COORDINATION COVID-19 WORKPLACE COORDINATOR: The Event Coordinator in her dual role as the

Covid-19 WorkPlace Coordinator has been attending meetings regarding COVID updates in the State and the vaccine distribution plan. If any of you have any questions or concerns, feel free to reach out to Meghan Weiss ([email protected], 719-492-

VACCINE UPDATE: Everyone above the age of 16 is now eligible to sign up to receive the vaccine in Colorado and those 12 and up get the Pzifer vaccine. 14 donations and because they divide whole blood donation into 3 separate parts, as

many as 42 lives were transformed through your blood donations! Our next drive will be

SUMMER CONCERT SERIES: The Chamber of Commerce’s 2021 Summer Concert

Series is back at Soda Springs Park! There is a concert every Monday and Thursday

evening at 7pm throughout the summer. Be sure to check out this free event!

LIBRARY LAWN CONCERT SERIES: The PPLD’s Library Lawn Concert series starts

again this upcoming Wednesday, July 7th at 6pm on the Library Lawn. Concerts are free

and open to everyone!

FINANCE

DEPARTMENT KEY PERFORMANCE INDICATORS: For week of June 21 - June 27, 89 payments were

processed by Accounts Payable Clerk totaling $556,403. The Utility Clerk processed 225 delinquent notices and 4 turn offs and 1 business license. Payroll processed 102 deposits totaling $141,705.

FIRE

DEPARTMENT THIS WEEK the Manitou Springs Fire Department (MSFD) responded to 23 Incident

Responses. There were 20 medical related incidents and 3 Fire/Hazmat/Other related

incidents. The Fire Department responded to 1 incident at the Incline/Barr Trail.

The Fire Department offered 2 hours of general firefighting skills training with a total of 14

staff participation hours.

HUMAN RESOURCES HIGHLIGHTS: HR Staff continues work on Performance Pro training, employee manual

audit, and the monthly employee newsletter. Staff completed an audit on Police employee

files, SHRM Governmental Affairs training, and PICORI tax information was submitted to

Finance for July payment under the Affordable Care Act.

RECRUITING: In the process of completing 2 probable new hires for Public Works and

NEIGHBORHOOD

SERVICES HIGHLIGHTS: Several tree and weed issues are being handled, graffiti, property and

business repairs are being issued. Staff handled 21 phone calls, 9 See Click Fix issues

and two are still open.

PARKING AND

MOBILITY CITATIONS: Over the past week, the Parking & Mobility Officials have issued a total of

317 citations totaling $16,370.00. Of those citations, the biggest violators were:

PARKING TRANSACTIONS: This week there were 11,315 parking transactions for on-

street parking and parking lots including Wichita Lot, Smischny Lot, Canon Lot, and 50%

of Barr Trail Lot, equaling to $34,616.98 of parking revenue. The Hiawatha Lot had 1,500

transactions for a total of $6,263.75 in parking revenue.

PARKS AND

RECREATION PARKS & CEMETERY Parks fixed several breaks in the irrigation lines on Manitou Ave.

and replaced the pavers that had to be removed for the repair. Staff fixed an irrigation line

that had been damaged during the planting day in Schryver Park in the “Gnome” bed.

Turned on the irrigation at Shoshone Springs. Staff also trimmed along the fence line in

Mansions Park next to Lovers Lane. Parks staff removed the water fountain in Mansions

Park. It has not been functional for some time and was damaged beyond repair. Parks

brought mulch to the pollinator bed at Mansions Parks for their planting day. The water at

town clock was turned on.

POOL: Staff attended and conducted a monthly in-service training. Staff is working to

make repairs on the indoor hot tub pump. Staff made general maintenance repairs

throughout the building.

PLANNING BOARDS AND COMMISSIONS:

Open Space Advisory Committee: The Open Space Advisory Committee held a

Regular Meeting on June 28, 2021, and forwarded two recommendations for appointment

on the Committee, one for Regular Membership and the other for an Alternate

Membership, approved payment of invoices for work performed on behalf of the

Committee, and discussed various ongoing projects and trail maintenance. The next

Regular Meeting is scheduled for July 26, 2021.

