CLEANLINESS PLEDGEMahatma Gandhi dreamt of an India which was not only free but also clean and developed. Mahatma Gandhi secured freedom for Mother India. Now it is our duty to serve Mother India by keeping the country neat and clean.
• I take this pledge that I will remain committed towards cleanliness and devote time for this. I will devote 100 hours per year that is two hours per week to voluntary work for cleanliness.
• I will neither litter nor let others litter. I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place.
• I believe that the countries of the world that appear clean are so because their citizens don’t indulge in littering nor do they allow it to happen. With this firm belief, I will propagate the message of Swachh Bharat Mission in villages and towns.
• I will encourage 100 other persons to take this pledge.
• I will endeavour to make them devote their 100 hours for cleanliness.
• I am confident that every step I take towards cleanliness will help in making my country clean.

The Genesis of Central Public Works Department
The Public Works Department was formally established in the year 1854
in the sixth year of Lord Dalhousie’s tenure as Governor General. In the
minutes of a meeting held on 12th July, 1854, the Governor General resolved
that a Central Agency be provided by creating an office of Secretary to
the Government of India in the Department of Public Works. The note
recorded by Lord Dalhousie was as under:
“...The organization of the Department of Public Works in the Indian
Empire will be incomplete unless there shall be provided for the Supreme
Government itself some agency by which it may be enabled to exercise
the universal control confided to it over Public Works in India with the
best of scientific knowledge with authority and system.
The Government of India shall no longer be dependent on expedients,
but should be provided with a permanent and highly qualified agency to
assist in the direction of this important branch of public affairs.
I have, therefore, now to propose that such an agency should be
provided by creating an office of the Secretary to Government of India
in the Department of Public Works. The person who holds it should
always be a highly qualified officer of the Corps of Engineers. He should
have the aid of an Assistant Secretary, also an officer of the Corps of
Engineers. His salary I think should not be less than that of the Secretary
to the Govt. of Bengal, namely Rs. 3,000 per month and the salary of the
Assistant should not be less than that of the Assistant Secretary in the
Military Department...”
Col. W. E. Baker of the Bengal Engineers was accordingly appointed first
Secretary to the Department of Public Works-this is the genesis of the
Central Public Works Department.

At the outset, I convey my warm
greetings to all my colleagues
and friends in CPWD and their
families on the occasion of 163rd
Annual Day of our Department. I
am delighted to present a special
issue of ‘Nirman Bharati’ before
you on this auspicious occasion.
It is a matter of pride for all of us that our Department
being one of the oldest Premier Engineering
Organization has rendered yeoman service to the
Nation. We have added many modern day marvels &
landmarks and have many firsts to our credit like the
first AIIMS, first IIT, first food storage godown, first
astro turf and even the first multi-storied building
in Delhi. We have been in the fore front for works
required for national security and at the time of
calamities. Most significantly, we have accepted
the challenge of constructing roads on Indo-
China Border in high altitude Himalayan ranges of
Uttrakhand and Sikkim.
It is a matter of satisfaction that under the dynamic
leadership of Shri Abhai Sinha, Director General,
CPWD, we have been able to accelerate the
momentum of our growth and keep our vision and
mission clear and focused in realizing many significant
achievements in the recent past. We have achieved
the same since our officers and staff of all disciplines
worked together in one fabric complementing one -
another’s strength and achievements.

It has been our endeavour to bring about this special edition of ‘Nirman Bharati’ in
most attractive and informative manner to ensure that interest of the readers remains
till the last page of the book. I am sure that readers will enjoy going through this
special edition of ‘Nirman Bharati’.
I express my heartfelt thanks to all the units of the CPWD, who contributed by sending
the details related to their sphere of works in a time bound manner and made this
special edition happen.

“Hon’ble President on the occasion praised the work done by CPWD in Rashtrapati Bhavan and said
that they have executed various projects very efficiently and effectively within the time frame given to
them. He said that CPWD is one of the oldest departments in the country and has been serving the
people of this country over the years. The existence of CPWD is visible throughout the length and
breadth of the country in various forms such as roads, bridges etc. They help provide connectivity
not only between places but between people belonging to different segments of the society
having different languages, customs etc. CPWD has been participating very actively in the national

MoU signed between the CPWD and Department of Engineering Services, Ministry of Works and Human Settlements, Royal Govt. of Bhutan on December 23, 2016 at Thimphu, Bhutan for ‘bilateral

10 KWp Roof-top Solar Power Plant at CPWD Inspection Bungalow, Ranchi, Jharkhand
In the era of energy efficiency and generation of renewable energy in the building sector, CPWD has exhibited its deep commitment and dedication and is pursuing the energy efficiency as well as installation of solar roof tops in all Central Government Buildings maintained by it across India since last two and half years as part of the National Action Plan on Climate Change and resultant National Mission on Sustainable Habitat.
As regard generation of electricity through solar rooftops, 5.3 MWp solar PV Panels have already been installed on the roofs of 40 Central Govt.
GPOA Buildings all across India. In addition CPWD has also facilitated installation of rooftop solar PV Plants in other Central Govt. Buildings where electricity bills are being paid directly by the owner/user Departments. Around 8 MWp capacity of such Plants have thus been installed in such buildings all across the country.
The energy efficiency measures adopted are change of conventional luminaires to LED luminaires, installation of non-starred ceiling fans and air conditioners to BEE labeled 5 starred fans and air conditioners.

