1.0 PROJECT INFORMATION
Omega Environmental Services, Inc., (OES) of Tucker, Georgia performed the removal of Underground Storage Tanks (USTs) at the Marine Corps Base, Camp Lejeune, North Carolina, and the Marine Corps Air Station, New River, Jacksonville, North Carolina. A base map and scale map of the subject UST site is included in Appendix I. The work described in this report was undertaken adjacent to building 1011. The work was conducted in general accordance with Contract N62470-93-B-0286 and subsequent amendments to the specifications or special instructions from the contracting office.

OES retained Geosciences, Inc. to monitor the site assessment portion of the UST Closures, perform soil/groundwater sampling as instructed by the Contracting Office, and upon completion of the project, submit UST Site Closure Reports to the Camp Lejeune Contracting Officer.
UST status determinations as "Regulated" or "Nonregulated" were made solely by the Contract Specifications or the Camp Lejeune Contracting Office. This report details the close-out of a site which the specifications defined as Nonregulated.
Where possible, this report meets the general UST Closure information requirements of North Carolina Administrative Code 15A NCAC 2N .0800, and The Groundwater Section Guidelines For The Investigation and Remediation of Soils and Groundwater, Section 11.3, Site Closure. However, analytical testing of soil and/or groundwater was conducted only by the direction of the Contracting Office, and Geosciences was not instructed to submit samples for analytical testing at this UST site.
Close-out of Nonregulated sites may be approved by the North Carolina Department of Environment, Health, and Natural Resources when documentation is provided that indicates no contaminated soils remain in excess of the appropriate cleanup level (Site Sensitivity Evaluation - SSE). Establishing the appropriate SSE action levels for the subject UST site was beyond the scope of Geosciences services.
2.0 UST SITE LOCATION
The general vicinity of the UST at Building 1011 can be found on the Camp Lejeune, N.C. U.S.G.S. Quadrangle Map, Appendix I, Figure 1. A detailed scale map of the excavation area is also provided in Appendix I, Figure 2.

3.0 LJST REMOVAL
OES removed the UST at Building 1011 on January 6, 1995. The removal began by draining the UST piping into the tank. Product was then removed from the UST. A backhoe was used to excavate down to the tank top. All lines were then capped except the fill and vent. The UST was purged of practically all product and sludge by a vacuum truck and a compressor driven barrel vacuum. Vapors were purged with an eductor-type air mover driven by compressed air. After essentially all product, sludge and vapors were removed, all accessible tank openings were capped except for a l/8 inch vent hole, and the tank was lifted from the excavation with a backhoe and chains.
4.0 SOIL SAMPLING/SCREENING PROCEDURES
Geosciences used a Mini RAE Systems, Inc. Professional Photoionization Detector (PID) to screen excavated soils and soils at the excavation limits for petroleum hydrocarbon vapors. The PID was calibrated before each use in the field as Per the manufacturer's instructions.
The soil contamination headspace analysis technique consists of filling a 16 ounce jar half full with soil and tightly sealing it with foil. After the temperature of the jar and its contents has equilibrated, the probe of the PID is inserted through the foil seal to measure the concentration of organic vapors in the space between the soil and the foil seal (headspace).
Every effort was made to collect soils which were representative samples, with as little debris as possible. Samples were collected from the excavated soils and from the base of the excavation, or from the lower one third of the excavation area.
4.1 QUALITY CONTROL MEASURES
Soil samples were transferred directly to the 16 ounce jar from a stainless steel hand auger or from the backhoe bucket with a stainless steel spoon. Sampling equipment was cleaned between sample locations with a laboratory grade detergent, isopropanol, and tap water rinse. The soil jars were also washed between samples and allowed to air dry. Disposable sampling gloves were worn when obtaining the soil samples.
5.0 SAMPLE RESULTS
Several soil contamination headspace analyses were performed during the UST removal. The range of the highest headspace readings encountered in the excavated soils and from the base of the excavation is provided below:

Headspace samples were not taken from the capillary fringe (transition zone from the soil column to the water table) or below the water table.
Based on the PID screening results, f all excavated soils were returned to the excavation.
6.0 FINAL DESTINATION OF UST AND CONTENTS
The removed UST was cleaned and scrapped by OES in accordance with American Petroleum Institute (API) Recommended Practices 1604, 2015, and 2015A.
A Certificate of Destruction signed by John Fleming (OES) is provided in Appendix III. Further information regarding the destruction and destination of the UST can be obtained from Doug Driver (OES) at (404) 621-9414.
All UST contents, including sludges, were removed by Noble Oil Services, 5617 Clyde Rhyne Dr., Sanford, NC 27330. Approximately 300 gallons were removed from the UST at Building 1011. A copy of the Noble Removal Manifest is included in Appendix III. Please note that the manifest may include the UST contents from other UST closure sites.
