Consortium for Educational
Communication (CEC) has been
organizing an annual non competitive
documentary film festival - Prakriti all
over India since 1997. This time
EMRC, Kolkata, on behalf of CEC, is
organizing Prakriti Film Festival (a
non-competitive Documentary Film
f e s t i v a l o n E n v i r o n m e n t ,
Development and Human Rights)
from 23rd of March till 25th of March,
2015. The festival has a screening cum
colloquium format and involves open
house sessions in which viewers such
as students, teachers, academicians
and media professionals interact with
the directors/ producers of the
screened films. Entries are being
i n v i t e d f r o m I n d i a n
producers/directors (individual and
institutional) on Environment,
Development and Human Rights and
the last date for the entries to be
received is 20.02.2015. Other details
can be found on the CEC website.

The Consortium for Educational Communication (CEC) organized a National Capacity
Building Workshop on “Open Educational Resources (OER) based e-learning” in
collaboration with Commonwealth Educational Media Center for Asia (CEMCA),
New Delhi. The 3-day workshop was organized from December 22, 2014 to December
24, 2014 at CEC, New Delhi. The intense training workshop started with the goal of
introducing the concept and practices of OER and to identify the design issues and
develop a plan for implementing OER based e-Learning in institutions. It saw the
participation from CEC and its media centers and various universities across India. The
inaugural session opened with the opening remarks from Prof Rajbir Singh, Director
CEC who emphasized the role of OER based e-learning and urged the participants to
learn the nuances of future education diligently during the workshop so that they can
contribute to the digital content revolution in education which is redefining the
packaging and the delivery of the educational content. Also speaking in the session was
Dr. Sanjay Mishra, Director, CEMCA who lauded the efforts taken by both the
organizations to organize such a valuable workshop and stressed that there was need of
more such workshops to train human resources in the field of OER which is set to
expand. After brief participant introduction, Dr. Nageswar, ME, CEC thanked the
participants and the trainers present for the workshop. He along with Dr. Manas Ranjan
Panigrahi was the course co-coordinator for the workshop. The trainer and facilitator
for the workshop was Prof. Som Naidu, Charles Sturt University, Australia who ensured
that participants develop their own strategic/operational plan for implementing OER
based e-learning in their respective institutions. The workshop ended successfully with
the distribution of participation certificates.

Dear friends,
The CEC family offers warm wishes for the New Year 2015.The year has arrived
with a new hope and energy. We have a firm conviction that the year will witness
interesting and beneficial changes in the educational content and delivery in our
country. In the context of developing nations it bears a paramount importance.
We know that education is the enlightening tool which has taken the social
evolution of human beings at unimaginable heights. It is education which is
liberating with its vast knowledge. Gandhi ji has aptly and famously phrased the
importance of education in one's life when he says- “Live as if you were to die tomorrow. Learn as if
you were to live forever.” The quote not only focuses upon the importance of learning or education but
also on the possibility of being a learner throughout one's life. It is about the willingness to keep
learning new things in life and applying them. That's what we at CEC do. We create a learning ecology
with the help of Information and Communication Technologies (ICTs) that includes the interface, the
message or the content and its dissemination. We help achieve Gandhian idea of learning and
education which liberates and centralizes an individual. We have helped learners by giving them the
power and freedom to learn on their own. We focus on the learning as a process how we can facilitate it
or how we can make it more effective, participatory and
comprehensive.
Let us hope the year would be the year of digital education which has the
power to transform radically our education content and delivery system.
We have a golden opportunity here to take our education system beyond
the degree awarding institution to a real learning institution where
inquisitive and brilliant minds would be nurtured.

