A Walk Through the District Convention ProcessNote: These are a guide to the rules for delegates to the district convention. For questions about the rules, please refer to them or to the person assigned by the Democratic Party of Oregon to assist with the convention.
Delegates to be elected to the national convention from the congressional districts:District 1 9 delegates (5 women and 4 men)District 2a 3 delegates (2 women and 1 man)District 2b 4 delegates (2 women and 2 men)District 3 12 delegates (6 men and 6 women)District 4 10 delegates (5 women and 5 men)District 5 9 delegates (5 men and 4 women)
Delegates to be elected to the state convention from the congressional districts:District 1 60 delegates (30 men and 30 women)District 2a 20 delegates (10 women and 10 men)District 2b 24 delegates (12 men and 12 women)District 3 81 delegates (41 women and 40 men)District 4 61 delegates (31 men and 30 women)District 5 54 delegates (27 women and 27 men)
Registration will begin at 11:30 a.m. in order to allow district delegates to be registered in a timely manner and to allow national delegate candidates to mingle with the district delegates. District delegates will be badged. The convention will be convened at 1 p.m. by the congressional district chair or a designee. Once the chair welcomes the district delegates, the floor will be turned over to a representative of the Democratic Party of Oregon, who will walk people through the convention process.
The district delegates will then form a caucus. A chair, appointed by the Democratic Party of Oregon in consultation with the presidential campaign, will convene the caucus. The person assigned to the caucus by the DPO will act as a recorder. The process will be reviewed if necessary.
The caucus will then determine the length of time national candidates will be allowed to speak. The default is one minute, but could be much shorter in order to accommodate all the candidates in some of the districts. The person assigned to the caucus by the DPO will recommend a time, based on the number of national delegate candidates running, and the time involved.

The caucus will also decide whether to allow surrogates for national delegate candidates to speak. The default is that they will not be allowed to speak. In the interest of time, no electronic presentations will be allowed.
All ballots will be signed by the district delegate, in order to comply with DNC rules.
Ballots are separate for male and female candidates. At the top of the ballot will be the number of national delegate candidates the district delegates are entitled to vote for. Do not vote for more national delegate candidates then there are positions to fill.
Those national delegate candidates who receive a majority of the vote will be declared elected.
If there are still national delegates left to elect, the second ballot will consist of the national delegate candidates who finished in places equal to twice the number of national delegates remaining to be elected.
As an example: If a caucus elects a national delegate on the first ballot, and there are two national delegates remaining to be elected, the second ballot will consist of the national delegate candidates who finished in second, third, fourth, and fifth place. If there are ties in any of those positions, the extra national delegate candidates are included.
On the second ballot, the top finishers are elected.
The caucus then elects state convention delegate candidates. There are ballots for men and women state convention delegate candidates, and the top finishers are declared elected.
If there are not enough candidates to fill out the district’s delegation to the state convention, the people who have filed to be state delegates will be declared elected. Vacancies in the state convention delegation can be filled by the district chair and the chair of the caucus.
All ballots are taken to a separate area to be counted by volunteers who are not candidates for national delegate.
In all cases, ties are determined by a flip of the coin, done by the caucus chair.
When the caucus is finished electing national and state delegates, the convention adjourns.
People assigned by the DPO are responsible for getting contact information about the newly elected delegates.

In 2010, I organized a nonpartisan Candidates Forum available to the public free of charge. I’ve worked with small businesspeople in Hillsboro to come to consensus on rejuvenation. I led a group of people to literally clean up Main Street last week so that we can feel good about meeting with our friends and neighbors there. I am active in my Citizens Participation Organization and land use planning throughout the City of Hillsboro. I am not afraid to pull weeds, talk to people who disagree or advocate for our President.

