MINUTES OF ANNUAL GENERAL MEETING
3 JULY 2014 AT 169th HQ
1. Chairman's Welcome
Graham Cooper welcomed everyone and the District President, George Peszyneski) and thanked
169th for their hospitality and to the SASUnit for doing the refreshments. A list of those present are
attached to the minutes. Graham also thanked Margaret Postlethwaite and Lee White for all their
tremendous help with setting up 3rd Bristol.
2. Apologies

Roger Waite and Julie Waite.
3. Minutes of AGM 2013
Minutes of 2013 were approved by the meeting. Proposed by Phil Taylor and seconded by Roger
Harvey and approved by a show of hands.
4. Receive and Adopt Accounts
Graham Cooper presented the 2013/14 accounts. Graham advised a grant of £4200 had been mademoney for 7 Scouts to attend the World Scout Jamboree in 2015. The set up costs for 3rd Bristol was
£3677, most will come back into the Dsitrict over a 3 year period, the district has agreed to meet£1000 of the set up costs from reserves. This sort of expenditure is likely to feature more as weexpand Cabot District in the coming years. Adoption of the accounts was proposed by Graham
Cooper and seconded by Steven Waggett.
5. Appointment of Independent Financial Examiner
Suzanne Bishop (Certified Accountant) agreed to be the Scrutineer for the accounts of the comingyear. She was proposed by Mike Caines and seconded by Clare Waggett. Approved by a show of
hands in support.

7. Re-election of District President & Vice Presidents
George Peszyneski was reappointed as President, we are very grateful for all the work he does forthe District. The following Vice Presidents were re-elected by a show of hands: Roy Watts, Doe
Grimaldi, Terry Bower, Keith Dawes, David Nicholls, Tony Burgess-Parker, Peter Shore, Roy Jones &
Mike Long.
8. District Commissioner nomination of the District Chairman
DC, Isabelle Mills asked Graham Cooper to stand again as District Chairman.
9. Nomination and Election of District Treasurer
Graham Cooper proposed James Leyland to serve again as District Treasurer, seconded Laurence
Parsons. This was then approved by a show of hands.
10. Nomination and Election of District Secretary
Graham Cooper proposed Sue Norman to serve again as District Secretary, seconded by Mike Caines.
This was then approved by a show of hands.
11. Elect Members to District Executive
Nominations: John Giliard, Ron Higgs, Helen Hobbs, Terry Wright, Chris Gavriel and Tracey Judge.
Propose by Roy Jones and seconded by Phil Taylor. This was then approved by a show of hands.
12. Laurence Parsons gave a presentation about this year's Cabot Ten Tors event

14. County Commissioner's Representative
Alan Dempster on behalf of the County Commissioner thanked everyone for their enthusiasm and
for their hard work in Cabot and congratulated the District on its growth so far and development
vision for the future especially as part of the Pears Foundation grant of £lOOk. There will be a new
County Commissioner later in the summer as Dan Wood is moving on to a national role.

Cabot Ten Tors 2014
We started the 2013/2014 season with 51 Scouts, these were from 16 different Scout Troopsand Explorer Units. Three were not from any groups and joined Explorers to complete TenTors. Of the 51, 39 completed all the training and were ready to take part in the event. Wehad team places for five 35 mile teams and one 45 mile team, giving a total of 36 teamplaces.Due to the restrictions on ages for each distance we had to loan two of our Scouts toKingswood District and we had to borrow two from Teignbridge Scouts.The teams were allocated as:

Out of all the Scouts we entered 100% of them completed the event, which is a fantasticachievement and hasn't happened for a number of years. The overall average percentage tocomplete the event was 81%.
This year the Army has decided to change the routes for the event. The main reasons for theroute changes are to reduce the number of river crossings, reduce the amount of roadwalking and remove the reliance on helicopters to transport equipment to the check points.The new routes are also very similar in distance and height gain, which makes the event a bitfairer. The route changes seemed to work well other than there are a number of points whereevery team has to pass through, meaning the local residents got a bit upset with lots ofminibuses going past early in the morning and it also meant the adult leaders had to do a bitmore navigating as we were going to places that we had never been before!The Army also introduced a new tracker system, which is a lot more robust that the previousone, enabling them to track the teams across the moor. There were some teething problemswith the system and reporting times on the website, which will hopefully be corrected for nextyear.
Our training programme was a bit mixed this year as we had to cancel one completeweekend due to extremely bad weather on Dartmoor and on the final weekend the routes hadto be changed due to bad weather. I was a little concerned that the teams hadn't had enough

practice on Dartmoor at the time of the event, however on the Scouts all did really well on theevent and all the teams completed their routes. The weather was not great for the weekend,with very heavy rain showers and hail at times on the Saturday and slightly less showers onthe Sunday.
This year the adult training team consisted of 25 different people that all helped in some waythroughout the year and it is fantastic how they all work together to enable the Scouts to takepart in Ten Tors. We welcomed three new adults to our training team this year, all keenwalkers, so I will be working with them to get their hill walking permits as soon as possible.We also had one adult gain their permit, which is great, however we still need more permitholders to make planning the Dartmoor hikes easier and I will be reminding some people overthe summer to get their applications submitted.
Final thanks must go to all the adults that are involved in the training team, 169th Scout Groupfor use of their hut, Polar Minibus Association for use of minibuses and van, 1st BishopstonScout Group and Sharman Explorer Unit for equipment for the event.

