BHARAT NIRMAN PUBLIC INFORMATION CAMPAIGN – GARIABAND, CG

A 3 Day Bharat Nirman Public Information Campaign was organized in Gariaband town of

Chhattisgarh from September 4-6, 2013. The primary objective of the campaign was to

create awareness about various developmental programmes of the government and to inform

the public about the new initiatives like Food Security Bill, Aadhar Card, Direct Benefit

Transfer among others. The public response to the campaign was very encouraging.

Gariaband – an introduction

Gariaband is a new district in

Chhattsigarh carved out from the

erstwhile Raipur district on 1.1.2012.

The district has a population of 5,75,480

and comprises five tehsils – Gariaband,

Pingeshwar, Chhura, Mainpur and

Deobhog. Gariaband town, with a

population of just over 20,000 is the

district hqrs.

Gariaband has diamond reserves and

other natural resources, but people

continue to remain poor, mostly

dependent on agriculture. The district is

also home to primitive Kamar and

Bhunjia tribes.

The transfer of power has not been completely effected yet. The District Collectorate has

been established but the CEO, Zilla Panchayat still operates from Raipur, 95 kms away. In

size and characteristic, Gariaband is more like aTehsil town rather than a district headquarter.

Public Information Campaign at Gariaband - preparatory

Keeping in view the staff crunch in PIB Raipur, Principal DG, PIB instructed Addl. DG, PIC

Mr. Anil Saxena to form a Matrix Team for conducting PICs in Chhattisgarh, drawing

officers from various PIB offices from adjacent regions. Accordingly, Manish Desai,

Director (Media/Communication), PIB Mumbai was designated Coordinator and Raghwesh

Pandey, ADMC, PIB Raipur was appointed as the Nodal Officer. Shahu Patole, ADMC, PIB

Ahmedabad, Sudhir Pandey, ADMC, PIB Lucknow and Indravadan Sinh Jhala, IA, PIB

Mumbai were also inducted in the Team Chhattisgarh.

The preparations began with a Coordination Meeting in Raipur on August 23, 2013 taken by

me. A 60 point PIC check-list was drawn-up and the work was allocated among different

officers and staff. A new Purchase Committee comprising Raghwesh Pandey, ADMC,

Shahu Patole, ADMC and Shailesh Phaye, FEO, DAVP was formed and approval of

Regional Head, ADG (D S Malik) was obtained. Budgeting and expenditure management

guidelines were supplied to all the officers, which covered most of the salient features of the

General Financial Rules. While Raghwesh Pandey looked after guest coordination and

identification of resource persons, Shahu Patole looked after logistics and ground level

arrangements. Shailesh Phaye of DAVP was entrusted with branding and outdoor publicity

task. Sudhir Pandey, ADMC and Indravadan Sinh Jhala, IA were In Charge of stalls

management and liaison with participating organizations.

Pre-publicity Outdoor publicity comprising billboards and flex banners, press conference and auto-

rickshaw / DFP Jeep announcements were the main media relied upon for pre-publicity.

Since Gariaband is a small town with only one main road, it took only one hour to generate

awareness about the programme. DFP had organized a students' rally in which

approximately 400 students participated .

Gariaband PIC Inauguration

The three day Bharat Nirman Public Information Campaign was inaugurated on Friday,

September 4, 2013 by Shri Chandulal Sahu, MP, Mahasamund Lok Sabha constituency, of

which Gariaband is part of. The campaign began with the traditional lighting of the lamp,

followed by welcome address by Manish Desai, coordinator and foreword by Raghwesh

Pandey, Nodal officer.

Shri Chandulal Sahu, MP in his inaugural address said “'Bharat Nirman' is the dream of every

Indian and we should try to reach the benefits of welfare schemes to common citizens,

regardless of whether they are central schemes or state schemes.”

Ms Mamta Rathore, President, Gariaband Nagar Panchayat, in her Presidential address

explained salient features of various welfare schemes formulated by the centre and

implemented by the state, district and Panchayati Raj institutions.

Shri Asif Memon, Vice President, Nagar Panchayat and Shri Rajesh Sahu, Member, Zilla

Panchayat were present as the guests of honour.

