Agenda Item No.1. Confirmation of minutes of the 168th meeting of Executive Committee held on 5-6.03.2012,
14-15.03.2012, 03.04.2012 and 27.04.2012.
It was noted that 3rd Adjourned meeting of 168th meeting of Executive Committee
was held on 27.04.2012. The minutes of the same were circulated to all the
members of Executive Committee vide letter No. 5-1/2011-EC (168th ) dated
22.05.2012 to suggest addition/deletion with the request that if any comments are received, the same will be placed before the Executive Committee at the time of
confirmation of the minutes.
Members raise the question that sufficient time has not been given to the
members for submission of comments, however, it was decided if any
objection received within stipulated period will be placed before the next meeting otherwise minutes will be treated as confirmed.
Agenda Item No. 2. Consideration of the Visitation Report of
Ayurved Colleges.
It was noted that as per decision of the 168th meeting of Executive Committee held
on 5-6.03.2012, 14-15.03.2012, 03.04.2012 and 27.04.2012 the following Ayurved colleges have been revisited by the visitors of the CCIM as per details mentioned
against them to verify the content of Part-I submitted by the college. After
assessment of Visitation Report the assessment was placed before the Screening
Committee. The Executive Committee considered the Visitation Reports, assessment and the recommendations of the Screening Committee and decided as

therefore, it is not possible to rely on the data provided by the college. EC decided that the college may be asked to brought the record of IPD for verification in the
office to ensure the bed occupancy. Moreover, it was also decided that if teacher is already included in the list of the college than matter may be considered for permission.

Agenda Item No. 4. Consideration of the Visitation Report of
Ayurved Colleges in response of the LOI issued by the Govt. of India for the year
2012-13.
It was noted that Govt. of India has issued the Letter of Intent as per details given
below in compliance of recommendations of the CCIM and asking the CCIM for
verification of the compliance to be submitted by the applicant college during the LOI period. Further it has been asked that the comments of the CCIM may be
furnished within reasonable period after receipt of the compliance by the applicant

It was noted that Screening Committee has also not examined the
assessment as no policy in the matter has been decided so far to take the
decision in the matter.
However, after detailed discussion EC decided that assessment may be
done on the basis of policy adopted at the time of LOI.
Agenda Item No. 5 Consideration of Visitation report of
Jammu Institute of Ayurveda &
Research, Jammu.
It was noted that Jammu Institute of Ayurveda & Research will be visited on 24-
25.05.2012 by the visitor of the CCIM namely Dr. Deodatta S. Bhadlikar, Dr. M.M.
Jumle and Dr. Basant Kumar Singh to asses the available facilities of teaching and practical training in response of the letter No. R.17011/36/2011-EP(IM-1) dated
09.04.2012 of the Govt. of India. The visitation report, Assessment sheet and
recommendations of Screening Committee will be placed before the EC at the time of consideration of the agenda item.
As Visitation Report was not received, therefore, matter was adjourned for next meeting. At the time of decision VP (Ayurveda) raised as President,
CCIM is only empowered to take the decision in urgent matter where
object of the CCIM is to be defeated and even the adoption of procedure of

circulation is also not possible. President assured clarify the matter in
respect of urgency of matter in the next meeting.
Agenda Item No. 6 Consideration of the application of MAM
Ayurved College Hadapsar for starting
PG diploma course.
It was noted that Government of India vide letter No. R.18011/09/2011-EP(IM-1)
dated 31.01.2012 has forwarded the proposal of MAM Ayurved College, Hadapsar to start PG Diploma Course in two subjects.
After going through the proposal following observations have been made-
1. Application fee of ` 4.00 Lack has been remitted.
2. Consent of University for starting PGD has been submitted.
3. The Government of India has forwarded the proposal.
4. The college has been recently visited on 07-08.02.2012 for the year 2012-13
and recommendations reads as under has already been sent to the Government of India for granting permission for the session 2012-13.
UG-60 Seats and PG in Ayurved Siddhant-03, Rachana Sharir-06, Kriya
Sharir-06, Dravyaguna-03, Rasashastra-05, Roganidan-03, Agadtantra-03, Prasuti & Striroga-06, Kayachikitsa-06 and Shalya-06.
5. As per one condition for granting permission for PG Diploma course in the
proposed course, of PG Degree course in the subject should be there. In this regard college is already conducting PG degree course in these subjects.
6. For five seats ( as per clause 15 of PGD Regulations one extra faculty is
required) there is one additional lecturer is there.

