PROFILES OF ENGINEERING COLLEGE LIBRARIES
5.0.0 INTRODUCTION
This chapter presents a brief history and growth of
engineering and technical education in India. The profile of the
institutes has been discussed along with their library resources
and services.
5.1.0 HISTORY AND DEVELOPMENT OF ENGINEERING COLLEGES
5.1.1 In India
The new oxford dictionary of English (1999) defines
“Engineering” as the branch of science and technology related with
the design, building and use of technology “as the application of
scientific knowledge for practical purposes especially in industry".
The word “engineering” is derived from the Latin " ingeniare" word
“means to design”. The engineering and technology education in
India has been developing faster than anywhere else in the world
since the early eighties, due to rapid industrialization and
economic growth, now India has the second largest number of
engineering students in the world. “Recent Indian Scientific
Industrial and Technology development, particularly in space,

nuclear and missiles technology, computer engineering and
information science have earned India world recognition as an
emerging global power.” (Palit, Sajal K.1998)1. The history of
engineering education in India started with first engineering
university in the country which was established in 1949.
• Thomason College Civil Engineering at Roorkee (1847),
later it become Roorkee University (1949).
• College of Engineering, Pune (COEP) was established in
1854, which is still in existence.
• Civil Engineering College in Howrah came up in 1856. It
was renamed in 1921, as the Bengal engineering college.
It got the status of deemed university in 1992.
• Mumbai Victoria Technological Institute was setup in
1887. Now it is known as Veer Mata Jijabai Technological
Institute
• In 1905-06 during the nationalist movement the National
College of Education (Calcutta) was establishment in
1908. It was established for imparting education in
engineering and technology in 1919. Through a State Act,
the College became the Jadavpur University in 1955. The
university is now consisting of Faculties of Arts, Science,

• Indian Institute of Science at Bangalore was established
in 1909, which owes its existence to the late Sh. J.N.
Tata.
• College of Textile Technology, Sera pore and West Bengal
Government Central Institute, Kanpur were established in
1908 and 1914 respectively.
• Harcourt Butler Technological Institute, Kanpur came
into existence in 1921.
• University of Bombay (1934), which now enjoys
autonomous status, and Laxmi Narayan Institute of
Technology (1942) were also established in the pre-
independent days.
After Independence the engineering and technical education
has developed and technical education has made many
achievements in the post-independence period. The creation of the
All-India Council of Technical Education (AICTE) in 1945 and the
Report of the scientific manpower Committee (1947) has a far
reaching influence in this development.
The reports Engineering Personnel Committee (1956), and
the Committee for Postgraduate Engineering Education Research
(1961) gave an impetus to higher level technical education. “The

growth in engineering doubled within a span of 10 years from
about 30,000 in 1987 to 60,000 in 1996. During the same period,
the out turn of polytechnic diploma holders increased from 56,560
to 95, 283. Comprehensive account of the progress of technical
education since Independence is available in Technical Education
in Independent India (1947-1997) published by the All India
Council for Technical Education in 1999” Palit, S.K. (1998) as
shown in the table No.1 An apex organization the All India Council
for Technical Education (AICTE) is charged with the responsibility
for planning and coordinating development of technical education
in India. The AICTE is responsible for the accreditation of both
state and private engineering colleges. AICTE monitors the
qualitative growth of technical education in relation to planned
quantitative growth and proper maintenance of norms and
standards. The Ministry of Human Resources Development (MHRD)
funds a large number of engineering and technical institutions,
including IITs.
5.1.2 In Andhra Pradesh
Andhra Pradesh is promoted by tourism department as “Koh-
i-Noor of India and with the rapid rise in good engineering colleges it
is indeed a shining jewel in the crown of technical education in
India. Looking at the sheer numbers, both in terms of sanctioned

