This appropriation is intended to cover commitments remaining to be settled from previous years under the preparatory action.

Knowledge and skills are crucial not only for the personal welfare of each citizen, but also for sustainable development and economic growth. It is therefore important to offer a perspective to people coming from countries in economic and social crisis, especially young people, so that they have an opportunity to create added value not only for themselves, but also for the general public.

It is therefore important to empower young migrants and refugees to gain access to knowledge and to develop skills they are able to use and leverage when they are back in their home countries.

This will make it possible for them not only to establish a livelihood, but also potentially to become entrepreneurs, build up their own businesses and create employment.

The core of this initiative will be targeted mentoring programmes from different organisations, such as civil protection and community services, as well as companies (including local suppliers). Elements of a dual-training system would help beneficiaries to identify the specific needs of organisations or companies on the ground.

The legal situation regarding the waiting period for taking up an economic activity differs considerably from Member State to Member State. To make the preparatory action a success, it will therefore also be necessary to conduct a review of current national legal frameworks and to identify best practices which could be promoted in order to speed up procedures, so that young migrants can take advantage of the proposed programmes as soon as possible upon arrival.

Justification:Because of the financial crisis in Europe, for a number of years, the cultural and creative sectors have suffered harsh funding cuts, with a decline in cultural production that is threatening creative freedom and cultural enjoyment as well as the survival of the sector and those who work in it. To counter this trend and promote increased movement and mobility for cultural operators, appropriations should match what was budgeted for 2018.

Justification:[Existing PA] The Treaties establish obligations for the EU to guarantee the respect of Fundamental Rights, including freedom of expression and media pluralism. Proper assessment of the reality on the ground is needed. The Media Pluralism Monitor instrument provides a methodology to measure the risk for media pluralism, updated to consider the dynamics of online information. This existing PA enables the Commission to provide evidence to define actions to improve media pluralism within the EU.

With the deterioration of press and media freedom in Member States and candidate countries, in what is a worrying trend, a Europe-wide rapid response mechanism for violations of media freedom will provide tangible protection for journalists and will extend to fact-finding, advocacy, monitoring, informing the European public and awareness raising.

The right to freedom of expressionUnder the Charter of Fundamental Rights, everyone has the right to freedom of expression. Recent developments show that this value needs strong defenceto be strongly defended so as to protect democracy, strengthen public discourse and guarantee an enabling environment for investigative and independent journalists. Hence, it is crucial to set up a pan-European response mechanism onEurope-wide response mechanism for violations of press and media freedom.

This mechanism willpilot project will enable the establishment of a Europe-wide rapid response mechanism to make violations visible andvisible, and to provide practical help to journalists under threat, in collaboration with European, regional and local stakeholders in the field of media freedom. The practicalPractical help must encompass tools to protect journalists under threat:threat, providing direct advice and legal support as well as offering shelter and assistance so that they can continue to pursue their profession. DelegatesRepresentatives will be sent to countries affected countries and advocacy will support fighting impunity.and anti-impunity action will be supported through advocacy. Monitoring of the situation will provides reliable and comprehensive information tofor the public as well as European authorities. The renewal of the project for another year will enable the promising work so far to continue.

Justification:The PA is aiming at continuing the work started by Investigative Journalism for Europe #IJ4EU to set up a

series of European research grants for journalistic investigations with a cross-border dimension in view of

a permanent budget line in the next MFF in line with the parliament resolution on the protection of

Digital technology has lowered the entry cost to mass media and opened up a tightly regulated market to a whole range of new players. As, however, the business model of traditional media disintegrates with it, a trend towards concentration of ownership can be observed. While the Internet remains a technological tool for accessing an unlimited variety of offer - market failures, regulatory shortcomings and the nature of algorithmic news distribution lead to significant limitations of media pluralism, which is an important precondition for the freedom of information and expression.

Thus, transparency of media ownership is considered a key prerequisite for safeguarding these freedoms. It elevates the general public’s level of media literacy and enables meaningful concentration control and regulatory action.

The pilot project will

? Create publicly available, searchable databases for up to 6 European countries in the respective relevant languages to provide profiles of the most relevant media outlets that shape public opinion, as well as of the corporate entities and individuals behind. The methodology of selecting the sample, of data research, analysis and presentation shall be based on an existing one that is well documented, already tested and

implemented in other parts of the world and thus can be considered as a widely accepted and legitimate instrument in this field;

? Feature a narrative part to accompany the database and contextualize the county-specific environment in which media operates, including a detailed legal assessment that is based on a widely applied template to allow for comparative global analysis;

? Include the measurement, computation and publication of up to ten indicators of risks to media pluralism in the legal, economic and technical domains, based on a reliable and tested methodology that builds on the already existing work of the MPM (Media Pluralism Monitor) in this field;

? Publish and promote the findings and its usage by means of the online resource itself, but also through supporting actions, such as launch events and press conferences.

This PP should run over two years.