Agenda Item No. 7 Consideration of the application of Bharti Vidya Peeth, Pune for starting PG
Diploma course.
It was noted that Government of India vide letter No. R.18011/10/2011-EP(IM-1) dated 31.01.2012 has forwarded the proposal of Bharti Vidya Peeth, Pune to start
PG Diploma Course in six subject.
After going through the proposal following observations was made-
1. Application fee of ` 12.00 Lakh has been remitted.
2. As College of Ayurved is a constituent college of Bharti Vidyapeeth (Deemed
University) Pune, therefore, consent of University for starting PGD has been submitted.
3. The Government of India has forwarded the proposal.
4. The college has been recently visited on 10-11.02.2012 for the year 2012-13
and recommendation reads as under has already been sent to the Government of India for granting permission for the session 2012-13.
UG-100 Seats and PG in (i) Rachana Sharir-04 (ii) Kriya Sharir-04 (iii)

After going through above summary, college does not fulfill the criteria in Balaroga
and Sangyaharan, therefore, it may not be recommended.

Agenda Item No. 8. Clarification pertaining to recommendations of the PNNM Ayurveda Medical College,
Shoranur, Kerala with 50 seats in (UG) BAMS
course under Section 13C of IMCC Act, 1970 for the year 2012-13.
It was noted that PNNM Ayurveda Medical College, Shoranur, Kerala was visited on 27-28.01.2012 by the visitors to verify the facilities of teaching and practical
training for conducting Ayurvedacharya Course for the year 2012-13.
After assessing the visitation report the assessment was placed before the Screening Committee, thereafter, Executive Committee with the recommendations
of the Screening Committee. considering the non functionality of hospital college
was not recommend to Govt. of India for granting permission for the session 2012-13.
Further, Govt. of India asked the clarification in respect of non functionality of
Hospital. In response of the same following point were informed to the Govt. of
India.
1. OPD data- Nursing staff duty roster & Doctors duty roster are not in proper
format.(Part II Pg. No.8).
2. IPD data- IP medicine indent register was not provided to visitors, nursing
staff and Doctor‟s duty roster not in proper format. (part II pg. no.9)
3. IPD: case sheets are filled in local language. Follow up of patients is not
maintained properly. Investigation report not attached with case sheets.
Charity patients have less facilities. IP Medicine indent register & diet register
not in proper way. Total figure of day & month wise patients were not shown
in register. Most of IPD cases found admitted between a week only. (Part
II.pg.12)
4. OT- Non functional, (No operation performed, no record of
investigation/operations/discharge ,etc.(part II pg.no.25)
5. Panchkarma-records are not available. (Part II pg.no.10)
6. Labour Room- Non-functional, facilities for neonatal care not available.(part I
pg.no.25). Labour and birth registration is not available no deliveries are
conducted. (part II pg.no.10)
7. Paramedical staff: No separate Superintendent of hospital. However, there is
one faculty member who is neither Principal nor Dean. No part time
consultants have given there consents, No clinical registrars. Inadequate
nursing staff. In photographs of hospital staff some teachers are also present
some less qualified persons are also appointed. (part II pg.no.12)

