NIGERIA CONTENT DEVELOPMENT POLICY DECLARATION

It is CHARIT RESOURCESLIMITED NCD Policy to comply with the Nigeria Content Directive of the FEDERAL REPULBLIC OF NIGERIA on local content., materials, suppliers and manpower from Nigeria and to make use of services and facilities professional or otherwise which are rendered by Nigerians or companies incorporated in Nigeria, except when after proper research, such services/facilities are not available in Nigeria.

To fully comply with the NCD directive, CHARIT RESOURCES üLIMITED shall domicile all engineering activities in-country as well as location of the project management team (PTM) and project procurement centre (PPC) in- country and carrying out in-country maintenance of tools and equipments.

Show commitment in meeting with the Nigerian Content targets of the üFederal Government of Nigeria of achieving 45% and 70% Nigerian Content by year 2015 and 2016 respectively. In terms of total monetary expenditures through the deliberate utilization of Nigerian human and material resources without sacrificing Safety, health and environmental standards.

Show commitment by deliberate Addition or creation of value in-ücounty via capacity building of locals, Technology transfer programs, Technology mentorship programs, increasing physical operational presence and investment in Nigeria, creating opportunities in human resources, development of Nigerian contractors and suppliers and implementing various innovation that will increase Nigerian content development in Nigeria.

The enforcement of this policy shall be the responsibility of the üChairman/CEO/NIGERIAN CONTENT CO-ORDINATOR

The Management, all and sundry shall work assiduously to abide by the above- mentioned policy and improve in our key performance indicators.

HARIT RESOURCES LIMITED shall maintain the Nigerian Content Plan throughout its services. This Plan Cshall document all aspects of Company’s strategy for

achieving the minimum commitment to Nigerian Content in accordance with the policy and the Nigerian Content strategy hereunder. The Plan shall include the specific proposal is to domicile and be a corporate citizen, prioritize and maximize the use of Nigeria labour, goods and services, and equipment.

Maximization of Indigenous Employment:Charit Resources Limited shall maximize local indigenous employment of worthy employment (Engineers, supervisors, skilled and unskilled workers)

During the recruitment exercise, Charit Resources Limited shall give preference to Nigeria Labour.

Charit Resources Limited shall during recruitment consult the council of certified Inspectors, registered Engineers Nigeria (COREN), Nigerian Society of Engineers (NSE) Nigerian Society of Safety professionals (NISP) Nigerian Institute of local Content (NILC) and other professional bodies and stakeholder to source for competent and capable Nigerians/engineers that can perform effectively.

Charit Resources Limited shall invest in training to bridge the gaps between business needs and local capabilities relevant training in various third part inspection services, by use accomplished inspector and engineers.

Development of Indigenous Labour/Help HandsDuring the contractual period Charit Resources Limited shall first and foremost employ competent community based labour workforce, most often, this is mostly unskilled, therefore the next plan of action is transform this unskilled community workers to skilled workers during the project.In order to maximize and increase the Nigerian Content in-country, DetaGulf Ltd shall:

Search for experience Nigerians and encourage partners/sub-contractors to engage them in project execution positions

Increase the number of Nigerians in each project discipline / skill pool through training, exposure and certification thus making them available for other major projects.

Planning for motivating and training the work force to meet new technology and performance standards are relating corporate change, new technologies, work procedures to manpower planning and development.

Sustainable Development Training PlanIn pursuing its Nigerian Content plan, we shall:

Aid development of Nigerian companies in a sustainable and ethical manner. This will include the use of recourses to cushion communities we work in, fulfill our corporate responsibilities in the use of our 2.5% of profit annually to finance Graduate for oversea courses in relevant interest areas, appointment of a mentor in organization to guide and coach Nigerian owned companies in inspection services, general business management, quality management and HSE management.

Development of Nigerian Technology: Capacity Building in NCD.Promoting the development of Nigerian companies by the transfer of technology from international companies will facilitate foreign investment in Nigerian. This will involved the creation of research centres, training centres, fabrication facilities, equipment manufactures and overhaul facilities and such like. Through such facilities, the capacity building of indigenous companies can be realized.

The programmes shall cover all skills required for the work, specifically including inspections methods, NDT, auditing, engineering, design, procurement, logistics, fabrication, construction, inspection techniques, testing methods, commissioning and project management.

The ultimate objective Nigerian Content Development (NCD) policy is to improve the quality of Nigerian workforce and promote make in Nigeria goods. In pursuit of this objective, we shall continuously strive to do the following:

ÜReview our company’s NCD policy and Organization at regular intervals.

ÜMaintain contact with outside specialist’s bodies and laying down the Company’s arrangements for NCD.

ÜKeep informed of all changes in legislation, statutory regulations or codes of practices likely to affect the Company and to indicate how these changes are to be implemented and monitored through the company.

ÜReceive from the operations manager and the field and Project Manager all relevant information’s concerning Incidents within the Base/Field and any recommendations considered appropriate.

ÜMaintaining up-to-date of all records and other related documents in ordinary manner and ensuring that all major i n j u r i e s , n o t i f i e d accidents and dangerous occurrence are recorded a n d n o t i f i e d i n accordance with legal requirements.

ÜEnsuring that staffs are f u l l y i n f o r m e d a n d c o n v e r s a n t w i t h requirements concerning NCD rules and regulations and controls expected of them.

ÜEnsuring that all equipment purchased in Company comply with all NCD requirements. He is to be advised by the Executive Operations when problems exist with meeting safety requirements on existing equipment.

Our Nigerian content development are commercially sound and by

integrating services and introducing a range of best practice measures,