Justification:Guaranteeing fundamental rights requires specific transparency tools at the EU level. So far, the EU has invested in the development and implementation of a monitoring tool for media pluralism. Now, the initiative needs to be extended and complimented by an additional tool going down to the individual beneficial owners of mass media. AVMS-D asks for ownership structures, including beneficial owners when it comes to audiovisual media. By tracking cross-border ownership of media, the project will contribute significantly to propel media and digital literacy of the EU citizens.

Considering the crucial importance and benefits of the pilot project supporting media councils in the digital age to enhance trust in media and address issues of disinformation, it is now proposed to transform this project into a preparatory action. This transformation will enable the sustainability of these independent self-regulation mechanism, a condition to their success. order to protect media freedom and pluralism and to promote professionalism in journalistic content, the project will aim at better

understanding the consequences and challenges of digital developments through press councils' forum and in parallel to support the transition of media self-regulatory bodies to the online world, and engage them in discussions with Internet intermediaries and Internet media stakeholders. Suggested activities:

Conduct a survey to provide in-depth examination of the state and models of media self-regulation in the digital environment, to bring clarity on how to achieve, in a converged media environment, the traditional goals of media regulation (i.e. a pluralistic and diverse media landscape in which the media benefit from independence from political, commercial and other influences and are accountable to the public).

Elaborate the first online database on the current functioning of media self-regulatory bodies and promote the work of press councils in Europe

Develop a pan-EU Working Group on the digital challenges to apply the recommendations of the survey

Provide direct support to newly established press councils in Europe

Include press/media councils in a global dialogue on media ethics in the digital age (participation at global internet conferences, etc.)

Organise regular meetings with Internet Intermediaries with the objective to achieve an online recognition of the media content already under supervision of a press council.

Justification:This is the continuation of the first phase in 2019. The additional amount of 390.000 Euros to the already committed 390.000 Euros secures the successful implementation of the pilot project.

Beyond the regulation of existing platforms we need to find alternative business models for the digital

world in order to protect our fundamental rights and civil liberties while underpinning cultural diversity

and our creative industries. A European digital platform ruled by smart and strong EU legislation is an

innovative initiative to reach these goals.

Heading:Pilot project — Fundamental rights audit for AI-based content filtering and moderation systems

Remarks:Add following text:

The appearance of new technologies and platforms designed to share audiovisual and other type of content entailed new ways of distributing and making available illegal content online (e.g. hate speech, terrorist content, IPR infringement). This influences citizens’ possibility to access knowledge, or receive and impart information online. A vast range of filtering technologies are increasingly used, on a voluntary basis by companies and foreseen by EU legislation, in order to curate content. Such technologies include among content filtering technologies and machine-learning classifiers to flag content. However, the performance and accuracy of these AI-based filtering technologies is varying in different levels. Many of these methods are in general not completely reliable and produce ‘false positives’, jeopardizing fundamental rights including freedom of expression and privacy. At the same time there’s no data available on the parameters under which a piece of content is considered illegal. Despite of these issues, several EU initiatives already seek to support or refers to the use of such measures in order to eliminate harmful content online (AVMS Directive, Copyright in the Digital Single Market Directive, Proposal for a regulation on preventing the dissemination of terrorist content online, AVMS Directive).

The Pilot Project aims at providing more transparency on the functioning of such tools and at the same time increasing their accuracy by employing fundamental rights audits on them.

The Pilot project will consist in the following steps:

provide an overview of different content moderation systems

identify and analysing best practices in terms of content moderation

developing a framework for human rights audits for content moderation systems

employ fundamental rights audits

Justification:With the increased use of internet and new technologies for sharing audiovisual and other type of content, new ways of distributing illegal content online became possible. Companies are increasingly pressured to use automated technologies to tackle the large amount of new content uploaded. While the attempt to create a healthy online ecosystem is legitimate, these efforts shouldn’t result in limiting fundamental rights online. This PP aims at increasing the transparency and accuracy of such technologies.

Justification:The ‘’Creative Europe’’ program is the single most important and successful financial tool in the field of culture. It is an important tool that has already suffered a decrease in the previous budgetary arrangements. The proposed decrease in the budget will again hamper the operation of the program all in all. The proposed 10% increase of the budget aims to enable the creative industries to take advantage of the momentum build by the European Year of Cultural Heritage 2018.

The project is about filing the gap in communicating Europe to young European generations, which results from the lack of truly transnational media public sphere, from the fact that classical media nowadays do not attract young Europeans as much as internet does and that national media do not communicate on pan-European topics in a positive or a uniting way. Therefore, the project aims at better portraying the sense of togetherness, which is at the heart of European identity and which is reflected in a common culture, similar lifestyle and shared values.

The young European generations are consuming information and entertainment foremost online using new sources such as social media and content-sharing platforms. Therefore, Europe must be told newly where young Europeans get their information from: online. In order to enter into a dialogue about Europe via relevant themes and topics; in order to (re-) attract younger European citizens for European ideas and values; and in order to empower truly European citizens through current and future information and dialogue platforms, the pilot project will materialize a radically new approach of providing news and information to youngsters.

