First-ever seed harvest at sanctuary in gibbon giBBOn (AP) — gathering

seeds from nebraska’s native and restored prairies remains a hands-on, one-plant-at-a-time job that is repeated several times over late summer and fall.

On a morning last week, with the temperature already into the 80s and the heat index much higher, seed gatherers walked around the John J. Di-nan Memorial Bird conserva-tion Area along the Platte river at the Audubon’s rowe Sanctu-ary southwest of gibbon.

It was the first prairie seed harvest at rowe Sanctuary and the focus was on spiderwort, sideoats grama and poppy mallow plants, the Kearney Hub (http://bit.ly/2a7jpZ9 )

reported.“We are sort of stealing from

our partners, the Prairie Plains institute (at Aurora) and The nature conservancy, which have been doing this a long time,” said rowe’s Director of conservation Andrew Pierson.

Mardell Jasnowski from TNC’s Aurora office, a vet-eran of seed harvests at Tnc’s prairies, presented a how-to program recently for rowe staff and volunteers.

Pierson said grasslands make up around 2,000 of rowe Sanctuary’s 2,400 acres. The grasslands include 1,500-1,600 acres that can be defined as prairie, with 400-500 acres of restored prairie on what previ-ously were croplands or, as

in the case of the Dinan tract, riparian woodlands.

“We are going to collect seeds from those (restored) acres because they are very diverse and young,” Pierson said. “We planted high-diver-sity seed and that has been retained.”

He explained that diver-sity reflects a prairie’s state of health. He compared the diverse Dinan tract to rowe’s nearby Pierce property grass-land that is a monoculture of invasive cool-season grasses.

“The goal is to move seeds from some of the most di-verse acres to the least diverse acres,” Pierson said. “... We’re very early, at the beginning of when most of those plants go

to seed. We’ll be doing this several more times and each time we will be targeting dif-ferent plant species.”

He expects the next harvest day sometime in August to focus on milkweed and penste-mon seeds.

How long the series of harvests last depends on the plants. “At some point the plants stop growing,” said Anne Winkel, rowe’s commu-nity outreach coordinator.

Timing is critical, she said, especially for plants that have a narrow seed gathering win-dow.

Dry seeds also are impor-tant, so some of last week’s collection will be bagged and stored until they are dry. “We

don’t intend to store a lot of seeds over the winter,” Pierson said, adding that seeds col-lected dry from the fields may be sowed elsewhere almost immediately.

“We will try to be opportu-nistic. if there are places we have grazed down, we’re more confident because we can get the seeds to the dirt,” he said, and another good planting opportunity will be this fall in a grassland scheduled for a prescribed burn.

When Winkel briefed volun-teers Don Brockmeier of eustis and Darwin Hinrichs and courtney Wilhelm of gibbon prior to last week’s harvest, she said, “in a lot of prairie seed harvesting, you feel like you’re

just walking around. And you are because you’re scouting for certain species.”

When asked why she was spending her morning off from work to help harvest prairie seeds, Wilhelm talked about her daughters, ages 12 and 9, who recently attended the Platte river Safari and Flying Higher nature camps at rowe Sanctuary.

“it makes me a little emo-tional,” she said as she walked through tall prairie grasses carrying a knife and seed col-lection bucket, “but i feel like our earth is so important we should take care of it ... We do enough damage that we need to do twice as much good to it, one seed at a time.”

The Cheyenne County Board of Commissioners and Board of Equalization held an open and public meeting on Monday, July 18, 2016 in the Commissioners Meeting Room, Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. A notice of this meeting was published in the Sidney Sun-Telegraph, aired on KSID Radio, posted on the bulletin board in the County Court House and on the Cheyenne County website. Chairman Darrell J. Johnson called the meeting to order at 8:00 A.M., with the fol-lowing present:

The Board reviewed Resolution 2016-19 allocating real and personal property tax

to political subdivisions for fis-cal year 2016-2017. A motion was made by Olson, seconded by Sanders to adopt Resolution 2016-19 allocating real and per-sonal property tax to politi-cal subdivisions for fiscal year 2016-2017 as follows:

Louella Pippitt, County Assessor, offered the 3 Year Plan of Assessment for the Board’s review. After consideration by the Board, a motion was made by Sanders, seconded by Olson to approve the 3 Year Plan of Assessment for the Assessor. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

At 8:45 A.M., Chairman Johnson opened the public hearing to review and consider approval of the following appli-cations. Planning and Zoning Administrator Colleen Terman was present.

