Standing Committee Meeting
on e-Content
The Standing Commit tee recently formed for the streamlining and maintaining quality and quantity of e-content held its first meeting on November 21, 2014 and was held in CEC campus at New Delhi. The Committee was formed by the Director, CEC on the advice by Project Review and Supervisory Group (PRSG) of MHRD under NME-ICT project. The committee discussed center-wise output of all the EMRCs in terms of both quality and quantity. It also deliberated upon the mechanisms of further speeding up of e-content production and early completion of the first phase of e-content production. The meeting was attended by various members which include Prof Rajbir Singh, Director CEC, Prof Uma Kanjilal, IGNOU, New Delhi, Dr. Someswar Bhowmik, Director, EMRC Kolkata, Dr. Shahid Rasool, Director EMRC, Srinagar, Dr. A.K. Singh, Director, EMRC Indore, Dr. Sunil Mehru, Joint Director (S) CEC, DR. Nageswar Nath, ME, CEC and Dr. Shatruddha, Research scientist, CEC.

The consortium of e d u c a t i o n a l c o m m u n i c a t i o n (CEC) is in constant endeavour of taking itself to new heights. For that a host of Digital Education Initiatives and Plans have been taken up
to improve the delivery, packaging and dissemination of the educational content being produced by CEC and its media centers. Some of them in the form of projects submitted to MHRD and other agencies. The following is a brief overview of plans and proposals by CEC which has the potential to realize the digital education in Digital India.
E-Content
There would be complete digitization of the e-content by 2016 in all the 87 subjects in which work is going on. These subjects are those taught under university system under UGC. After the completion, there would be vast array of undergratuate subjects covering the whole spectrum of disciplines from Arts to Science which would be readily available in digital form for learners.
Cloud based server
A cloud- based server video accessing facility is being planned to optimize the learner experience with increased speed and ease of viewing and downloading.
Dubbing of programmes in regional languages
Currently CEC produces content in English but Hindi as well. The proposal has been submitted to MHRD for getting the multi-media productions dubbed in regional languages to address the problem of comprehension of the content due to language barriers.
Massive Open Online Courses (MOOCs)
The MOOCs are said to be a game changer in the field of virtual education. The CEC has been identified as one of the central institutes for creation and running the MOOCs proposed to be offered to the students or learners. . It is also proposed that students would be able to save generated notes and questions as well as teacher generated answers within the context of the content for reviewing anytime. A self-paced environment would thus enable students to move ahead or review material multiple times.
Online courses
The online courses are the need of the day on many accounts. CEC and media centers have potential to run online courses for skill enhancements. For that, a learning management system (LMS) has been developed and readied by CEC.
These are some of the plans and proposals which will help CEC achieve its mandate of making education an all inclusive affair.

Dear friends,
We are at the threshold of a new year from where we can introspect on how far we were
able to achieve our self defined goals and hopes. We look behind to find relentless
pursuit of our mandate of bringing education in new and more approachable avatar to
the countrywide learners enrolled in higher education institutions and to the general
learners and enthusiasts and to the teachers as well. Each day passed had something to
offer to make us wise in our endeavours and vision to tackle the challenges of future in
a more predictable and confident way. Though, time unfolds before us a continuum of “future shocks” in the
fields of technology. In the light of this technology and especially information and communication
technologies, we calibrate our education content development and delivery according to the available
technological 'vocabulary' and imaginations. Digital education or virtual education is an integral part of the
project of Digital India as envisaged by the Prime Minister of India. India is awakening to a promising future
where its people would be digital citizens living in smart cities. And so would be the education in these times.
Education has 2 important dimensions to it- content and delivery. We at CEC provide content in video and
multimedia format so that it remains relevant in the era of new media age. Learning is transformed as a holistic
experience for a learner thus becoming immersive and enveloping. The virtual education can also be shared
among regional platform of co-operation like SAARC. This would boost the power and human resource
capacities in Asia which is projected to lead the world. And even all the developing countries can rely on the
powers and reach of virtual education.
Today technology is changing faster than imagination and our society is
becoming more and more 'fantastic' consequentially. The world within world
inter blended and intertwined has interesting and useful implications for the
education content generation and delivery. Certainly, the wonderland of
digital and virtual education will get new dimensions in the times to come
with new paradigms of learning and teaching.