The pilot project will be based on new concepts of editorial thinking, on a new multi-platform strategy and on a highly innovative and flexible technical infrastructure that allows fast adaptation, translation and conversion of content in many languages and formats across Europe. Thus, a resolutely innovative, digital product will be created that intentionally stands out from traditional media.

The project aims at Europeans between 18 and 34 years of age and thus has an impact at a time of life when many young people are developing their political views and laying the foundations for their professional and private lives. The focus is on informative, thought-provoking, entertaining and emotive content. All content will be bundled on one specific online service. Furthermore, it will be made accessible on all different kinds of social media as well as other online gateways through which the target group can be reached.

The content will deal with topics that are of current interest for young Europeans in the EU and will be put into context in order to make it compelling and appealing to the target group. The European perspective is created by comparing and contrasting regional experiences and points of view on matters of pan-European importance. Young Europeans share an interest in issues such as work, education, equality, love, culture and music. Nevertheless, there are significant differences between countries and between urban and rural areas. The aim is to address relevant topics of pan-European importance and at the same time give a forum to local perspectives, allowing young users to identify strongly with the content.

Controversial opinions will provide an impetus for debate. On political issues, a personal approach makes it easier to understand the effects of institutional decisions. In this context, well-known influencers and local personalities from social networks will have their say in addition to actors from the political sphere in order to bridge the gap between European affairs and the every-day reality of users' lives.

This ambitious pan-European and multilingual project will launch offline and online an open, true, deep and constructive debate about recent and future life in Europe among young Europeans using innovative formats on digital platforms, with the ultimate goal to create greater awareness about European visions and realities and greater engagement of Europeans towards European values and ideas and subsequently contribute to more active civil society.

The project implementation will build on a strong partnership of independent and innovative media across Europe, including the start-up and creative sector. The project will also profit from substantial investments in research and innovation e.g. in automated translation in the media sector.

The recent study ‘Language equality in the digital age’, commissioned by the EP’s STOA panel, makes 11 general recommendations how to address this growing threat. It was followed up by the EP Resolution P8_TA-PROV(2018)0332, also called ‘Language equality in the digital

age’ (a joint CULT/ITRE report), which was adopted by the EP with 592 votes in favour. The resolution provides 45 general recommendations, several of which follow the STOA study.

The objective of this pilot project is to develop an agenda and a roadmap for achieving full digital language equality in Europe by 2030. Communicating the European Union in order to improve the understanding of its working by the citizens has never been an easy task.

To this day, we are confronted with the dangers of disinformation and fake news, as well as a physiologic difficulty to make complex concepts simple.

Young generations can be both a crucial target to reach out as well as a powerful ally in the effort to better communicate what the EU does for its people.

As a consequence, new and innovative ways of communicating the European projects should engage young people starting from the very heart of youth activism, such as universities. University media, such as university students´ radios, are a virtuous example of community and proximity media, supporting the process of building grass-root citizenship and social awareness and putting people at the centre with a bottom-up approach.

The Pilot project on free, independent, students´ community media should promote the establishment of a Network of Students´ Community Media so to develop transnational programmes (such as live shows and podcasts), joint broadcasting and editorial cooperation with a European thematic focus, valorising European cultural and linguistic diversity. In terms of educational and exchange opportunities, the Network should also train European young multi-media operators, foster partnerships and short-term individual mobility of such operators across the media organizations participating in it.

The Network should also offer live coverages of European paramount events interesting to young people, organize citizens’ debate, and promote interactions and forms of engagements with the EU political landscape.

Through the rapid development of new information technologies the traditional independent media have been experiencing major challenges. The shift towards the digital media has had its impact on both content of the traditional media as well as its consumers which are decreasing. Advertising, too, is concentrating primarily on the Internet with US-based ICT companies such as Google and Facebook being prime beneficiaries.

Because of the above, media diversity, plurality and quality of content have been impacted. The increase of power by the US-based tech companies and their role as media distributors undermines promotion of linguistic diversity in digital space. The younger demographic are using digital media as either their only or prime source of news. Survival of true independent local media, especially print media, are particularly endangered due to lack of advertising income.

This pilot project aims at deepening the cooperation and reconciliation process between the Greek and Turkish Cypriot communities in Cyprus.

Unfortunately, many of the religious graveyards have been destroyed during the bicommunal clashes of 1963, the Turkish invasion of 1974 as well as after that. They have been destroyed as signal of hatred, and afterwards abandoned due to the division of the island.

The pilot project, seeking on deepening the cooperation and reconciliation process between the two communities in Cyprus, should have three main aspects:

(a) Full mapping process with the view of identifying the needs and pinpoint destroyed cemeteries in the whole island

(b) Networking of organizations, and local authorities in order to:

i. pinpoint and map the destroyed cemeteries

ii. trace back the history of the destruction of the cemeteries

iii. digitalise the mapping and secure access of the information

(c) Creation of restauration groups based on volunteers and NGOs

The budget of the Pilot Project should be added in the framework of Regulation (EC) No 389/2006 to "facilitate the reunification of Cyprus by encouraging the economic development of the Turkish Cypriot community with particular emphasis on economic integration of the island, on improving contacts between the two communities and with the Union and on preparation for the application of the acquis communautaire". Especially since it underlines the reconciliation, confidence building measures and support to civil society, which is actively supported by the above mentioned Regulation.

