Action to be taken against hospitals showing negligence: Manohar Lal BUREAU CHANDIGARH, AUGUST 23: Haryana Chief Minister, Sh. Manohar Lal said that the State Government has ensured adequate oxygen supply in the state during the COVID-19 Pandemic. He said that a committee will be formed to investigate the com- plaints received against such hos- pitals for showing negligence in giving required treatment during the Pandemic. Strict action will be taken against such hospitals, he added. The Chief Minister shared this information in regard to the issue raised by the opposition during Zero Hour during the ongoing Monsoon Session of the Haryana Vidhan Sabha. The Chief Minister informed that about 13,000 people died due to COVID-19 in the hospitals across the State. Of these, about 9,500 were residents of Haryana, while about 3500 were COVID pa- tients from other states. There are about 4000 private hospitals in Haryana. Oxygen was supplied everywhere through agencies in every city. Oxygen was also sup- plied from a nearby city if needed, said Sh. Manohar Lal. The Chief Minister said that in some hospitals of Hisar, Rewari and Gurugram districts some ir- regularities were reported and a magisterial inquiry has been con- ducted for all such complaints re- ceived from the hospitals of these three districts. In two reports per- taining to Rewari and Gurugram hospitals it was stated that no death was reported due to lack of oxygen. In the investigation report of Hisar district, the matter of neg- ligence of Soni Hospital was high- lighted and the said report has been sent to the Superintendent of Police, necessary action will be taken. The Chief Minister said that during the peak of the second wave of the COVID-19 Pandemic, it was noticed that some hospitals admitted more patients than their capacity. In Hisar's Soni Hospital where the matter of negligence came to light, the consumption had reached 80 cylinders per day while the number of cylinders available with the hospital was 20. Paramvir, 17 is a 12th class student from St. Theresa'sConvent School Karnal. He organised a webinar against drug and childabuse on 8th August. 247 children aged 12-18 years from 20 different statesof the country participated in this webinar which lasted 21 hours 52 minutes.The webinar was a part of Paramvir's campaign `Speak Up Friends’ whichaims to create awareness against the menaces of drug and child abuse inthe society. Haryana Education Minister, Sh. Kan-war Pal said that the State Govern-ment is committed to provide employ-ment through transparency in the re-cruitment system of the state. He saidthis while responding to a questionduring the monsoon session ofHaryana Vidhan Sabha.

He said that since the formation ofthe State Government in the year2019, a total of 12,016 posts forGroup A, B, C were recruited by thegovernment through Haryana StaffSelection Commission and HaryanaPublic Service Commission.

The Education Minister said thatduring this period, 10,576 posts wererecruited by the Haryana Staff Selec-tion Commission and 1,440 by theHaryana Public Service Commission.

He also presented comparativefigures of employment given by thegovernment through Haryana StaffSelection Commission and Haryana

Public Service Commission. He saidthat during the year 2005 to 2009,18,020 jobs were provided byHaryana Staff Selection Commissionand 988 by Haryana Public ServiceCommission.

He informed that during the year2014 to 2019, recruitments were madeagainst 66,427 posts by Haryana StaffSelection Commission while recruit-ments were made against 3,446 postsby Haryana Public Service Commis-sion.

Haryana Right to ServiceCommission’s ChiefCommissioner TC Guptasaid that Chief MinisterManohar Lal would startthe auto appeal from Sep-tember 1 to ensure that allthe people of the state getthe benefits of services ontime. After this launch, Haryana will become the first state inthe country, where the public will get the benefit of auto ap-peal for availing the services. He said that the number of serv-ices provided under the Right to Service Act would be in-creased from 551 to 1000.

TC Gupta was reviewing the services provided under theRight to Service Act at Dr. Mangalsain Auditorium in Karnalon Monday. He said that every officer and employee will haveto be aware of this to ensure that every citizen gets the benefitof services at the stipulated time. If any officer refuses to pro-vide service on time, then a provision has been made in the Actto impose a fine of up to 20 thousand rupees. He said thatwhile recommending the State Government to bring 53 serv-ices being provided by Haryana Urban Development Author-ity into essential services, he said that at present 16 serviceshave been notified by HSVP. The commission has recom-mended notifying all these services.

Taking serious note of the reports ofoutbreak of foot-and-mouth diseasein some districts of the state, thePunjab Animal Husbandry Depart-ment had immediately deployedteams of veterinarians and doctorsin the affected districts and the ringvaccination of 100 per cent live-stock within a radius of 5 to 10 kmof the affected villages has beencompleted.