Media & Education
Mobile learning or m-learning is a type of e-learning, enabled through handheld gadgets largely smart mobile phones
and is extendable to the smart tablets, pads and other portable devices with connectivity. The new-age multimedia
educational content is easily accessible on such devices and thus helps in increasing the spread of education. M-learning
technology encompassing devices empower students, teachers, and parents alike in gaining access to digital content
most of it now-a-days created with 4 quadrants approach and also enabling personalized assessment. Mobile devices
used in concurrence with near universal 4G/3G wireless connectivity, are vital gadgets to enhance the learning process
for students. It is believed by many that M-learning has the ability to bring about a considerable improvement in
educational results.
Mobile devices with cellular connectivity enhance learning and involve students as well as teachers. Wireless
technology is a powerful means to dispense new content and facilitate access to information wherever a student is
located. It is a revolutionary means that transfigures the learning environment apart from enabling, empowering, and
engaging learning for students inside and outside of school. Yet, a major shortcoming could be that every student may
not have access to a computer and the Internet. Additionally, owing to the costs of hardware, it is not affordable for
schools or universities to provide a personal computer to every student. However, most young people have phones, and
this proves as a genuine opportunity to transform instruction. According to a recent study by the Times of India, the
maximum number of smart phone users is between the age group of 16-18 years and this number has risen from 5% in
2012 to 22% in 2013.
Technology-rich activities can bolster high levels of student interaction and peer participation as compared to activities
which focus less on technology. It is the task of the Educationists to exploit mobile platforms for the purpose of learning
and scholarship and utilize them to augment educational learning.
Mobile learning makes it realizable to enlarge education beyond the physical boundaries of the classroom and past the
fixed time periods of the school day. The students through mobile learning can access content from home, communicate
with teachers, and work with other people online. The importance of mobile devices is that they empower students to
connect, communicate, collaborate and create using rich digital resources. There are a number of mobile applications in
the market that aid the process of learning and also provide the convenience of accessing it anywhere, even outside the
classroom.
To conclude, we can say that the use of mobile devices in disseminating education will go a long way with its more
innovative evolution- both in technology and application. The emergence of personalized virtual platform between
formal and informal learning enables us to optimize the benefits of both. This new technology will strengthen and
supplement our teaching and learning process.

The Consortium for Educational Communication popularly known as CEC is one of the seven Inter University Centres set up by the University Grants Commission (UGC) of India. Established in 1993 under act 12 (ccc), CEC is a nodal agency to address the educational needs of the country by creating and disseminating multimedia content and educational videos for Indian undergraduate level students through broadcast and non-broadcast modes. Today, 17 media centres located all over India are working towards achieving this goal under the umbrella
of CEC. Moreover, five other such centers have also been sanctioned by the UGC. CEC now has a knowledge repository of more than 25,000 educational video programmes and about 10000 e-content modules (The complete courseware which includes the topic video, full transcript, text, FAQs, quiz, assignments and references etc., available in easily downloadable format. Presently, CEC is engaged in developing e-content on 87 UG subjects) and SLOs (multimedia content in which short duration videos embedded with text and multimedia content based on frequently asked questions on random topics across different subjects for the enhanced learning experience on different topics and subjects and the entire collection is being digitized to render the video programmmes a more user friendly and digitally compatible ensemble with a longer shelf life and enhanced
portability. CEC has established and is running an exclusive 24X7 CEC-UGC higher education satellite channel- Vyas. The channel is webcast on the CEC website to bring all major offerings of the consortium under one roof (the channel, however, is also available on www.sakshat.ac.in and www.webcast.gov.in web portals of Government of India). CEC has also established and running UGC-CEC nationwide Edusat network on which regular live transmission of the lectures delivered by the subject experts take place from its fully equipped studio. The Indian Space Research Organisation (ISRO) has adjudged the CEC as 'Best user of Edusat National Beam' in the country and as custodian of Migratory Teaching End (MIT). CEC's Education Portal
CEC web portal - www.cec-ugc.nic.in is a major platform for the dissemination of e-content and educational video programmes. It harbours the courseware and enrichment programmes on all the major subjects. Besides, CEC has collaborated with INFLIBNET (Information and Library Network Centre), for developing the e-education portal which contains the 'Bibliographic Database of the CEC Video Resources' available at CEC Media Library. This database of educational video programmes, e-contents and SLOs is hosted on the INFLIBNET's server, which enables universities and colleges under the UGC-INFONET consortia to have access to the CEC Database of video resources.
CEC also makes available DVDs of the desired educational programmes produced by CEC and its media centres to the students through its e-shop accessible from its website. Besides, CEC is also engaged in various promotional activities like Video competition, Prakriti Film Festival, Book Fair participation. CEC has also instituted an award, named as 'Vikram Sarabhai Lifetime Achievement Award' to recognize excellence in the field of educational communication and beyond.

