We wish again that for you the year 2014 will be one of prosperity, joy and peace.

The Interamerican Scout Committee (ISC) 2013-2016 began working at its first meeting held in Panama City on 17 & 18 January this year. This session had a special atmosphere, as different work groups were formed and in conjunction with our Regional Office the Committee determined the priorities for the coming years.

We here share the issues discussed in our session. It is our desire to improve communication processes and above all, respond positively to the trust that every National Scout Organization (NSO) has placed in our hands, and together take our Movement to as many young people as possible. The topics are below.

A. PRIORITIES FOR THE INTERAMERICAN SCOUT COMMITTEE.

B. REPRESENTATION, RESPONSIBILITIES AND SCOPE OF MANAGEMENT.

A specific attitude has been encouraged among ISC members, asking them to represent our region with responsibility, humility and a strong motivation to serve with joy. Our election was an invaluable honor bestowed by the NSO’s. We hope to motivate change and do things creatively. Listening to needs and responding to them promptly and with character, will undoubtedly be an important tool to create a bond of trust and continuous improvement.

C. JOINT WORK SESSIONS WITH THE PROFESSIONAL STAFF OF THE REGIONAL OFFICE.

Unity and mutual cooperation among the members of ISC and our professional staff is paramount to succeed in creating an environment of shared responsibility that allows us to try to meet our regional goals. Being elected for only a specific period strengthens Scouting regionally, if we develop a strong desire to respond, support and assist NSOs in their development and consolidation of efforts. The ISC has scheduled its next sessions and has determined an annual joint session at our Regional Office in Panama, with the professional staff to evaluate the process of progress in each of the areas and challenges that developed. The first step in this directionwas taken in our 2014 session with the participation of all professional staff of the Regional Office

D. DEFINITION OF THE WORKING GROUPS OF ISC.

Issues such as governance, monitoring regional conference resolutions, the work of regional networks, etc. are paramount for the consolidation and improvement of regional processes. ISC members have assumed responsibilities for some areas in cooperation with our professional staff and volunteers from NSOs to some working groups, who will be confirmed in the coming weeks. (Appendix 1, Detailed Responsibilities)

E. REGIONAL PLAN, “COMBINING EFFORTS, MULTIPLYING RESULTS”.

As is well known to all, the 25th Interamerican Scout Conference, held in Buenos Aires - Argentina, in September 2013, approved the General Objectives of the Regional Plan. Following this the team of the World Scout Bureau - Interamerican Region worked on the development of the specific objectives, desired outcomes and indicators of achievement. This document was reviewed by the Executive Committee at its meeting held in Panama in November 2013, then it was sent to the persons who participate in regional networks asking for their comments. The document was then submitted to the ISC at its meeting held in Panama City. The document will be sent in the coming days to the NSOs requesting their review and input. Once the contributions are received, the document will be submitted to the Executive Committee for approval in May 2014. Thereafter, it will be distributed electronically to NSOs and hard copies distributed at the World Scout Conference in Slovenia.

This plan aims, in general, to advance the implementation of regional policies adopted at the Regional Conference in Argentina, which will advance the region in strategic areas and achieve an improvement in the quality of what is offered to our membership.

F. ASSIGNMENT OF ISC MEMBERS FOR THE NSOs SUPPORT PROCESS.

This triennium will begin with a new process of accompaniment, monitoring and approach of the ISC members to the NSOs. At the end of the triennium 2010-2013 the ISC gave validity and formality to a process that promotes direct contact to our NSOs, where each member is to keep in touch with a particular group of NSOs, in conjunction with the staff of the Regional Office. The Objectives:

• Enable more effective, personalized and “on time” support for NSOs

• Provide a means to allow information-flows to and from the ISC

• Enable the collection of information, including the successes and challenges, especially in relation to the strategic priorities of WOSM and the region

• Provide a mechanism that allows/offers support that is “tailor made” and easily monitored, in order to measure impact.

In the coming days a special circular will be sent explaining the scope, considerations and process. Added is the list of NSOs with ISC members and professional staff. (See Appendix 2).

G. MESSENGERS OF PEACE WORKSHOP, GLOBAL ISSUES AND OTHER ASPECTS.

• Peter Illig - World Projects Coordinator and Cynthia Marquez - Global Coordinator of Messenger of Peace Projects from the Geneva office, conducted a workshop with ISC members to actively collaborate in the dissemination and strengthening of the project at regional level.

• We were visited by Dan Ownby and Oscar Palmquist, members of the World Scout Committee, who updated the ISC on the development of global issues related to the Global Support System for NSOs, the transfer of the Headquarters of the Central Office to Kuala Lumpur and first set of details for the next 40th World Scout Conference in Slovenia, in August this year.

• We received the visit of David Berg, Global Director of Organizational Development, from the Geneva Office, who expanded some issues related to his scope of work and the process of building a new vision of Scouting by 2023. That will be shared soon with NSOs for the purpose of achieving its validation in the next World Scout Conference.

• It was agreed to appoint, for a new period (2013-2016), Mr. William “Bill” Wallace as Regional Treasurer. Bill had carried out a commendable job with the Finance-working group in the previous three years and again the ISC placed its trust in his work.

• A formal request from the Scout Association of Mexico was tabled to host the 9th Inter-American Scout Summit in Cancun, Mexico in 2015. The ISC granted the request and agreed to hold it in October 2015. Information connected to this event will be reported in due course.

• The Interamerican Youth Network presented its work plan, which seeks to strengthen the process of youth participation and involvement of NSOs in this topic. The Coordinating Committee expressed its desire and commitment to bring about real change and have taken on the challenge with great responsibility. The ISC has determined the process of youth participation as one of its priorities.

• In coordination with the Regional Office it was decided to prepare an assessment that seeks to measure the extent of the attention and services that our Office provides to the NSOs in the region.º

Surely, over the next months and years we will have an important task in which the active participation of each of you will be needed. Our young people face a changing and dynamic society where communication is an important factor in their daily lives. Social networks have changed the way our youth see the world, with one click a universe of opportunities is opened before their eyes. We then have a challenge to gain their attention, showing them the value of our Movement and of completing their education and playing a positive and active role in society.

Every time we attract young people to be part of our movement we will be giving an opportunity to the community to have people who are determined to create a better world, people with a more humane sense, love, respect for life and an idea in their minds to be promoters of peace.

As adults we are responsible to listen, understand and help them in promoting their dreams. We have to be positive examples. Let us remember the paths we ha taken, learning from our mistakes and what has made us what we are today. Lord Baden-Powell based our Movement on trust in our youth, supporting their growth as self-sufficient individuals and developing their capacities and life skills. It is our responsibility to pass on our experience and patience. Young people also have the right to make mistakes and we have a duty to understand and support them.

Whenever we wear a scarf, whatever our color and hue according to our countries or local groups, we represent a Movement that gives our youth an opportunity for life and a chance to be happy. A gift has been placed in the hands of each one of you and us. Let us strive to be creative and face the challenges that society presents to us and do not let misfortune limit our dreams and hopes for a better world. God will help us in this mission.