Disclosing this here today Tri-pat Rajinder Singh Bajwa, Ministerfor Animal Husbandry said that asper the reports, some animals inLudhiana, Moga and Muktsar Sahibdistricts of Punjab have contractedfoot and mouth disease. He saidthat the government has taken im-mediate action to distribute thedosage of foot and mouth disease toall the affected districts.

He said that for prevention offoot and mouth disease 81 thousanddoses were distributed to the affect-ed districts for ring vaccination.Mr. Bajwa said that he was person-ally collecting daily reports fromthe affected districts. Disclosingfurther Mr. Bajwa said that themouth-to-mouth immunization pro-gram in the state was being imple-mented by the Central Government

under NADCP scheme. He said thatunder the scheme foot and mouthvaccine is given by the CentralGovernment in the state. He saidthat under this scheme vaccinationwas started in the state on October17, 2020 under which all the live-stock of the state were to be vacci-nated.

He said that due to some rea-sons, the vaccine could not meet theprescribed standards due to failureof foot and mouth vaccine samplesand the vaccine was withdrawn bythe Animal Husbandry Departmentof the Central Government and itwas said that the new vaccine willbe re-supplied only after the avail-ability of the vaccine.

Tripat Rajinder Singh Bajwasaid that the Animal Husbandry De-partment of Punjab was in constant

touch with the Central Governmentand they hoped that the foot andmouth vaccine would be availableby September. Mr. Bajwa said that

as soon as the department gets thevaccine from the central govern-ment this vaccine would be given toall the livestock of the state.

JALANDHAR (BUNNY SODHI): As many as 16140 saplings wouldbe planted across the district on August 24, on the occasion of Van Ma-hotsav, which would be presided over by Chief Minister CaptainAmarinder Singh at a state level function in Mohali, said Deputy Com-missioner Ghanshyam Thori. Divulging the details, the Deputy Com-missioner said that while the Chief Minister would launch the megaplantation drive during the state level events, the similar drives wouldbe started in the districts simultaneously. He added that the forest de-partment has selected 30 locations in the district, where over 16 thou-sands saplings would be planted in a single day. ITI Mehatpur isbeing constructed with Rs8.55 crore and B-block ofITI Una with Rs 7 crore.The building of CHCBasdehra is beingconstructed at a cost of Rs4 crore. upgradation of roads inUna sub-division. Rs.10crore is being spent in JalJeevan Mission and Rs.11crore is being spent onstrengthening irrigationsystem. The Ministerfurther said that the scheme aims toprovide working capital loans up toRs. 10,000 at a subsidized rate ofinterest for a period of one year. One arrested six booked for illegal sand miningPHAGWARA (ASHOKKAURA): The Shahkot police have booked six persons and arrested an-other for illegal sand mining. The investigating officer Lakhbir Singh said that the accused havebeen identified as Chiman Singh a resident of Ram Pur village and his five unidentified accom-plices. Manohar Lal inspector mining department Nakodar complained to the police that sand isbeing illegally mined inside Dhussi Bandh of River Sutlej near Ram Pur village.

IO said a police team raided the spot and impended six trolleys loaded with illegal sand and fivetractors but the accused managed to flee. IO said that a case under Section 21 of the Punjab Min-ing Act and 379(theft) and 411(dishonestly receiving stolen property) of the IPC has been regis-tered against the accused. The police also arrested Gobind Singh a resident of Fateh Garh Koru-tanna village in Moga for illegal sand mining and released him on bail said IO Balkar Singh.

Kharar Police have registered a case against San-jay Meena, Rajat Goyal, Manish Kumar etc un-der Sections 420, 120B of IPC and Section 66Bof the Information Technology Act 2000 in con-nection with an alleged fraud committed withChandigarh University Gharuan.

In this regard an authorized person ofChandigarh University Mr. Surinder Singh Deolhad complained to the SSP of District Mohalithat Chandigarh University had entered into anagreement with the other party on 18th Decem-ber 2020 for launching an online campaign for7000 new admissions. As per the agreement, theother party was to provide 7,000 new admissionsfor which they had to take Rs 9,600 per admis-sion. So a total amount of Rs 6 crore 72 lak wasto be paid to them.

