Solution Overview

Defense organizations often collaborate with joint forces from multiple countries, and operate in an asymmetrical environment as the threats they face change and increase. They must also securely interoperate in some circumstances with other government agencies that are responsible for public safety and critical infrastructure protection.

As a result, defense organizations must deploy and maintain systems and communications that can handle a vast array of rich-media content. These systems must allow decision makers to share information and connect from any location to any command post, either mobile or fixed. Constant challenges to budgets and resources, however, often hinder the adoption of advanced communications systems. Proprietary systems, operating over multiple separate networks and using older, analog technology, lack sufficient support and are incapable of scaling effectively to meet evolving mission requirements.

These disparate systems severely limit the ability to manage and share actionable information—real-time data that is accurate and relevant to the user. In turn this situation hinders critical situational awareness and effective response by slowing the speed of the decision-making loop.

Command Center Communications Solutions Command Center Communications solutions enable a highly responsive and resilient environment where staff can quickly capture information from callers and forward it to responders on their way to the scene. Incoming calls can be captured and routed from a variety of sources, such as wireless phones and devices, video cameras, camera phones, voice over IP (VoIP), email messages, and webcams.

Cisco Unified Communications makes this process possible by providing a platform and integration point across different technologies. Based on open standards architecture, this platform is compatible with a suite of Frequentis solutions and other applications—from instant messaging and email messaging to video telephony and rich-media conferencing—and ties them together in a way that enables commanders to improve the effectiveness of their communications.

Extending the Command Center Capabilities As events develop, different types of information become relevant and appropriate. Often, voice communication with push-to-talk (PTT) service is the initial requirement for the provision of situational awareness from an incident site back to the command center. Cisco and Frequentis solutions are designed not only to meet these immediate tactical needs but also to extend command center capabilities through ease of communication, greater situational awareness, and effective operational management tools.

Mission-Critical Performance Nonblocking communications: • To support air operations, one of the most important features of a communications system is a 100-percent guarantee of nonblocking communications, independent of other traffic volumes, system capacities, etc. Cisco and Frequentis solutions meet these requirements.

IP networking quality of service (QoS): • Military networks transport a multitude of applications and data, including high-quality video and delay-sensitive traffic such as real-time voice. The bandwidth-intensive applications stretch network capabilities and resources, but also complement and enhance every business process. Networks must provide secure, predictable, measurable, and sometimes guaranteed services. Achieving the required QoS by having the ability to manage the delay, delay variation (jitter), bandwidth, and packet-loss parameters on a network is essential to supporting mission-critical communications.

Intelligent command and control: • Frequentis’ modular command and control center systems provide the necessary functions for mission control—reception of emergency calls, mission recording, mission scheduling, alarm, and mission control and management. Voice alone cannot provide this type of information—it is more effectively shared through methods such as instant messaging, Cisco TelePresence conferencing, video conferencing, and Cisco WebEx meeting collaboration sessions. Cisco Unified Communications provides the IP platform and applications to meet these needs and enable geographically dispersed staff to collaborate effectively in real time.

Improved access to knowledge: • Cisco Unified Communications Manager is a scalable and highly available IP telephony call-processing solution that extends enterprise telephony features and capabilities to packet telephony network devices such as IP phones, media-processing devices, VoIP gateways, and multimedia applications. It also supports additional services such as unified messaging, multimedia conferencing, IP contact center, and interactive multimedia response systems.

Increased speed of deployment: • Frequentis and Cisco help users deploy systems quickly to support operations in remote locations. One of the benefits of a converged IP infrastructure is that the number of people required to deploy the infrastructure and new components is reduced. Also deployment of similar technologies in barracks and the field helps reduce deployment times because commonality in equipment, procedures, and support are all critical characteristics of these solutions.