intake and institutes, Andhra Pradesh is the biggest State. However,
there are issues related to quality of engineering education in a large
number of these colleges. The State has a National Institute of
Technology (NIT) at Warangal which goes back to 1959, but with the
establishment of IIT, and IIIT at Hyderabad lately; the students now
have an opportunity to get the best engineering education in Andhra
Pradesh. The State has institutes which have large intake and these
include Vignan University located in Vadiamudi, Guntur, that
admits through AIEEE/ EAMCET; BITS Hyderabad that has its own
entrance exam; Bapatla Engineering College; Gokaraju Rangaraju
IET at Kukatpally; RVR & JC College of Engineering,
Chandramoulipuram and VR Siddhartha Engineering College at
Kanuru. Another upcoming institute, primarily for the rural area
students, the Rajiv Gandhi University of Knowledge Technologies
(RGUKT) has now admitted its fourth batch (3000 students) in three
IIITs at Nuzvid, Basar and RK Valley campuses. The distinguishing
factor at RGUKT however is the six-year B.Tech. integrated
programme that is offered free of cost to majority of students. It is
worthwhile to note that a staggering 95% institutes are private
unaided institutes.
Most of the student intake (approximately 88%) is in five
disciplines: Electronics and Communications (28%); Computer

Science (23%); Electronics and Electrical (16%); Mechanical
Engineering (12%) and Information Technology (9%). Another
discipline has a fair share of intake: Civil Engineering (9%).
The other larger disciplines include Aeronautical Engineering with
2220 seats; Electronics and Instrumentation with 1820 seats;
Biotechnology with 1410 seats and Chemical Engineering with
intake of 1190. Interestingly, all the 23 districts in Andhra Pradesh
have at least one engineering college. One should note that the
intake calculation is based on institutions linked to EAM-CET and
does not include those institutions that base admissions through
JEE, AIEEE or through their own such as BITSAT.
5.2.0 University College of Engineering, Osmania University
Introduction: The Diamond Jubilee Library was built on the
occasion of the Diamond Jubilee of the College of Engineering in
1992. The Library is housed in a spacious double storied building
with a plinth area of about 2420 square meters, built on the
occasion of the Diamond Jubilee of the College of Engineering in
1992. It caters to the needs of about 5000 users comprising Under-
Graduate, Post-Graduate students (Regular and Part-time)
Doctoral candidates, Teaching and Non-Teaching Staff.
The Library procures and stocks predominantly engineering
books and journals to serve the requirements of all the branches of

engineering (i.e., Biomedical, Computer Sciences, Civil, Electrical,
Electronics & Communication and Mechanical) and inter
disciplinary subjects such as Maths, Physics, Chemistry and
English.
Working Hours of the Library: The Library is kept open on
all working days: From 9:30a.m. to 4:00p.m. and 4:30p.m. to
6:30p.m. for Part Time students (U.G. & P.G.) and 9:30a.m. to
9:00p.m. for Text Book Section.
Financial Resources: The following are the main resources
of funds for the OU Engineering College Library.
1. Grants from UGC under various Five year Plans
2. University Normal Budget
3. Non-University Fund of the College

4. Technical Education Quality Improvement Programme
(TEQIP)
With the above grants the Library procure a number of
current books for all branches of engineering and inter disciplinary
subject.
Library Collection: At present the library has collection of
books and current journals and back volumes as detailed below:

In addition to the above 6,000 books are available in the
SC/ST section. Regular SC/ST students are allowed to borrow 6
books. In Integrated Scheme of Book Bank (ISBB) 2741 books are

Learning Resource Centre: On the lines of Advanced
Educational Centres like IITs the OU Engineering college has
established a Learning Resource Centre which had around 2200
CDs/DVDs in the Diamond Jubilee Library with the following
infrastructure facilities from TEQIP funds.
• Plasma TV
• DVD Player,
• LCD Projector
• Over Head Projector
• 15 Multimedia Computer Systems with headphones
• Class room lectures in CD format covering all branches of
engineering & allied subjects
The above facilities enable multimedia learning to the
Engineering Students, Faculty and Research Scholars.
5.3.0 Jawaharlal Nehru Technological University (H) Library
Introduction: A new building with three floors of 45,000
Sq.ft area was constructed at Kukatpally, Campus for the
University Central Library and named it after the first Vice-
chancellor of JNT University as T R Doss Bhavan. The Library of
erstwhile I.P.G.S.R. was on a spacious floor in the Academic block
on the Main Campus of the University at Masab Tank, Hyderabad.