The other party asked for an advance fromthe university and the university gave them anadvance of Rs. 2 crore 68 lakh 80 thousand. Af-ter receiving the advance amount the accusedstarted with the assign work i.e. online campaignto promote Chandigarh University. As per com-plaint however shortly after engaging the ac-cused person it was found that the other party

had miss presented the complainant and resultsas assured i.e new admission of 7000 till Sep-tember 2021 was not possible.

According to complaint the accused personprovided the complainant with the fake/stolendata which was totally irrelevant. As per com-plaint a meeting was held with the other party onApril 2 and all the facts were stated and at theirrequest the target for admissions was reducedfrom 7,000 to 2,500. On this, out of the earlier

amount given by the university, now accordingto the new target, an amount of Rs. 1 crore 72lakh 80 thousand was to be returned to the uni-versity as was paid excess earlier. When the Uni-versity demanded the amount the accused start-ed dilly delaying the repayment of excessamount and the accused in the month of May2021 stopped the online campaign without set-tlement of accounts.

As per complaint till the date of complainttotal 440 new admissions had been facilitated bythe accused and such the complainant was lableto pay only an amount of Rs. 42 lakh 24 thou-sand. He alleged that the other party was not pay-ing Rs. 2 crore 26 lakh 56 thousand to the uni-versity. By giving bogus / fake Leeds to the Uni-versity about the students to those who did notwant to get admission in the university, they havecheated the university in this way.

According to the police investigation, thecomplainant said that the data provided to 11,884students was similar to other institutions. Ac-cording to police inquiry, the other party claimsthat it has terminated the MoU by sending a ter-mination notice to the petitioner. According tothe police, the investigation has found that theother party had cheated them by not returning theamount of Rs 2 crore 26 lakh 56 thousand.

Money laundering case: ED files chargesheetagainst Anil Deshmukh's aides

The Enforcement Directorate(ED) on Monday filed achargesheet against formerMaharashtra Home Minister AnilDeshmukh's aides KundanShinde and Sanjeev Palande inan alleged money launderingcase. The case revolves aroundthe transfer posting racket andcollection from bar owners.

Shinde and Palande wereearlier sent by the court to EDcustody. The ED had earlierinformed the court that variousbar owners were called by theagency for a statement and they

had categorically said that theypaid Rs 40 lakh to Sachin Wazeas 'Good luck Money' inDecember 2020 when Waze was

Crime Investigation Unit (CIU)head. The ED had told the courtthat bar owners paid Rs 1.64crore and Rs 2.66 crore to

Mumbai Police's Zone 1 to 7 andZone 8 to 12.

"Sachin Waze told barowners that money will go to soand so. Sachin Waze has alsoaccepted that he has collected Rs4.77 crore between December2020 and February 2021 andhanded over the money toKundan Shinde. Two policeofficers' statements wererecorded and they said thatPalande was also given money.Sachin Waze also verified thisstatement of police officers aboutPalande," ED's lawyer had toldthe court. The case against theformer Home Minister wasregistered on May 11.

When the spread ofCOVID-19 began, the virusappeared to be containedwithin China and the cruiseship "Diamond Princess,"which formed the majorclusters of the virus. How-ever, as of April 2021, over210 countries and territo-ries are affected by thevirus.

India, with a populationof more than 1.38 billion-the second largest popula-tion in the world-had diffi-

culty in controlling thetransmission of severeacute respiratory syndromeCorona virus two among itspopulation. Multiple strate-

gies were vital to handlethe outbreak; these includecomputational modeling,statistical tools, and quanti-tative analyses to control

the spread and the rapid de-velopment of a new treat-ment.

The formidable out-break of Covid-19 expand-

ed globally, and India de-clared a complete lock-down on 23rd March 2020.India's massive Covid-19surge created a situation ofdilemma and panicamongst the people.

When the pandemicstarted, Dr. Dipesh Batrahad been working as a neu-rosurgeon for three years inPunjab, India. Before theonset, he had started afoundation named 'Lok Ja-grukta Foundation' (LJF)(people awareness founda-tion) in the year 2017.

Many patients on regu-lar medications, such asanti-epileptics, were lockedinside their houses with noaccess to healthcare facili-ties and medications. TheLJF team started receiving

hundreds of calls on a dailybasis for assistance. There-fore, they started door-to-door visitations after re-ceiving special permissionfrom the district deputycommissioner to performthese activities. The teamand the healthcare staffreached out to remote vil-lages with medicines andother necessary healthcareequipment. They made surethat all safety measures andprotocols were in place.

