LIFE Third Countries project – 2006-2008 : Leveraging Local Sustainability in Israel

Overall objectives:To instigate large-scale capacity building in local governments in

Israel, in order to create sustainable communities according to LA21 principles.

Outcomes: 1. An increased level of sustainability practice and awareness in

municipal policies and actions2. Availability and use of new tools and strategies for promoting

sustainability in different types of municipalities3. 18 of the largest Israeli cities commit to 20/20 GHG targets4. More than 50% of Regional Authorities initiate Sustainable

Development Master plans

Energy as a Resource

Energy= a local resource

Characteristics: waste, growth in consumption

10%-30% Saving potential:

Quick ROI, no impact on ongoing activity

significant impact on cash flow

Positive public image and example to residents

"it Pays to Think Green" Local Energy Efficiency

Municipalities can attain at least 10% efficiency through behavioral changes and an additional 10% through technical solutions.

Efficiency is attained within a year or two from beginning of process.

Page 25: Climate Protection and Energy in Local Government in Israel

How can we attain Energy Efficiency?

• Infrastructure – efficient construction reduces energy consumption

• Equipment – shifting to more efficient equipment (lamps, electrical equipment)

• Technology – innovative means for system improvement (control mechanisms, supply technology)

• Organizational Culture – Instigating behavioral changes among municipal employees (training, incentives, education)