It was upgraded to University Central Library from 1990. In the
Year 2004 the library was shifted to the new building at Kukatpally
campus and JNTU College of Engineering Library was merged with
the University Central Library along with the books & staff. The
University Central Library caters to the needs of Institute of
Science and Technology, School of Information Technology, School
of Management Studies, and JNTU College of Engineering
Hyderabad. The University Central Library was fully automated
with bar coding of the books in the year 2006 through VTLS-Virtua
Library Software. The main features of the VTLS Software are
OPAC, Acquisition, Cataloguing, Circulation, Serial Control and,
the Digitization of the content of the books.

Library Infrastructure: The following are the library
infrastructure provided at JNTU(H) Library for the library users of
students, research scholars and teaching staff.
Building: 45,000 sft plinth areas extended in 3 floors.
Ground floor: General issue books, reading room,
conference hall with a seating capacity of 50 members, staff rooms,
property counter, 16 user terminals, 6 Staff terminals , UPS room.

Networking
LAN is developed throughout University Library (Three
floors) with CAT 6 Cable, with 4 CISCO Switches, with 24 ports
each of 96 nodes and 1 Router.
Leased line connectivity:
10 MBPS (1:1) bandwidth dedicated under NKN/NME-ICT
Programme sanctioned under UGC-INFONET Programme
A Firewall (CISCO Make) and L3-GIGA Switch (CISCO Make) are
installed to protect Computer Servers to prevent the users in
viewing unwanted sites, monitor and regulate all incoming and
outgoing internet traffic
Digital Library facility for 24X7 Services available on the 2nd
floor of the University Library.
The circulation counter is equipped with 2 Nos. of Motorola LS
2208 hand held scanners for issue and return of the books.
Surveillance System has been installed on all the three floors in the
University Library with 44 Nos. of Colour dome cameras, 10 Nos. of
C-mount cameras, and one Night Vision camera at the main gate.
Photo Colour ID-Card printer was installed in the University
Library to issue Photo Identity Library cards (PVC) for students,
staff, and researchers.

5.4.0 Chaitanya Bharathi Institute of Technology, Hyderabad
CBIT is one of the premier Engineering Colleges in the self-
financing category in Andhra Pradesh. It has been accredited twice
in 1998 and again in 2004 by NBA (AICTE). It is also the first ISO
9001-2000 certified Engineering Institute of AP. The total
constructed area is 4,45,467 sq. ft. worth about Rs 25..00 crores
spread on 30 acres. The grants recieved from AICTE are worth
about Rs. 1.3 crores. The college offers 9 UG and 7 PG coureses.

Brilliant and meritorious candidates with 196 EAMCET rank
onwards are seeking admission in CBIT especially in ECE, EEE,
CSE, IT, Mechanical Engineering etc. The percentage has also been
consistent with 95% on an average. Out of them, 80% of the
students are passing either in distinction or in first class. For the
last two years, about 75 to 80% of our students are provided with
jobs through college placement cell.
The Institution, shaping its students into disciplined young
citizens of good character and culture lays emphasis on practical
experience so as to enable them to secure employment in industry
thereby to become enterpreneurs. CBIT stands as the only
Engineering College in the state with 553 students placed in
reputed organizations through campus interviews from August
2006 to March, 2007. In its keen commitment to offer quality
education, CBIT, over the past 27 years has become a temple of

knowledge and produced about 12,000 eminent and skillfull
graduate engineers, who are successful in their careers, serving all
over the state.

Rules & Regulations
1. SILENCE and CLEANLINESS should be strictly maintained in
& around the Library & Information Centre
2. Each Student is eligible for 4 (Four) Non Transferable Library
Borrower Cards, on which he/she can borrow Books for a
Period of 14 (Fourteen) Days. These Library Cards must be
Renewed at the beginning of each Academic Year.
3. All the Post Graduate (PG) students are eligible for 1 (one) Non-
Transferable JOURNAL CARD, on which he/she can barrow
Back Volume of a Journal for a Period of 3 (Three) Days.
Defaulters will be charged Rs.10/- (Ten) per day or withdrawal
of the card.
4. All the Students should RETURN their Library Borrower Cards
after completion of their Course and obtain a No-Due Certificate
from the Library & Information Centre.
5. While borrowing the Book(s)/Journal, the User is ADVISED to
Check and ensure that the Book(s)/Back Volumes of the