Furthermore, Govt. of India has stated that it is pertinent to mention here that if OPD/IPD data is not in format, it does not qualify non functionality of hospital. If
case sheets are in local language, it also does not meet the requirements of non
functionality of hospital and any fault in part of college. Even Article 345 of Eighth
Schedule to the Constitution of India mentioned about the official language of languages of a State and directs that the each Indian State has the power to
choose one or more regional languages or Hindi to be used for official purpose.
In respect to non functional OT and labour room, it has been noticed that in case of
Vaidyaratnam P.S. Varier Ayurved College, Kottakkal, Kerala and KMCT Ayurvedic Medical College at Kozhikode, Kerala, inspite of non functional OT and labour room
the hospital has not been concluded as non functional by CCIM in their
recommendation.
On perusal of part II of the visitors performa, it has been observed by the visitors
that the i. The IPD registers are properly printed and maintained, found correlating &
are satisfactory (part II pg. no. 9).
ii. OPD found functioning in proper way (part II pg. no. 12). iii. OPD data randomly verified and found correct data (part II pg. no.12)
iv. IPD patients randomly verified and found correct (part II pg. no. 12)
v. Hospital is running but more concentration given on paid patients (part II pg. no. 12).
In this background it has been requested by Govt. of India to clarify the position by
07.05.2012 urgently, that how come the recommendations of the CCIM and visitors
observations is contradictory; how the deficiencies indicated by the CCIM are linked
with the decided criteria by the Govt. and how it has been concluded that the hospital is non functional in selected cases, and how come discriminating approach
is being adopted by the CCIM.
It was also noted that similar objection have been received from the Govt. of India
vide letter No.R.17011/163/2012 EP dated 01.05.2012 in respect of Rama Rao
Patil Ayurved College, Purna, Parbhani and vide letter No. R.17011/116/2012 EP
dated 16.04.2012 in respect of Shri Gangadhar Shastri Gune Ayurved College Ahmednagar.
Executive Committee referred the matter to the Screening Committee.
Agenda Item No. 9. Approval of Annual Accounts for the year
2011-12 under Non-Plan and Plan-regarding.
It was noted that Annual Account for the year 2011-12 (Non Plan and Plan) are to
be submitted to DGACE by 30th June to conduct the audit of the same in due course of time. As per provisions of the General Regulations of Sub Clause 1 of clause 86.
The same should be submitted to DGACE after the approval the Executive
Committee.

Agenda Item No.10. Re-consideration of visitation report of
National Institute of Siddha, Chennai–reg.
It was noted that the visitation report and assessment report of National Institute
of Siddha have been reported at the meeting of Executive committee held on 14-
15.3.2012. The Executive Committee decided not to recommend the National Institute of Siddha to GOI for granting permission for admission for the year 2012-
13 on the following grounds:-
1. There are only 25 eligible teachers available against the requirement of 44. [The teachers mentioned at S.No.29 to S.No 34 are shown as regular
teachers but these teachers have not been included in the ANNEXURE III
(Details of Teaching staff) i.e. the details of only 28 teachers shown (out of
which 3 teachers are ineligible due to their contractual appointment).] Whereas contractual teachers have been considered eligible as per decision
of the EC in the II adjourned meeting held on 14-15.3.2012.
2. Hospital Pharmacy is not Functional. 3. The following departments which are essential for the PG education are
vacant viz.
1.Siddha Maruthuva Adippadai Thanthuvangalum Varalarum (Basic
Principles) 2.Udal Thathuvam (Physiology)
4. There is no OPD or IPD available for Deptt. of Aruvai Maruthuvam which is
essential for a Siddha Hospital as per the existing and Draft Minimum Standards for Siddha colleges and attached hospitals.
5. No delivery had been taken place during the reporting period.
6. No operation had been taken place during the reporting period. 7. No Librarian Available.
8. Radiologist is not available.
9. Students during their interaction told that Classes are not being taken
properly but only attendance is being taken. 10.Herbal garden is not available; it came to the notice of the visitors that a
small green house was opened on the first day of visitation.
11.Anaesthetist is not available. 12.USG is not available.
13.Identity cards are not available with all the staff of the institute.
14.Pharmacists less in number for the OPD Strength. 15.Visitors reported that the Head of the Dept. of Pothu Maruthuvam was not
available in the Department at the time of visitation.
However, during review of the same, it has been came to the notice of the office that the contractual teachers (total 3 in number) may be treated as eligible for this
year only as per the policy decision of Executive Committee. Therefore, the total
number of eligible teachers came to 28 instead of 25.
In this connection, the National Institute of Siddha since having no UG, requires a
professor, a reader and a lecturer per each department in PG as per the PG
Regulations of Ayurveda 2005 as adopted by Govt. of India for the years 2011-12