But soon, Dr. Dipesh,who was leading manysuch teams, realized thatproviding healthcare facili-ties was not enough. As pa-tient motivation and coun-seling was the need of thehour to contain the spreadof the virus, as people were

still on roads. Thus, hestarted a campaign titled,'My family, My responsi-bility' with the motto ofevery person encouragingthe whole family to stay athome. He uploaded numer-ous videos on social mediato spread the word. Manycelebrities came forwardand aided his campaign.The government of Maha-rashtra (Indian state) adopt-ed the same campaign fortheir state.

They planned to cover14 villages in 3 districts allover Punjab. There werearound 20,000 people indesperate need of medicalhelp. Volunteers were invit-ed to join the organization,and fortunately, youth cameforward to lend help in

need. Dr, Dipesh says, "We

were also fortunate to re-ceive a response from over-seas. Many supporters fromthe UK and the US sent usmessages, appreciating thework. That encouraged usto do even more. Alongwith providing help duringthe peak, it became moreimportant to continue ourprogram after the vaccinearrived on the scene."

The selfless service ofsuch doctors has kept Indiasafe from the possibleworse circumstances duringthe pandemic. We salutehim and his team for theirhard work.

Equal stakesIn a nation afflicted with entrenched gender-based

prejudices, it is the highest court of the land thathas shone as a beacon of hope for doing away

with such discrimination. It recently did so when itpulled up the Indian army for not allowing womento sit for the entrance examinations of the NationalDefence Academy, saying that such a “policy deci-sion... is based on gender discrimination”. This isnot the first time that the Supreme Court has had tointervene in decisions related to the rights and repre-sentation of women in the armed forces. In a land-mark verdict last year, it enabled women officers inthe army to get permanent commission and com-mand postings; it had also pulled up the Centre forits blatantly sexist arguments against women offi-cers. Among other things, the government had saidthat male officers would not want to ‘accept orders’from women and that the ‘inherent physiologicaldifferences’ between men and women render the lat-ter unfit for performance on a par with men.

It is a pity that the apex court has had to step inon different occasions to direct both the Union gov-ernment and the Indian army to give women theirdue as equal citizens. Neither the provision for per-manent commission nor the right of women to ap-pear for the NDA exams can be viewed as an unfairentitlement, especially when women personnel havealready proved their worth with their exemplary per-formances in the short service commission. Severalcountries with powerful militaries, such as the Unit-ed States of America and Israel, allow women in dif-ferent forms of active combat. In contrast, the Indianarmy — the world’s second-largest — still has an of-ficial ban on women taking on combat roles; womenalso comprise a paltry 3.8 per cent of the army’s per-sonnel. While common sense dictates that gallantryand displays of capability be rewarded with equalopportunities, the reluctance of both the Centre andthe army to do so only reinforces the belief that thestructural exclusion of women is the result of awider form of conservatism. This makes theSupreme Court’s recent stand encouraging; it maycreate a momentum in favour of fairer gender repre-sentation not just in the army but also in other insti-tutions. The judiciary’s consistent and progressivestance on such matters notwithstanding, uprootinggender disparities in India is a long-term challenge,one that can be confronted with the help of support-ive legislations by a political constituency receptiveto the need for equality.

What are possible implications of US withdrawalfrom Afghanistan for Middle East countries?

The withdrawal of UStroops fromAfghanistan, fol-

lowed in a matter of daysby the collapse of the gov-ernment in Kabul, broughtmemories of the humiliat-ing US prestige fall ofSaigon in 1975 and sendshock waves all over theworld.

Germany's conserva-tive candidate to succeedChancellor Angela Merkel,Armin Laschet has calledthe withdrawal of forces"the greatest debacle thatNATO has experiencedsince its foundation."

Undoubtedly, the USwithdrawal will increasethe clout of Russia, China,Turkey, and Iran in theMiddle East as alternativeforces to the US and willsurely make many govern-ments in the Middle Eastreconsider their policies to-wards the US.

