1.0 INTRODUCTION 1.1 This report is for a feasibility Stage 1 Road Safety Audit (RSA) carried out on proposals to
implement a proposed new access junction off A48 Chepstow Road, Langstone, Newport, Wales at the request of SK Transport Planning Limited.
1.2 The RSA team, staff members from Waterman Aspen, present at the RSA were:

We confirm that no member of the Audit Team has been involved with the design process.
1.3 The site visit was carried out on Saturday 18th March 2017. The weather during the site visit was overcast with a dry carriageway surface.
1.4 The RSA brief issued to the team comprised of various elements listed at Appendix Two. 1.5 The scheme has been examined and this report compiled only with regard to the safety
implications for road users of the scheme as presented. It has not been examined or verified for compliance with any other Standards or criteria. However, in order to clearly explain a safety problem or the recommendation to resolve a problem, the Audit Team may on occasion have referred to a design standard for information only. Any audit comments should not be construed as implying that a technical audit has been undertaken in any respect.
1.6 All of the problems described in this report are considered by the RSA team to require action in
order to improve the safety of the scheme and minimise collision occurrence. However, if any of the problems or recommendations within this Road Safety Audit report is not accepted, a copy of the signed exception report from the Overseeing Organisation should be sent to the Road Safety Audit Team Leader.
1.7 Any recommendations included within this report should not be regarded as being prescriptive
design solutions to the problems raised. They are intended only to indicate a proportionate and viable means of eliminating or mitigating the identified problem, in accordance with HD19/15, and in no way imply that a formal design process has been undertaken. There may be alternative methods of addressing a problem which would be equally acceptable in achieving the desired elimination or mitigation and these should be considered when responding to this report.

2.0 PROPOSALS 2.1 The scheme involves a proposed site access to a new 150 bed hotel off the A48 Chepstow
Road. The development also includes a drive-thru “Starbucks” retail premises. 3.0 RECORDED INJURY ACCIDENT HISTORY

6.0 MATTERS ARISING FROM THIS STAGE 1 ROAD SAFETY AUDIT 6.1 Problem Location: Drawing No. SK21692-001 Proposed hotel access road
Summary: Risk of elevated speeds on the hotel access road with the potential of vehicle conflicts
As a consequence of a lack of information regarding the levels of the hotel access road, the
Audit Team are concerned that there is the potential of elevated speed on the approach gradient to the A48, which may cause conflicts with road users on the A48.
Recommendation
It is recommended that the proposed horizontal and vertical level information is provided to the
Audit Team. 6.2 Problem Location: Drawing No. SK21692-001 Existing Shared Footway / Cycleway Summary: Risk of conflicts between pedestrians/cyclists and vehicles accessing the
hotel There is an existing footway/cycleway on the north side of the A48. It is unclear how the
proposed new bellmouth ties in with the existing footway / cycleway running along the A48. As a consequence of this lack of information, there is the potential for vehicles accessing the hotel access road conflicting with pedestrians and cyclists.
Recommendations It is recommended that the proposed interface of the intersection between the existing footway /
cycleway be considered as part of the detailed design, and adequate facilities for pedestrians and cyclists be provided.

6.3 Problem Location: Drawing No. SK21692-001 Existing field access Summary: Risk of conflicts between vehicles accessing fields with those on the A48 There is an existing field access off the A48 adjacent to the western boundary of the proposed
site. The field access allows access to two existing fields that make up the proposed development. No information has been given to the Audit Team for the potential use of the field access. If it is proposed to be used by construction vehicles, there is the potential for conflicts between construction vehicles and road users on A48.
Recommendation
It is recommended that the proposed details of the use of this existing field access be provided to the Audit Team.