COMMUNITY DEVELOPMENT AND KPI REPORT: The May 2021 Numbers have been

calculated. There were 42 Property Improvement Permits Issued for a total amount of

$6,833.06 in taxes and fees being collected. There were three (3) Planning Commission

Applications received and scheduled for Public Hearing and one (1) Administrative

Application received for a total of $3,525.00 in fees to be collected. There was also one

(1) Historic Preservation Commission Application received, totaling $100.00 in fees to be

collected.

CARNEGIE LIBRARY: Staff and architectural design team held a community meeting to

discuss 3 updated design concepts. Over 50 community members participated. The

recording of the Zoom meeting is now posted at the City’s project page for the Carnegie

Library. Task Force and staff have begun working with the Capital Campaign Counsel to

develop the fundraising strategies and project budget.

POLICE

DEPARTMENT CALLS FOR SERVICE: Over the last week, the Manitou Springs Police Department

(MSPD) handled 245 Calls for Service resulting in 20 case reports.

Most frequent call types:

• 51 traffic stops

• 16 suspicious incidents

• 31 citizen contacts

• 13 welfare checks

Our officers assisted the El Paso County Sheriff’s office on 18 Calls for Service.

NOTABLE CASES:

06/24/2021 03:45 •STOLEN VEHICLE RECOVERY

Comments: Officers observed a suspicious vehicle in the alleyway by the Santa Fe Motel Parking Lot. The vehicle had been reported stolen and was towed for safekeeping until it could be returned to the owner.

06/24/2021 04:54 •AMPHETAMINE POSSESSION •POSSESSION OF WEAPON

Comments: Officers found a male party unconscious in the driver's seat of a vehicle parked at the La Fun Motel. Upon contacting the party, officers observed a firearm, detained the suspect, and found evidence of narcotics. The suspect was arrested on scene for possession of controlled substances among other charges.

06/25/202119:50 •POSSESSION OF WEAPON •CONSPIRACY TO DISTRIBUTE HEROIN

Comments: Officers conducted a traffic stop on a vehicle in the 300 block of Manitou Ave. for failure to display valid registration. The driver was cited for multiple traffic offenses. One passenger was arrested for felony warrants while another passenger was arrested for multiple charges, including felony drug possession, possession of a firearm by a previous offender, and unlawful possession of controlled substances in for sale amounts. Controlled substances and a firearm were recovered from the scene.

Comments: Officers, after responding to another incident, encountered an intoxicated male in the 900 block of Manitou Ave. The male party was found to have several felony

warrants, was arrested, and was found to be in possession of brass knuckles which are illegal. The male party was transported to jail.

06/27/2021 03:21 •CRIMINAL TRESPASS

Comments: Officers were dispatched to criminal trespass in progress at the coin laundry at 521 Manitou Ave. Officers found a male party asleep inside the business. He was found to have a felony warrant and was transported to jail.

06/28/2021 09:04 •DISORDERLY CONDUCT/ASSAULT

Comments: Officers responded to 966 Manitou Ave for a report of a male party yelling and threatening people. Officers contacted the party and interviewed several witnesses. The party was cited for disorderly conduct and assault.

06/28/2021 14:40 •CRIMINAL MISCHIEF

Comments: Officers responded to a reported traffic accident near the intersection of Washington Ave. and El Paso Blvd. that after investigation was determined to be a criminal mischief involving a bicycle and a vehicle. A male party was arrested and transported to jail.

06/30/2021 05:52 •AGGRAVATED ASSAULT

Comments: Officers were notified of a domestic that occurred in the 100 block of Manitou Ave. Upon further investigation, it was determined an aggravated assault occurred between two parties who were involved in an intimate relationship. One party was arrested and taken to jail.

06/30/2021 14:56 •PROTECTION ORDER VIOLATION

Comments: Officers were dispatched to a violation of a restraining order. The suspect had been arrested for violation the protection order earlier in the month as well. Officers contacted the suspect, who admitted to the violation. The suspect was arrested for stalking as well as violation of a protection order.