The US had sent troopsto Afghanistan 20 yearsago trying to overthrow, to-gether with several Afghantribes, the Taliban govern-ment that harboured the al-Qaeda terrorist organiza-tion which killed about3,000 people on 11 Sep-tember 2001. During thisperiod, the US Administra-tion spent a staggeringamount of about 2 trillionUS dollars in the waragainst the Taliban, but thecost of human lives wasmore staggering. Some70,000 Afghan military and50,000 civilians werekilled, while US casualties

numbered 2,500 men andthose of coalition partners1100. Later on, the Talibanwere defeated and a nation-al government was in-stalled, but following theannouncement of the USwithdrawal, Taliban fight-ers rapidly took control ofthe country and the nation-al government in Kabulcollapsed like a house ofcards.

What happened inAfghanistan may happenalso in Iraq, where the UShas supplied the militarywith sophisticatedweapons, aircraft, and mili-tary advisers. However, aswas shown in the case ofMosul in June 2014 some30,000 Iraqi soldiers werenot able to stop just 1,500ISIL fighters from taking

over the second biggestcity in the country.

Bilal Wahab, of theWashington Institute,draws a parallel betweenthe situation in Afghanistanand Iraq and points out thatthe United States had with-drawn in 2011 but had toreturn to Iraq to stop the Is-lamic State's onslaught andslaughter of Iraqis andadds: "The parallels be-tween Iraq and Afghanistanare easy to list.

Like Afghanistan, Iraqhas a divided governmentthat prioritizes patronagepolitics over competent se-curity force governanceand other government serv-ices.

If anything, the Iraqigovernment and the col-lapsed Afghan one compet-

ed over which was morecorrupt. Like inAfghanistan, the Iraqi gov-ernment and military areunwilling to stand up tounruly militias threateningIraq's sovereignty and sta-bility and attacking Iraqis."

Turkey, under its Is-lamist president Tayyip Er-dogan, tries, on the onehand, to expand its influ-ence in the region and gaina foothold in Afghanistanand, on the other, wants toavoid a new influx ofAfghan migrants.

As the country alreadyhosts millions of refugeesand a strong anti-migrantsentiment prevails inTurkey, Erdogan stressed afew days ago that "Turkeywon't become Europe's'refugee warehouse' for

Afghans fleeing the Tal-iban". It should be men-tioned that Ankara was car-rying negotiations with theUnited States to continueoperating the Kabul airportafter the withdrawal of theUS forces. The Taliban re-jected the idea, becauseTurkey was a member ofthe US coalition againstthem, although the 600Turkish troops inAfghanistan were in a non-combat role.

As a Shi'a-dominantcountry, Iran had a compli-cated relationship withmostly Sunni Afghanistanand had a long history ofideological differences andpolitical rivalry with theTaliban.

When the Taliban werein power in the late 1990s,Iran supported the anti-Tal-iban Northern Alliance, anon-Pashtun coalition ofother ethnic groups.

Tehran is certainlypleased with the fact thatthere are no US troops onits eastern borders but hasto worry about a possibleinflux of Afghan refugeesand will have to movethousands of soldiers toguard its borders.

Saudi Arabia had rec-ognized and supported theTaliban-controlled govern-ment in Afghanistan priorto the 9/11 terrorist attacks.After the removal of theTaliban, Saudi Arabia hadbeen one of the majorhelpers in the reconstruc-tion of Afghanistan. Forexample, the main highway

project was funded mainlyby the US and Saudi Ara-bia. The largest mosque inAfghanistan was also fi-nanced by Saudi Arabia.However, as Saudi CrownPrince Mohammed binSalman is currently ad-vancing modernization ef-forts in the country, thereare concerns that a chang-ing society could push dis-gruntled radicals into thearms of groups like the Tal-iban. Currently, the confi-dence Middle East govern-ments have concerningWashington's commitmentsand promises must be at anall-time low and there is nodoubt that countries likeRussia, China, Iran andTurkey will try to fill thevacuum created. After 20years, the United States re-alized that the war inAfghanistan was un-winnable. The big questionthat remains is that if themuch-touted US "War onTerror" is also unwinnable?

As Ibrahim Al-Marashi, assistant profes-sor at the California StateUniversity points out: "Inthe end, the US's war onterror, rather than eliminat-ing terror groups, led tothese groups gaining morepower.

Moreover, with theTaliban's resurgence overthe past weekend, there is astrong possibility that al-Qaeda will also re-emergein the country. Al-Qaeda'soffshoot, ISIL, meanwhile,still persists both inAfghanistan and Iraq."

Cats prefer free foodrather than working for itDuring a new study, re-

searchers at the Universityof California, Davis, School

of Veterinary Medicine found thatcats would rather eat from a tray ofeasily available food rather thanwork out a simple puzzle to gettheir meal. This showed that mostdomestic cats choose not to workfor their food, a behaviour calledcontra freeloading.