PI have long been a supporter of progressive candidates and issues. I believe that the best way to do this is at the grassroots level. Over the last 20 years I have put that into motion by knocking on hundreds of doors and making hundreds of phone calls and by visiting my elected officials both in Salem and Washington DC. I make a point to try and engage other voters to the same. The vehicle I have used to this has been my union, AFT (American Federation of Teachers), on the local state and national level. I have held several offices. I am currently the Vice President for Political Action for both AFT-Oregon and my local, Portland Federation School Professionals. I was recognized for my efforts by being awarded the John Conner award for service by my union brothers and sisters at the AFT-Oregon Convention in 2006. I have also been a leader and a participant in the process of the candidate endorsement for AFT-Oregon.
Over the last year I have because active with the Washington County Democrates and have just been re-elected as a PCP and have been appointed as a House District Leader.
Being a delegate from Oregon to the national Democratic Convention will allow me to continue my support for the Democratic values I hold dear--education, health-care, jobs and the right to bargain collectively. Building party infrastructure sounds boring, even tedious. But party infrastructure is key to winning presidential elections. It’s what we do between presidential election years that ensures our victories in presidential elections. As Chair of the Washington County Dems, here is what I have been doing since November 2008:
1. Party Builder Countywide—Worked tirelessly to build and keep our county party growing and strong. As Oregon’s swing county, we won for Kitzhaber in 2010 and we won big for Congresswoman Bonamici in January 2012!
2. Party Builder Statewide— Under my direction, our training committee volunteers and paid field director have helped county parties around the state with precinct committee person (PCP) training,Neighborhood Leader and Latino outreach organizing to keep Oregon blue.

I have lived in Oregon since 1963, attended Lake Oswego High school, received a degree from the University of Oregon in 1972, and attended Lewis and Clark Northwestern School of law, at night, working days,and graduating in 1977.I retired from my law practice in 2008.
I was a voter protection attorney for the Kerry campaign in 2004, and, at the request of the DNC, traveled to Colorado for the election in 2008 as a voter protection attorney. My team sucessfully challenged the distribution of provisional ballots instead of regular ballots by the election judge, and we were upheld by the elections division.
I am widowed, and have a 27 year old daughter adopted in Brasil.Since my retirement, i have been involved in a number of activities, including acting as a foster respite parent,and as a youth mentor through Boys and girls Aid Society, and briefly working with Habiltat for Humanity, among others.
I hope you do me the honor of allowing me to represent our party at the convention in Charlotte, continuing to move forward in the fight for a fair, just, and prosperous nation for all Americans, and with America as an example for all nations.

PVery best wishes to the reader of my statement. I’ve been very active as a community member, educator, and public policy analyst in Southern Oregon where I was a former director of the Master in Management Program at SOU.
I have been very effective in advocating for national and community service in launching a pilot program, one of the first AmeriCorps Programs as well as overseeing a local youth corps from 2006 to 2008. I believe in the vast capacity of our state and nation to adopt policies that take us away from the false dichotomy of small vs big government to the real goal of good government for all citizens.
I have been able to serve as an educator in various settings, most recently at the School of Global Affairs and Public Policy at the American University in Cairo where I have seen the effects of 2,500 years of disenfranchisement on a people and am striving to support their transformation from subjects to citizens; something many Americans have become complacent about and are sadly in danger of losing. My position in Egypt has given me a unique perspective and vantage point about the American political and economic landscape. Being outside the picture allows one to more clearly see the picture.
I’m returning to my home in Ashland very soon and seek to energetically participate in civic life where having lived globally I can more effectively act locally.

After President Obama declared his support for marriage equality, public support reached new heights. But change never just happens—people make it happen. That’s where I come in. Our Party will only take this historic step if the wind is on its back. I know all too well, being raised by a single grandmother, with a 9th grade education. The 1972 Convention confirmed the new guidelines set out by the Democratic Party in response to the 1968 Convention to open the doors for future conventions to be more representative of the people. As a result everyone has a chance to go to the convention to present, discuss and approve the party platform of ideals and policies to be promoted by the Democratic Party and to nominate the candidate for President who can best carry forth the direction of the Party.
As a delegate I will bring a unique perspective of an older educated single lower economic female sole proprietor scientist to the discussion. I have solutions to the most pressing problem facing the American people, the economy and the financial future of American society. I want the opportunity to discuss these ideas with the other delegates so that innovative solutions can be interjected into the discourse.
FAITH’S IDEASRemove the cap on SS. Use additional revenues to lower FDIC rates. Determine rate based on funds required for 20 years into the future annually. Invest surplus funds as is now done. Open Medicare to all eligible for a Social Security Card. Allow Bush era tax cuts to expire. Write a 21st century budget that addresses the ability of the government to provide a stable and secure economy.

