Program Background
• On November 14, 2012, City Council directing Sanitation to develop an Exclusive Franchise Implementation Plan (one hauler per franchise area)
• The Preliminary Plan was presented and discussed at three joint committee meetings
• Sanitation held a number of meetings with interested stakeholders including since October:
– Businesses and Business Associations
– Waste haulers and Hauler Associations
– Three focused meeting with hospitals
– Studios and representatives
• Sanitation also held an open house that focused on Franchise area development and zone map review

– Ordinance became effective May 28, 2014

11 Franchise Zones
• One contractor/zone
• Three small Zones (Downtown, East Downtown, and Southeast L.A.)
• Small zones will be awarded individually
Smaller Zones
• These are the Franchise Zones that will be individually awarded – These Zones cannot be
combined as part of any bundle.
– A proposer awarded one of these Zones will not be awarded any other Zone.
• Each of these “small” Zones contain between 1,000 and 2,000 accounts

• 1 Bundle determined by proposer (49% or fewer accounts)

• Carefully review the RFP and all Appendices
– A detailed proposal checklist is included, and required as part of the submission

• If applicable, one (1) unbound copy of the proposal with confidential material entirely blacked out; including statement of defense for actions brought against the CITY
• Two (2) electronic copies of the entire proposal, compatible with Microsoft Office Suite and /or Adobe Acrobat, submitted on a CD.
