Philpot that it val decided at • Stelring Committee meeting held some months ago to adopt a policy of the Board that rather than reading .11 petitionl lent to the Board during a Board meeting, to expedite matterl by having them referred to the Steering Committee for referral -to the proper Committee."

HR. KETCHAM said if his recollection 11 correct, at that particular meet ins of the Steering Committee when there was some discussion as to cutting dawn on the time involved in presenting new bu.ines. to the Board ~ that at that t~e the sugg.stion wa. made that no debate be held on new business presented by any member, and it wal a180 further brought up for consideration by the Steering Committel that at any time new bUliness was brought up that it must be brought up in writ ins and that a member in bringing this matter to the attention of the Board, be reltricted in hil debate.

HR. KETCHAM .aid at that time he categorically Itated that luch a procedure would be entirely ur~cceptable to both himself and tO ltbe Republican memberl of the Board. He said it wss hil recollection that no decilion was made at the Steering Committee meeting in question as to the presentation by any member of thi. Board when he wishe. to present new busine •• to the attention of the members.

It was MOVED and seconded that the above matter be referred to the PERSONNEL COH­MITTEE and placed on the agenda.

MR. KETCHAM objected to treating this matter lightly and informed the members that when the Board had appointed a Special Committee to inveltigate problem. CODnected with the Police Department that it had been handled by the Board it­le1f, acting a. a Committee of the Whole. He said he conlidered this matter to be just al important and that it should be acted upon by the entire Board.

MR. SIfANEN MOVED THE QUESTION. REFERRED TO THE PERSONNEL COMMITTE! and ordered PLACED ON AGENDA, with one "no" vote (Hr. Murphy).

HI. PHILPOT .aid he believes that somewhere in the meeting of the Committee, the orilinel purpole of hil resolution wal lo.t. He laid it mak •• no lenle to have money appropriated in the budget before the job Ipecification has been filled. He .aid perhaps the present Civil Service regulations do permit such. thing, but if that ia the case, he strongly recommends that those procedurel be changed. He said you first find out the nature of the job you want to fill and then you proceed to appropriate the money when you know the confines of the job.

HR. SCHWARTZ said he has a motion he would like to make at this time and i. addre.~ lin~ himself Ipecifically to the aecond item under the Perlonnel Committee concern ins the investigation. He read the following excerpt from the Charter:

He ssid in the Town of Greenwich, the qualifications for thi8 position are that the person vho fille thil position mU8t he a college graduate, but ia also admitted to practioe Civil Engineer­ing in the State of Connecticut. He said not only is the Deputy Commislioner required to practice Civil Engineering in the State, but also his two A8si8tant8 must meet this requirement. He said he aleo has the minutea of a meeting of the Per.onnel Com­miasion dated Tueaday, AprU 16, 1963-, and one paragraph says: "No action was taken on new position of Deputy Commissioner of Public Works, 8S Commission is awaiting job apecifications from Mr. Canavan.1I He said: IIAnd, what job specifications do wa have, gentlemen1"

81 IT RESOLVED by the Board of Representative. of Stamford, Connecticut. in accordance with the prov1..1ona of Chapter 99 of the General Statutel of Connecticut, that action shall be initiated far the amendment of the Charter of the City of Stamford, that there ahall be appointed A Charter Revision Commission in said City. to consider the petition presented by the Town and City Clerk on July 26, 1963; that the Commi •• l on shall con­aiat of nine (9) members and ahall aerve until March 1. 1964 and shall report to the Board of Representatives not later than ita January 6. 1964 meeting on any proposed amendments or reviaions which may be voted upon at a regular or special election.

Within thirty day. thereafter, the appointing authority shall hold at least one public hearing on auch report, and shall, within fifteen days after such hearing, make recommenda~ tiona to the Commission fo r 8uch changes in such report as it deems desirable; provided, if no such recommendations are made within 8uch fifteen days, the re­port of the Commission shall be deemed final.