This PP shall serve as a rapprochement and reconciliation project enriching cooperation and contacts between the two communities towards a reunification of the island and application of the acquis communautaire in the whole island.

European Youth Olympic Festival (EYOF) is the biggest European multi-sport event aimed at young athletes aged 14 to 18. The winter and a summer editions take place in two-year cycles and are organised by the European Olympic Committees (EOC) under the patronage of the International Olympic Committee (IOC). Fifty, National Olympic Committees of Europe, including all the EU countries, participate with their delegations in these week-long festivals celebrating European youth, culture and sport. In addition to the official teams members, over 2,000 volunteers – game makers – make sure that the events are a success. After having had a first taste of a major multisport competition at the EYOF, many young athletes go on to compete in the Olympic Games. Yet, the EYOF is much more than a sporting competition. It helps develop the future of Europe – its young people - by teaching them the values and ideals embodied in the Olympic Charter as well as by educating and motivating them to do sport and adopt a healthy lifestyle.

Approximately 3,600 young people and officials take part in the summer festivals, while around 1,600 participate in the winter edition. The European Youth Olympic Winter Festival 2021 will be organised in Vuokatti, Finland on 6-13 February 2021 and the young athletes will compete in nine sports: alpine skiing, biathlon, cross country skiing, figure skating, ice hockey, Nordic combined, short track speed skating, ski jumping and snowboarding. The 2021 Summer EYOF will take place in Banská Bystrica, Slovakia, from 24 July to 1 August 2021, featuring the following ten sports on the programme: artistic gymnastics, athletics, basketball, cycling, handball, judo, swimming, tennis, triathlon and volleyball.

Justification:The allocation is planned to contribute to the organisation of the Festivals, to bridging the two events together in terms of their educational, cultural and social aspects and to maximising their impact on grassroots sport. The EU support would allow for an intensified promotion of the European dimension of sport, EU and Olympic values, in particular through cultural and educational side activities, which will bring together young athletes, officials, volunteers and fans from all over Europe.

This preparatory action will serve as a follow-up to the first trial conducted in 2018, prior to setting up a fully fledged programme providing every European turning 18 with a free travel pass. The objective is not only to give them an opportunity to explore Europe’s cultural diversity, but also, more importantly, to better connect young people with European identity and raise awareness of the Union’s core values.

Because of low purchasing power, cultural obstacles, and a lack of inclusive and targeted projects, a substantial number of young Europeans have never or rarely travelled within Europe. This is particularly true for particular regions of Europe and for low-income families. Although educational exchange programmes exist and have benefited many Europeans, the Union has still not managed to set up an easy and inclusive tool providing any European, regardless of social or educational background, with a travel experience that would foster a European identity, familiarise them with a sustainable and clean mode of transport, and connect them with other cultures.

The European Parliament has repeatedly welcomed the DiscoverEU initiative and stressed that, if it were socially and geographically inclusive and at all times tied in with educational and cultural objectives, it could offer younger generations a chance to take advantage of freedom of movement and travel in an environment-friendly way.

The first steps under the initial project were taken in 2018 and have made it possible to explore the conditions needed for the operational aspects to be successful. Insight from the initial trial could be fine-tuned to ensure that more youngsters benefit from the project and correct shortcomings found during the first year of implementation by meeting the following key requirements and key objectives:

Principal requirements:

The Commission must build on the first year of implementation of the preparatory action; however, the preparatory action must be seen as unique and independent, in particular with a view to targeting young people who are currently not covered by any programme of the Union.

Accordingly, programmes such as Erasmus+ must not be affected by the preparatory action.

The preparatory action will cover young people from all Member States regardless of whether they are part of the Interrail network (the five Member States currently not covered being Estonia, Latvia, Lithuania, Malta and Cyprus)

Action points:

– a contractor responsible for the organisation and delivery of the travel trips of participants will be selected in 2019 and who would pursue contact with European rail enterprises, in adjusting the format of the product to be offered to young people turning 18, including negotiations on pricing to determine the final number of users that could benefit from the preparatory action;

– determining the number of young people who could be given the pass;

– purchasing passes at the price renegotiated with EuRail;

– distributing passed to beneficiaries;

– defining precisely what the DiscoverEU pass is to cover so as to match young people’s travel patterns (duration, validity, seasonal requirements, time and budgetary constraints, load factors);

– making the system more user-friendly for 18-year-olds applying for passes;

– improving the process for selecting the users who will benefit from the preparatory action, including defining criteria allowing inter alia all Member States to be covered, including the five that are currently not covered by the Interrail network, i.e. Estonia, Latvia, Lithuania, Malta and Cyprus, and better targeting young people who are not already benefiting from a European programme;

– improving the voucher scheme for distributing and personalising passes in close cooperation with relevant stakeholders;

– investigating, together with the relevant stakeholders, mechanisms to encourage specific itineraries for young people to really experience Europe (which will include less ‘popular’ destinations);

– improving the arrangements for publicising the programme, so as to ensure visibility, with a particular focus on linking the initiative to a campaign on European identity and values;

– further looking into partnership arrangements for the operational aspects of the project, with a view to lowering costs and reaching as many participants as possible;

– developing a creative and participative way for users to share and follow up their experience (e.g. a photo competition and exhibition in the European Parliament and social media contributions).