When given the choice be-tween a free meal and performing atask for a meal, cats would preferthe meal that doesn't require mucheffort. While that might not comeas a surprise to some cat lovers, itdoes to cat behaviourists. Most ani-mals prefer to work for their food.The study was published in thejournal Animal Cognition.

"There is an entire body of re-search that shows that most speciesincluding birds, rodents, wolves,primates- even giraffes- prefer towork for their food," said lead au-thor Mikel Delgado, a cat behav-iourist and research affiliate at UC

Davis School of Veterinary Medi-cine. "What's surprising is out ofall these species cats seem to be theonly ones that showed no strongtendency to contra freeload."

In the study, Delgado, alongwith co-authors Melissa Bain andBrandon Han of the UC DavisSchool of Veterinary Medicine,provided 17 cats with a food puzzleand a tray of food. The puzzle al-lowed the cats to easily see thefood but required some manipula-tion to extract it.

Unemployment in Haryana: Facts and MythsHaryana is at 3rd position in nation-

Gur-gaon and Manesar, in Haryana, arewhere the country's largest car manufac-turer, Maruti Suzuki, is based, and still,about 29% of people in Haryana are un-employed in July 2021 according to a re-port of CMIE. Haryana is basically anagrarian state and constitutes only 1.5%of India's area, yet contributes 15% of itsagricultural produce, which has grown 7times since the foundation of Haryana in1966. About 86% of the area in the state

is arable and of that 96% is cultivated.About 75% of the area is irrigated.Haryana's agricultural GDP contributionto the nation's agricultural GDP is 14.1%.Haryana is the ‘Basket of Food grain’ andbowl of rice, having a lion’s (63%) sharein Basmati exports and contributes 7% ofIndia's agricultural exports, which placesHaryana in 14th place on the list of Indi-an states and union territories by GDPbehind only much bigger states that are

significantly larger in both area andpopulation.

But, according to the data pub-lished by the Centre for MonitoringIndian Economy (CMIE), in themonth of April, Haryana has report-ed the highest rate of unemploymentin the country. The unemploymentrate was reported to be 35.1% forApril 2021 and 29% for the month ofAugust. Other states like Rajasthan,

Delhi, and Goa have unemploymentrates above 25%. Overall, India's unem-ployment rate stands at 8% on 12 August2021, with Urban unemployment of10.2%. Nearly one-fourth of Haryana’sworkforce employable over the age of 15was jobless at the end of 2019. Educatedpeople in the urban areas took a biggerhit, the CMIE found.

Around 20 lakh people are in thestate who are willing to work but are un-employed. The national average was 6.9percent.sIn urban areas, more than 23%of the workforce was without any em-ployment compared to 21% in rural ar-eas, and age-wise unemployment distri-bution shows, that fresh graduates anddrop-outs in their early twenties are thejob seekers. Analysis of unemploymentalso found a huge gap between the gen-der. While 18% of the male workforcewas found jobless and at the same time,about 66% of employable females werejobless. In fact, the other way around is

that the unemployment rate is increasingin Haryana and it is among one of thewealthiest and most economically devel-oped regions of India, then what are thereasons for this contradiction. Unemploy-ment is Perhaps the biggest problemHaryana facing today. The major reasonbehind this problem is, as Haryana is ba-sically an agrarian economy and morepeople are engaged in agriculture fieldsthan required (disguised unemployment),as they don’t want to leave their comfortzone until and unless they got any govt.job.

The second major reason is thattechnical education institutes have mush-roomed all over the state, but the qualityof education is low. We need more pro-fessional course institutes and technicaleducation institutes to make our youthskilled and qualified workers.

We were in need of an employmentgeneration strategy to combat the highunemployment rate. Govt. have to plan atechnical education strategy so that thesupply of quality workers should be ac-cording to the demand of industries.Moreover, industries should be decen-tralized so that people get work near theirhometowns.

Out of total unemployed,2 to 2.5percent are those who remain unem-ployed for a brief period, eg. while chang-ing jobs or for a few months after com-pletion of their graduation. About 8 to 9percent are in the category of seasonaland disguised unemployment. A hugepercentage are unemployed because ofthe factors impacted by the COVID andlockdown situation which can be over-come in the near future if govt. will makea perfect strategy to regenerate employ-ment.