and 2012-13 for granting permission communicated vide letter No.
R.11011/5/2011-EP dated 18.3.2011. So the total requirement of eligible teachers for National Institute of Siddha which is having 6 PG departments comes to 6
Professors, 6 Readers and 6 Lecturers i.e. 18 teachers for 5 seats in each subject.

National Institute of Siddha are given below.

It was noted that during the meeting of Sub Committee of Unani held on 9-10th
May, 2012 while finalizing the Syllabus of Munafe-ul-Aza, at the end of meeting on 10.5.2012 an altercation between Dr. Shubabuddin and Dr. Rashidullah Khan took
place. Chairperson (Dr. Aliya Aman) pacified both of them. However, Dr.
Shuhabuddin submitted a representation in the evening and Dr. Rashidullah Khan
also sent his reorientation dated 11.5.2012 through e-mail.
However, comparative statement of both the members are as under:-

That I was present at the office of the
CCIM, Janakpuri to attend the meeting
of PG Syllabus Committee for the Munafil-Ul-Aza (Physiology) subject held
on 09.5.2012 and 10.5.2012. on second
day of the meeting (10.5.2012) after lunch, at about 3.00 PM during the
conclusion session I was giving thanks to
the President, CCIM for conducting the
meeting on the interest of Unani System of medicine in my speech. In this
meantime Dr. Rasheedulla suddently
interrupted and came towards me and stated a follows „you are President,
CCIM‟s man and what you are speaking
is baseless and the President, CCIM does not deserve for thanks. You have no
right to speak in favour of President,
CCIM.” During the argument he
repeatedly tried to assault me in front of all the CCIM members, experts and
officials of the CCIM including Secretary,
CCIM. All those members present in the meeting and Secretary, CCIM are
witnesses for Dr. Rasheedulla Khan‟s
misbehavior, misconduct and attempt to assault. Meanwhile Dr. Rasheedulla
Khan was threatening me that he is
going to assault me outside the
premises of the CCIM. He spoke me harsh words against the Present, CCIM
and he warned me as follows „you are
going to face serious consequences if you speak in favour of President, CCIM
Vaidya Raghunandan Sharma.”
This type of act of his misconduct and
misbehavior are repeated in the past
against the other members of CCIM too.
I hereby request your good self to take
Regarding the meeting of syllabus of
Physiology which was held on 9-10th
May, 2012 where Dr. Shahabuddin addressed to the members of CCIM and
informed that President, CCIM has
decided to allot a laptop to each member of CCIM and appreciated the President,
CCIM a lot of ways although the meeting
was on finalizing the syllabus of
Physiology. Since the election of President, CCIM is due in the month of
June it seems that his speech was for
campaigning of the President election so I objected because the platform was not
for election campaign. The whole matter
had been resolved on the interference of Chairperson (Dr. Aliya Aman) and the
Asstt. Registrar (Unani) thanks to all the
members of the Unani.
Now I have come to know that Dr.
Shuabuddin has filed a complaint against
me after discussing with the President of CCIM telephonically which may be
checked from the call details of the
phones of the President & Dr. Shababuddin to target me because I
have filed a complaint to the Hon‟ble
Minister and the Secretary, AYUSH,
Ministry of Health & Family Welfare, Government of India on 27th April, 2012
regarding the discrepancies were done
by the President, CCIM. It is also noted that this type of mis-happening never
happened in last six year tenure of my
membership when Dr. Shahabuddin, came in the CCIM as a member, he is
regularly disturbing the meetings which
were held on different occasions and he
also used un-parliamentary language in