The preparatory action should be implemented in 2019 and 2020.

This appropriation covers support for sport-related projects, organised by local actors and civil society, targeting young people from disadvantaged backgrounds — especially those who are considered at risk of radicalisation— with the aim of preventing marginalisation and radicalisation, tackling inequalities and helping these youngsters to find an identity and a sense of belonging.

Sports activities are extremely well-suited for community-building and strengthen social inclusion by respecting diversity and multicultural communities. Therefore, projects will offer sports, education and job coaching to teach essential skills, such as social and communicative competences, critical thinking and problem-solving.

Projects will ideally be organised in partnership with local authorities and be embedded in a wider anti-radicalisation action plan. Involvement of local organisations, well-acquainted with the local social fabric, will contribute to well-targeted actions and to a more structural approach to the challenges concerned.

Grassroots sports is a traditional and slowly evolving area. Society in general and individuals’ needs and preferences regarding sports on the other hand, change more rapidly. Indeed: participation figures indicate there is a rising mismatch between the supply of sports via traditional sports organizations and the demand for sports by individuals. The system of sports associations and clubs and their lack of innovation inhibits them from bridging this gap. This project aims to challenge parties outside the traditional sports structure to propose innovative solutions to make supply of sports meet the demand of individual athletes on all levels. And provide a sports innovation ecosystem to make it possible for new ways of playing sports to be offered to the general public faster.

In order to reach a working innovative ecosystem among grassroots sports organizations, two things are needed: new soft programmes offering sports in new ways, and a flexible sports infrastructure ready to host different kinds of sports (organizers) at a single location.

The purpose of this pilot project is to identify and test multiple promising innovations in both categories. In order to reach this, innovation challenges will be organized that select and reward promising innovations by any interested party (institution, company, startup, individual(s) or other parties). The project then makes it possible to introduce and test these new concepts over a substantial period (minimum 6 months). The funding will be invested in the realization of soft programmes and implementation of new (small) sports infrastructure.

The final aim is to include tested innovations into the ecosystem of existing sports clubs and infrastructure. Examples of soft programmes might be 3-a-side football, cross-overs between different sports (e.g. fitness and football) or recurring local mini-tournaments. Examples of new small infrastructure innovations might be flexible pitch line marking systems or sensors indicating the active use and availability of pitches. Successfully tested examples will be actively shared with European stakeholders via an (online) platform, with cooperation of European governing bodies such as UEFA.

The aim of the project is:

Unlock innovative solutions of non-traditional sports parties through organizing open innovation challenges;

Increase the number of people practicing sports through offering new concepts;

Increase the usage of existing sports infrastructure.

The expected outcomes include:

A number of tested innovative soft programmes ready to be integrated in the proposition of grassroots sports clubs;

A number of tested innovative small infrastructure elements ready to be implemented in existing sports infrastructure;

New methods to increase sports participation by innovation, with effects on public health and social integration;

Learnings about including non-traditional stakeholders in innovating the sports landscape, to be shared through European association structures.

Since the expected outcomes of this project include adaptations to existing sports infrastructure, this project is not suitable for an application to the Erasmus+ program.

According to the EC Communication of 22 May 2018 - "A New European Agenda for Culture" the creative aspects of technology and science-related subjects is increasingly relevant.

Education for the young generation is developing from STEM (Science, Technology, Engineering and Maths) to STEAM, to include Art, design and creative thinking. This Pilot Project uses Art and design to understand Science and shows how Science can explain Art. Art and Science are intertwined. Both are human attempts to understand and describe the world around us. Science is mankind’s greatest cultural achievement.

According to the European Institute for Gender Equality - EIGE, Women are under-represented in engineering and STEM education programs as in the workforce. In contrast, young women are notorious for their interest in clothes and fashion.

Most girls become interested in STEM in school at around the age of 11, but by the age of 15 their interest has waned. Only about 30% of all STEM degree holders are women.

This Pilot Project will exploit the complexity of fabrics employed in the fashion industry to show teenage girls that science is relevant to their lives. The nature of textures and the delight of fabrics stems from the physical properties of the fibres from which they are made. These can be explained by the use of microscopy. The scientific images which the students produce themselves as part of this project will be beautiful and have value as an artistic creation in their own right. By exploiting the teenage love of beauty and fashion this project aims to encourage girls to continue studying science and other STEAM disciplines.

