On November 7'h, 1995, pursuant to the authority granted by Section 91.103 of the Los Angeles Municipa l Code, the Department of Building and Safety ( the "Department") investigated and identified code violations at: 1751 W 64u' St, (aka: 6326 S Western Ave., Los Angeles, California (the "Prope1ty"). A copy of the title repmt which includes a full legal description of the property is attached as Exhibit A.
Fol lowing the Department's investigation an order or orders to comply were issued to the property owner and all interested patties. Pursuant to Section 98.04 1 I (a) the order warned that "a proposed noncompliance fee may be imposed for failure to comply with the order within 15 days after the compliance date specified in the order or unless an appea l or slight modification is filed with in 15 days after the compliance date." The owners failed to comply within the time presc1ibed by ordinat1ce. The Department imposed noncompliance fee as follows:

Purs uant to the authority granted by Section 7.35.3 of the Los Angeles Administrative Code, it is proposed a lien for a total sum of $ 1,715.87 recorded against the property. It is requested that the Honorable City Counci l of the City of Los Angeles (the "City Council") designate the tinle and place protest can be heard concerning this matter, as set forth in Sections 7-35.3 and 7.35.5 ofthe Los Angeles Admin istrative Code.
It is further requested that the City Counci l instruct the Department to deposit to Dept 08, Fund 48R, Balance Sheet Acco unt 2200, any payment received against this lien in the amount of $ 1,715-87 on the referenced property. A copy of the title report which includes a full legal description of the prope1ty is attached as Exhibit A. A list of all the names and addresses of owners and all in terested patties entitled to notice is in cluded (Exhibit B) . Also attached is a report which includes the current fairmat·ket va lue of the property including all encumbrances of record on the property as of the date of the report (Exhibit C).

REVISED STATEMENT
REGARDING PROPERTY LOCATED WITHIN THE WESTERN SLAUSON RECOVERY REDEVELOPMENT PROJECT AREA, ADOPTED BY THE CITY COUNCIL OF THE CITY OF LOS ANGELES, CALIFORNIA ON MAY 14. 1996 BY ORDINANCE 171,063 AND THE APPLICABILITY OF EMINENT DOMAIN ON THAT PROPERTY
California Health & Safety Code, Section 33373, subparagraphs (a) and (b) , requires redevelopment agencies to record a statement with their county's recorder within 60 days of the adoption of a redevelopment plan describing the land within the project area and a statement that proceedings for the redevelopment of the project area have been initiated under this part. If the redevelopment plan authorizes the agency to acquire property by eminent domain, the statement shall contain a prominent heading in boldface type noting that the property that is the subject of the statement is located within a redevelopment project; a general description of the provisions of the plan that authorize the use of eminent domain by the agency, and a general description of any limitations on the use of the power of eminent domain contained in the redevelopment plan, including, without limitation, the time limit for the use of eminent domain as required by California Health & Safety Code, Section 33333.2
Section 33373(c) requires that for redevelopment plans adopted on or before December 31, 2006, that authorize the acquisition of property by eminent domain, the agency shall, on or before December 31, 2007, cause a revised statement to be recorded with the county recorder containing all of the information revised statement containing the requirements of subparagraphs (a) and (b), noted above.