Four years ago you generously elected me a delegate to the 2008 Democratic National Convention in Denver. At that time I promised to blog the National Convention *every day* to bring as much of the flavor of it as I could back home to Portland. I did exactly that, and when I did, so many people told me they felt that I had given them new insights into the day-to-day activities of a delegate. In addition to daily posts from the Convention itself, I blogged the Oregon delegation’s lousy seats, the pre-Convention parties, the anticlimactic goody bags, and even the presence of a contingent of guests from Faux News in our hotel. (Those posts were on the blog Loaded Orygun, which sadly no longer exists, but cached copies are still online through the magic of Google, or I can send you PDFs if you would like to read them.)
If I return as a delegate this year I promise I will carpet-blog the entire event, sparing no detail. I’m already bracing myself for the hideous hot, muggy weather, the crappy hotel, the inconveniences of our location far from the downtown Convention site, and the rest of the insanity. I’ll use my Facebook and Twitter feeds (@vardley) to bring you all the minutiae. It will be just as if you were there, except that you won’t have to spend four or five days in 90 degrees Fahrenheit and 95% humidity. This time I’ll do it on Daily Kos and repost all the entries on Facebook, so the links won’t disappear in a few years’ time.

I will not be shy raising Labor issues in Charlotte, I, and my union, have spent hours, dollars and votes getting Democrats elected on both the State and Federal levels. PIt is not just about how committed we are as a county and state in Charlotte in November 2012 that matters. What we do right here in Multnomah County and across Oregon now, after November, and beyond is key to affirming our democratic ideals and ensuring access for all.
Our ability to move beyond a 30-30 impasse within the House by supporting eclectic, creative-thinking, and intelligent candidates is one example. Our ability to engage a broader spectrum of leadership from various sectors within our community into our democratic advocacy institutions is another. PI am asking for your vote because I feel that I have earned it through my many hours volunteering to maintain our 1st District Democratic position getting Rep. Bonamici elected in January by walking and knocking on doors in the SW hills of Portland, phone banking, giving money.
My message I will bring to the convention if elected is to tell delegates that they need to get their asses off the couch and go knocking on doors. My experience over the years convinced me that phone calls are less effective that knocking on doors. The SW hills of Portland can be steep and lack sidewalks but every vote counts and voters appreciate my efforts that their vote is important.
Democrats have lost their way because they aren’t making political investment in their future and their children’s future. Oregon has done much better than most states election Democrats to Congress. President Obama can’t do it alone, a Congress with a solid Democratic majority is needed.
We need to connect with the voters and that starts the delegates who must lead by example. I’ve have been doing that!
We Democrats can’t raise enough campaign money to compete especially after the US Supreme Court “Citizens United” ruling. We, the 99% outnumber them but setting on the couch will only put more people out in the street, homeless.

PI am a 30 year-old former American paratrooper and proud father of a beautiful seven year-old little girl. I have served honorably in Hurricane Katrina and Rita coming home to my beloved State of Oregon to help the Democratic Party of Lane County (DPLC) through internships and volunteer work. I passionately helped coordinate the Grand Opening of the DPLC’s new headquarters with guest appearances of Senator Jeff Merkley and Mayor Kitty Piercy with former DPLC Chair Matt Davis. I have also diligently helped create spreadsheets with Google docs for fundraisers for the local party compiling the donors to political campaigns. I have also worked endlessly on the VAN voter database processing volunteers for political participation for canvassing or recruitment. Recently, I have worked on the Public Relations Committee to discuss the “Outspoken” quarterly newspaper publication’s future and outreach to the community. I have also volunteered for the Oregon League of Conservation Voters and have worked on the Jerry Rust campaign for the West Lane County Commissioner’s race.
I am also an Oregon Duck student studying Political Science and a longtime resident of Lane County as well as an advocate for equality and women’s rights. I could represent the 4th Congressional District well as one of its delegates this September in Charlotte, North Carolina; I would be proud to help re-nominate President Obama and Vice President Biden as our nominees this Fall!