Bringing together scientists, designers, teachers and students, the Project is designed around the "4E's" to excite, encourage, engage, and empower. It will generate excitement for STEAM, encourage hands-on experiences for students, and finally provide science role models for young women.

The female brain is underused resource in European science. This project will draw girls into the idea of working in science in the future and empower young women to become leaders in STEAM lead industries across Europe.

This Pilot Project will include among others:

1) CONFERENCES - A series of conferences, hearings and workshops for teachers, youth leaders to discuss how to attract girls and young women to STEAM and how Art, design and creativity can bring STEM into everyday life. Participants will have the opportunity to exchange good practices and know-how. This input will be used to prepare a toolkit for secondary school teachers to fight gender stereotypes and to enhance female interests in Science and Art.

2) EVENTS - around Europe. Milan, Paris, London, Berlin (all the EU countries with only average or below average participation o women in science and technology) with the help of young designers and active involvement of microscopists.

A series of interactive workshops at public events with scientists and microscopists explaining the nature of textiles and the reason they feel and behave/perform as they do.

Subsequently, creation of 50 - 75 short films encouraging a career in STEAM, shot at these events and offering them to students and educators online via a YouTube Channel.

3) WEBSITE - Creation of a fully searchable website, twitter, Facebook and Instagram that combines information gathered from the conference, the networks and the films and other material shot with written information to link the nature of a career in science and art. An online searchable network will explain in a scientific way the look, feel and style of high fashion and clothes from the high street.

4) STEAM DAY - Creation of European Girls in STEAM Day Event similar to the International Girls in ICT Day Event and building on the UN International Day of Women and Girls in Science.

At all events provision will be made for the inclusion of students who are Deaf or Disabled.

Heading:Pilot project — "I'll be right back" - A new concept for youth mobility in Europe and the World

"I'll be right back" should be a a form of financial support for young students, graduates and workers within the age of 18 and 35 that are willing to start an higher education path both in their home country, in Europe and internationally.

The main feature of this PP should be the chance of working/studying both abroad and at home.

The project should be divided into two phases:

First one: an high education/work experience in Europe or in the rest of the word, as far as possible from the home country of the candidate;

Second one: the integration of the candidate in the education/working tissue of his/her home region, in order to apply the competencies gained abroad.

The basic idea behind the PP is to ‘contaminate’ the various regions with the good practices that are currently developed by Member States, European Union and other Countries. The project should and could be integrated with other successful experiences like Erasmus+ for example but also with the possible future implementations of some kind of European basic income for who is undergoing a formative experience.

The PP should be managed jointly by the European Commission and the various local/regional authorities in order to guarantee a fair selection of candidates and, most importantly, an efficient and coherent path both locally and internationally.

EU’s sport policy is designed to maximize economic benefits from sport. Nonetheless there is an untapped potential in the sector of sports that is yet to be utilized. Science has indicated that sport and physical exercise can have beneficial effects on one’s mental and physical health, as well as, positive impact on society and the economy. Even being a spectator has been marked as lowering stress levels and is a method of social and cultural participation.

The EU can among others contribute in certain objectives in the field of sports which include:

- to improve the monitoring and forecasting of sport data in order to influence social and economic policy

- to identify sport's economic potential and share best practices on financing measures

- to support legislation in the areas of antitrust, merger control and state aid under European competition law

- to determine the best options for public and private financing of sport at grassroots level

- to create awareness of the social and economic implications sport-related media and to safeguard intellectual property rights

Among those objectives lies the raising of public awareness on the benefits of sports. Indeed, according to the European Union Work Plan for Sport (2017-2010) , which is the compass of the Union activities on sports, priority no. 3 focuses particularly in liaising sport and society.

In addition, efforts to promote health-enhancing physical activity (HEPA) have been also stepped up by the European Week of Sport, a EU-wide initiative, statistical data show that in certain member states practicing sports (at least once a week) remains below 40% for population aged 15 and more .

The Council Recommendation on promotion health-enhancing physical activity across sectors proposes a series of indicators to chart the member state’s performance but there is no or little reference to networking of different sports clubs, mapping the facilities across Europe.

Finally, the European Parliament Resolution on ‘’An integrated approach to Sport Policy: good governance, accessibility and integrity’’ stresses that member states should provide urban planning and construction of sport facilities and particularly for vulnerable groups including full and equal access to public sports facilities as well as foster the establishment of new sports clubs .

Therefore, this pilot project will aim at:

(1) mapping the public sports facilities and public open spaces on a digital platform

(2) inform people about the availability and accessibility of nearby facilities on different sports categories

(3) minimum specification, technical details, age appropriateness, safety details and the availability of sports equipment

(4) pooling of material and available resources with the view to exchange (products covered by the Harmonized System – HS)

(5) inform about employment opportunities and vacancies in the facilities

The proposed PP will commission a theatrical play about the myth of the Rapture of Europe, and the subsequent production of the show for simultaneous representation in the famous summer theatre festivals of Epidauros, Syracuse, and Mérida. One of the performances would be broadcast throughout the continente (and the world) on the same day via Eurovision, so the fist act is broadcast from Epidauros, the second from Syracuse, and the third one from Mérida, with the necessary subtitles. These historical theatres have been preserved and renovated for this function through the production of theatre festivals of great projection and popularity. Uniting in a project of this scope three festivals that are

already first level cultural flagships is in itself a further step toward transnationality. The global projection of such a show would go beyond being the product of a mere cooperation agreement between the institutions and festivals involved (which is already a positive outcome) by becoming a sign to the world of a Europe united in its diversity.

