    Thank you for your continued commitment to our city. I deeply appreciate that yourFoundations are not only generous but also strategic in their investments to leverageresources and create positive, measurable and durable outcomes.

    I know you are aware of the Councils initiativewith Mayor Murrays strong supporttoprovide high-quality, universal preschool to all of Seattles three and four year old children.Of the approximately 13,000 three and four year olds living in Seattle, we estimate that asmany as 4,500 (about one-third) are not enrolled in formal preschool or child care. Of thosewho are enrolled, many are not in programs we would regard as high-quality, a critical factorin achieving sustainable benefits.

    With the federal and state governments unlikely to fully fund high-quality preschool any time

    soon, we have moved ahead:

    In September, the Council unanimously adoptedResolution 31478,which establishes ourgoal of making voluntary, high-quality preschool available and affordable to all of Seattle'sthree and four year old children and outlining a plan to get it done.

    The Council allocated $650,000 in the 2014 budget tojumpstart the developmentof thePreschool for All action plan andexpand professional developmentfor preschoolproviders.

    The Council unanimously agreed to thecreation of a new Department of Education & EarlyLearningto elevate and integrate the citys various early learning efforts.

    While the research clearly shows that investing early yields the best results for children andfor society, its important thatkey leaders see the positive results firsthand.

    Thats why I am organizing a critical study mission to take you and 35 other policymakers,education and business leaders, and other stakeholders to see the successful universalpreschool programs in Boston (Dr. Jason Sachs) and Jersey City, New Jersey (Dr. StephenBarnett). While on the East Coast, we will also go to Washington, D.C. to advocate for

    increased funding and flexibility from congressional and Obama Administration officials. Thetrip is tentatively planned for Monday,March 3 through Thursday, March 6, 2014.

    The Seattle Metropolitan Chamber of Commerce has generously agreed to handle the complextravel arrangements and logistics, as they effectively and efficiently do each year for theirdomestic and international study missions. The Alliance for Education has agreed to lend theirsupport in identifying key stakeholders who may want to participate in the study mission andto be the fiscal agent for the study mission.

    I hope to gain your support as well. Due to the large investment the city government alreadymade to jumpstart the planning effort during our budget process, we pledged to obtainprivate and foundation funding for this study mission.

    We estimate the trip will cost $69,300, about $1,980 per person, a figure that includesairfare, hotel accommodations, meals and ground transportation. Some study missionparticipants will be able to pay their own way, but most will not, and thats why Im asking ifyour Foundation would be willing to offset the costs through the Alliance for Education. I willbe reaching out to you shortly to see if your foundation is able to make such a commitment.

    In preparation for the trip, the Council is bringing nationally renowned researchers Dr.Hirokazu Yoshikawa from New York University and Dr. Christina Weiland from the Universityof Michigan to Seattle on Monday, February 3, 2014. Drs. Yoshikawa and Weiland will brief theCity Council at 9:30 a.m. on new research that establishes the strong evidence base thatuniversal preschool is a wise and prudent investment.1At Noon on February 3, bothresearchers will present their findings at a private luncheon sponsored by the Alliance forEducation. You will receive an invitation to this lunch soon. That evening they will briefselect members of the Washington State Legislature during an invitation-only dinner inOlympia.

    I think we can all agree that investing early is the right thing to do for our children and ourcity. I hope you can help us to make high-quality, Preschool for All a reality in Seattle byagreeing to underwrite the costs of the March study mission.

    1. Executive SummaryProvide a brief summary of the investment.

    The Seattle City Council is on record supporting high-quality voluntary universal preschool with the passage ofResolution31478in September 2013l. A delegation of local early learning leaders is planning a fact-finding missionfrom March 3 through March 6, 2014 to two highly regarded preschool programs on the Eeast cCoast. The trip willalso include a visit to Washington, DC, to meet with key members of our congressional delegation and top educationofficials at the U.S. Department of Education and the U.S. Department of Health and Human Services. The missionwill enable local policymakers and thought leaders in education to examine firsthand the evidence-based, bestpractices of high-quality early learning at scaleand apply those lessons to Seattle.

    Some of the intended participants in this trip are associated with organizations with limited budgets that cannotafford to support their travel. The Alliance for Education submits this request on behalf to help efforts led in part by ofthe office of Seattle City CouncilmanPresident Tim Burgess (the chairmanof the Councils Education andGovernance Committee and Chair of the Families and Education Levy Oversight Committee. . . . .) so that fundscan be available to pay the travel-related costs of approximately 5employees ofnonprofit and/or school districtemployees organizations who could not otherwise afford to participate in the mission.

    2. Describe the charitable purpose of this work. (1-2 sentences)

    This study mission will inform the design of a voluntary, high-quality, universal preschool program in the City ofSeattle that could serve as a model for other jurisdictions and improve outcomes in K-12 public education andbeyond. The intended beneficiaries of the travel support are key planners in their respective contexts and arerespected for their thought leadership and influence both inside and outside their organizationson educationmatters. Their participation is critical to the collective advancement of the groups learning and objectives.

