The Ecology and Environment Technical Assistance Team (E & E/TAT) vas tasked through TDD #T07-8907-031 to assist in the on-site analysis and collection of soil samples at Michael Battery Co., 1801 Rockingham Road, Davenport, lova.

The site has a brick varehouse located on the property vhere a battery manufacturing and recycling business vas located. Previous investigations have discovered high concentrations of lead inside the building, prompting this sampling assignment to determine if significant lead contamination exists outside in surrounding soil.

ON-SITE ACTIVITIES E & E/TAT and Mr. Crossland arrived on-site at 1045 hours on July

27, 1989. During an initial reconnaissance, a gravel parking lot vas observed on the southvest corner of the site, vhich covered a portion of the proposed sampling area. Mr. Crossland stated that the parking lot, utilized by Ralston Purina Co., vas not present vhen he vas at the site last year.

A field-portable X-ray fluorescence spectrometer (XRF) vas used to determine the approximate Pb concentration in surface soil at a number of locations (see site map). Five soil samples vere collected vhich contained >1000ppm Pb on the surface, according to the X-ray unit. Three of these samples vere split vith the EPA and submitted for confirmatory total Pb and EP Toxicity-Pb analysis by inductively coupled plasma (ICP). In addition, all five samples vere submitted to the EPA lab by Mr. Crossland for similar analysis. The samples vere obtained from an area southvest of the varehouse, at a depth of 0"-3". collected and homogenized, they vere reanalyzed vith the XRF unit. Lead concentrations vere lover in the homogenized samples than on the surface, indicating a shallov level of contamination. Respective Pb concentrations by XRF in the five collected samples are listed as follovs (units = ppm):

SAMPLING RESULTS: Samples RCXAMOOl, RCXAM002, and RCXAM003 vere submitted to Quality

Analytical Services (QAS) on July 28, 1989 for total Pb and EP Toxicity-Pb analysis by ICP spectroscopy. Similar analyses vere performed on all five samples at the EPA Region VII Laboratory. Due to a number of negative incidents involving QAS (misplaced data, misidentification of samples, general confusion regarding status of analyses, receipt of analytical results long after guaranteed turn around time of one week), the EPA/CLP data have been chosen to be the most valid results. These EPA results, compared to the field XRF measurements, are as follovs (units = ppm):

The portable XRF spectrometer used in this study is best suited for detecting zones of .gross contamination, rather than providing lab-quality accuracy, precision, and lov detection limits. Because of this, a certain degree of discrepancy betveen XRF and CLP data can be expected. The most noteworthy inconsistancy betveen these tvo sets of data exists for sample #RCXAM005. This may be due to a somevhat different X solids content in this sample affecting the XRF result (approx. 70% versus approx. 90% in the reinaining samples). Additional factors vhich may promote these variations are insufficient sample homogeneity, site-specific effects of elemental interference on the XRF result, or laboratory error.

SUMMARY On July 27, 1989, E & E/TAT assisted the EPA/EP&R in the in situ Pb

analysis (by X-ray fluorescence) and collection of five soil samples at the Michael Battery Co.- Rockingham Road site in Davenport, lova. These samples vere subsequently submitted for confirmatory lab analysis, vhich verified that lead concentrations in soil located south and vest of the abandoned warehouse exceed the lOOOppm action level. The approximate areal extent of contamination above the action level includes a 150-200 square foot plot south of the rail pit, and a small area adjacent to the overhead doors on the vest side of the varehouse. The depth of contamination appears to be very shallov, indicated by the significantly lover Pb concentrations in the 0"-3" collected samples, versus the levels measured at the surface.

EP Toxicity-Pb concentrations roughly parallel the total Pb results, vith sample #RCXAM001 qualifying as a RCRA hazardous vaste by exceeding the established 5.Oppm Pb level. Although the remaining soil samples passed the EP Toxicity criterion, a certain degree of total Pb contamination at or above the lOOOppm action level exists.

Further assistance by the TAT vill be available, should additional sampling, or a removal action be deemed necessary at the site.