Since their inception during the classical period of Ancient Greece and the Roman Empire times, theaters have been sacred places that remained at the urban epicenter of political, social and religious life for the years to come.

Initially the theatres were built to host plays, which were originally closely linked to religious rituals. In the following years they disengaged from strict religious purposes to hosting events of the performing arts and complex productions. During the course of their evolution, theatres acquired a central role in the function of the city-state, and became multifunctional, used not only for dramatic and religious performances but also for political purposes linked to the institution of Democracy.

Being constantly repurposed through the centuries to serve the needs of the time, those architectural monuments of European cultural heritage, bare on their benches the history of European culture. Not only that, but also, they reveal a whole spectrum of human activity as their structure has served multiple purposes from political gatherings and other mystifying rituals. They also reveal communal habits of the

early societies, including therapeutic seances for people visiting the asklepeion (healing temples attached to the theatres).

Apart from that their architectural design, a unified design based on mathematical principles that embodied harmony. This design has been the inspiration of modern structures since its simplicity offers great acoustics and unimpeded view. That is achieved by the semicircular or circular seating layout combined with tiers (rows) with differentiated height among them.

Lastly their geographical situation was very carefully selected and therefore all of them are situated in exceptional sceneries and places of significant natural beauty.

Τherefore the entirety of the ancient theater including the landscape and the full span from the traditions, performing arts and manuscripts and plays that came to life, as well as the archaeological site itself presents a wonderful mixture of cultural heritage, that is of mixed nature (manmade and natural) and includes tangible (including movable and immovable parts) and intangible elements (oral traditions, performing arts, crafts and rituals) and diverse cultural expressions .

They are scattered throughout mostly the largest part of them Euro-Mediterranean area in the south, the littoral states of the Black Sea in the east, the Iberian Peninsula in the west, and all the way up to the shores of the North Sea and the North Atlantic Ocean.

Unfortunately, many theaters have been abandoned due to the high cost of restoration and preservation. The financial crisis that hit Europe reoriented completely priorities of the Member states and took the focus away from cultural actions.

Building on Article 167 TFEU ‘’the Union shall contribute to the flowering of the cultures of the Member States, while respecting their national and regional diversity and art the same time brining common cultural heritage to the force’’ . Doing that is shall encourage cooperation between the Member states supporting and supplementing their action in the ‘’improvement of the knowledge and dissemination of the culture and history of the European peoples’’ a s well as in the ‘’conservation and safeguarding of cultural heritage of European significance’’ . Cultural heritage can also have environmental benefits as it enables sustainable development of landscapes.

Since the adoption of the European Agenda for Culture in 2007 which was revamped with the adoption of a New European Agenda in 2018 by the European Commission , cultural heritage has been a priority for European cooperation on culture policy. Cultural heritage can play a significant role in the economic and social development process of many member states and can directly support cultural and social innovation integrated into local settings in which it can drive development and help improve people’s welfare. This was pointed out in the Resolution of the European Parliament ‘’Towards an integrated approach to cultural heritage for Europe’’ of 8 September 2015 . That is also highlighted by the Rome Declaration adopted by the leaders of the 27 member states, the European Council, the European Parliament and the European Commission which pointed out that a social Europe is a Union that ‘’preserves our cultural heritage and promotes cultural diversity’’ . Similarly, in the ‘’Report of the Horizon 2020 expert group on cultural heritage: Getting cultural heritage to work for Europe’’ .

More recently the Council Conclusions on the need to bring cultural heritage to the fore across policies in the EU (2018/C, 196/05) the Council called on the Commission and the members states to ‘’promote support for the digitization of cultural heritage as a tool for open access to culture and knowledge, thus stimulating innovation, creativity and participatory governance of cultural heritage’’

More concretely the pilot project, building on the momentum of the European Year of Cultural Heritage 2018, includes three main aspects:

(a) Full mapping process with the view of identifying the needs and pinpoint endangered cultural heritage

(b) Networking of organizations (consortium) dealing with the ancient theaters in order to:

a. exchange good practices

b. trace common paths and histories and

c. organize common activities with a view of creating a pan-European theater festival

(c) Creation of an online platform that will aim at achieving full digitization of the theaters, their history, relevant information about current activities and also a virtual (3D preferably) representation of the actual theater

This first phase of the project will aim at creating the basis for the second basis which will be the inauguration of a Pan-European Theater festival to be held in different locations each year.

The New European Agenda for Culture and New Work Plan for Culture 2019-2022 underline the importance of cultural and creative sectors for innovation, job creation, well-being of societies and lifelong learning.

