OCTC Bookstore operated by Barnes & NobleThe bookstore is located on the Main Campus in the Campus Center lower level. Regular store hours: Mon-Thur 8AM - 5PM; Fri 8AM-1PM Hours vary during registration and between semesters. See calendar for details. The bookstore offers the required and recommended texts (including many used books) for all OCTC classes, a reference area, a selection of OCTC apparel, gift ideas and school supplies. The bookstore conducts a book buyback during fi nals week each semester. See the semester calendar for dates and times. Cash, checks and credit cards are accepted. Refund Policy:during the fi rst week of classes a full refund or credit will be given if books are returned in the same condition as purchased, accompanied by the receipt.
Guarantees for transfer studentsTransfer frameworks help students to begin their education at a two-year college, and then transfer to a public university in Kentucky - with the guarantee that ALL credits (taken in compliance with a framework) will transfer toward their program. A 60-hour framework has been designed for 183 different bachelor’s degree programs (majors) offered through Kentucky’s state universities. By following the guidelines outlined in the framework, a student can complete the fi rst two years of college without committing to a particular four-year university. With advance planning, the student saves time and money. More information and copies of specifi c frameworks may be obtained from academic advisors. A transfer framework has two basic sections: The General Education Component and the Specialty Component. The Gen. Ed. Component provides 48 credit hours from the categories of communications, humanities, social/behavioral sciences, natural sciences, mathematics, and institutional requirements.The Specialty Component allows students to take 12 hours of introductory courses in a major. The transfer framework for a major is a guarantee that the courses shown (or implied through the General Education Transfer Policy) will be applied to the degree requirements at the university awarding the degree. If students complete all the requirements for the framework,they are guaranteed that the entire 60-hour package will apply to the program at any Kentucky public university that offers the degree program. Deciding on a major is an advantage because it allows students to focus on classes which will directly impact educational plans. If students haven’t decided on a major, they should follow the general education requirements of the community college where currently enrolled or the university where they plan to enroll. Students don’t need to decide where they eventually want to earn their degree but, if they have decided, choices are easier. Use the transfer framework for the major in combination with the university catalog and advice from an advisor to plan a program. Consult an advisor, a counselor, and/or college catalogs to learn more about what is required for the major you plan to pursue. Each transfer framework has an effective date on it. The effective date applies to students who transfer in that year and to students who begin their college study in that year. Each framework remains in effect for fi ve years from its effective date. Some frameworks contain information about admission to certain programs. Students should check all requirements for individual programs and request the institution where you enroll to send the appropriate transfer certifi cation to the receiving institution. This document should accompany your transcript.

Fee payment drop boxes are available on each campus for your convenience. Note: Registration is not complete until fees are paid. The last day to pay tuition to avoid cancellation of registration is Aug. 18. Students receiving fi nancial aid should see a Financial Aid Counselor. Sept. 2 is the last day for reinstatement of students who failed to pay tuition and fees.
Fees: A $22 charge per course is assessed at registration for each KET televised course. A $50 charge per occurrence will be assessed for late payments. Delinquent accounts are subject to referral to an outside collection agency, which may charge additional fees.
Tuition Payment PlanStudents may choose to participate in the tuition payment plan. This plan managed by the Nelnet Business Solutions will allow students more fl exible payment options. There will be a $25 per semester, non-refundable fee for all students who sign up for the plan. Students must register prior to signing up for the payment plan. June 18 No down payment required. Four payments July - Oct. July 18 25% down payment required. Three payments Aug. - Oct. Aug. 18 50% down payment required Two payments Sept.- Oct.No payment plans will be accepted after Aug. 18. Tuition Refund PolicyFailure to offi cially withdraw from a class in the Student Records Offi ce will result in a fee payment penalty. Withdrawal Date: Amount of Tuition Refunded: On or before Aug. 22* 100% Aug. 23-Sept. 16** 50% After Sept. 16*** No Refund
* Students who withdraw on or before Aug. 22 will not be assessed tuition.** Students who withdraw Aug. 23-Sept. 16 will be assessed a 50% tuition penalty.*** Students who withdraw after Sept. 16 will be assessed a 100% tuition penalty.
Due to the Reauthorization of Higher Education Act, new refund regulations will be applied to Title IV aid recipients who completely withdraw during their fi rst semester, or stop attending and fail to offi cially withdraw from classes.

