The French Training Centers (CFA) : how do they work ?
The French Training Centers (CFA) Partnership agreement between Regional councils and chambers of
commerce&industry or public institutions (high schools/colleges, universities, …) or private organizations (associations, companies, …)
The agreement lays down the administrative, pedagogical and financial organization: number of apprentices who can be accepted, diplomas prepared, training places, …
Financial ressources of the VET centers The apprenticeship tax paid by the companies
Financing of the managing body (for example : CCI)
National or regional subsidies if the creation agreement requires funding
The VET Centers are controlled by : - The Ministry of education - The Regional council for the technical and financial part
280.000 apprentices /
100.000 trained in the VET centers of
CCI
17795 apprentices in 310 professional

Financing of the apprenticeship
Main resource: the Apprenticeship Tax (TA)
The TA : tax paid by companies to finance expenses related to initial training, technological and professional, including apprenticeship for all levels of diplomas (from CAP to higher education)
The TA is calculated according to company’s payroll (0,68% of it)
Paid every year before the 28th of February (deadline), it is the only tax for which the company can partly choose the beneficiairies.
The TA : tax collected by state-authorized collecting bodies (OCTA) 40 OCTA in France : - 1 consular OCTA per
region - 17 OCTA’s branches - 2 interprofessional
