Climate & Energy is one of six programs at WBCSD

Our science-based

approach and targeted

projects aim to scale up

business impact, enabling

companies to be better

placed to unlock market

opportunities, consolidate

an enduring license to

operate and better

manage risks.

We enable business contributions to the Sustainable Development Goals through the transformation of six economic systems.

Framework for our Climate & Energy work

Our vision is to create a world where more than nine billion people are all living well and within the boundaries of ourplanet, by 2050.

Our mission is to accelerate the transition to a sustainable world by making more sustainable business more successful.

Our WBCSD objective is to fulfil the Sustainable Development Goals (SDGs).

The Paris Agreement states: “Keep global temperature rise this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees Celsius”

Our C&E objective is to fulfil the aims of the Paris Agreement.

IPCC 1.5°C

Special Report

Talanoa Dialogue

GCAS

The main aim of GCAS was to showcase the work

of local governments and non-state actors in

pursuing the fight against climate change.

The IPCC Special Report on Global Warming of

1.5°C highlighted the urgency of climate action,

including raising ambition in NDCs, and stress need to invest in all options for mitigation action.

Talanoa Dialogue process was requested by Parties to

take stock of collective efforts on progress towards the

long-term goal of the Paris Agreement; and to inform the

preparation of enhanced NDCs.

Climate in 2018: What happened?

COP24 and the

Paris Rulebook

The main outcome from COP24 was the achievement of

the set of guidelines for the implementation of the Paris

Agreement – the Paris Rulebook. Parties agreed on a

Rulebook, which however does not include the rules

governing Article 6 of the Paris Agreement.

Raised Ambition Clear Rules Strong Enablers

1. Business leadership on climate evidenced by the LCTPi

2. Business to government policy dialogues through

leadership in Marrakech Partnership

3. Strong and relevant policy asks from business to negotiators

Page 22: Climate & Energy Briefing · Our Climate & Energy Strategy CLIMATE LEADERS 1. Innovation: We engage companies on ambition and implementation across all sectors with a high quality

Key outcomes from COP24

Paris Rulebook – an important step forward to operationalize

the Paris Agreement through improved rules on monitoring,

reporting and verification of emissions by all countries

Transparency framework establishing a common system for

all countries, with a stringent inbuilt “flexibility” system for

developing countries

No decision on Article 6 which covers the rules around

cooperative approaches such as carbon markets and trading

(decision deferred to 2019)

IPCC report on 1.5°C – weak language which does not

“welcome” the report, only its “timely completion”

Ambition – the final decision lacks a clear call for countries to

start domestic processes to revise their national commitments

Iberdrola contributed to Talanoa Dialogue with an ambitious approach

Long-term climate strategies, consistent with the Paris Agreement’s goals:

• Legally binding targets to be reached by 2030 and 2050.• Transparent and inclusive process ...• Regular assessments with upwards revisions.• Wide approach to tackle all sectors of the economy.• Recognition of the role of public-private partnerships.• Recognition of climate change as a risk for the economy.• Robust governance framework.

Robust climate policy frameworks to ensure effective implementation of the long-term climate strategy.

• A thorough diagnosis that recognizes fossil fuel as the main cause of climate change and acknowledges the role of electrification.

• Crosscutting policies such as: taxation based on the “polluter pays principle”…

• Sectoral plans and measures to address barriers to decarbonisation.

Stringent implementation guidelines for the Paris Agreement at COP 24 that send clear signals to investors.

Page 37: Climate & Energy Briefing · Our Climate & Energy Strategy CLIMATE LEADERS 1. Innovation: We engage companies on ambition and implementation across all sectors with a high quality

Key Focus Areas

Ambition – The road to 2020

WBCSD’s main policy messages should support the need

for greater ambition need to limit global warming to well-

below 2°C, with 1.5°C as the new North Star. Drawing from

the clear warning signal from the 2018 IPCC report, we will

continue to stress the urgency with which countries should

raise climate ambitions.

We will highlight the importance for countries to increase

ambition in the Nationally Determined Contributions (NDCs)

by 2020 and Long Term Decarbonisation Strategies to

strengthen ambition.

WBCSD Climate Policy Strategy 2019

Page 38: Climate & Energy Briefing · Our Climate & Energy Strategy CLIMATE LEADERS 1. Innovation: We engage companies on ambition and implementation across all sectors with a high quality

Key Focus Areas

Business – the key implementation partner

With focus now fully on the implementation of the Paris

Agreement, WBCSD will continue to emphasise its

solutions-oriented approach to tackling climate change.

Together with our ‘We Mean Business’ coalition partners, we

will aim to highlight the importance of business as a key

implementation partner to achieve the Paris Agreement.

We aim to support companies to showcase business action

and innovation in finding and implementing concrete

solutions.

WBCSD Climate Policy Strategy 2019

Page 39: Climate & Energy Briefing · Our Climate & Energy Strategy CLIMATE LEADERS 1. Innovation: We engage companies on ambition and implementation across all sectors with a high quality

Key Focus Areas

Market mechanisms – the missing piece

Although, COP24 delivered the Paris Agreement Work

Programme, Parties were unable to reach agreement on the

use of cooperative approaches (carbon market

mechanisms). As the missing piece of the Paris Rulebook

puzzle, Article 6 will become the main focus for successful

negotiations at COP25 in Chile.

We will work with our members to define a strategy towards

these negotiations that advocates for effective carbon

pricing policies that maintain competitiveness, create jobs

and deliver meaningful emissions reductions while ensuring

environmental integrity.

Key Focus Areas

Leadership on Adaptation & Resilience

We will develop content to raise the profile of business

action on climate adaptation and resilience. We intend

to achieve this by leveraging in-house knowledge

and projects which showcase high impact approaches

and solutions for climate adaptation and resilience.

COP25 Chile (December 2019)

Santiago, Chile

2 - 13 December 2019

This year’s UN Climate Change Conference will

take place in December in Santiago, Chile with

the pre-COP meeting taking place in Costa

Rica.

The exact location and details of the conference

will be communicated in due course.

WBCSD will be working with our members to

ensure strong business representation at the

Conference.

Page 44: Climate & Energy Briefing · Our Climate & Energy Strategy CLIMATE LEADERS 1. Innovation: We engage companies on ambition and implementation across all sectors with a high quality

“Only a significantly higher level of ambition will do. To that

end, the Summit will focus on areas that go to the heart of

the problem – the sectors that create the most emissions

and the areas where building resilience will make the

biggest difference".

UN Secretary General Climate Summit 2019

UN Secretary General Antonio Guterres will convene a

Climate Summit in September 2019 to mobilize climate

action and finance. This summit comes one year before

countries will have to enhance their national

commitments under the Paris Agreement.

The Summit will offer public and private sector leaders

the opportunity showcase their ambition and accelerate

climate action.
