DOVER STREET SANITARY PUMPING STATION MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT
Why is this Study being Undertaken?
Purpose of the Study
• The City of Cambridge has initiated a Municipal Class Environmental
Assessment (EA) Study to assess the preferred sanitary servicing
strategy for existing and future servicing needs within the Dover
Street Sanitary Pumping Station (SPS) catchment area.

Study Context
• The Dover Street Sanitary Pumping Station was constructed in 1968;
the station currently has condition and operational constraints
• The station is required to service the catchment of existing residential
and business properties within a 900 hectare service area
• The City of Cambridge is planning for future development which will
result in additional sanitary flow in the existing system and to the SPS
• The City must determine if the existing pumping station can
accommodate existing and future servicing requirements

Municipal Class EA Process and Consultation
The study follows the Municipal Class Environmental Assessment
process as outlined in the Municipal Engineers Association (MEA)
Municipal Class Environmental Assessment (Oct 2000, as amended in
2007, 2011 and 2015).
This study is being undertaken as a Schedule “B” Class EA which
involves completion of Phases 1 and 2 of the MEA Municipal Class EA
process.

Study Overview
Step 1 - Understand Existing Conditions
• Undertake condition assessment of the
facility
• Establish existing capacity and flow
• Understand existing environmental
features
This step confirmed the need for extensive
upgrades
Step 2 - Assessment to Identify and
Recommend Servicing Solution
• Establish capacity/servicing requirements
to meet existing & future needs
• Develop & evaluate servicing options
• Complete Class EA requirements
• Develop Implementation Plan
This step identified and evaluated a range of
options to address existing deficiencies and
future needs

Evaluation of Servicing Alternatives
7.NEW PUMPING STATION
Construct new pumping station
adjacent to existing SPS
RECOMMENDED? NO
• Most costly alternative
• Longest construction time/traffic
impact
• Does not maximize use of
existing station
4.FACILITY REFURBISHMENT
Refurbishment of existing station
to meet standards
RECOMMENDED? NO
• Little opportunity to improve existing
site and building
• Does not address existing O&M issues
• More difficult to operate during
construction
• No increase in emergency storage
5.NEW CONTROL BUILDING ON EXISTING
FOOTPRINT
Refurbishment of existing wet well and dry well +
construction of new control building on same footprint
RECOMMENDED? NO
• More difficult to operate during construction
• No increase in available emergency storage
• Does not address existing wet well O&M issues
6.NEW CONTROL BUILDING ON NEW FOOTPRINT
Convert existing wet well and dry well into single wet well +
construct new control building on alternative footprint
RECOMMENDED? YES
• Opportunities to construct control building outside of floodplain
• Eliminates need for new well
• Reduces potential environmental and socio impact
• Provides increased emergency storage and provides
opportunity to improve O&M
• Presents optimum capital and lifecycle costs
SELECTION OF PRELIMINARY
PREFERRED ALTERNATIVE
Option 6: New Control Building
on New Footprint
PASS / FAIL CRITERIA