Journal is/are in PROPER condition. If any Page(s) are MISSING
or DAMAGED, inform the same to the Library Staff on Duty.
6. The students should get the borrowed books/Journal
CHECKED and hand-over the gate pass to the staff member at
the EXIT GATE and cooperate with the Library Staff.
7. Avoid making Pencil/Pen Marks, Underlining, or any other type
of Damage to the Book(s)/Journal. If any such things are
noticed at the time of returning the books, the Borrower will be
held RESPONSIBLE.
8. In case the Book is lost, the Borrower has to REPLACE the
LATEST EDITION of the Lost Book. If the Book is not available
Borrower has to pay the COST of the Book (Two times for the
Book published after 1999/Three times for the Book published
on or before 1999)
9. Borrowers should RETURN the books ON or BEFORE the Due

Centre. Application for membership should be made on the

Scholars, Students, and Non-Teaching employees of the
Institute.
On special request, outsiders (Students, Faculty, Research
scholars of other Colleges) are also admitted for a shorter
period for research with written permission of the Librarian

5.6.0 National Institute of Technology, Warangal
Introduction: The Central Library supports the teaching and
research programmes of the Institute and provides facilities for
general reading and disseminates information according to the
requirement of the users. It is housed in a separate building with a
plinth area of 4000 sq.mtrs. It has around 1,57,596 books, back
volumes, technical pamphlets, standards, CD-ROMs, Video

cassettes etc. The total cost of the books is Rs.6.40 Crores and it
receives 215 journals, (125 Indian and 90 foreign) at a cost of
Rs.5.91 Lakhs. It also receives 2000 on-line journals through
INDEST set-up by MHRD, Govt. of India. The services and
operations in the central Library are fully computerised. The
database of entire library acquisitions was created using LIBSYS
software and it works under XP environment. The main server is
Xeon Server – Dual CPU (Dell PE 2900).
Working Hours: The Library works on all days of the year
except a few holidays of national and social importance.

Book Banks
There are (4) Book – Banks in the library. Book – Bank for
SC Students Book – Bank for ST Students Book – Bank for Needy
Students The books will be issued once to students of those
categories according to their eligibility at the beginning of the
semester.
Reference Section
(i) Reference Books: The section contains reference books
such as Encyclopaedias, Dictionaries, Directories, Handbooks,

Bibliographies, Atlases, Data Books, M.Tech dissertations, Ph.D.
theses etc. These are to be referred within the Library premises,
but are not for lending.
(ii) Text Books: A copy each of the prescribed textbooks and
other recommended books are kept in the Text Book collection and
these are to be referred on the Library premises only. A separate
Reading Hall for Reference and Textbooks is provided with a
seating capacity of 100 members.
Periodical Section
The Library receives about 215 journals, out of which 125
are Indian, 90 are received from foreign. All the current periodical
are displayed on the periodical racks in the reading hall with a
seating capacity of 100. Reprographic Service. There is a well –
equipped Xerox facility in the Library. The users can avail of this
facility on payment of nominal charges. IT facilities The Central
Library is connected to the CAMPUS LAN.
The Library server works under windows XP environment.
Subsequently, the house keeping operations and services such as
an acquisition entries, serial control, circulation of books, using of
Barcode system for issue and return of books have been
computerised. The faculty members can access the bibliographic

data from their respective departments through the campus Local
Area Networking (LAN).
Digital Library
The Library has campus LAN connectivity through
the Computer Centre and is connected to Web Server. 50 systems
providing network facility are installed for browsing. The MHRD
GoI, New Delhi setup a consortia– based subscription to electronic
resources for technical education system named as INDEST (Indian
Digital Library in Engineering, Science and Technology) and
receiving about 2000 on-line journals viz. IEL (IEEE/IEE Electronic
Library, ASME, ASCE, Applied Science and Technology Plus
(ASTP), ACM Digital Library, Springer Verlag Link, Nature, J-Gate,
Indian Standards 18,000 in e-form from 2003 onwards. The
Library has installed a Hard Disk cashing solution (500 GB) in
the Digital Library to store massive data of archival information.
Virtual Library: The Central Library is also established
Virtual Library procuring required IT infrastructure i.e. hard
disk cashing server and (50) Computer systems, Furniture etc. to
access the archive off-line information through INDEST and e-
books. DELNET: The DELNET Developing Library Network) New
Delhi, connectivity is also provided in the Library for searching