Media & Education
Information and Communication Technology (ICT) is a form of technology that serves the purpose of dispensing
information. Modern day developments in ICT signal to the fact that the various kinds of ICTs available are continually
developing. Inclusion of ICT in educational settings expands the learning opportunities already available for students.
However, just as any resource, ICT alone cannot improve learning: it is in fact the responsibility of educators to use ICT
wisely. The students should of course be active learners. The teaching techniques that educators utilize need to
demonstrate both responsive interface and an acknowledgement of learning pertinent to the 21st century.
Through the intervention of government and various training workshops for teachers, ICT tools can go a large way in
encouraging teachers. ICT tools aid teachers in many ways, such as preparing lessons, arranging classroom activities
etc. The teachers in this manner plan their lessons more effectively and efficiently. ICT also enables the teachers with the
benefit of working in teams and also sharing ideas about curriculum. Furthermore, it has been observed that internet
and interactive whiteboards play a key function in enriching teachers' transmission and increasing alliance between
pedagogues.
According to a 2006 study in Europe, it was deduced that numerous teachers make use of ICT to develop innovative
techniques of teaching. The study revels: “New technologies that provide a good fit with existing practices, such as
interactive whiteboards are first to be embedded, but others like video conferencing, digital video and virtual learning
environments are now being incorporated, providing evidence of ongoing learning by the workforce. Training needs to
continue to support innovative pedagogy.” This suggests that ICT is continually being integrated in the teaching
process. Thus, we can say that ICT can assist and improve teaching by strengthening an already practiced knowledge
and initiate new methods of teaching and learning.
ICT entitles for superior quality lectures and tutorials by helping teachers designing and composing resources. Hence,
students gain an opportunity to assimilate new skills, such as analytical, along with refining the reading comprehension.
Through ICT, students also inculcate writing skills: improve their grammar, spelling, punctuation, editing and making a
revised draft. The new technologies motivate independent and functional learning, and students' own responsibility for
their own learning. It has been studied and confirmed that the students who learned in an environment supplemented by
technology were motivated to learn more and showed increased self-confidence and self esteem as compared to
students who acquired knowledge in a traditional classroom environment.
Hence to conclude, the scale at which ICT needs to be adopted at both the school and university level by teachers needs
to be increased. There is a need for teachers to experiment with newer techniques. While the teachers are using ICT tools
to instruct, they are not using them to innovate their teaching methods. According to another study, “ICT generally has a
positive impact on teaching and learning situations, but compared with the ideal expectations; the impact of ICT on
teaching and learning must still be considered to be limited” (Ramboll, 2006).

The CEC family welcomed the year 2015
at its campus by organizing a get together.
The Director, CEC, Prof Rajbir Singh
wished the gathering a great new year. He
expressed hope that in the year 2015 CEC
as an organization will be able to achieve
its target and contribute significantly to
achieve the digital education component
of the Digital India initiative. Dr.
Sharanjeet Kaur, better half of the director
also wished everyone Happy New Year to
the gathering hoping for their bright
future. The entire staff of the CEC along
with Dr. Sunil Mehru, JD(S), Mr. Nageswar Nath, ME, Ms. Rita Dhar, Producer, Dr. Shatruddha, Research
Scientist, Mr. Mukesh Parasad, AO, Mr. Satyender Bharti SO(s) were also present. The staff also thanked the
director for his able leadership and vision.
EMRC Srinagar film wins best film Award
EMRC, Srinagar won the BEST
film Award in 2nd Edition of
Woodpecker Film Festival and
Forum for the film-"SECMOL -
the School for Norphel". The
festival was organised at India
Habitat Centre, New Delhi from
11 to 13 December 2014. The
award carries Citation, Trophy
and a Cash prize. Over hundred
entries, from across the country,
were received, 64 were short
listed and screened during the
three day film festival. SECMOL
was declared the best film in
education category. Produced and
directed by Dr. Shahid Rasool and Mr. Shafqat Habib, the film was shot at Ladakh and revolves around a Nobra
boy, Norphel, who had failed in 10th grade. Norphel's story is that of courage and the right environment provided
by his School, the SECMOL- an alternate school at Leh which enrols only 10th grade failures.

January 2015 Synopsis
Earth is the giant source of primeval heat. In the geologic past a substantial amount of heat traveled from earth's interior to outer space brining about changes in the earth's crust. Parent rocks, under influence of pressure and temperature are meta morphosed. Three major types of metamorphism, regional and contact. Bigger perspectives of metamorphism, in terms of plate tectonics are presented.
Genes are the material basis of heredity, but the understanding of their substance has changed over the years. Right from the first impetus which came through Darwin's Doctrine of Evolution, to the modern understanding based on the double helix model developed by Wilkins, Crick, and Watson has been fascinating voyage of discovery. The properties of autocatalysis and heterocatalysis are crucial for genes. We also examine how genes control characters by controlling the nature of specific enzymes. Thus we come to the evidence that the DNA appears to act as a master template.

Till recently, bronchial asthma was simply described as breathlessness due to Spasm of the airways. However, it is now accepted as a chronic inflammation resulting in the shedding of the topmost layer of the walls of the airways. In this programme causes, symptoms and treatment of bronchial asthma has been discussed.
20th January 2015 : Bronchial Asthma
This programme demonstrates the entire procedure of setting up a field unit as well as a domestic unit using local varieties of earthworms & the various investigations related to earthworms that are carried out in our country. Earthworms ingest organic material land soil if geophytophagous & defeacate their gut contents in the form of granules called castings. These castings are excellent biofertilizers.
24th January 2015 : Vermiculture Technology
Himalayan moist montane forests are evergreen and charac terised by the occurrence of developed communities of oaks and conifers. Oaks are mixed with other angiosperms and are more predominant on the slopes. Montane forest zone provides very favourable conditions for human habitation; consequently forest growth has been highly disturbed. Shifting cultivation in the past has resulted in formation of pure pine forests, where earlier oaks grew. Use of drugs or toxicants during pregnancy, prolonged labour etc lead to ill mental and physical health of a new born infant. Mental retardation may also be the cause of pollution and family stress.