This Project brings Fine Art together with the history of science and society to promote lifelong learning and active citizenship. It will involve the cooperation of major cultural institutions across Europe.

Colour is everywhere. We take it for granted. It is an integral part of all artistic activities. But what are pigments, where do they come from and what social stories are associated with their creation?

This pilot project focuses on the ancient pigments used in Fine Art, their composition and the enriching history surrounding their creation. It aims to inspire and to strengthen interest in chemistry as a part of natural and social sciences.

As the European Commission is investigating how to enhance the discovery of European landmarks and other European cultures, art and history, including through specific itineraries, this pilot project aims at enhancing lifelong learning by bringing chemistry, art and history closer to the ordinary citizen.

This Pilot Project brings famous art works together with the historical recipes used to create the pigments and the human stories that surround them. It will be organised with active support of European youth, students, artists and chemists of diverse backgrounds and abilities.

This Pilot Project will comprise the following:

1. Call for tenders or expression of interests from artistic institutions across Europe

2. Selection of magnificent and important art works to be featured

3. Creation of exhibitions to accompany featured art works

In the MFF for 2014-2020 the European Commission imposed restrictions on the Member States’s ability to invest in cultural infrastructure, applicable not only to new developments, but also cultural heritage sites. The spending on relevant projects was capped at only EUR 5 million (10 million for UNESCO sites).

After repeated objections by a number of Member States — at the level of Ministries of Culture — these restrictions were reviewed and the ceilings for the relevant investment were increased, although arguably still not enough. This approach has exposed the limited understanding of the socioeconomic aspects of cultural heritage and the lack of willingness to support investments in high-quality hard infrastructure. The prevailing mindset has been that the benefits of investments in cultural infrastructure are very limited.

At the same time, limited evidence has shown that smart investments in both cultural heritage sites and the development of contemporary cultural infrastructure can lead to emerging of new enterprises, fostering growth in tourism as well as creating additional jobs. In the Davos Declaration 2018 the Ministers of Culture and other signatories remind that a building is a culture and it also creates space for

culture. The declaration calls for ‘politically and strategically promoting the concept of a high-quality Baukultur in Europe.’

As such, there is a need for a compilation of stories that highlight the positive effects of smart investments in cultural infrastructure. This should be accompanied by a study that calculates the net economic benefit of renovation of key cultural infrastructure in Member States.

In line with the European Solidarity Corps' general objective, this appropriation is intended to pursue the following specific objectives of this initiative:

– to provide young people, with the support of participating organisations, with easily accessible opportunities for engagement in solidarity activities effecting positive societal change while improving their skills and competences for personal, educational, social, civic, cultural and professional development, as well as facilitating their active citizenship, employability and transition into the labour market, including by supporting the mobility of young volunteers, trainees and workers;

– to ensure that the solidarity activities that are offered to participants are of high quality, properly validated and respect the principles of the European Solidarity Corps referred to in Article 13(2);

– to ensure that particular efforts are made to promote social inclusion and equal opportunities, in particular for the participation of young people with fewer opportunities, through a range of special measures such as appropriate formats of solidarity activities and personalised support;

The contributions from the EFTA States pursuant to the Agreement on the European Economic Area, and in particular Article 82 thereof and Protocol 32 thereto, must be added to the appropriations entered in this item. By way of information, these amounts derive from contributions from the EFTA States entered against Article 6 3 0 of the statement of revenue, which constitute assigned revenue in accordance with points (b), (e) and (f) of Article 21(2) of the Financial Regulation; they give rise to the provision of corresponding appropriations and to implementation under the ‘European Economic Area’ Annex to this part of the statement of expenditure in this section, which forms an integral part of the general budget.

the 70th anniversary of the Schuman Declaration, there is no better celebration than opening up the theory, practice and history of the European Union to its citizens. This could be done by setting up a network of non-academic, civil society regional agents, and local volunteers from the pool of city councilmen and councilwomen.

The involvement of the local councillors is fundamental in order to bring Europe down to the grassroots, beyond the Brussels bubble and tha transnational exchange of best practices. The civil society regional agents, unlike the Monnet Chairs, would have a non-academic profile, and will be in charge of training and supporting the volunteers active at the local level. The volunteers would be selected by the city council among its members, and his/her task will be to maintain a permanent activity of education and information on EU affairs, including its intellectual origins, history, values, policies, rights and opportunities. This proposal has been supported by the European Parliament in its resolution of 30th November 2017 on the EU citizenship report 2017: Strengthening Citizen´s Rights in a Union of Democratic change (paragraph 28) and by the PETI Committee on 21 February 2018

Justification:This proposal for a Pilot Project is based on a Petition tabled by the Union of European Federalists of Spain on 21st February 2017 (reference number 0160/2017). This proposal, by involving in a permanent and systematic way potentially all local entities in the EU, can provide a substantial and measurable impact in terms of educating the public about the integration process, is often unknown or misunderstood. No other EU current program has this profile.