bibliographical database and abstracts of various technical
subjects of the other institutions.
Audio–Visual: There are TWO TVs and TWO VCRs and 350
video cassettes on different subjects. General Rules Library is a
place for study and research. Strict silence is to be observed. A
user has to show identity card whenever he/she enters the Library.
All the personal belongings should be deposited at the counter. The
user has to pay Rs.10/- towards loss of token of personal
belongings counter. Users are requested to allow frisking of person
at the Library exit gate while leaving the Library. Personal books,
printed materiaphotocopy material are not allowed inside the
Library. Outsiders are not allowed into the Library. Smoking is
strictly prohibited.
5.7.0 Sri Venkateswara University Library, Tirupati Library
Genesis: The University Library was started in the year 1955
with a small collection of 6,700 books taken from the Sri
Venkateswara College, Tirupati, administered by Tirumala Tirupati
Devasthanams. Initially the library was housed in one portion of
the college main building. Later, it was shifted to the present
building which was declared open in July 1964, by Late Dr. S.
Radhakrishnan, the then President of India. He described it as “Taj
Mahal of the South”.

The plinth area of the library building is about 56,637 sq. ft.
of which 19,558 sq.ft. is occupied by the Stack Area, 16,980 sq. ft.
is reader’s area, 5,100 sq. ft. is the work space and the rest for
miscellaneous use. The library has four reading halls with a
seating capacity for 400 users at a time.
The library serves the information needs of the Students,
Research Scholars, Teaching Faculty, Non-Teaching Staff and
Deposit Borrowers numbering around 8,800 and it is the central
facility for 4 constituent colleges of S.V.University including
University College of Engineering.
Library Collection: The University Library, centrally
situated and easily accessible to all the departments on the

campus has steadily grown over the years and it has 3,52,330
documents as on today (31st March, 2011). It includes Text Books,
Reference Books, Reports, General Books, Back Volumes of
Journals, M.Phil. and Ph.D., Dissertations and E-Documents. The
Library subscribes to about 330 Indian Journals by spending
Rs.4.00 lakhs per year.
Library Organisation: In order to provide better service to
the users of the library, the huge and perennial growth of its
collection has been arranged in such a manner that books and
back volumes of journals on Science and Technology are housed in
newly constructed Extension Building and books and back
volumes of journals on Social Sciences, Arts and Humanities are
housed in three floors of the Stack Area of the library building, so
that readers may not find any difficulty in locating the documents
of their choice.
In order to achieve functional efficiency, the library is
organized into 11 different sections. They are Circulation Section,
Book Acquisitions Section, Periodicals Section, Technical
Processing Section, Stack Area (Science & Technology), Stack Area
(Arts, Humanities &Social Sciences), Reference-cum-
Documentation Section, Competitive Examinations Cell & Text

Book Section, Binding Section, Electronic Data Processing &
Digital Library and Administrative Section.
Library Staff: As on today, 61 staff members are working in
the library, Professionals 10, semi-professionals 6 and supporting
staff 45, among the professional staff 2 members are having Ph.D.
degrees and 4 members are having M.Phil. degrees.
Working Hours: The library is kept open for readers between
8-00 AM to 8-00 PM on all working days with the transactions at
the circulation counter except on Sundays and Holidays, on which
days the library will function from 10-00 AM to 5-00 PM for study
and consultation purpose only.
Services: Besides Book Lending service, the library offers
Reader’s Advisory Service, Reference Service, Reprography Service,
Inter-Library Loan facility and Facility to Search E-Journals,
Databases and Internet Resources. The Library follows Open
Access System in all the wings of the Library