suitable measures against Dr.
Rasheedulla Khan for the security of the members of CCIM who are attending the
office of the CCIM from various parts of
India. if some assault attempts/or any
kind of damages to me or my belongings happens to me outside the premises of
CCIM in future, I hereby solely declare
that, he would be the responsible for that.
Though I thought to take this matter to
the local police authorities, to keep the
dignity and reputation of the CCIM and its members I did not do so and bringing
this matter for your kind notice and
action. I request your good self once again to
take stern disciplinary action against Dr.
Rasheedulla Khan, Member, CCIM (Unani and Research Officer, CCRUM.
the meeting held at Bangluru, which is
not in favour of Unani System of Medicine as he is on a responsible post
of CCIM.
In this connection, I request you Sir my view may also be taken before
consideration of aforesaid complaint. I
will lodge another complaint regarding other discrepancies done by the
President during his tenure to higher
authorities of the Government in future.
The President of CCIM will be responsible if, anything unwanted
happened with me in future.
Executive Committee condemned the incident and was of the opinion that
such type of incident should not be repeated in future.
Agenda Item No. 12. Election of President, CCIM and Vice-
President (Unani)- regarding.
It was noted that Government of India, in response of to fix the date of election
reported in the previous meeting, vide letter No. A.11019/2/2010-RD(CCIM
Elections) dated 02.05.2012 has informed that
“As reported by you, the term of President and Vice-President (Unani) will expire on 5.6.2012 whereas 18 nominated members will be demitting office on 27.6.2012. as
per the provisions of IMCC Act, 1970, the term of the President/Vice-President and
the members to be nominated will be for a period of five years. The newly nominated members can be able to take oath earliest only on 28.6.2012.
therefore, in this background an exceptional circumstance appears to have arisen
that the newly nominated members may not be in a position to participate in the
election process and they will deprived of their right to elect the new President and Vice-President (Unani), in case the election for the post of President/Vice-President
(Unani) is held on 5.6.2012, which may not be in line with democratic spirit.
Therefore, it is advised that you may consider the possibility of holding the
elections to the post of President/Vice-President (Unani) on 29.6.2012 or thereafter but in any case not later than 5.9.2012 by such time the newly nominated
members are expected to be in position. This will not violate the aforesaid
directions of the Apex Court, as a period of three months has been allowed in the
eventuality of exceptional circumstances.”

It was noted further note hat Govt. of India has been asked again to send the list of
nominated members under Section 3(1)(c) to hold the election at the earliest in compliance of the order of Supreme Court of India.

Agenda Item No. 13 Inclusion of the names of college’s alongwith the names of University in Second Schedule
of IMCC Act, 1970.
It was noted that Govt. of India is maintaining the information in respect of
recognized medical qualification alongwith their awarding bodies in the form of 2nd
Schedule of IMCC Act, 1970. Govt. of India has intended to include the name of college alongwith the awarding University in to the Schedule of IMCC Act, 1970
year to year basis and sent the proposal to the Council while considering the matter
of inclusion of Ayurvedacharya (BAMS) qualification of West Bengal University of
Health Sciences, Kolkata. Though Central Council informed Govt. of India about the difficultly to be faced by the Universities in the matter but Govt. of India has issued
notification in respect of Ayurvedacharya (BAMS) qualification of West Bengal
University of Health Sciences, Kolkata by including the name of colleges also as well as in some other cases. Moreover, Govt. of India has proposed a time Schedule for
early notification of students who will be passing out in 2012. As per time Schedule
framed by Govt. of India, if the University send the desired information to CCIM by October, 2011 and subsequently the CCIM send the proposal to Deptt. of Ayush by
December 2011, then Deptt. shall be in a position to issue the notification along
with the name of colleges by February, 2012.
Accordingly letter were sent to the Universities and simultaneously Govt. of India
was informed about the difficulties to be faced by Universities in sending request
every year to Govt. of India for fresh notification alongwith the name of College and in case of absence of timely notification, the consequences to be faced by
concerned. It was also suggested that the degree awarded by University should be
included in IInd Schedule of IMCC Act, 1970 one time only as per practice adopted in past since establishment of CCIM. Moreover, to prohibit the practice of students
admission by not permitted college, the Govt. of India should notify the list of the
permitted college of Ayurved, Unani & Siddha for particular year before the
commencement of the session. Therefore, admission agency may include the name of permitted colleges for admission in their prospectus for counseling etc. and the
student may take admission in only permitted colleges.
Further, Govt. of India has issued Notification alongwith the name of the colleges in
respect of those students who had passed out from respective colleges upto Dec.,
2011 whereas Central Council has amended it from “those students who had
passed out” to “those student who have been admitted in the respective colleges during this period with the permission of Govt. of India”. Accordingly, Council has
sent few drafts Notification to Govt. of India. However, nothing has been heard
from the Govt. of India regarding draft amendment.
Now Govt. of India vide its letter No. V12013/02/2011-EP (IM-2) dated 18th April
2012 has proposed the following options available to the CCIM in such case-