Key-note address

Former Election Commissioner of Chhattisgarh, Shri Ashish Trivedi (IAS Retd) delivered

the key-note address on the Bharat Nirman theme. He spoke about information dissemination

being key to success of any programme and said a truly developed society is the one which

has citizens who are aware of their rights and responsibilities. He then went on to link his

key-note address with the Bharat Nirman theme - 'Haq Mila'.

Lecture sessions by local speakers and administrators covered MNREGA, Aadhar and DBT.

Sudhir Kumar Pandey, ADMC, PIB Lucknow anchored the inaugural function.

Bharat Nirman Exhibition

A 45 panel Bharat Nirman exhibition put up by DAVP was inaugurated by Shri Chandulal

Sahu. The exhibition gave a pictorial glimpse of various flagship programmes, including

Bharat Nirman rural infrastructure programme, MNREGA, National Livelihood Mission,

NRHM, Sarva Shiksha Abhiyan and Right To Education among others.

Jan Soochna Abhiyan stalls draw crowds

People thronged in large numbers to various stalls put up by different departments of district

administration, banks, self-help groups and a couple of central government undertakings. The

Health Department stall had facility for diabetes check up and haemoglobin check up. The

agricultural department stall distributed implements, while the State Bank of India enrolled

farmers for issue of Kisan Credit Card. A total of 28 stalls were set up, a number decent

enough for a small town. The Public Health Engineering department’s mobile water quality

testing van was a major draw.

DFP takes centre stage

Post inaugural session, DFP conducted an engaging Quiz Programme on flagship

programmes. Younger audience were found to be well aware about food security bill, aadhar

card and DBT. As many as 80 prizes were given away to the winners, which generated

increased participation during subsequent days. DFP Unit from Durg also conducted

elocution competition and essay competition for school children.

Information through entertainment Song & Drama Division conveyed key developmental messages through dance, songs, mono-

acting and skits. Since the artistes were locals, they could speak with the audience in the local

dialect and generally connect with them better.

Special lectures and topics covered on Day 2 and Day 3.

Day 2 and 3 were reserved for special lectures. SBI Chief Manager R K Saha spoke about

linking Aadhar card with bank account, Nirmal Bharat Abhiyan District Coordinator Ms.

Bhagwati Sharma explained the importance of rural sanitation, Women & Child

Development Officer A K Biswas informed about welfare scheme for women and children,

Agriculture Extension Officer, V N Bhanu lectured about new initiatives in farming and farm

productivity while Project Manager, Health Department, Shekhar Sinh Dhurve spoke at

length about NRHM.

On the concluding day, Ramlal Patel of Forest Department stressed on sustainable use of

forests and forest products. Education Officer Balaram Sonawane covered Sarv Shiksha

Abhiyan and Right To Education in his speech. RTI lecture was delivered by PIB Mumbai

Information Assistant and former journalist with Divya Bhaskar, Indravadan Sihn Jhala, as

the designated speaker did not turn up.

Shukla, was the chief guest at

the concluding ceremony of

PIC Gariaband. In his

valedictory address, Shri

Shukla said, “Bharat Nirman a

unique initiative taken by the

UPA Government to ensure

better delivery of services in

far flung and rural areas.” He

said, the Centre had been

liberally funding all the

programmes that promote

inclusive growth.

Media response :

Media coverage of PIC Gariaband was generally positive, with even the bigger publications

like Dainik Bhaskar, Navbharat and Nai Duniya also publishing 3-4 column news with

photographs. Even English dailies like Hitavada and Central Chronicle also published PIC

News. “Bharat Nirman mein Grameenon Ko Shamil Karne par jor”, “Anootha hai Bharat

Nirman Abhiyaan”, “Mele mein door door se pahunche grameen”, “muft mein mila krishi

yantra, swasthya ke bhi hui jaanch”, “mele mein chhaya Bharat Nirman ka har rang” were

some of the top headlines.

Extensive TV coverage was given by Doordarshan Raipur, while the local cable news

channels and Hindi News channels covered the campaign highlights.