06/30/2021 12:36 •THEFT

Comments: On 6/30, Officers responded to a theft of jewelry at the address of 738 Manitou Avenue. Limited suspect information was available.

06/30/2021 18:00 •VEHICLE IMPOUND - PUBLIC IMPOUND REQUEST

Comments: On 06/30/2021, at approximately 1800 hours, in the 100 block of Ruxton Ave, a vehicle was towed from the street due to several unpaid parking tickets.

06/30/2021 23:57 •CRIMINAL TRAFFIC VIOLATION

Comments: During a traffic stop, officers found a vehicle was being operated uninsured and with fictitious registration. The operator was cited appropriately, and the false plate was seized.

WASTE CONNECTIONS MEETING: The Deputy City Administrator, Public Works Director, and Public Information and

Engagement Officer held a meeting with the Waste Connections District Manager,

Operations Manager, Sales Manager, and Route Supervisor to address concerns over a

lack of communication and missed pickups for commercial customers of Waste

Connections. During the meeting, call volume, points of contact, expedited processes, as

well as solutions to common issues were discussed.

Afterwards, the group walked downtown Manitou Springs to discuss certain areas that

require specific attention. City Staff was pleased with the meeting and look forward to

working with Waste Connections Management in the future.

PUBLIC

WORKS ADMINISTRATION / GRANTS:

• FEMA Flood Recovery – Working on documentation closeout by Grant Administrator.

• GFL Trash/Recycle Contractor – If you would like to change your service or verify your account information, please contact GFL at 719-633-8709.

• CDBG Grant Canon and Park Avenue –Work will proceed on or around the first week of August through the third week of September.

• CDBG Grant – Submitted grant application for CDBG El Paso County funding for Sidewalk, ADA and Drainage Improvements on El Monte, a major route to school. Awaiting final approval from the El Paso Grant Administrator.

• USFS Permits for Reservoir – GIS mapping complete, awaiting finalization of permit with United States Forrest Service.

• Parks & Facilities Capital Improvement Plan –Plan is 80% complete while more detail was requested by City Council regarding recommendations. Draft plan can be found on the city website at https://www.manitouspringsgov.com/599/_Parks-and-Facilities-Capital-Improvemen

CITY ENGINEERING: • MAPS – Wildcat has set up a more permanent lane configuration that allows them

to start to reconstruct the roadway. They intend to start on the southern edge,

near Park Avenue, and work their way North, along the western side of the

roadway. On-street parking will be impacted. Any residents that are impacted and

have not already chatted with the project/City Staff about alternate parking options

can contact the City’s PIO for help.

• Sanitary and Water Repairs at Clarksley/Mountain View – All of the utility work

is complete, final paving remains on Mountain View, from Clarksley to

Southerland.

• Soda Springs Park – The stone slabs and play structure are installed. The

contractor is planning to pour concrete and let it cure over the 4th of July weekend.

• Ruxton Avenue – The kick-off meeting is scheduled for the second week of

July.

• Creek Walk Trail (Phase 3) – The City is working with a local consultant to prepare

right-of-way plans per CDOT requirements. The two needed title commitments

have come back from the title company and are now with the consultant for

processing.

• Creek Walk Trail (Phases 4 and 5) – The kick-off meeting will be scheduled for

the second week of July.

• Water Treatment Plant Mini-hydroelectric Project – The rerouted pipe section

is complete, and the contractor is assembling the hydropower system. One

additional pipe elbow is needed, and the contractor is just waiting for the part to

arrive to finish assembly.

• CSU Gas Line Work – Work is scheduled to continue East on Manitou Avenue

under the US24 bypass bridge as it makes it way down to Becker’s Lane.

• Becker’s Lane Project – A significant amount of curb and gutter is installed, and

the asphalt contractor is scheduled to be out there the second week of July.

• Manitou Springs Fire Station Driveway – Bids were opened on Thursday, July

1st.

• Hiawatha Gardens – The demolition contractor has finished un-stiching the

building and as of now, there are defined separation lines on the North, East and

West sides of the building. CSU is cutting off the gas line on 6/30. Once

completed, the track hoe will mobilize in to begin removing the debris.

