Legal developments: European Union European Commission Amendment to Regulation (EC) 1236/2005 On 16 July, the Commission issued an implementing regulation (EU) 775/2014 (published in Official Journal of the EU (17/07/2014, L210/1)) amending Regulation 1236/2005. The amendment concern the annexes and notably creates new categories for items which would be used for capital punishment. Legal developments: International MTCR The Missile Technology Control Regime (MTCR) held its 28 th Plenary Meeting in Oslo from 29 September to 3 October 2014. In the final public statement, the States parties highlighted the need to purse effort toward universal implementation of the guidelines and control lists, notably through outreach activities. Japan On 1 April 1, the Government of Japan, in accordance with the National Security Strategy adopted on 17 December 2013, set out the Three Principles of Transfer of Defense Equipment and Technology as a set of new principles on overseas transfer of defense equipment and technology, which replace the Three Principles on Arms Exports and Their Related Policy Guidelines. United States Sanctions On July 8, 2014, President Obama issued an Executive Order broadening the basis for sanctions against the Democratic Republic of Congo (DRC). On July 10, 2014, the Office of Foreign Assets Control (OFAC) issued a final rule implementing the Zimbabwe Sanctions Regulations, 31 CFR Pt. 541. On September 17, 2014, The Commerce Departments Bureau of Industry and Security (BIS) published a final rule amending the Export Administration Regulations (EAR) to implement additional sanctions against Russia. 6