Competitive Examinations Cell: The novel feature of
S.V.University Library is the establishment of Competitive
Examinations Cell with the main objective of providing reading
material for student community preparing for various competitive
examinations. The cell provides books and journals relating to

Civil Services, Andhra Pradesh Public Service Commission, TOEFL,
GATE, GRE, GMAT, CAT, UGC-NET and other competitive
examinations. So far, the university library has procured about
15,000 documents relating to various Competitive Examinations.
Library Computerisation-INFLIBNET Programme: The
S.V.University Library is a participating member in the INFLIBNET
Programme of UGC. The UGC has provided Rs.6.5 lakhs (Non-
Recurring grant) and Rs.1.72 Lakhs (Recurring Grant) for
computerisation of SVU Library under INFLIBNET Programme. The
computer systems were installed in the month of July 1996. About
15 professionals at various levels were trained in DOS, CDS/ISIS
and ILMS. The creation of Database for Theses (Ph.D. and M.Phil
Dissertations) consisting of 2,970 records and Database for Serials
(Back volumes and Current Journals) consisting of 2,169 records
were completed. The creation of Database for Books is in progress
and so far we have created 2,70,000 records. The university
library started the generation and pasting of Barcode Labels and
we have completed the work for the books in the Stack Area
(Science & Technology) and the work in Stack Area (Arts,
Humanities & Social Sciences) is in progress.

SVU Digital Library: SV University library is a participating
member of UGC INFONET Programme. Under this programme we
are getting 2 Gbps Internet connectivity to S.V. University. In
order to provide access to Full Text E-Journals and Databases
available under this programme SVU Library has established a
Digital Library in the year 2005 by spending Rs.30 lakhs. We have
the facility to accommodate 42 users at a time. We have procured
2 HP Servers, 40 Computer Systems, 1 Laptop, 1 Network Printer,
2 Laser Printers, 1 Inkjet Printer, 6 Dotmatrix Printers, 2 Scanners
and 1 LCD Projector. We have established a local LAN in SVU
Library and all Servers, Computer Systems and Printers are
connected in SVU Library LAN.
Digital Library of Ph.D., Theses: The University designed
and developed a Digital Library for Ph.D. Theses submitted to our
University by using DSpace, an Open Source Software developed
by HP and MIT, USA. At present, the university digitalized 1,201
Ph.D., Theses and uploaded them into the database. The SV
University library is the first and largest ETD Repository of an
Indian University. The SVU Library is the first University
library to host On-Line University ETD Repository in our
country.

The Central library of the University is provided with a rich
and varied collection of 114000 books, 190 periodicals and 118
magazines and other holdings enriched primarily on account of the
generous support extended by the UGC. The open access facility
can be availed by the students from 8:30 am to 8:30 pm on all
working days and between 10:30 am to 5:00 pm on all holidays.
During X plan, the allocation for books has increased from Rs.28
lakhs in IX plan to Rs.42.5 lakhs of which Rs.10 lakhs is
earmarked for the library at the PG centre, Kurnool. The library
extends photocopying facilities for the benefit of the users. The
library consists of a separate section for helping the students to
prepare for the competitive examinations at various levels. The
library has back volumes on the stacks numbering 13,600. There
are further one SC/ST Book Bank and a Competitive Examinations
Cell in the library for helping the students to prepare for
competitive examinations at various levels. INFLIBNET facility,
offering a wide range of services, is also available in the university
library. Along with software for University Libraries (SOUL).
Every student is provided with a set of three Cards for
borrowing books. The books borrowed should be returned within
15 days failing which a fine is imposed. INFLIBNET facility, offering
a wide range of services, is also available in the university library.

Engineering College Library
The Sri Krishnadevaraya University College of Engineering
and Technology was started in the year 2006. In addition to the
Central Library located in the campus with a rich and varied
collection of 1,20,800 books, 170 periodicals and 70 magazines
and 13,880 Back volume journals, the Engineering college Library
alone is provided with different collection of books about 6,500 to
meet the needs of the students of four branches of engineering.
The open access facility can be availed from the students from
9:30am to 5:00pm. Every student is provided with a set of three
cards for borrowing books. The books borrowed should be returned
within 15 days , failing which some fine is imposed.