    3. Problem StatementDescribe the problem, why it is a problem, and wh o is impacted by the pro blem. What specif ic elements of

    the problem is th is inves tment t ry ing to address?

    According to aGap Analysisrecently completed by the City of Seattle, there are over 12,000 three and four yearolds in Seattle; over 25% of them are not enrolled in preschool or formal child care. Moreover, of those enrolled inpreschool or daycare, it is estimated that many are not in programs using evidence-based best practices tooptimize the building blocks for learning. Yet there is compelling evidence that, at ages younger than 5, childrensbrains are developing at a rapid rate and, therefore, learning opportunities at those earlier ages are critical for latersuccess in the K-12 system and beyond. Evidence suggests that the benefits of early learning are sustained onlywhen the learning is of high-quality, yet this requires a relatively large investment of resources to achieve atscale. Local policymakers and stakeholders (many of whom cannot afford to participate in a trip to the east coast)are more likely to consider the investments and policy infrastructure required if they directly witness high-qualitypreschool at scale, such as the models being implemented successfully in Boston and New Jersey.

    In Boston, the delegation (including the beneficiaries of the support requested from BMGF) we will be hostedby Dr. Jason Sachs, the Director of Early Childhood Education for Boston Public Schools. A rigorous

    evaluationof the Boston preschool program published in 2013 showed that the evidence-based program ishighly cost-effective and equips children with skills required for success in elementary school and beyond.

    In Jersey City, the delegation will be hosted by Dr. Steven Barnett, the Director of the National Institute ofEarly Education Research (NIEER) at Rutgers University. Dr. Barnett helped to design and implement theprogram. He is recognized is a national expert on preschool programs in all 50 states. To advise the city ondesigning anAction Plan for Preschool for Allin Seattle, the city recently awarded a consultant contract to astellar team of experts which includes Dr. Barnett.

    In Washington, DC, the delegation will meet with key members of our congressional delegation and topeducation officials at the U.S. Department of Education and the U.S. Department of Health and HumanServices to discuss best practices and the potential braiding of multiple early education funding sources.

    Local policymakers and stakeholders (many of whom cannot afford to participate in a trip to the east coast) aremore likely to consider the investments and policy infrastructure required if they directly witness high-qualitypreschool at scale, such as being implemented successfully in Boston and New Jersey. Seattle policymakershave seen this strategy work effectively with other large policy initiatives. Yet, if only those who can afford to

    attend participate, important local stakeholders who have been intricately involved in the local policy effort couldbe excluded from the collective learning and other benefits of the study mission.

    5. Risk Mitigation:As needed, describe any significant risks to the success of this project and how you plan toaddress them.

    A key risk would be participants to concludeingthat it would be acceptable to direct additional public resources toan intervention NOT based on evidence-based best practices are not necessary to successfully the provide high-quality learning opportunitiesneeded to have positive outcomes in the K-12 school system and beyond. This fact-finding mission is designed, however, to address this by enabling local policymakers and stakeholders (includingthose who could not afford the trip without financial assistance) to see high-quality at scale in Boston and JerseyCityand engage with the leaders of those programs. In addition, Resolution 31478 passed by the City Council inSeptember 2013 explicitly calls out the intent of the voluntary universal preschool program to be high-quality only.

    6. How Well Work Together: If the foundation agrees to fund this work, please suggest how foundation staffmight work with you as a partner to achieve the intended outcomes. You may indicate minimal staff support, any

    specific issues that will likely need on-going discussion, regular communications, or other information that will helpestablish mutual expectations and assist with implementing the proposed work.

    We have invited David Bley and Jodi Haavig from the Bill & Melinda Gates Foundation to participate in the studymission. This will foster the ongoing partnership directed at achieving the intended outcomes. We understand thatMr. Bley is registered for the trip.

If the participants are limited to those who have the resources for the trip, important stakeholders whohave been intricately involved in the local policy effort could be excluded from the direct exposure, collective learning,and other benefits of the study mission.

    4. Risk Mitigation

    As needed, describe any significant risks to the success of this project and how you plan to address them.

    A key risk would be participants concluding that evidence-based best practices are not necessary to successfullyprovide high-quality learning opportunities. This educational mission is designed to address this by enablingparticipants to see high-quality at scale in Boston and Jersey City and engage with the leaders of those programs. Inaddition, Resolution 31478 passed by the City Council in September 2013 explicitly calls out the intent of the voluntaryuniversal preschool program to be high-quality only.

    If the foundation agrees to fund this work, please suggest how foundation staff might work with you as a partner to achieve the intendedoutcomes. You may indicate minimal staff support, any specific issues that will likely need on-going discussion, regular communications,

    or other information that will help establish mutual expectations and assist with implementing the proposed work.

    We have invited David Bley and Jodi Haavig from the Bill & Melinda Gates Foundation to participate in the studymission. This will foster the ongoing partnership directed at achieving the intended outcomes. We understand that Mr.Bley is registered for the trip. Leaders of this initiative would welcome ongoing involvement of BMGF representatives inpolicy discussions moving forward.