PI have been a public school teacher for 18 years who has been elected to serve as the President of the North Clackamas Education Association, local Uniserv Co-President, and OEA Board member. I served on the Milwaukie City Council for two terms and have been a Democratic precinct committeeperson for several years.
I have worked on numerous campaigns to elect progressive Democratic candidates. I am a former broadcast news reporter who served as President of the American Federation of Television and Radio Artist union in Portland as a broadcast news reporter.
I believe in making sure we move this country forward with investments in public education, infrastructure, and great health care for all. I live the impacts on public education in our classrooms every day. I see the impact these cuts have had on my fellow education professionals. I have lobbied the Oregon legislature for career and technical education and school safety. I would appreciate having a public education voice at the table as we move to the national stage.

PI’m Wanda Davis and I’m asking for your vote to become a delegate to the Democratic National Convention in Charlotte this year. I’m a native Oregonian and have lived here nearly all my life. I spent eight years in the southeast in service to our country, first as a Sailor in the US Navy then as the wife of a US Marine.
I used to think I was a Republican despite usually voting for Democratic candidates and causes. I even listened to Limbaugh now and then (mea culpa), though he really rubbed me the wrong way with that Femi-Nazi name-calling crap!
A few years back, I began paying more attention (beyond just voting in elections) to Democratic politics and started listening to wise folks on the left. I resisted mightily but their calm manner and solid logic wore me down. When the Tea Party rose up and publicly abused anybody they saw as a threat, I realized it was time to act.
It’s been an interesting journey over the last few years in which I’ve found myself at protests and rallies, knocking on doors and contributing money to campaigns.
These days, I’m a vice chair for the Polk County Democrats and am currently enrolled in Emerge Oregon classes so I’ll be ready for an office run one day. I can’t stop this progression any more than I can stop breathing and continue to live. My hope is that by attending the convention I will be better equipped to serve in the future.

I am interested in becoming a delegate because of my economics studies at Portland State. I have studied macroeconomics, microeconomics, history of economic thought, comparative economics, Capital Volume I, development economics, public/private investment and more. The following are a few of my research reports which I would be happy to share upon request:
• Farm-to-Institution programs: A collaborative research report examining ways to provide healthy and sustainable food to large institutions such as prisons.
• The Nordic Model and the United States: a comparative study suggesting that Sweden offers inspiring examples for the United States to consider.
• Economic Grapes of Wrath: Exploring Marxian concepts surrounding the accumulation of capital and the expropriation of the people as portrayed through ancestors of the Judd family in John Steinbeck’s work, “The Grapes of Wrath”.
• An inquiry exploring the new economic and racial caste system of control which institutionally locks the poor and people of color into second class status.
As a convention delegate, I will cultivate relationships with national campaign staff and delegates from other states in order to find new ways to bring resources back to Oregon. I will also share my experiences back at home by posting on Facebook and Twitter (https://twitter.com/jilheimensen).

Despite hardships, I work part-time as a self-employed publicist, consultant and writer. My professional and civic work has given me a good understanding of many issues that matter to Oregonians – both urban and rural – including health care, education, agriculture, environmental sustainability, indigenous leadership and the arts.
Along with other health challenges, I am a cancer survivor and suffer from a very debilitating and disabling disease, Chronic Fatigue and Immune Dysfunction Syndrome (CFS). Like many Oregonians, I am trying to avoid foreclosure on my home. I have compassion for the hardships that many Oregonians are facing today and a great passion to help find solutions.
I was born with an activist nature and am a life-long Democrat. I organized ‘get-out-the-vote’ activities in 15 precincts in 1984 during the Iowa Presidential caucuses. I currently serve on the Oregon Health Insurance Exchange Consumer Advisory Committee. I have worked on many issues in between and am a long time parent volunteer in our school district.
I greatly admire this administration’s desire to make our country a better place for all Americans. As Martin Luther King Jr. said, “Our lives begin to end the day we become silent about things that matter.”

I have canvassed for my state Rep District 35 Margaret Doherty last election and distributed slate cards for Prop 66-67. I participated in the past platform conventions and try to make myself available for events and most know my positions. I retired from Federal Civil Service in Jun 2007 as a Program Manager for the Air Force.