Accessible features in Buildings
Role of CPWD in Accessible India Campaign
The Accessible India campaign (Sugamya Bharat Abhiyan) has been launched by the Government with the aim to enable persons with disabilities to gain universal access, equal opportunity for development, independent living
and participation in all aspects of life. CPWD is undertaking the massive task of making public buildings under its maintenance completely accessible for persons with disabilities in a time bound manner.

Key Initiatives
As a part of Swachh Bharat Mission Initiative, Shri Abhai Sinha, Director General, CPWD inaugurated
Waste ATM at India Gate on May 12, 2017. The waste ATM receives all types of wastes such as bottles,
plastic plates, paper, cans, etc. In return, e-cash is disbursed to the user. The user is prompted to
use waste ATM to receive attractive returns, thus ensuring inclusive participation of public in the
cleanliness mission of the Government.
Consequent to launch of Swachh Bharat Mission, CPWD has pledged its commitment to keep the office and residential areas maintained by it in absolute neat and clean condition so as to make Swachh Bharat Mission a grand success.
A detailed action plan has been charted and being implemented by all units. CPWD Officers and Staff are proactively contributing in Swachh Bharat Mission. They are also volunteering in shramdans organized by the Department.

C.P.W.D. Officers’ Wives Association
CPWD Officers’ Wives Association was founded in 1971 by Late Mrs. Rachel Muthachen, wife of the then serving Engineer-in-Chief, CPWD, for welfare activities purposes for Group C & D employees. The Association is headed by the wife of the incumbent Director General, CPWD, assisted by the Executive body.
Prime activities of the Association
• Scholarship for Degree and Diploma Courses on merit-cum-means basis for the wards of Group C & D employees.
• Special donation for the education of the underprivileged students to help them in pursuing their studies.
• One time ex-gratia payment to needy Group C & D employees of CPWD in the event of untimely death, accident, long illness etc.
• Donations for humanitarian causes like flood affected areas, Blood Banks, Red Cross Society, Schools for Blinds, Missionaries of Charity, PM Relief Fund, CM Relief Fund etc.
• “Parivar Ki Har Beti Apne Bharose” scheme to provide aid to the girl-child of Group C & D employees of CPWD with the object to make them economically independent in their life.
• Special donations in cash or kind to support financially deprived people or to organizations sharing same object.
• Shri V. P. Singhal Memorial Scheme and Satya Goel Scholarship for students of
CPWD Group C & D employees who score high in their X and XII exams on merit basis by these trusts through OWA.
• Legal Aid Clinic - A new initiative to provide free legal advice to Group C & D employees of CPWD, staff and labourers by the professionally qualified advocates and groups.
• Crèches at construction sites under the name Bal Basera for the children of labourers who are engaged by the contractors at various construction sites. These crèches provide informal education, nutrition, medical care and a safe environment to children aged 1-7 years. Presently 6 crèches are being run with around 20-25 children.
• Day Care Centre, Nursery and Play School at its Head office building premises for children of age 6 months to 12 years at a very nominal fee.
• Vocational Training Centre with the sole objective to provide training and empowering women economically. The Centre conducts different diploma courses like tailoring and embroidery recognized by Usha Sewing School, computer courses and many short term hobby classes being conducted from time to time.
• Cultural, recreational programmes and workshops are conducted for the children at Day Care, Vocational Training Centre and at the crèche sites.

The Genesis of Central Public Works Department
The Public Works Department was formally established in the year 1854
in the sixth year of Lord Dalhousie’s tenure as Governor General. In the
minutes of a meeting held on 12th July, 1854, the Governor General resolved
that a Central Agency be provided by creating an office of Secretary to
the Government of India in the Department of Public Works. The note
recorded by Lord Dalhousie was as under:
“...The organization of the Department of Public Works in the Indian
Empire will be incomplete unless there shall be provided for the Supreme
Government itself some agency by which it may be enabled to exercise
the universal control confided to it over Public Works in India with the
best of scientific knowledge with authority and system.
The Government of India shall no longer be dependent on expedients,
but should be provided with a permanent and highly qualified agency to
assist in the direction of this important branch of public affairs.
I have, therefore, now to propose that such an agency should be
provided by creating an office of the Secretary to Government of India
in the Department of Public Works. The person who holds it should
always be a highly qualified officer of the Corps of Engineers. He should
have the aid of an Assistant Secretary, also an officer of the Corps of
Engineers. His salary I think should not be less than that of the Secretary
to the Govt. of Bengal, namely Rs. 3,000 per month and the salary of the
Assistant should not be less than that of the Assistant Secretary in the
Military Department...”
Col. W. E. Baker of the Bengal Engineers was accordingly appointed first
Secretary to the Department of Public Works-this is the genesis of the
Central Public Works Department.

CLEANLINESS PLEDGEMahatma Gandhi dreamt of an India which was not only free but also clean and developed. Mahatma Gandhi secured freedom for Mother India. Now it is our duty to serve Mother India by keeping the country neat and clean.
• I take this pledge that I will remain committed towards cleanliness and devote time for this. I will devote 100 hours per year that is two hours per week to voluntary work for cleanliness.
• I will neither litter nor let others litter. I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place.
• I believe that the countries of the world that appear clean are so because their citizens don’t indulge in littering nor do they allow it to happen. With this firm belief, I will propagate the message of Swachh Bharat Mission in villages and towns.
• I will encourage 100 other persons to take this pledge.
• I will endeavour to make them devote their 100 hours for cleanliness.
• I am confident that every step I take towards cleanliness will help in making my country clean.