FAFSA on the Web – Students are required to fi le a FASFA every year in order to receive FA/Stafford Loans. FASFA applications are only valid for the regular school terms, Aug.-May, not the calendar year of Jan.-Dec. FASFA can be fi led on-line at www.fasfa.ed.gov or by call the FA offi ce at 686-4520 for an appointment.
Financial Aid Resources – OCTC participates in the following fi nancial aid programs: Federal Pell Grant; KY Cap Grant; Federal SEOG Grant; Federal Workstudy Program; America Reads and America Counts Workstudy Tutoring Programs; and the Federal Stafford Loan Program. OCTC offers many scholarship resources.
Financial Aid Processing and Check Disbursement - Financial Aid award dollars are disbursed for total enrollment status as of the census date each semester. If a student has been a full-time student in the Fall and a full-time student in the Spring, they will have exhausted their fi nancial aid funds for the school year. Summer classes should then be planned for accordingly. Check with FA offi ce to see if any additional OCTC summer funds are available. FA residual checks will be mailed to students approximately 4-6 weeks after the fi rst day of classes.
Student Loans – Stafford Loans are available to students who are eligible and meet the criteria. Students must have a GPA of 2.0 and be enrolled in at least 6 credit hours per semester. Students must complete the FASFA process, a Loan appplication, have a PIN number and meet with the OCTC Loan Offi cer. Allow 4-6 week for loan proceeds.
Mandatory Repayment of Financial Aid – Beginning Fall 2000 Federal Title IV regulations require students who stop attending classes to return all or a portion of Title IV grant or loan funds. The amount to be returned will be based on the actual number of days attended in the term. Students who stop attending classes, do not offi cially withdraw, or receive all failing grades (“E, F, Z, etc.”) MUST pay all or a portion of Title IV aid back at the end of the semester. Repayments of over-awards or repayments due to lack of attendance or withdrawal will be due to the Department of Education within 30 days of written notice.
Financial Aid and Bi-Term Courses – First bi-term courses are often prerequisites for classes held during the second bi-term. Students who do not receive a passing grade or drop such a prerequisite fi rst bi-term course must pay back any fi nancial aid disbursed toward the second bi-term course.
Financial Aid Policies and Procedures – It is a new policy of OCTC that any FA student who notifi es a staff member in the FA offi ce of the intent to cease attending classes will have, for the purpose of calculating the Return of Title IV funds only, provided offi cial notifi cation of “Intent to Withdraw” from classes. Students must still complete the offi cial withdrawl process in Sudent Records. All Federal, State and OCTC Financial Aid policies and procedures are kept on fi le in the FA offi ce for student viewing.
The Hope Scholarship - The HOPE “Scholarship” is not technically a “scholarship.” It is a tax credit available to eligible students during their fi rst two years of postsecondary education. The tax credit covers 100 percent of the fi rst $1,000 of tuition and fees, and 50 percent of the second $1,000 during the qualifi ed period. The tax credit is nonrefundable. To be eligible, a student must be enrolled in a degree, certifi cate, or other program leading to a recognized education credential. The student must be enrolled, at least half time. The HOPE tax credit applies for tuition and fees paid after December 31, 1997, and for education provided in academic semesters after that date. Eligible individuals will claim the credit when they fi le their federal income tax forms in April. See the Federal Income Tax Documentation or ask OCTC staff for information.

5FINAL EXAMINATION SCHEDULEAll in-class fi nal examinations will be given during fi nal examination period, Dec. 8-13, 2008. Any student with more than two exams scheduled on one day will be entitled to have an examination rescheduled. The student must submit a petition for rescheduling in writing to the instructor no later than one week prior to the last class meeting. The fi nal examination schedule is as follows: Mon. Tues. Wed. Thurs. Fri. Sat. Dec. 8 Dec. 9 Dec. 10 Dec. 11 Dec. 12 Dec. 13
All classes that meet once a week will have fi nal examinations at the usual meeting time during fi nals week. Instructors will announce the date and time of exams for those classes that meet at times other than those indicated.* Sat. classes will have exams during their regularly scheduled class time on Dec. 13, 2008.
Drop/Add ClassesTo drop classes, a student must:1. Pick up and fi ll out a drop/add slip from Student Services on any campus.2. Turn in the completed, signed slip to the Student Services offi ce on any campus.3. For classes dropped after midterm (Oct. 20), the instructor must sign the drop/add slip.4. Keep the student copy as a record of the change.
WithdrawStudents may withdraw from classes and automatically receive a grade of W after Aug. 22. The W grade indicates only that the student withdrew and does not affect his/her grade point average. After Oct. 20 the instructor may assign a grade other than W based on the instructor’s course policy regarding withdrawals. Students may not withdraw from classes after 12 noon on Dec. 5. Contact the Student Records Offi ce on any campus to offi cially withdraw.
Option to repeatStudents may request to repeat a course as necessary to improve a grade. Applications for the option to repeat are available in the Student Services offi ce on any campus. The application must be completed before classwork begins.
Delay or Cancellation of ClassesOCTC reserves the right to cancel any course without suffi cient enrollment. Students will be informed at the fi rst class meeting. Every attempt will be made to assist those students with schedule changes.
Weather Delays or CancellationA decision to cancel classes due to inclement weather will be made by 7 AM for day classes (8AM - 4PM) and 3:30 PM for evening classes (5:30 PM or later) when possible. If the weather causes a delay in opening the campuses, students should resume the normal schedule for classes at the time announced. (i.e. If campuses delay opening until 10 AM, students should report to their 10 AM classes at that time.) Students and employees are encouraged to check the web site, listen to the radio and television for cancellations instead of calling the switchboard. NOTE: The policy for off-campus classes is if the high school classes are canceled, the OCTC off-campus classes are canceled. Exceptions are made at the discretion of the instructor and administration.

Discover College is a collaborative program between nine area high schools and OCTC intended to give students the opportunity to earn college credit while still in high school. Discover College includes dual enrollment courses taught at OCTC and area high schools. The program also features an early college - where students split their day half at the college and half at their high school. Many programs include a job shadowing/internship experience. 31KENTUCKY EDUCATIONAL TELEVISION (KET)KET telecourses allow convenient access to higher education for those with busy work and home schedules. Studying is done independently by viewing video
programs supplemented with textbooks and study guides. The video programs are broadcast on KET (Owensboro Cable 12) but are also available at the
college's Learning Resources Center. Students are required to be on campus only for an orientation session and exams. Exams are scheduled evenings and/or
