I have the honour to submit, herewith, copy of a letter

No. 1118 14S_, dated the 12th August 1941, from the ~cretary 136 145-1941

to the Government of the United Provinces to this office together

wi th a copy of the letter and plans referre d to therein. 'Y

According to the conditions under which Chotta Chattar

Manzil was transferred to the Local Government for purposes of

maintenance and use it was incumbent on them to obtain sanction :h

for the constructions in question before executing them. The

present request of the Government amounts to asking for a post

facto s~nction. Constructions like the addition of a balcony

consisting of a reinforced brickslab on toe ground floor,

materially altering the features of the build1~ would not have

been agreed to if we had been consulted previously. I shall

be grateful if you will kindly favour me with your advice in the

matter. ",L°he plans may kindly be returned with your reply.

June 16, 1941, from the Director of Agriculture, United Provinces,

together with two plans and to request that sanction may kindly

be accorded to the additions and alterations made by that

in United Provinces to the Local Government for purposes of maintenance and use.

-----.. I have the honour to invite a reference to the Public Works

Department G.O. No. 1279M/44;5-1921, dated June 15, 1925 , forward­i05 a copy of the Government of India,Department of Education, Health and Lands letter No. 1100 Edn., dated May 18, . 1925,on the above subject, and this office letter No. 5108/1-328, dated June 25, 1925, agreeing to the occupation of part of the Chhota Chhattar Manzil Lucknow as my office on the conditions laid down in the above mentioned G.G.O. and to state that up till now no additions and alterations have, from my point of view, been made to impair the archaeological features of the building. But, as Government are aware, sime we occupied the building, there has been a lot of expansion in the department resulting in an in­crease in the number of officers stationed at my headquarters and in the staff of the office, requiring greater seating accommoda­tion.

AS no other building nearby was available the following means have been adopted to meet the emergency :-

(1) A.R.B. roof between the ground floor and main roof in the verandah of the building has been made.

(2) A.H.B. roof or say a Balcony in a portion of the hall between the ground floor and the main roof,has been made.

(3) Two doors have been fixed in a wall on the southern side of · the building, in the panels.

(4) A plank roof has bee~ made between the ground floor and the main roof in the room in the southern side of the building with a partition wall to ' divide the room in two parts.

In the opinion of the aud! tor.s from the ACCOuntant General's office tnese additions and alterations, temporary though th~y are, should have the approval of Government or the Archaeological Department.

~o meet the audit objection I request that Government will be pleased to give their formal approval to the above addi~ions and a·lterations.

With reference to your letter No. 15-DI7/41-7489, dated the

22nd September, 1941 on the subject noted above, I have the

honour to state that the additions and alterations as shown in

the two plans received from the Secretary to the Government of

United PrOVinces, Public Works Department with his letter

No. ~':!~94l' dated the 12th August, 1941, have been

inspected by me ¥~, on the 18th October, 1941. I have only

to add to the details of alterations ccmnunicated by the

Director of Agriculture, United PrOVinces (vide his letter

No. 2021, dated the 16th June, 1941, to the Secretary to the

Government of United PrOVinces, Lucknow) that on the first

floor four glazed windows (3 on the south and 1 on the east),

the wooden partition separating the verandah into two parts and

two clerestorey windows as indicated in the plan of the first

floor should also have been added to the list of alterations

made.

2. On inspection I find that practically all -the roofs in

the various storeys of the building are modern, built as they

are of Jack arches carried on rolled steel JOists. The walls

walls and t.he facade are ancient, t.he roof and the ~it~ings (the

farmer generally) have been freely adapted ta the present

utilitarian purposes. In view" of s-ueh' alt.erat.ims made many

years ago I do not think there is 'any particular reason for our

not according sanction to ' the alteratrons which have now been

made and communicated. For one thing the 'alterati ons' No.l. to 4

in the Director of Agriculture, United Provinces' letter referred

to above are all contiguous' am except Nos.~ and 3 do not show

on the outside, but these too do' not appear' to be conspicu.ous.

The a1terations made in the second ' storey as 'already described

above are in the nature of temporary fittings t.o which no

exception need be taken.

dated 8th October, 1941 are retur'ned herewith.