1. Registrar, CCIM/State Registrars to not to include/register the names of
students passed from non-permitted colleges; 2. Direct the Universities not to conduct exam for the students of non-
permitted colleges; and
3. Open a permanent Link (web-link) giving the details of permitted and non-
permitted colleges for each year
Government has asked the comments and proposal of the CCIM on the above issues for further proceeding in the matter.
Executive Committee agreed to the decision mentioned Sl.No. 2 i.e. Direct the Universities not to conduct exam for the students of non-permitted
colleges.
It was also decided to write the letter to Govt. of India that while issuing
the letter of permission/not permission to the colleges for admitting/not admitting the students for particular year, a copy of the same also endorse
to the Secretary, Director, Concerned University and Boards of the State
for not allowing admissions/appearing in examination/not registering the
students admitted (as the case may be) without the permission of Govt. of India.
Agenda Item No.14. Consideration of visitation report of Deoband
Unani Medical College for increase intake
capacity from 40 to 50 and starting PG course
in four subjects with 2 seats in each subject under section 13A of the IMCC Act, 1970-reg.
It was noted that Govt. of India has issued the Letter of Intent vide letters No.
13012/02/2011-EP (IM-I) dated 25.01.2012 and 14012/02/2011-EP (IM-I) dated 02.04.2012 to increase intake capacity from 40 to 50 and starting PG course in Moalajat, Munafeul Aza, Ilmul Jarahat and Niswan wa Qabalat with 2 seat in each subject. In response of recommendations of the CCIM and asking the CCIM for verification of the compliance to be submitted by the applicant college during the LOI period. Further, it has been asked that the comments of the CCIM may be furnished
within reasonable period after receipt of the compliance by the applicant college. In this regard, it was noted that college has been visited on 23-24.05.2012 by Dr. Tabrez Lari and Dr. Syed Shafique Ahmed to verify the compliance. The visitation report will be placed before the Screening Committee in its meeting held on 31.05.2012 at 10:00 AM and thereafter, the visitation reports, assessment sheet and recommendations of the Screening Committee will be placed before the Executive Committee at the time of
consideration of Agenda item. Executive Committee did not agree to recommend to Govt. of India for issuing LOP as college is not fulfilling criteria of Bed Occupancy i.e. 50 for PG Institute. Moreover, it was also noted that visitation report has not been filled up by the visitors properly and as per proforma as was asked, therefore, Executive
Committee decided to revisit the college for increasing intake capacity from 40-50 also decided that the TA claim of the visitors be forfeited.
Agenda Item No.15. Consideration of visitation report of
Anjuman-e-Islam Dr. MIJ Tibbia Unani
Medical College, Mumbai.

