1. INTRODUCTION

The following report highlights progress in the piloting of the Comprehensive

Rural Development Programme (CRDP) currently being implemented by the

Department of Rural Development & Land Reform (DRD&LR).

2. BACKGROUND

The new Department of Rural Development and Land Reform has been given

the mandate by the President of South Africa to develop and implement a

Comprehensive Rural Development Programme (CRDP) throughout the country.

To achieve this mandate the Department embarked on developing a fresh

approach to rural development.

The programme is being focused on enabling rural people to take control of their

destiny, with the support from government, and thereby dealing effectively with

rural poverty through the optimal use and management of natural resources.

This will be achieved through a co-ordinated and integrated broad-based

agrarian transformation as well as the strategic investment in economic and

social infrastructure that will benefit the entire rural communities. The

programme will be successful when it becomes apparent that “sustainable and

vibrant rural communities” are developing throughout South Africa.

A three pronged strategy to ensure that the Department achieves its objective

are:

- Agrarian Transformation includes increasing all types of agricultural

production; optimal and sustainable use of natural resources; the use of

appropriate technologies; food security; and improving the quality of life for each

rural household.

- Rural Development includes improving economic and social infrastructure.

- Land Reform including restitution, redistribution, land tenure reform.

In the light of the above, the department has to date initiated the CRDP approach

in four provinces namely Limpopo, Northern Cape, Free State, Eastern Cape and

Mpumalanga provinces. The programme is due to be further rolled out in Kwa-

zulu Natal, North West and Western Cape. Below is a summary of pilot sites

within the identified provinces.

3. LIMPOPO:GIYANI - PROGRESS

Below is a summary of the Greater Giyani pilot to date.

3.1 Background

The greater Giyani Pilot was selected as a Pilot project for the implementation of

the CRDP by the Minister of DRD & LR Mr Gugile Nkwenti. The choice of

Greater Giyani as pilot was inspired by an article that the Minister read in a

newspaper about the levels of poverty in the Municipal area (see below)

In order to implement the project a team was deployed to the Limpopo province

to meet with provincial stakeholders to discuss the implementation of the project.

Below is a summary of meetings held and the outcomes thereof, an overview of

progress to date, a summary of the challenges face and a way forward.

a potential village for implementation of the

CRDP approach. The meeting also

discussed the visit to Giyani by the Minister

of DRD & LR and the Premier of the

province

Technical Team Meetings The technical team met to develop a

framework for the document, review the

availability of information and to develop a

status quo analysis of the greater Giyani

municipality which was to be presented to

stakeholders.

20/05/09 Meeting to present findings The technical team presented its findings

and the meeting then chose three villages

to visit based on the findings of the

technical team. Site visits were then taken

and a village was chosen based on

chosen was to be visited by the Minister

22/05/09 Walkabout by Minister and

Premier of Province

Prior to this various meetings were held to

prepare for the walkabout. The Minister,

Premier and other officials walked about

the village of Muyexe which was chosen as

the area of focus.

26/05/09 Socio Economic Analysis Complete HH questionnaires to determine

further needs of the community

28/05/09 Debriefing Meeting A meeting was held to discuss the

walkabout by the Minister, Premier and the

way forward with regard to the

implementation of the CRDP. Teams were

composed to deal with interventions to

address concerns raised by the community

during the technical team’s assessment

and also during the walkabouts. A list of

potential projects were identified and

preliminary findings of socio-economic

analysis incorporated.

The CRDP and interim project list was

presented to all HODs to make them

aware of possible projects that they would

assist in the implementations thereof.

4. NORTHERN CAPE: RIEMVASMAAK - PROGRESS

4.1 Background

Riemvasmaak is located in the Siyanda District management Area. The process

of restoring the community back to Riemvasmaak commenced in 1994. Many of

the planned post settlement support initiatives have not yet achieved the

envisaged impact. The DG on the 1st of June met with the Northern Cape

commitment to the project was sought. It

was also stated that the Riemvasmaak

restitution claim would be the focus of

the project in the Northern Cape.

02/06/09 Meeting with Siyanda District

Municipality

The purpose of the meeting was to

discuss the CRDP approach and to

allow the municipality and sector

departments to present existing

initiatives in the Riemvaasmak area.

A quick site visit was also undertaken

after the meeting.

Site Visits A field trip to Riemvasmaak was

undertaken on the 3rd – 4th June

2009.The two villages ( Mission and

Vredevallei) were visited. Detailed

site inspection and information

gathering took place in the two

villages on the 3rd of June 2009. A

team was therefore deployed to

conduct a situational analysis and

propose relevant intervention to

facilitate effective post settlement

support through the CRDP approach.