Unity Pledge @ CEC
The Consortium for Educational Communication celebrated 139th birth anniversary of Sardar Vallabhbhai Patel,
first Deputy Prime Minister and Home Minister of Independent India on his birth day on October 31, 2014 in its
campus. The day of October 31 was observed as Rashtriya Ekta Diwas or National Unity Day here as it was
observed across the country. On this occasion the pledge for unity for a strong and undivided India was taken by
the officials of CEC. The pledge was administered by the Director, CEC Prof Rajbir Singh. The director, after
administering the pledge elaborated upon Patel's invaluable contribution in not only fight for Independence for
India but also upon his active and strong actions for strong and united India. He told the officials that Sardar Patel
is also known as the “Iron man of India” as he accomplished an enormous task of integrating more than 500 self
governing princely states into democratic Indian nation and that had Patel not been there it would be impossible to
make India what it is today. It is his contribution of making India a truly federal democratic structure. Moreover,
all-India services was also his gift to our country. The director asked all the employees to learn lessons from his life
as a visionary and a seasoned statesman with immense love for his country and countrymen. On encouragement of
the Director CEC, employees of the consortium put forth their views on Sardar Patel and his contribution to the
formation of the nation. On this occasion Dr. Sunil Mehru, Joint Director( Software), Mr. Nageswar Nath, ME, Dr.
Shatruddha, Research Scientist were present along with other staff.

Ungra village, 100 km from Bangalore is getting electricity for lighting and for pumping drinking water, using oil from locally available Honge seeds in diesel engines. Honge oil when throughly cleaned, can be directly used in diesel engines without any alternation. It promises a copious supply of high quality energy for diesel engines in rural areas. All this is part of a pilot project called SUTRA managed by Indian Institute of Science, Bangalore.
As the title suggests the programme discusses various effects of noise on health. It also discusses the various aspects which cause noise pollution.

In our day to day life we notice that non-verbal cues play a significant and pervasive role in human communication. Scientific study of non-verbal communication is called kinesics. This part of programme is dealt with two important categories of non-verbal cues - namely Appearance and Face & Eyes.
Self development, self perfection and self fulfillment are the ultimate goal of human rights. Prof. D. N. Pathak discusses various stages of human rights. 1. The political and civic rights 2. Social and economic rights 3. Environmental rights 4. Rights to development and right to peace. He also discusses the role of state as not the creator but recognizer of human rights.
There are many misconceptions regarding leprosy. But there are different types of leprosy infectious & non-infectious. Dr. Sebak has discussed about this disease in detail in this programme.

This programme deals with the life and death of stars. Stars are evolved from the condensation of nebulae. Complex thermo-nuclear reactions are mainly responsible for the conversion of lighter elements to heavier elements inside stars. The final stages of stars depend on the initial mass of the condensing matter and the remnants.
The programme is on endocrine system of our body. The glands are called Endocrine glands because they secrete hormones directly into the blood not through ducts. They are essential for body for internal balance, growth reproduction, storage utilisation of energy. Hypothalamus is the highest integnity Neuroendocrine gland and over- sees all functions of the body under normal conditions and also under abnormal conditions.
Many wild life species all over the world are at the verge of extinction. Human beings are bent on reducing the thousands of animals to a few. Large scale efforts have been initiated for the conservation of wildlife and management of their habitat. Common man can also contribute a lot in these efforts.