It was noted that as per decision in 2nd Adjourned meeting of 168th Executive Committee held on 03.04.2012, the Anjuman-e-Islam Dr. MIJ Tibbia Unani Medical
College, Mumbai was re-visited by Dr. Shuhabuddin (EC member), Dr. Yousuf Khalil
and Dr Syed Shafique Ahmad (members) on 23-24.04.2012. However, the visitation
reports, assessment sheet and recommendations of the Screening Committee will be placed before the Executive Committee at the time of consideration of Agenda
item.
After considering the recommendation of Screening Committee agreed to
send the recommendation to Govt. of India for granting the permission for
UG with intake capacity 50 seats for the year 2012-13.
Agenda Item No. 16 Consideration of Visitation report of
Govt. Ayurved College, Bangalore.
It was noted that hat Executive Committee in its meeting held on 27.04.2012 while confirming the minutes of the adjourned meeting of 168th Executive Committee
held on 14-15.03.2012 objected the adoption of two different criteria in respect of
non allied and have M.O./lecturer appointed beyond 40 years for granting/not
granting permission in respect of Government and Private colleges. As non-allied subject have been treated ineligible in private colleges paradoxically have been
treated eligible in Government colleges. Similarly consideration of the age of 40
years for M.O. as well as appointment of lecturer beyond 40 years.
In view of the above, 3 teachers are in non-allied subject in Govt. Ayurved College, Bangalore may not consider as eligible and cases of M.O. and Lecturer may also be
examined in respect age of 40 years at the time of appointment.
It was noted that the matter was referred to Screening Committee for
reconsideration in view of the discussion of Executive Committee held on
27.04.2012. Executive Committee noted that the recommendation of the
Screening Committee stating that the recommendation in respect of this college also be forwarded to Govt. of India on the analogy as earlier sent
to Govt. of India in respect of similar other colleges.
Agenda Item No. 17 Consideration of Visitation report of
Govt. Taranath Ayurved College, Ballary.
It was noted that Executive Committee in its meeting held on 27.04.2012 while confirming the minutes of the adjourned meeting of 168th Executive Committee held on 14-15.03.2012 objected that two different criteria in respect of non allied teachers and considering M.O./lecturer beyond 40 years for granting/not
granting permission in respect of Government and Private college have been adopted. As teachers of non-allied subjects have not been treated eligible in private colleges paradoxically have been treated eligible in Government colleges. Similarly consideration of the age of 40 years for M.O. as well as appointment of lecturer beyond 40 years.

In view of the above, 5 teachers are in non-allied subject in Govt. Taranath Ayurved College, Ballary may not consider as eligible and cases of M.O. and Lecturer may also be examined in respect of the age of 40 years at the time of
appointment.
It was also noted that the matter was referred to Screening Committee for reconsideration in view of the discussion of Executive Committee held on
27.04.2012. Executive Committee noted the recommendation of the
Screening Committee stating that the recommendation in respect of this college also be forwarded to Govt. of India on the analogy as earlier sent
to Govt. of India in respect of similar other colleges.
Agenda Item No.18. Lalit Hari State PG Ayurved College &
Hospital, Pilibhit, UP
It was noted that letter No. 101 dated 24.04.2012 received from Lalit Hari State PG Ayurved College & Hospital, Pilibhit, UP stating that the list of teachers produced
before to the visiting committee who were visited this college on dated 22.02.2012
has got one typing mistake, i.e. on S No. – 26, Dr. AJIT SINGH SACHAN is working as lecturer in Agad Tantra department of this college. While it was typed in
Rasashastra.
It has been requested to accept the correction.
In this regard, it was noted that recommendation for not granting permission for
the session 2012-13 was already sent to Govt. of India vide letter No. 3-4/2012-
Ay.(5) dated 10.04.2012.
The above said letter alongwith the enclosure was forwarded to Govt. of India for
taking into consideration as per direction of the President, CCIM.
However, after reviewing the corrected list of teaching staff provided by college, it
has been noticed that the higher faculty is increased from 9 to 12, alongwith one eligible lecturer in Agad Tantra Deptt.
After considering the recommendation of Screening Committee to send the
revised recommendation to Govt. of India accordingly, the Executive Committee agreed to the same.
Agenda Item No. 19. Consideration of Bhanwar Lal Nahata Samriti Sansthan's Mandsaur Institute
of Ayurved Education & Research,
Mhow-Neemuch Road, Mandsaur, MP.
It was noted that Bhanwar Lal Nahata Samriti Sansthan's Mandsaur Institute of
Ayurved Education & Research, Mhow-Neemuch Road, Mandsaur, Madhya Pradesh was visited on 13-14.02.2012 to assess the available facilities of teaching and
practical training for granting permission for the session 2012-13.
The Visitation Report, assessment sheet and recommendation of Screening Committee were considered by Executive Committee in its meeting held on