First to be considered was an application from Marlin K. and Cynthia Michaels for a subdivision located in part of the Northwest Quarter of Section 15, Township 12 North, Range 52 West of the 6th P.M., Cheyenne County, Nebraska, containing 19.40 acres, more or less, known as Michaels Subdivision; and, an appli-cation to change the zoning from Agricultural to Residential Estates. Marlin Michaels was present for this discussion. Terman reported that all docu-ments were in order. On June 27, 2016, the County Planning and Zoning Commission approved the applications with the recom-mendation they be forwarded to the County Commissioners for final approval. A motion was made by Sanders, seconded by Olson to adopt Resolution 2016-20 approving the subdivision and rezoning requests as pre-sented. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk.

Next, the Board considered an application from Fred W. Johnston, III for a subdivision located in part of the Southeast Quarter of Section 8, Township 16 North, Range 48 West of the 6th P.M., Cheyenne County, Nebraska, containing 12.56 acres, more or less, known as the Johnston Subdivision; and, an application to change the zoning from Agricultural to Residential Estates. Steve Mattoon was present repre-senting Fred W. Johnston, III. Terman reported that all docu-ments were in order. On June 27, 2016, the County Planning and Zoning Commission approved the applications with the recom-mendation they be forwarded to the County Commissioners for final approval. A motion was made by Sanders, seconded by Olson to adopt Resolution 2016-21 approving the subdivision and rezoning requests as pre-sented. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None. County Attorney Schaub explained that accord-ing to the Cheyenne County Medical and General Assistance Guidelines, in order to be eli-gible for assistance, the assets of the decedent’s estate and/or income and resources of the responsible relatives cannot exceed the allowable fees which are $1,500. The Commissioners also noted that the vendor had already received a $1,000 pay-ment. A motion was made by Sanders, seconded by Olson to deny the application since the assets of the decedent’s estate exceed the allowable costs. Roll Call: Aye: Olson, Sanders,

Board regarding the noxious weeds in Cheyenne County. Brad Fraass from the Farm Service Agency spoke regarding the control of noxious weeds in CRP ground. Comments were heard.

The Board received a let-ter of resignation from Marvin Filsinger. Mr. Filsinger resigned from the Cheyenne County Fair Board effective July 11, 2016. Fair Board members Gerald Frerichs and Sarah Deaver were present for this discussion. A motion was made by Olson, sec-onded by Sanders to accept the resignation of Marvin Filsinger from the Cheyenne County Fair Board effective July 11, 2016. Roll Call: Aye: Sanders, Johnson, Olson. Nay:

None.Next, the Board discussed a

letter from Niki Rochlitz express-ing interest in becoming a mem-ber of the Cheyenne County Fair Board. Currently, there are 2 vacancies on the Fair Board. Mr. Frerichs stated that the Fair Board approved the appoint-ment of Ms. Rochlitz to replace Marvin Filsinger with the term to expire December 31, 2016. A motion was made by Sanders, seconded by Olson to appoint Niki Rochlitz to the Cheyenne County Fair Board with her term to run from July 18, 2016 to December 31, 2016. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None.

Next, Mr. Frerichs stated Autumn Ramirez from Cabela’s was inquiring as to the use of buildings and grounds at the Cheyenne County Fairgrounds. A motion was made by Sanders, seconded by Olson to table this matter until the August 1, 2016 meeting. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

At 10:15 A.M., a motion was made by Olson, seconded by Sanders to recess the Board of Commissioners and reconvene as the Board of Equalization. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None.

Floyd Virgil appeared requesting an extension of the application period for filing a homestead exemption. Assessor Pippitt was present. A letter had been submitted by Mr. Virgil with the request for extension. The Clerk read the letter into the record. County Attorney Schaub stated that on October 16, 2015, Mr. Virgil was con-victed of Making False Claim to Unlawfully Obtain Exemption, Class II misdemeanor. According to State Statute 77-3522, Mr. Virgil is disqualified to claim the exemption for a period of 2 years from the date of convic-tion. It was the recommendation of the County Attorney to deny the request of Floyd Virgil for an extension of the application period for filing a homestead exemption pursuant to State Statute 77-3522. A motion was made by Sanders, seconded by Olson to deny the request of Mr. Virgil based on the recommen-dation of the County Attorney. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None.

At 10:20 A.M., a motion was made by Olson, seconded by Sanders to adjourn the Board of Equalization and reconvene as the Board of Commissioners. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

Highway Superintendent Hart updated the Board on road activities.

There were no comments from the public.

There being no further busi-ness to come before the Board, Chairman Johnson declared the meeting adjourned at 10:35 A.M.