• Manitou Incline – Manitou Staff have shifted the meetings with the City of

Colorado Springs to a monthly frequency. Recently, which is now possible

because of the Free Incline Reservation System, the number of reservations have

‘dialed up’ in the morning and inversely ‘dialed down’ in the afternoon. The total

number of daily reservations allowed has not changed. This better matches the

parking availability at Hiawatha.

1125 reservations a day (remains unchanged)

6:00 am - 10:30 am 65 reservations per 30-minute session, (Dialed up)

10:30 am – 2:00 pm 45 reservations per 30-minute session, (Stays the same)

2:00 pm - 6:30 pm 25 reservations per 30-minute session. (Dialed down)

FACILITIES / CUSTODIAL: Janitorial staff cleaned and sanitized all city bathrooms and

facilities every day. Arrived work at 5:30 am to empty trash at the 2-incline bear saver

trash cans that are not accessible to the trash company. Worked with the on-call staff to

empty trash over the weekend. Assisted Public Works mechanic with changing a tire on

the water truck after one of our staff members hit a storm drain filter that had a piece of

metal sticking out of it. Repair a leaking toilet in the Ladies room at Soda Spring rest room.

It would not stop running after it was flushed. Covered up graffiti in the skate park rest

room and removed graffiti from the kiosk mounting unit at Wichita Parking lot. Attended a

stop work safety meeting where we discussed the use of stop cards when unsafe work

practices are believed to be occurring. Worked on the Barr trail drinking fountain to get it

functioning properly and worked on Soda Springs drinking fountain repairing the water

supply line. Work is still on-going there. Power washed the Soda Springs pavilion after

the poetry and Pottery event, so it was clean for the Thursday night concert.

STREETS / STORMWATER: Filled 4 potholes on Fountain Place. Some of these potholes,

coupled with heavy traffic were formed due to heavy rains passing through the area as

this is the rainy season. Performed an asphalt repairs from a past water main break at

Duncan Avenue and a stormwater conveyance repair at 201 Duncan Ave by concreting

in a new pan. Crew cleaned out debris from several storm drain trouble spots as well as

inspecting and cleaning multiple culverts and storm drains throughout the city. Storm

drains are an integral part in a sophisticated system that has been designed and

engineered to take all the floodwaters and run off from rainstorms and channel it safely

into the cities drainage systems. Without storm drains we’d have to deal with flooded

areas frequently during bouts of severe rain. Storm drain systems can routinely get

clogged with mud, sticks, garbage, and a whole manner of objects that find their way

through the grates and into the storm drain system. The streets crew cut crosswalk

signposts at city hall to half the height to eliminate excessive sign pole blockage

and trimmed back branches that were obstructing the view of traffic signs on Manitou

Ave. Shop repaired the concrete curb at 6 Sandra Lane that was torn out during a water

main repair. We removed trees from the creek that were felled by a beaver and hung a

new banner across Manitou Avenue at the Chamber of Commerce.

WATER / SEWER: Completed required water meter readings while finishing 14 work orders,

and 12 water/sewer locates for residential plumbers and construction companies in town. Performed preventive maintenance at trouble spots that we visit every month to assure free flow. This maintenance was performed at Crystal Park Road where 400 foot of sewer line was flushed and inspected for free flow of waste products. Again, assisted the parking department with installation of poles for the way finder signs that will display occupancy of Manitou Springs Public Parking lots. Wayfinding refers to information systems that guide people through a physical environment and enhance their understanding and experience of the space. We planned and poured concrete curbing at 1 Via Loma and 8 Sandra both for restoration of past water break repairs. Met with a contractor to receive a bid on repair of the in-line valve going into Crystal Hills water storage tank. Also, the water shop shut down Shoshone Mineral Spring for cleaning and then restored it to norm operations. Removed heavy steel road plates from Manitou Ave that a contractor had left after his contracted work.

This week, the City Administrator facilitated the Parking Board meeting, met with

members of management staff to prepare for the mid-year goals and accomplishment

updates to Council, and hosted the quarterly City Manager’s luncheon at Miramont

Castle.