27.04.2012. EC did not agree to grant the permission but after going through the
assessment it has been observed that there is no reason for not granting permission for the session 2012-13.
After considering the recommendations of Screening Committee as there is no specific shortfall and reason for not granting permission, therefore, be
recommended to the Govt. of India for granting permission for the session
2012-13, the Executive Committee agreed to the same.

previous. The Screening Committee went through all the facts and agreed to reconsider the omitted teacher and agreed to send the revised recommendation to the Govt. of India after accepting the same as higher faculty. As agenda could not be completed, therefore, meeting was adjourned

It was noted that a letter No. R.S.11/1/2011-Com.(H&FW) dated 28.05.2012 has
been received from the Department related Parliamentary Standing Committee on

Health and Family welfare presently examining the National Commission for Human
Resources for Health Bill, 2011. It was also informed that the Committee has decided to have interaction with various stakeholder/expert in connection with
examination of the said bill, therefore, it has been decided to hear views in its
meeting scheduled to be held on 07.06.2012 on the above said bill.
It was also noted that Vaidya Raghunandan Sharma, President, CCIM has been
invited to appear before the Committee at 4.00 PM in Thursday, 07.06.2012, in
Room No. 62, First Floor, Parliament House, New Delhi., for the purpose.
The matter was discussed in the detail and it was decided to place
following facts before the Parliamentary Committee with the opinion of that these systems need encouragement from Govt. of India to develop in
respect to the medical heritage of India. Any attempt of including this
sector in this bill will hamper the growth of Indian System of Medicine. It
was also decided that all three Vice-President will also accompany President, CCIM to attend the meeting.
“The Bill which is before the Parliamentary Standing committee on Health &Family Welfare does not have any reference to Central Council of Indian Medicine.
The Central Council of Indian Medicine consist of four systems of Medicine
a)Ayurveda
b) Unani
c) Siddha
d) Aamchi
Functioning with the Vice-President for each system who is the chairman of the
system headed by a President.
It has a democratic set up with members elected from the practitioners, elected

Ayurveda literature are available mainly in Sanskrit Ayurveda cannot be understood without the knowledge of Sanskrit .In the Similar manner,Siddha
literature exists in Tamil language and Unani literature in Urdu, Arabic and Persian
language, Aamchi literature in Tibetian language.
Hence these systems of Medicines has its own basic principles and holistic approach
which cannot be compared with Modern system.
Likewise, these systems have separate pharmacopeia and various research studies
has made these systems emerge out globally.But the departments covered in the
Bill are all pertaining to modern medicine which are governed by the same pharmacopeia.
Indian systems of Medicine faced lot of suppression during British period and lead to the deprival of its growth.

It is slowly grooming after independence and gaining its lusture because of separate functioning of the council.
These systems which were taught in Gurukula now has its own identity at
international level because council is separately functioning and designed UG,PG Courses in their own system which is competent .Many achievements are made
possible only after the establishment of the council as separate.
CCIM at present is focused on quality education, 262 Ayurveda, 41 Unani and 09
Siddha Undergraduate & Post graduate colleges which has been appreciated by the
department of AYUSH.
It will be appropriate to develop a mechanism to ascertain the transparency and
efficiency of these councils inspite of centralize the presently all councils. So that
the each systems may develop in own way. It will be problematic to regulate all the system in centralized manner.
If it is merged with the modern authority and linked, once again these systems of medicine will face difficulty in its growth and gets paralyzed.
It is always better to have as separate council for the betterment and growth of the system.”
