Ulster, Munster, Leinster and Connaught (nominated by their respective Branches).

(v) Four Provincial Representatives one each from Ulster, Munster, Leinster and Connaught (nominated by their respective Branches)

(vi) The former President(s) for the two years after leaving office.

Nomination and Election of Elected Directors

Appointment of Independent Directors

Rule 56 Independent Directors shall be appointed by the Board from time to time to bring specific expertise to the Board. Independent Directors shall hold office until the next Annual General Meeting, at which such Annual General Meeting that Independent Director shall retire and may be reappointed by the Board.

Rule 56 The office of Director shall be vacated:

(a) Subject to the other provisions of these Articles of Association at the termination of the AGM next following such person’s election unless reappointed following successful candidature in a second or subsequent election or, in the case of an Independent Director, following reappointment by the Board.

Rule 57 In the event of any vacancy occurring for any reason such vacancy shall be filled by co-option of the remaining members of the Board for the period up to the next Annual General Meeting. Except in the case of an Independent Director, the member so co-opted must be, if possible, from the same province as the member whose place he/she is selected to fill.

Proposal: To reinforce the rule that events must be applied for before the 1st February while providing the Domestic Events Committee with some leeway in allocating dates for events on the basis of applications received after the 1st February.

Proposer: Board of Rowing Ireland

Reason: To ensure that events apply for a date in a timely manner and Fixtures Meetings are carried out in an orderly fashion. In the event that this amendment is not passed, The Board of Rowing Ireland have directed that the 1st February application date will be rigidly enforced as per the current rules which allow for no applications being accepted after that date.

2.8 Fixtures Allocation & Event Licence Any Organising Committee (OC), which must be an affiliated club or a group of affiliated clubs, which proposes to hold a regatta or head of the river, shall apply for a licence for that purpose. All applications must be submitted to the Chair of the Domestic Events Committee (DEC) by 1st February of the year before the event is planned. Should an OC apply for a date after 1st February, the DEC, may at their sole discretion, allocate the event a date provided that it does not clash with a date already allocated to another event. The fee which is payable for each day of the event will be determined by the Domestic Events Committee and may vary depending on the size of the event. The appropriate licence fee must be paid within 28 days of a date being granted. Any event which has not paid by the date due shall be removed from the calendar and shall only be reinstated on payment of an amount equal to double the applicable licence fee. Every application shall also state an alternative date or dates. An event which has not completed its regatta returns in respect of the previous year will not be granted a date. The proceeds from such licences shall be ring-fenced and shall be used to develop Domestic Events in such a manner as determined by the Board on the recommendation of the Domestic Events Committee. The committee shall allocate dates in such a manner as to produce a coherent and effective regatta season. The committee shall determine if each regatta is status, semi-status or non-status. A win at a semi-status regatta will count as half a status win. The draft programme shall be placed before the Annual General Meeting for ratification by simple majority vote.

Proposal: To change the rule concerning the racing grades, competitive rowing events for Intermediate crews so that the maximum permitted cumulative points allowable per athlete for the Intermediate Grade be reduced from 750 to 500.

Proposer: St Michaels Rowing Club

Reason: Although we have had success under the new points system at the intermediate grade we believe the change is warranted for the following main reasons;

We believe the current 750 point level encourages athletes who were competing as seniors prior to the introduction of the points system to compete as intermediates now. We believe this has a detrimental effect on the numbers of athletes competing as seniors and a discouraging effect on lower point intermediates who see an influx of seniors into their grade.

Athletes entering the intermediate grade, mostly in our case former scoolboys/girls, tend to have around 300 pointsh. They are experiencing the fairly daunting prospect of competing against many formerly senior grade oarsmen under the old system. This is having an effect of forcing them to compete at Club 2 gradeby reaching into junior squads for low point juniors with subsequent disruption of the junior grades.

While our evidence is anecdotal, we believe it is a widely held view amongst club coaches throughout the country. We also understand the level of 500 points was the originally proposed level for intermediate when the system was first mooted. We believe that it is now time to review the points system prior to the four year norm and as allowed for in the Articles in 2014 and 2015 and adjust the intermediate level to 500 points in the Rowing Rules Part 2 to be brought into effect in calendar 2016."