Sensitive information management: • The red/black concept refers to the careful segregation of signals in cryptographic systems that contain sensitive or classified plaintext information (red signals) from those that carry encrypted information, or cipher text (black signals). The Cisco and Frequentis Voice Communication System supports this segregation, enabling secure voice and radio communications. Frequentis provides the certified red/black switching environment, which is a typical requirement of these systems.

Secure communications for radio operation: • The Voice Communication System allows for secure communication channels between the command center and an airplane. The operator in the command center and the pilot in an airplane can communicate using a communication channel that is obscured by encryption.

Secure communication for phone operation: • The Voice Communication System enables users to establish secure communication channels between the communication equipment within two command centers. The operators in both centers can communicate using communication channels that are obscured by encryption.

Secure VoIP capability: • Within a command center there is typically a closed, secure network that is isolated from other networks. Many nations today are deploying Cisco Unified IP Phones in this secure, closed network to give voice conversations the same security level as the network, which is already secured and managed. This approach does not require cryptography management on the phone because the encryption is already provided in the network and the phone is managed under the same security considerations as any other network device of that classification. Cisco Unified IP Phones offer additional benefits not available on most cryptographic devices, such as conferencing, access to information services, and advanced call-management features.

Enabling the Front LineIn high-tempo operations, immediate interunit communications is an essential prerequisite of effective command and control. However, with incompatible devices and networks, flanking units or joint elements are sometimes unable to communicate with each other when a regrouping or unit boundary clash occurs. Frequentis solutions run over a Cisco IP network effectively to help remove these barriers.

Radio and command center integration: • As aging analog radio systems continue to be phased out, more and more new, complex Combat Net Radio systems are being deployed. Often different countries working together in a combined force do not have the same radios. Frequentis has been a pioneer in developing and supporting technologies that enable these disparate systems to interoperate. Today Cisco also provides solutions that allow for similar capabilities, including video and text collaboration. The mix solutions from both companies offer customers the most effective solution to solve their complex problems in a virtual command center while taking advantage of new voice, video, and collaboration systems used within the command center.

Decision making: • Instant access to information can make a critical difference in many mission situations. The better the information provided, the better the decision. The use of video and collaborative technologies allows staff to see and feel what others are really thinking when difficult decisions need to be made.

Improving Situational Awareness Cisco Unified Presence collects information about a user’s availability (such as busy, idle, or away) and communications capabilities (such as the ability to support voice, video, instant messaging, and web collaboration) and compiles the data in a repository for each user. This setup enables increased productivity, enhance collaboration, and streamlined communications.

Cisco Unified Personal Communicator is a powerful desktop computer application that integrates a user’s most frequently used communications applications and services. It provides easy access to voice, video, instant messaging, web conferencing, voicemail, and presence information from a single, multimedia interface on a PC or Mac. Some of the key features include click-to-call, integrated voice and video calling, integrated user directory, and web conferencing for sharing of collaboration content.

Radio and Any-to-Any Voice Interoperability The Cisco IP Interoperability and Collaboration System (IPICS) unites disparate Combat Net Radio networks with public switched telephone networks (PSTNs) and cellular and voice inputs, providing transparent communications interoperability with contextual voice integration. The Cisco IPICS captures information through diverse networks, gateways, and other access points, and delivers this information as appropriate, based on user roles and responsibilities. The solution also protects investments in complex and expansive deployments of Combat Net Radio systems, and allows easy interoperability between these external-facing systems and the Command Center Communications systems when combined with Frequentis systems.

Intelligent NetworkingBy working with Frequentis solutions, the Cisco Service-Oriented Network Architecture (SONA) improves real-time interagency collaboration and data sharing—such as sharing surveillance footage—within a secure IP environment. Solutions are also available to assist with data management, including the integration of heterogeneous databases and the importation of data from external sources. The Cisco SONA adopts an architectural approach to connecting network-based services with applications to deliver business solutions. This approach focuses first and foremost on establishing a suite of application-centered design principles that define and characterize a flexible and resilient networking environment, which foundationally provides an integrated platform for business services.