ANNUAL GENERAL MEETING - Sunday 13 July 2014
Notice is hereby given that the Annual General Meeting of the County Scout Council of the Scout Countyof Avon will be held at 3.00 pm on Sunday 13 July, included within the County Conference being held atthe City Academy.Russell Town Avenue, Bristol BS5 9JH. The City Academy is readily accessible bypublic transport and there is ample free parking on site. All members are invited to attend and are alsoencouraged to support the Conference if at all possible. I attach a separate flyer which gives moreinformation about the Conference, which is entitled "Bringing our Vision to Life".
One item on the AGM Agenda will be the election of members to the County Executive Committee.
The Executive Committee exists to support the County Commissioner in meeting his responsibilities andto provide support for Scout Districts in the County. The good sense and sound advice of members arevalued by the County Commissioner and those who are willing to be nominated should be aware thatmembership carries responsibilities and requires commitment, including attendance and participation atthe main Executive and Sub-Committee meetings. The members of the Executive are also theTrustees of the registered Charity of the Scout County of Avon.
The Constitution of the Executive Committee provides for six elected members, as well as ex-officio,nominated and eo-opted members. There are 4 vacancies amongst the elected members to be filled atthis year's AGM, and nominations for these posts are therefore required. 2 vacancies are for the usual 3year period but there are also 2 vacancies for a 2 year term due to a resignation during the year and onevacancy being carried over from 2013. I enclose a Nomination form, on the reverse of which is a list ofcurrent County Scout Council Members for your information. Those who are currently serving asExecutive Committee Members are highlighted. Please note that your nomination must be a CountyScout Council Member.
Elected members normally serve for a period of three years. With the exception of Ex-officio or continuingelected members of the committee and those that will have completed two terms of elected office at thisyear's AGM, all members of the Scout Council are eligible to stand for election as elected members of thecommittee.
•If required, additional copies of the nomination form may be obtained from County Office. Nominationsmust be on the enclosed nomination form and must be signed by a proposer and seconder.Candidates must also sign to indicate their acceptance of the nomination and complete the candidateinformation and the section outlining the contribution they feel they could make. In the event that morethan 4 nominations are received an election will be held by postal ballot.
NOMINATIONS WILL CLOSE AT 12 NOON ON WEDNESDAY 11 June 2013 AND ALL NOMINATIONPAPERS MUST BE RECEIVED AT COUNTY OFFICE BY THAT TIME.

Ten Tors 2012/2013 Season
Primarily Ten Tors is meant to be a Challenge; and what a challenge the 2013 event turned out to bewith probably the worst two days of back to back weather we have seen -apart from when the eventhas been abandoned part way through.
Starting in September 2012, 57 scouts from 13 different troops and Explorer units went through amonthly training regime covering map reading; camping, first aid and team building, starting withrelatively simple day hikes of 12-15 miles and supposedly ending with a full two day hike in April ofaboutthe distance required for the event; 35 miles for those aged 14-15; 45 miles for those aged 16/17and 55 miles for those aged 17-18. Well that was the plan.
Whilst the day hikes all went as expected from then on, the great British weather was, to say the least,unkind. Snow for January's hike forced a hasty reroute for low level camping; the first venture on southDartmoor in February was so bitterly cold that all the bogs were frozen over; high river levels on the firstweekend walking on the north moor in March caused a major reroute, followed by overnight snow; andfinally gale force winds and horizontal rain soaked everyone on the second north moor weekend in April.What we didn't know at the time was that in fact these were just the conditions being conjured up forthe event weekend- plus dense hill fog -in May!
So with less than perfect "distance training" achieved our 7 teams of six set off at 7.00am on theSaturday morning into the gloom that had descended over the moor. Dartmoor is unforgiving and tookits toll of injuries on the Saturday forcing one 45 and 55 scout to withdraw. First back on the Sundaywas our 45 mile team at 12.43; followed closely by our 55 mile team at 13.11. What an achievement. (Itsnot a race but these were the first teams back on each of their routes!) Four of the 35 mile teamsreturned as complete teams of six by mid afternoon whilst the remaining team (now down to 4) finishedwith just 20 minutes to spare. Heroes all, including those who dropped out on the homeward leg at Tors9 and 10 in order that the rest of the team might finish within the allotted time.
So another successful year with all teams back and a drop-out rate of just 10% which, when comparedto the overall drop-out rate of 25%, shows the fortitude which our boys and girls displayed.Congratulations to each and everyone of them. Will they be back next year? Well I'm sure that for manythey are already hooked on the adrenalin which IT creates; whilst just a few may decide that one bigadventure is enough!
And finally a big thank you to all the adults who make this possible: drivers; route planner;accompanying walkers; first aid trainers; catering staff; quartermaster; army liaison; administrator;webmaster etc, some of whom are ex-parents; ex-IT participants and ex-scout leaders but all of whombelieve in the values which IT instills in young people and are there to make it happen for others.
