PREVIOUS DECISION: Conditional Use Permit Case No: PCUP 2006-041 to allowconstruction of a single family residence on a site with an average current slope of approximately70%.
PROJECT PROPOSAL: Construction of2,142 square foot, three-story, single-familyresidence with 434 square foot attached garage. The lot is 7,600 square foot and is vacant with anaverage current slope of approximately 70%. The zone is R IR Floor Area District 11.
CEQA STATUS: Zoning Administrator adopted Negative declaration (PElF No. 2006-40) forthe project on December 7, 2007.
CONTEXT
GENERAL PLAN: Land Use Element: Restricted Residential. The project complies with theintent of the General Plan and Land Use Element.
ZONE: RIR-ll
ENVIRONMENTAL CONSTRAINTS: There are no existing Oak, Bay, or Sycamore trees on thesite or within 20 feet of the site.

DESIGN GUIDELINES:
Single-Family Neighborhood Analysis and Neighborhood Guidelines:
The property is located in the Brockmont Neighborhood, which is a "Woodlands" neighborhood.Homes are built prirnarily during 1920s and 1930s in the highly vegetated woodlands section of theCity. Mansionization has impacted the neighborhood. Although many of the homes are large in size,they are elegantly designed with quality material and construction. Mass and scale are the primary
concerns. Design Guidelines also stress the importance of architectural significance, landscapingquality, and unifonnity of streetscape.
Hillside Design Guidelines:
The following are some of the major concerns addressed in the Hillside Design Guidelines:• Loss of natural hillside character• Transfonnation of landfonns through mass grading• New development that does not blend with the hillside and is not in hannony with the
existing buildings in tenns of design, style, finishes, and heights.• Pitched roofs that do not follow the natural slope of the hillside.
Landscape Guidelines Hillside Development:
The intent of the Guidelines is to maintain essential natural hillside characteristics, such as majorland fonns, scenic qualities and open space. The Guidelines also recommend that all disturbed areasexcept for those containing structures and paved areas such as driveways, patios and paths, should bere-vegetated with low fuel, erosion controlling, fire retardant, and drought tolerant landscaping. Insome neighborhoods, mature street trees help with minimizing the importance of building height.

1. Site Planning:
The slope of the site influences the design and shape of the house. The driveway slops up to thestreet- facing garage and stone-covered retaining walls enclose the building on three sides. Thehouse consists of two relatively modest floors above a garage. The floors ten-ace back as the
house is built into a portion of the hillside. A side stair is also built into the slope, surrounded bystone veneer retaining walls, which become a "base" for the building. Landscaping has beenprovided, where possible.
2. Mass and Scale:
Building Height: The building will be 35 feet at its highest point, facing Nesmuth. At the back,the building will be a single-story at 12 feet, 7 inches in height.Setbacks: 17'-9" (street front), 10', 38' (interior). This meets and exceeds required setbacks.Floor Area Ratio: The proposed house will be 2,142 sq. ft. with a floor area ratio of 0.28.Houses in the area range in size from 1,569 to 3,512 square feet. Although the zone allows a40% floor area, due to the slope of the site, allowable FAR is reduced to 30%.
The proposed design nestles the house into the hillside. The first floor and the garage are builtinto the hill and the TWo-story cO/lfiguration appears to follow the slope of the site, as imendedby the Hillside Design Guidelines. The building appears modest in scale, primarily because asignificam portion of each floor is built into the hillside. This is clearly shown in the buildingsections and elevations.
3. Design:
The proposed design follows the contour of the site and materials such as stone veneer (coveringretaining walls and garage entry wall) makes the building appear a natural part of its surroundinghill. Stairs are curved into the hillside and the front balconies are reminiscent of Mediterraneanterraced houses. The house is one-story at the back and the roofline follows the slope of the site.
Due to slope of the site, the building is not visible from all angles and its relation to the adjacenthomes is not the same as if it was adjoining houses on a flat site. The neighboring propel1ies area mixture of nicely-designed large houses in a variety of styles.The proposed house fits well within the neighborhood. Due to the location of the site andsurrounding hills, buildings, including the subject house, are not totally visible from alldirections in this neighborhood.
The landscape plan proposes a great number of plants which far exceeds the existing vegetationon the site as shown on the landscape plan. This helps the building to integrate into its naturalsurrounding. The majority of the trees proposed on the landscape plans are consistent with theLandscape Guidelines for the Hillside Development. Approximately half of the proposedshrubs/ground covers are consistent.
The proposed windows are wood divided-light casement, which is typical of the Mediterraneanstyle. The window sizes have been modified to be more appropriate to the style and scale of thehouse.
Proposed materials include; S-Mission concrete tile roofing, stucco, painted aluminum railings,wood window frames with trim, and stone.
The proposed details and materials are consistent with the Mediterranean-eclectic style, and thebllilding appears to fit this handsome and eclectic neighborhood.
Staff Comments:
Through dialogue with staff, modifications have been made to the desib'Tl, providing an elegant andconsistent style.
The new house is an interesting building with details consistent with the proposed style, andmaterials of high quality. The mass and scale appears modest, and is appropriately built into thehil1side, responding to the slope of the site as intended by the Hil1side Design Guidelines.
Staff recommends approval of the project.
